Applicants intending to submit a proposal write a brief, ~100 words description of the approach, including the name of the implementing agency and of the country (or country examples.)
The abstract is forwarded to BMZ country desks to approve /reject further elaboration of proposals
Programmes elaborate proposals (signed jointly with partners), using the proposal form that can be found online. Applicants are encouraged to send drafts to the GHPC editor for feedback to have quality proposals submitted for review.
GHPC team organises the participative peer review of proposals within GIZ & KfW head and project offices

Clarification of basic arrangements: timing of writers visit,
schedule and logistics cost-sharing language versions Writers conducts desk research based on documents sent by projects
Writer visits country to interview main stakeholders (GDC & partners), beneficiaries etc.
Projects provide support, material, photos etc.
Writer produces first and subsequent drafts in constant exchange with the Managing Editor.
A consolidated draft is at least once commented by the project, the partner, by PROFILE and, sometimes, other GDC experts.
(Several loops possible)
2 external experts on the topic (from UN, academia etc.) review the draft according to 8 criteria: Effective? Transferable? Empowering? Gender-sensitive? Quality of M&E? Innovative? Cost-effective? Sustainable?
