• More Power Plant Controls?– units without SCR & scrubbers in 2016 are

(relatively) small and will have reduced utilization

• Power Plant Type Controls (SCR & Scrubbers) or Cleaner Fuels on Industrial Boilers?– most large non-utility sources not near non-

attainment areas– Regional Haze most likely driving force
