El Furrial Power Plant Monagas, Venezuela

We provided engineering and construction management services for the 240 MW simple-cycle El Furrial Power Plant. The facility consists of four Phase III Rolls Royce Trent 60 Combustion Turbine Generators capable of operation on natural gas, evaporator cooling, a gas compression system, and a water injection system. Our work on the El Furrial plant required we provide the engineering and design for the installation of the turbines as well as balance of plant equipment including evaporative cooling of the turbine inlet air, balance of plant equipment, and the engineering and design of a supporting 115kV substation. We were also involved in the project’s construction, providing construction management services.

Olinda Landfill Gas to Energy Olinda, California

We were involved with the 32 MW combined cycle Olinda Landfill Gas to Energy Project from its design and permitting through start-up and commissioning.

Once conditioned, the landfill gas is distributed to the four on-site Solar Taurus combustion gas turbine generators, heat recovery steam generators, and a single steam turbine generator. All of the major equipment components were manufactured in the United States, including the four combustion turbine generators.

The project received funding by the U.S. Department of Energy’s Industrial Technologies Program (ITP). Our scope of work for this project included onsite and offsite civil engineer design, environmental permitting support, detail engineering and design services, construction permitting, and start-up and commissioning of the power plant.

Client: DCO Energy Eastex Cogeneration Plant Lonview, Texas

We were actively involved throughout the development of this 430 MW combined cycle cogeneration facility. We first acted as the Owner’s Engineer on the project, which utilizes two GE Frame 7FA combustion turbines, each exhausting into an off gas duct fired heat recovery steam generator and supplying steam to a condensing extraction steam turbine. The facility supplies electrical power to Eastman Dispatchers, and both high and intermediate pressure steam to Eastman Chemical Company.

We also provided post construction engineering services, during start-up and operation, including:

Riverbay Cogeneration Bronx, New York

We provided engineering and design, and procurement support for this 40 MW repowering of the existing Riverbay thermal facility. Two Siemens combustion turbines coupled to once through steam generators, a Siemens steam turbine generator, and HP packaged boiler supply process steam to the Riverbay facility. We provided our engineering and design services to Fresh Meadow Mechanical Corporation of Queens, NY, the EPC Contractor.

L’Energia Energy Center Lowell, Massachusetts

We provided engineering, design, and project management and procurement services for the repowering of the L’Energia Energy Center 80 MW capacity combined cycle power plant. Repowering of the facility required the installation of a new Rolls Royce Trent 60 dual fuel WLE generator set to replace the existing Siemens V64.3 combustion turbine generator, and modifying the existing Deltak HRSG to improve performance and add an SCR and CO catalyst to reduce emissions.

Our work also involved the installation of an inlet air absorption chiller, packaged cooling tower, water pumps, balance of plant control system upgrade, gas compressor and other necessary equipment and auxiliaries, including:

• Building addition and retrofit

• Cable bus

• Switchgear/MCC evaluation and addition

• Station Service Transformer

Hunlock Power Station Repowering Project Hunlock Creek, Pennsylvania

Our services ranged from conceptual design through commissioning of this conversion of the former 45 MW coal-fired power plant to a clean-burning, efficient natural gas combined cycle power plant with 125 MW of capacity. We provided engineering and design, procurement support, and construction management services for the project, keeping the project contained within the plant’s original footprint

Details of the project include:

• Two new dual fuel General Electric LM6000 combustion turbine generators

• Two heat recovery steam generators

• Existing 44 MW steam turbine generator

• Existing condenser

• Auxiliary boiler

• Mechanical chiller system

Valleyview Cogeneration Valleyview, Alberta

We provided engineering, procurement, and construction management services for the installation of a 1 x 45 MW LM-6000 PC, sprint gas turbines with provision for future conversion to combined cycle operation, and synchronous condenser. These units contained water injection for power augmentation and NOx control. The scope of work included conceptual engineering, permit application support, regulatory approvals, detailed and construction engineering, and commissioning.

Rathdrum Power Project Rathdrum, Idaho

We provided engineering and design, procurement, assistance, and startup support for this 270 MW natural gas fired combined cycle power plant.

The 1x1 configured indoor facility is water cooled using a multi-cell cooling tower. Our design of this plant included major power equipment consisting of:

• One GE 7FA combustion turbine

• A three pressure heat recovery steam generator with a selective catalytic reduction system and carbon monoxide catalyst

• One GE reheat, condensing steam turbine

In addition, the design included a two staged cooling, zero discharge system for the on-site disposal of all process wastewater, and a 230 kV switchyard.

Pasco Cogeneration Optimization Study Dade City, Florida

We executed a performance optimization study to prepare the Pasco Cogeneration Facility for operation under the plant’s new Power Purchase Agreement.

This natural gas fired combined cycle cogeneration plant was designed to deliver process steam and power. The facility consists of two General Electric LM6000 combustion turbines with water injection, each with a heat recovery steam generator. Steam is fed to a nominal 26.5 MW condensing steam turbine generator.

The facility was originally designed for base loaded operation and up to 200,000 lb/hr of export steam. Currently, the facility operates with daily cycling and will no longer have an export steam host.

The main goals of this study were to maximize output, optimize heat rate and ensure that the facility can start up within the time constraints established in the PPA.

Our services included:
