Governor Cuomo Appoints Committee To Search For A New NYSP Superintendent (reproduced and edited)

Top Cop NYSP Superintendent Joseph D’Amico tendered his resignation Friday,

April 8, 2016, but stated he would stay on to assist on the transition to new leadership.

D’Amico age 56, has spent 35 years in law enforcement, 27 with the NYPD, 3 with AG’s

office and 5 as the NYSP Superintendent, says he is retiring to pursue other opportunities.

In his statement he said, “It has been my great honor to serve the people of New York

State for the past nine years. I am particularly proud of the last five years serving with

the State Police. During that time, we were able to better prepare our membership not

only to deal with modern day threats, but also be in the best position to help the people

we are sworn to protect. I would like to thank each of you for your professionalism, hard

work and continued dedication to the people we serve. Together, we have continued

the fine tradition of the New York State Police. Your hard work does not go unnoticed by

the Division or the public. Be safe, and my best wishes as you continue your careers.”

Governor Andrew Cuomo announced on April 28, 2016 that he has formed a search

committee to replace Superintendent D’Amico. The seven person committee includes:

Former NYPD Commissioner Ray Kelly, former Lieutenant Governor Bob Duffy,

former Cuomo counsel Mylan Denerstein, former state Deputy Secretary for Public

Safety Michael Balboni, Rockland County District Attorney and state District Attorneys

Association President Thomas Zugibe, Republican state Senator Patrick Gallivan of

Western New York, and state Deputy Secretary for Public Safety Rachel Small. “The State

Police play a vital role in ensuring the safety of New York’s families and communities,”

Cuomo said in a statement. “Under the leadership of Superintendent D’Amico, the State

Police have shown remarkable courage and discipline in their service, and I have tasked

this search committee with identifying candidates who will build on that record for all

New Yorkers. I look forward to receiving their recommendations in the weeks ahead.”

First Deputy Superintendent Patricia M. Grober, who in November became the

first woman appointed to that job in State Police history, was initially considered a top

candidate to succeed D’Amico.

The State Board meeting of March 26, 2016 was opened by President Doney at 12:30pm. He led the pledge of allegiance and followed with a moment of silence for our departed members.

President Mike Doney: Mike announced the Division Memorial service is to be held at the Academy on May 26th at 9:30am and to be followed by the Superintendents’ Award Ceremony to be held at SUNY due to Construction work at the Academy. He noted a letter from Jim Kennedy regarding damage to a Glock in shipping, which was repaired and returned in four days. Mike noted a recent email sent by Ted Palmer alleging some improper actions taken by the State Officers. He then went through it with a response. Ted first noted that the IRS 990 reports had not been filed and that our status was in doubt. Answer was that our status had been suspended as we did not file three years of reports on our initial application. This has been corrected by the filing of IRS form1024. Again awaiting IRS response. Ted questioned a refund of $1400 noted in the June 15 treasurers report. Mike noted that a member had requested a refund due to his failing health. Since then, a second member requested a refund which has been granted. The first rifle was resold and the second is pending. Ted noted an item in the financial report of one expense greater than the total expenses. Mike noted that the error had been noted at that meeting and a correction to the report made before the report was accepted. Ted noted several discrepancies in the Commemorative Weapons report which seemed to indicate purchase before the funding was in hand and incorrect pricing in some instances. Mike noted that he had swapped the pricing of the Winchester and Glock in the report. Following a discussion it was agreed that a new report would be prepared for the June meeting reflecting the correct figures. Mike further noted that in no instance had Association treasury funds been used for the purchase. Ted questioned the current practice of using life members’ dues as straight income and the past mention of a need for a dues increase. Mike noted that the life member dues practice had not changed from prior

practice and the mention of a dues increase came from the Secretary in response to the increased cost of the Gray Rider. Ted noted the financial methods should be reviewed and called for an outside audit of the Association. A floor inquiry was made asking if he meant that funds were missing which was answered in the negative. Discussion lead to the fact that the records are kept ledger style and not computerized. Dave Treat noted that no one is an accountant and that the officers are volunteers.

VP Ken Kotwas: Had nothing to report.

Secretary Bill Murray: Noted the prior thought of a need for a dues increase had been resolved. Working with Editor Kathy Hartman, a new printer had been selected and that a considerable savings in cost had been realized. He further noted that the search for a new editor for the Rider continues. Kathy is having some issues and would like to step down. Due to some older records missing there are some errors in the list of life members. He will be requesting updated records from each Chapter.

Treasurer Dennis Spanitz: Presented the financial reports for November, December, January and February. He noted that the first quarter per capita reports are due April 1. He does have available medallions and approximately 200 decals. Motion by Bob Bruso to accept the reports as presented. Seconded and carried.Received a request from member Bob Cronin for a donation to the Tour De Force. Motion by John Odell to continue our support, the same as the preceding year. Seconded and carried. Mike requested the report of the Audit Committee chaired by John Odell. John reported their review showed the records were complete and in proper order. Motion by Louie Lang to accept the report. Seconded and carried. Marty Weigel requested a donation for the Friends of the NRA dinner. Motion by Louie Lang to take a $100 ad in the book. Seconded and carried. Dennis noted our past practice of a donation

to the Trooper Foundation in the name of Steve Sleurs. Motion by Bill Murray to do so. Seconded and carried.

Fred Scheidt our PBA rep: Noted the luncheon support this date from the PBA (and received our thanks). He also reported that Brian Kohlner (Alliance of Public Employee Retirees) will speak at the next meeting. Mike Gilmore inquired regarding an increase in our Medicare cost but no corresponding increase in our reimbursement. No current answer available.

Mike noted a suggestion from Kathy Hartman to simplify the luncheon menu and reduce it to four or five items in the interest of quickness. Ken Kotwas to work with the restaurant to implement this. Next meeting to be on June 18 at Dublin’s. September 17th meeting to be at the Cavalry Club. Motion to adjourn by Marty Weigel. Seconded and carried.

was honorably discharged, and you have a NYS drivers

license, learners permit or non-driver photo ID card, you

can have the word “Veteran” printed on the upper left

hand of your photo document. There is no additional

fee for the veteran status designation on your document,

but all regular transaction fees will apply.

To apply for the veteran status designation: You must

send or provide proof of an honorable discharge. You

may apply by mail or at a DMV office by showing your

proof(s). Originals or photocopies are acceptable at an

office, but send only photocopies by mail. Acceptable

proofs are: a U.S. Department of Defense Form DD-214

that indicates an honorable discharge, a form DD-215

that indicates an honorable discharge and if discharged

before January 1,1950, an Honorable Discharge form

WD AGO 53, WD AGO 55, WD AGO 53-55,

NAVPERS 553, NAVMC 78PD or NAVCG 553, or an

“Enlisted Separation Paper”

You can apply for the veteran status designation

when you renew your drivers license by mail using your

renewal notice (MV-2) and a photocopy of your proof of

ADIRONDACK CHAPTER The March 24, 2016 meeting of the Adirondack Chapter was held at the Moose Lodge Plattsburg with 24 members and guests attending. Final Patrol: Lyn Lobdell. Other Passings: Janet Haberstro (mother of Chapter member Greg Haberstro). New Members: Arthur Lowe Jr. and Patrick Mitchell. New Business: 1. Fall Raffle, 2. Are emails being received by everybody and 3. Letter from Robert Cronin requesting donation for the Tour De Force ride in the amount of $200. Donation approved. Discussion followed and a motion to increase the amount to Tour De Force by $100.00 approved. Discussion of the replacement of Officers. The position of Treasurer needs to be filled with the passing of Lyn Lobdell and the Secretary position may be available as well. Both would run until September 2017. Next Meeting, Thursday, April 21, 2016 at Mullins Restaurant, Gouverneur, NY. The April 21st meeting of the Adirondack Chapter was held at Mullin’s with 21 in attendance. Discussion on recent passing’s, sick leave and final patrols. Robert “Bottles” Lavigne - $100 donation to the Elizabethtown Lewis Ambulance Squad and Steven DesGroseilliers, son of Nellie Ambler - $50 donation to ALS. Old Business: Lottery based on daily numbers – has been very successful in recent years. To continue (added note - tickets will be passed out at the May meeting). $100.00 donation to be made to the Cindy (wife of former member, Dean) Talcott Memorial Golf Tournament to benefit Helping Hands of Potsdam, Saturday, July 23, 2016. Discussion about doing something in memory of Lyn. The matter was tabled until the next meeting. 50/50 Drawing - Paul Roeser. Rena Griebsch, widow of Ernie who joined us for lunch, pulled the winning ticket.

The Batavia Chapter met January 20, 2016 at the Polish Falcons Club in Batavia with 27 in attendance. A thank you note for our donation was received from Crossroads House. A donation in the memory of Annie Kurek and Bernice Skelton was sent to Helping Hands. Note from Al Jones who moved to the Penfield area and medical problems his wife is having was read. A transition of secretaries has been made and a thanks to Gary Hammond for past service. Arrangements have been made with Trooper Brian Gregoire assigned to Albany as a liaison for the 100 year Centennial Committee to attend our May 18th 2016 meeting and discuss the upcoming events. Tpr. Tom Connor, SP Wolcott is working on the History of Troop “E” Zone 2, needs info on SP Newark, Waterloo and Auburn from their origin in 1955. Interesting stories, cases,

Dennis S. advised how the State Chapter is saving money by using a new printing company for the Gray Rider. A Thank You to Kathy Hartman Editor of the Gray Rider for researching various printing companies. It was pointed out that members who had ordered the commemorative Glock pistols have received them and are very satisfied with their design. 50/50 winners: Jim Cackett and Gary Hammond. The March 16, 2016 of the Batavia Chapter was held at the Polish Falcons with 17 in attendance. Sick Leave: Mike Curren, Marty Hockey, Jim Lobur, Jim Hoffman, and Jim Beer’s wife Anne. Tonight’s fare subs, a nice change from pizza. Donation made to Helping Hands in memory of Life Member William Fox. Members were informed regarding the American Association of State Troopers organization with headquarters in Tallahassee FL and the benefits of belonging to it. 50/50 winners: Ray Motyka and Paul Makson. The April 20th meeting of the Batavia Chapter was held at the Polish Falcons with 23 members and 1 guest in attendance. Thanks to Louie Lang for providing the dinner. Treasurer reported that funds totaling $5,425 has been sent to Helping Hands in the memory of members and family members by the Batavia Chapter of the AFNYST since Helping Hands has been formed. Steuben Chapter breakfast was held January 18, 2016 at The Wagner Restaurant Penn Yan at 9:00AM. Asked our members for their support in taking action that Joseph Comfort, who murdered Inv. Robert L. VanHall Jr., be denied parole. Van Hall a Green Beret who served two tours in Viet Nam and received a Silver Star was murdered December 5, 1980. Baron Steuben Chapter breakfast meeting was held February 15, 2016 at the Wagner. Reminder of the FARTS Reunion March 4 and 5, 2016 in Maitland, Florida. The Baron Steuben breakfast at the Wagner was held March 14, 2016 and the April 11, 2016 meeting will be held at 9AM, also at the Wagner. Dinners will resume in May, date and time to be determined. The Baron-Steuben Chapter held their final breakfast on Monday, April 11, 2016. There were 16 Members and friends in attendance. The first dinner meeting of 2016 will be held on Monday, May 16, 2016 at The Redwood in Naples, social hour at 5:30pm, dinner to follow. Added: Mention of Sgt. Jeffry Edelson Memorial Scholarship through the PBA. Also the deadline to submit applications for the annual NYS Troopers PBA Scholarship is June 15, 2016. The application and all related information is available on the PBA website in the members only section, on the page entitled “PBA Scholarships.” Memorial wreaths at the Academy need to be replaced, as they are in bad condition and the AFNYST Chapters have been asked to help in this effort.

CENTRAL NEW YORK CHAPTER

The March 16, 2016 meeting of the Capital District Chapter was held at the Saratoga Wilton Elks with 34 in attendance. Sick Leave: Marty Ryfa – Recuperating at home from a mountain biking accident. Will be in a neck stabilization ‘halo’ for several months. Final Patrols: Larry Moyer, Ingbret A. “Bret” Klausen, John Kelly, Harvey Hansen, Harvey Nutter, William B. Hungerschafer, and Martin Westscott. New Members: Bill Accuosti, John L. Carey, William Carraher, Bryon Christman, Margaret Christman, Dan De Federicis, Brian T. Dollard, Donald Dorn, John M. Egan, Joseph F. Ficarella, Kenneth K. Kippen, Jr., and James A. Trotta. Old Business: Dental Insurance - check with PBA (Miss Emma Hill) or the NYS Retired Public Employees Association offering a plan but had no further info. (Note: their website is www.rpea.org). Chapter Meeting Venue: Working on central location and schedule. Grave Markers Program: Grave Markers for deceased NYSP Members have been recently completed in the Capital District area. All graves in cemeteries that allow marker placement have a marker now in place. National cemeteries and some Catholic cemeteries do not allow the placement of markers. Russ expressed appreciation to G First Sergeant Betts, Sgt/SC Dan Symer and the Troop G QM for the assistance provided. Russ also advised that the locations for the

remaining Camp Men are now being worked on. 50/50: Charlie Simmons. Next Meeting: April 20, 2016 at Quigley’s Restaurant, East Greenbush. The CD Chapter meeting at Quigley’s was held April 20th with 22 in attendance. Sick call: John Riordan is in the Daughters of Sarah Nursing home. Final Patrol: James Tedesco and Paul Wilde. Had a discussion regarding the Grave Marker program, Cindy More, Jeff Brown and Larry Moylan have been actively placing markers. This is a good program, our chapter will continue to support it. The January 13, 2016 meeting of the Long Island Chapter was held at the California Diner with10 present including guest Troop “L“ delegate Pete Nunziata. Motion made, 2nded and carried for the Chapter to remove members from the rolls if they have not paid their annual dues by 1 June every year. The President must send a warning letter(s) before this action is taken. The Chapter received a thank you letter from the Louisiana State Police for sending a sympathy card and a $100.00 donation for a Louisiana State Senior Trooper Steven Vincent, who was killed in the line of duty. We follow them over, give them a ride back, and then give them a lift back to their car whenever they return from their trip. Significant savings in parking costs! Corrections Academy Staff. It was revealed that: their Correction Officers do not have any type of arrest powers/authority. Therefore they do not get LEOSA. From the Federal law: (2) before such separation, was authorized by Law to engage in or supervise the prevention, detection, investigation or prosecution of, or the incarceration of any person for, any violation of law, and had statutory powers of arrest. The purpose of this information is to deter rumors from spreading that the New Jersey State Police does not honor the LEOSA law. A special remembrance for NYC Detective Joseph Lemm and other military servicemen who were also recently killed in the line of duty in Afghanistan. Former Trooper Gives Assistance To Survivor In Plane Crash (reproduced and edited)

April 19, 2016, in Westmoreland, NY a Cessna took off from a grass airstrip near former New York State Trooper Don Marino’s home. Don, who was on the phone when he heard a plane take off from the nearby airstrip, was watching out his front door as it crossed the road, but it never got any higher than the tallest tree in the nearby yard. With the nose up at a 30 degree angle, he knew it wasn’t going to make it. The plane crashed seven seconds after takeoff. Don called 911 and then ran across the road where the plane went down in his neighbor’s yard by a camper and pool. As he ran, he saw that the plane had caught on fire and that two people were lying on the ground. Then he saw this man who was lying there, all his clothes had burned away except for a strip around his waist. He was on fire and was lighting the grass around him. Marino jumped into a nearby creek and began scooping water with his hands onto the man’s burning body. He then helped the 76 year old male passenger into the creek and he just laid there until rescuers came. The female passenger age 30 in the mean time was tending to the pilot age 31 who was laying face down on the ground. The Oneida Co SO reported the pilot and female passenger from Rome, NY were able to exit the plane, but the pilot in “a heroic effort” tried to free the older passenger from the plane, but leaking fuel from the plane ignited and both men were severely burned. All three were taken to local hospitals where the pilot and 76 yr old male succumbed to their injuries.

I joined the State Police on 09/01/54. I was outfitted at Troop “K” Headquarters with uniforms that were

left over and ill fitting. Tailoring was your responsibility. I immediately fell in love with the uniform, its history,

and especially the riding breeches and spurs. It was only a short time before I was aware that the older troopers

disliked the spurs, the newer generation loved them. Some time in 1956, the quartermaster made his rounds and

confiscated all the issued spurs without warning. Effects were made by some to have them returned as keepsakes,

but, Division thought they would continue to wear them. No one ever found out how they were destroyed. By

accident I found what appeared to be a model of them.

Added: Delbert believes the 45 revolver, riding breeches, spurs, etc., should be displayed in memory and

tribute of the troopers before us. History lost and forgotten. Also if you are interested in purchasing these spurs

Regarding the item in the minutes of March 16th about dental insurance. Fred

Scheidt and Capt. McCarthy provided the following from Ilma Hills at the PBA: The

PBA has endorsed a retiree dental and vision program through Epic Risk Solutions.

They can be reached at 845-360-5885. The program is fully administered by the

broker so we do not arrange anything through our office.

From Roland Wildey: I pay as a single, $52.20 a month and have been with them

for a few years. That also covers about half price on eyeglasses as well as dental,

no cost for cleaning 2X a year.

Proposed Renewal of COBIS Program (reproduced and edited)

Information from SCOPE (Shooters Committee on Political Education) that a Bill has been

proposed to renew the COBIS program where the SP would construct and operate a

databank on all firearms, not just hand guns. This would include all shoulder guns. It is noted

that a previous COBIS program had been in effect from 2001 up until 2012 when it was

ended by Gov. Cuomo due to funding. As a result of that program only (1) match

was made and No arrests or convictions were made. This databank is controlled

by the NYSP. The Bill S-2573a is in the NYS Senate.

liaison for the NYSP Centennial. It was sent out by Troop “G” Commander Captain J. M. Keeley

January 8, 1941, regarding Handcuffs and Escaped Prisoners.

1. This Troop holds the record for escaped prisoners, in fact won the Blue Ribbon about ten (10) years ago.

2. We have come through a period of a numbers of years without an escape, until just recently. A prisoner

escaped from one of our Sub-Stations simply because a Kind Hearted and Sympathetic Trooper failed to

handcuff a Felon (prisoner), who having escaped was returned to the Trooper several hours later by a Deputy

Sheriff, after the prisoner had been seriously injured in making his escape, thereby leaving the Trooper and the

state of New York liable to a suit.

3. Hand-cuffs are part of your equipment and are issued for the purpose of restraining a Felon from escaping.

4. In the future any Member of this Command who allows a prisoner who is a Felon, to escape through neglect

or through the failure to hand-cuff the prisoner, his services as a State Policeman will be seriously endangered.

April 1, 2016: The bipartisan and near unanimous VEA (Veterans Equality Act) failed to make it

into the April 2016 NY State Budget despite all the best efforts of Senator Larkin, Assembly Woman

Paulin, the full support of every state veterans’ group, every state public union, and a full court press

from interested veterans and their friends. Now pushing the bill to go through the usual process (for

the third time). And then to stare down another Governor Cuomo veto. In 2014 and 2015 the bill

was passed by the Legislature, only to be voted by the Governor, who cited cost and failed to provide

adequate funds in the budget. Sponsors Paulin & Larkin are aggressively pursuing a new Bill to be

Veterans want the opportunity to PURCHASE military service credit as part of the current and

well-established BUYBACK program. As the saying goes, “The squeaky wheel gets the oil”. Call or

write your representatives and encourage them to fight to include the funds for these bills. It is a

Fall State Board Meeting of the AFNYST

State Board Vice President Ken Kotwas wanted everyone to know and plan on attending the

Fall State Meeting that will be held Saturday, September 17, 2016 at the Cavalry Club. June

20, 1917, 99 years ago, the first troopers started their training at Camp Newayo (now named

the Cavalry Club) in Manlius. Troopers signed on for a two year enlistment with an

annual pay of $900.00. Their pay has increased a bit over these last 99 years.

If you have never been to the Cavalry Club, put it on your bucket list. A great place where

you can visualize the first encampment.

Murder by a Cattle Ruster- The Robert D. Thoubboron StoryPart Four -

Parts one, two, and three of Murder by a Cattle Ruster that were in the last three issues of the Gray Rider were reproduced from the Thirty-Fouth Annual Report of the New York State Troopers Executive Department

Division of State Police for the Year 1951. As a followup to the story on Matthew Armer, confessed murderer of Corporal Arthur Diffendale, the following appeared in the Adirondack Almanack by Lawrence P. Gooley, October 13, 2015.

Hi my name is Robert D. Thoubboron, I’m a retired member who served 25 years in the Division from 1960 to 1985, when I retired as Major, Troop Commander of Troop “F”. Thereafter I held the elected position of Sheriff of Putnam County, New York, for the next 16 years, ending a career of 41 years in Law Enforcement. Recently I read a copy of “The Gray Rider” that contained the article “Murder by a Cattle Rustler”. Reading the article prompted me to write to you to tell the story of my encounter and meeting with Corporal Arthur Diffendale and how it eventually changed my life. I cannot remember the exact dates of our meeting but it was around the late 1940’s or early in 1950 and I was a teenager. My parents and my brother and I lived in Queens Village, in New York City and we had a summer home on a single lane dirt road in the Town of Westford, New York. On one of the visits we found that the house, an old 10 room farmhouse had been Burglarized. My Dad called the State Police in Oneonta to report the crime. A short time later a Gray patrol car arrived at the house and a tall well built State Trooper emerged and was greeted and came into the kitchen to discuss the crime. That Trooper was Cpl. Diffendale. Other than having seen New York City Police officers on the streets where we lived, I had never seen a Trooper up close. It was more than just the Uniform that impressed me, it was also his whole demeanor. In conversation we learned that the Corporal had a sister who lived several blocks away from our home in Queens. My mother who had been cooking dinner on a wood stove invited Cpl.

Diffendale to to join us and he agreed to stay. When he left, my parents extended an open invitation to the Corporal, that anytime he was in the area and we were there he was more than welcome to stop and say hello and join us for dinner. He did just that on a number of occasions. It was not long after my last meeting that I was riding on the N.Y.C. subway enroute to my High School, Brooklyn Tech, when standing in front of a seated passenger reading the N.Y. Daily News that I noticed the front page with a picture of Cpl. Diffendale and a headline “Trooper Murdered in Upstate N.Y.” Needless to say, I was shocked and sad having known him as we did. After graduating from High School and spending a few years in College, I decided I wanted to go into Law Enforcement. Although living in the City, my parents thought I would choose the N.Y.P.D., however I told them that my goal was to be a State Trooper and my reasons why. My meetings with Cpl. Arthur Diffendale and how impressed I was with him set the course for the rest of my working life and I’m truly sorry he was not there on June 2, 1960 when I was sworn in to thank him for what he did for me. Ted Palmer did the research and wrote this article, photo images are from the SP Academy archives. When this subject is mentioned it is always met with surprise. In 1953, the Division did have a two week training program for recruit Troopers who were then put in the field. No official name or session number, just “Bear Mountain” as it was held at the Bear Mountain Interstate Park commencing June 17, 1953. It was well documented photographically. The archives at the current SP Academy revealed many good pictures but no documentation. A newspaper clipping from a CNY member connected the academy photos to Annual Report references. Two current members of the CNY Chapter participated, Frank Peo and Jon “Effie” Washburn. A 1953 newspaper image provided by Frank Peo initiated this article. Frank and Effie were interviewed about the training and both responded emphatically with their lasting impression, that the food was great. Note the picture following, seated service and waitresses. Call Bob Vasisko. Why the two weeks? 1952 and 1953 were building years in preparation for opening of the Thruway in 1954. Additionally the 24 x 7 hours were due to change to 5 day, 12 hour shifts in 1955. More manpower was needed to improve working conditions. Authorized strength increased from 899 to 1201, 266 Troopers, 18 Corporals, 12 Sergeants and 6 Lieutenants. The buildup of manpower started in 1952. These people were formally trained in four *Sessions in 1953. (38th- 41st in the spring and fall). The 1953 Bear Mountain recruits did later attend the formal New York State School for Police in 1954. Note the title, “School for Police”. The sessions in Troy had people from other departments in New York. Prior to 1961, Troopers did not immediately complete a basic training program. They were placed

in, or in many cases recruited by the individual Troops. At first, they were assigned cleaning and grounds work. In the horse days it was pitching manure. Passing the basic work ethic, they would be assigned to work with other seasoned Troopers and received training in the Troop. * Use of the term “Session” started in 1921 when the first centralized training was held in Troy. The 203rd Session graduated in September 2015. The session pictures have been digitally preserved and included in nysth.com (New York State Troopers History). 1953 legislative action authorized the additional manpower however it was too late to use the traditional winter training sessions in Troy. The Troopers could be used during the busy summer months if more than the “On the Job” training previously unutilized were bypassed. Bear Mountain was a plan to make recruits “road ready” where 279 would be trained in multiple two week sessions each. A clipping indicates recruits were given a fundamental education on laws of arrest, defense, firearms, V & T and other basic tools of the job, including “courtesy”. No written curriculum for the two week cram course exists. The pictures included tell the story well. A storage facility was

converted into a classroom, and firearms training was completed at a West Point Military Academy range. On the weekend the recruits were assigned to stations and rode patrol. Effie Washburn recalled seeing slacks for the first time as his then “Senior Man” was wearing them. He was introduced to, “we’re on duty, let’s go get breakfast” and the other aspects of working 24 x 7. The 12 hour, 5 day week was a year away. This was also the era of uniform changes. Breeches, putts, and spurs were being phased out, the revolver would soon be moved to the right side and blue ties and hat bands for the Thru-Way, but that’s another story.

March 2, 20116, Barker, NY - A 27 year old man is being held in the Cortland County Jail on an assault charge after he crashed his car into an upstate lake and was rescued by a state trooper. State police say they received a report Saturday afternoon that Elvis Guzman of Cincinnatus had driven away from a violent domestic dispute in the Cortland County town of Willet. Trooper Michael Gardner spotted the vehicle in neighboring Broome County, where police say the fleeing Guzman drove into a field, down an embankment and into an ice covered lake. Troopers say, Gardner tied a rope to his belt and with the help of a motorist he pulled Guzman from the car just before it sank. March 8, 2016, Clarence, NY - At 7:45am, Trooper Troy Bullard of the NYSP Underwater Recov-ery Team responded to a 911 call from the Erie County Sheriff’s Office for two dogs that had fallen through ice on a pond on Shimerville Road, Clarence, NY. Trooper Brandon Serio was tending a safety rope for Trooper Bullard while he entered the icy water in a dry suit to rescue both dogs. Troop-er Bullard was able to break an area of ice and rescue one of the dogs and returned to shore. Trooper Bullard re-entered the water and located the second dog underneath a layer of ice. Trooper Bullard was able to get the second dog to shore. Clarence Animal Control and Harris Hill Fire assisted in helping the dogs on shore. Unfortunately the second dog had succumbed due to his injuries.

With the beginning of Spring 2016 we are officially starting preparation for the State Police Centennial. Division has formed a Centennial Central Committee headed by Major Robin Benziger, Troop Commander, Troop K, which consists of current and retired employees from all levels of the agency. In addition, multiple subcommittees are working on events, publications, displays, media relations and centennial specific products. We recognize the importance of those who subscribe to the Gray Rider publication and are proud to be able to provide you with the most up to date information relating to our celebrations. The Centennial kickoff event will be held on April 11th, 2017 at the Cavalry Club in Manlius, site of Camp Newayo. This event will be a casual BBQ and will have displays, products and the unveiling of a Historical Marker on the grounds of the Club to signify its importance to the State Police. Tom a Navy veteran, entered the NYSP in 1967, served as a trooper in Troops “D” and “E”, as an Investigator in “E” SP Henrietta and then retired from Auto Theft SP Canandaigua in 1974. He was interred in the West TN Veterans Cemetery in Germantown, TN. Jim entered the New York State Police 01/02/62, retiring from Troop “G” SP Brunswick as a Zone Sergeant 07/16/81. He was interred in the St. Mary’s Cemetery in Troy. Berniece SkeltonBerniece Skelton, age 95, of Batavia NY passed away Friday, January 15, 2016. Berniece started working for the NYSP in 1943 as the first woman stenographer at Troop “A”, and served in that position

William (Bill) Arthur ThompsonWilliam (Bill) Arthur Thompson, age 85, of Rock Springs, Wyoming rode his final patrol Thursday, April 21, 2016. Bill was in the US Marine Corps during the Korean Conflict prior to entering the NYSP in 1954. He served Troop “T” and Troop “B” SP Malone until his retirement in October 1974. Bill was a dog handler and nationally known for his work and training of Division bloodhounds. He was President of the PBA in the 1970‘s and his impact on the working conditions of the Troopers is still evident today. His inurnment with Military Honors took place in the Rock Springs Municipal Cemetery. Memorials in his name can be made to your favorite veteran’s charity.

Edward W. PulverEdward W. Pulver, age 78, of New Paltz, NY rode his final patrol Saturday, April 23, 2016. Edward was a veteran of the US Air Force from 1955 to 1963 during the Korean War. Became a New York State Trooper in 1963 serving in Troop “F” SP Highland, Troop“T” SP Tarrytown and retiring as a Zone Sergeant in 1995. Edward was interred in the New Paltz Rural Cemetery with full Military Honors. He was a Life member of the Tri State Chapter of the AFNYST.

Deborah A. DistilliDeborah A. Distilli, age 63, of Mohawk, NY passed away Wednesday, Januray 27, 2016. She was a Comm Spec with the NYSP and was stationed at SP Herkimer, Marcy and Oneida Troop “D”, retiring in 2013. Burial will take place in the Spring. NFI.
