Resolution Panel (JIDRP) for conciliation of cases
Ref: Railway Board's letter No.2010/JIDRP!1-3(SAG) dated 21.09.2011.
The scheme of Joint Internal Dispute Resolution Panel (JIDRP) formulated in pursuance of
directions of Hon'ble High Court Delhi on 30.09.2008 and duly approved by Committee of
Secretaries, as a conciliation mechanism between Ministry of Railways and Ministries of Coal, Iron &Steel, Food and Petroleum and Natural Gas, PSUs under their control, was circulated among the
Railways vide Board's letter No.2010/JIDRP/1-3dated 20.09.2010.
In the light of approval accorded by the Members of apex level of JIDRP, the following
arnendrnentto Para 3.1 of JIDRP Scheme wes communicated vide this office letter of even number
dated 21.09.2011.
"3.1 The specified Ministries and their PSUs can file a case in the Court!RCT without
seeking prior approval (if the -JIDRP. The institution of JIDRP shall however
continue and the relevant Ministries and their PSU's can approach JIDRP for
conciliation."
It is reiterated that the procedure for approaching JIDRP for conciliation of cases and its
working is laid down in para 3 of the JIDRP scheme and needs to be followed. •
For referring a case for conciliation to JIDRP, the first and foremost condition to be observed
in accordance with Para 3.11 of JIDRP Scheme, is that for existing cases, the concerned PSUs &
Railways will move a joint application before the relevant courts, inter-alia, praying for adjournment
of the case till such time the cases are heard and settled by JIDRP.
It may be mentioned that merely posting of JIDRP web-site with case arguments does not
mean that the case has been referred to JIDRP for conciliation. In the light of amendment to para 3.1of JIDRP scheme, as enumerated above, web-software of JIDRP is also being modified.
