All science fiction stories are aiming at letting the mankind think of anotherpseudo reality, outside of natural laws. The nature is uniquely reproducing itselfwith all of its energy and natural resources infinetely. The increasing earthpopulation against the destruction power of weapons produced to protect onlythe achieved wealth and growth on earth is threatening the existence of mankindon this uniquely infinite but limited earth.

Another financial crisis much more severe than the one in 2008 should beexpected, unless redistribution of wealth and growth on earth happens underpeace and concensus. Risk management and technology assessment processesshould be based on reliable, high quality of data without any uncertainty orredundancies. The right decisions can only be taken relying upon up to date,precisely high data quality. It can be said that decontrol and deregulation of the interest rates have beenmanipulated by energy prices and Exchange rates mostly in the past two decadesand in the whole history of the capital accumulation. A new definition of interestrates on a complex time scale could accomplish the re-distribution of wealth and

growth on earth, re-balancing or re-matching of aggregate demand andaggregate supply, as John M. Keynes has suggested. we will briefly discuss themain economic functions of interest rates for the consumers, companies, sectors,national and internatiponal economies.In classical economic theory, the interest rate is simply regarded as the price ofcapital or liquidity advantage, in a very similar analogy between the rate ofexchange between goods and services, which contain an added value. In the caseof money interest rate concept, the real money value amounts at a different timehorizon are exchanged. In fact, money could be any material or good as long asit serves the functions of money. The speciality of the interest rate as a price ofMoney capital is the way in which the exchange event occurs between anamount of money today and another amount of money tomorrow. Consequently,the pure rate of interest is a time-dependent function of money or intertemporalprice of money to money exchange at a different point in time scale. Therefore,the complex time scale has to be the main factor in the exchange of moneyagainst money without any additional value, therefore this time scale has to becomplex, consisting of real and imaginary scales, accounting for both productionand distribution of goods and services at the same time, such that the supply and

demand functions, could be exactly matched at a certain point in future, withoutany excess or idle production capacity.The interest rate is simply defined as the price of capital in the capitalisteconomic system, but the interest rates, in comparison with the rates of profits,are meant to have the main determining role over the volume of investment, ofsavings, level of employment, the level of prices and the balance of payments,determining the capital accumulation process and capital stocks. Due to itsintertemporal nature, the price of capital or the complex interest rate is the

single determining variable for the intertemporal allocation of time, energy andresources in the economy.(Malinvaud, 1969.). The complex interest ratemechanism as the price of capital, energy, time and resource available forproduction and consumption at two different points in time, determines all theother economic decision variables and the level of investment in conjunctionwith productivity of the capital. But on the other hand complex interest ratedetermines the level of savings and all other timing and resource productivitypreferences for all economic activities. The complex interest rate determines theaggregate demand and aggregate supply for all financial funds and available

scarce economic resources in the economy. Finally, the complex interest rate asthe price of capital is the main central determinant of productivity and time

value of all economic activity in a period of time traded in the capital markets.The vital central importance of complex interest rate as the price of capital inthe capitalist economic system, prevents from monapol or oligopol markets,enabling all of the market players for free competition market automation.

In a free market economy, the interest rate is simply the price in the money andcapital markets. There is no doubt that the rate of interest is regarded as a pricewhich performs the same function like the price of any good in its market.In the literature numerous interest rate theories have been set up in order toexplain why the rate of interest exists and how it is determined. Most of thetheories, especially earlier ones, depend on a single factor in the explanation ofthe interest rate phenomenon. Adam Smith,in his The Wealth of Nationsexplains that the reason for a lender charging interest for his money is becauseof the borrower making a profit out of his money. Thus, the interest rate ofmoney is always a derivative revenue rate on complex time scale consisting ofboth the real and the imaginary components. It is the basic idea that interest iscoupled to future profit expectations and its rate is determined proportionally tothat of the profit. On basic questions about the existence, why the rate of interestexists and how it is determined, there are basically the abstinence theory,productivity theories and uses theory. These theories are classified as singlecause theories of interest (Conard, 1959. p.30-40., Fisher, 1982. chp.2.) to justifythe existence of the interest rate through the productivity argument of capital,

and the interest rate determination is simply left to the supply and demand forfunds as in any other commodity market in the economy.

The existing interest rate mechanism, ruling over the international Money andfinancial capital markets, can not measure any more the complexity of alleconomic activities in relation to scarcity of all resources regarding thelimitations like the environmental boundary conditions, climate change, finiteenergy resources, lack of demandor the idle capacity of production, the capital

productivity, liquidity, the cost of abstinence from capital and the profitmaximization goal of capital. As you can see all economic activities require theavailibility of capital, processing energy, labor, time, communication andtransportation for both production and consumption. The final goal ofproduction is consumption and social welfare. The monopolistic nature ofinterest rates mechanism leads to the idle capacity in periods of decades incapitalist system. This can be prevented by introducing the complex time scalein the definition of interest rates, instead of only real time scale, explaining onlyfor real capital stock and solving the supply side problems, but we have to

include the imaginary time scale for demand side, explaining for moreinnovation through productivity increase by fair distribution, social justice

Der trkische Staatsprsident Gl hat in Deutschland lebende Trken aufgerufen, sich in

die Gesellschaft zu integrieren. Den Fuballer Mesut zil lobte er fr dessen

Entscheidung, fr die deutsche Nationalmannschaft zu spielen - statt fr die trkische

Auswahl.

Die in Deutschland lebenden Trken rief Gl dazu auf, Teil der deutschen Gesellschaft zu werden.

Wichtig sei dafr, die deutsche Sprache zu lernen: "Wenn man die Sprache des Landes, in dem

man lebt, nicht spricht, nutzt das niemandem: nicht dem Einzelnen, nicht dem Land, nicht derGesellschaft." In Deutschland lebende Trken sollten daher Deutsch lernen, "und zwar flieend und

ohne Akzent".

Gl forderte, die Integration msse in Deutschland schon im Kindergarten beginnen. In der

Vergangenheit seien bei der Integration Fehler gemacht worden, sowohl auf deutscher wie auf

trkischer Seite.

Zugleich zeigte sich Gl beunruhigt ber eine wachsende antiislamische Stimmung in Deutschland

und in anderen europischen Lndern. "Politiker und die Intellektuellen" in den betroffenen Staaten

mssten dagegen etwas unternehmen, sagte Gl.

Zuletzt hatte CSU-ChefHorst Seehofer die Integrationsdebatte mit provokanten uerungen

befeuert: " Wir als Union treten fr die deutsche Leitkultur und gegen Multikulti ein - Multikulti ist

tot", sagte Seehofer am Freitag beim Deutschlandtag der Jungen Union. Seehofer hatte bereits vor

Tagen eine heftige Debatte ausgelst, nachdem er sich fr einen Zuwanderungsstopp fr Menschen

aus anderen Kulturkreisen ausgesprochen hatte - damit provozierte Seehofer auch im schwarz-

gelben Koalitionslager heftigen Widerspruch.

Ausdrckliches Lob sprach Gl Bundesprsident Christian Wulfffr dessen Aussage aus, der Islam

sei ein Teil Deutschlands. Wulff war fr diesen Satz in seiner Rede zum Tag der Deutschen Einheit

vor allem von Unionspolitikern heftig kritisiert worden.

Wulff trifft am Montagabend zu seinem fnftgigen Staatsbesuch in Ankara ein und wird am

Dienstagmorgen von Gl offiziell mit militrischen Ehren empfangen.

Kanzlerin Merkel beim Deutschlandtag der Jungen Union: Mehr fordern als frdern

Kanzlerin Merkel stellt sich in der Integrationsdebatte hinter Horst Seehofer, der mit

einem "Sieben-Punkte-Plan" die Zuwanderungsdebatte neu anstachelt. Auch in der

Union regt sich Kritik gegen die Thesen des CSU-Chefs.

Berlin - "Der Ansatz fr Multikulti ist gescheitert, absolut gescheitert!", sagte Kanzlerin Angela

Merkel auf dem Deutschlandtag der Jungen Union (JU) in Potsdam. Man msse Migranten nicht nur

frdern, sondern auch fordern. Dieses Fordern sei in der Vergangenheit zu kurz gekommen. Nach

Bundesprsident Christian Wulff bezeichnete aber auch die Kanzlerin den Islam als einen Teil

Deutschlands: "Das sieht man nicht nur am Fuballspieler zil."

Die stellvertretende SPD-Vorsitzende Manuela Schwesig sagte am Samstag: "Frau Merkel

beteiligt sich schamlos an einer Schwarz-Wei-Debatte la Seehofer zur Zuwanderung, statt die

Probleme wirklich anzugehen." Schwesig warf Merkel Tatenlosigkeit in der Zuwanderungspolitik

vor. "Wir mssen die Qualifizierung von Langzeitarbeitslosen intensiv vorantreiben und gleichzeitig

offen sein fr Zuwanderung hochqualifizierter Fachkrfte", sagte Schwesig. "Frau Merkel tut nichts

von beidem."

Seehofers "Sieben-Punkte-Plan"

Zuvor hatte Seehofer in der Integrationsdebatte mit drastischer Wortwahl nachgelegt: "Wir als

Union treten fr die deutsche Leitkultur und gegen Multikulti ein - Multikulti ist tot." Am Samstag

berichtete der "Focus" von einem "Sieben-Punkte-Plan" Seehofers. Darin heit es:

Deutschland sei kein Zuwanderungsland. Integration bedeute "nicht nebeneinander,

sondern miteinander leben auf dem gemeinsamen Fundament der Werteordnung unseres

Grundgesetzes und unserer deutschen Leitkultur, die von den christlich-jdischen Wurzeln und

von Christentum, Humanismus und Aufklrung geprgt ist".

Ein prognostizierter Fachkrftemangel knne kein Freibrief fr ungesteuerte Zuwanderung

sein. Den Zuzug Hochqualifizierter nennt Seehofer "ausreichend geregelt".

Eine Aufweichung der restriktiven Regeln des geltenden Zuwanderungsgesetzes, eine

Zuwanderung nach Kontingenten oder Punktesystemen drfe es nicht geben.

"Integrationsbereitschaft und Integrationsfhigkeit" solle als zustzliches Kriterium neben

der Qualifikation eingefhrt werden.

Das Nachzugsalter fr Kinder solle von 16 auf 12 Jahre herabgesetzt werden. "Je jnger

Kinder bei der Einreise sind, desto besser knnen sie sich integrieren", schreibt Seehofer und

pldiert fr eine nderung der entsprechenden EU-Richtlinie.

Fr Integrationsverweigerer fordert Seehofer eine konsequente Anwendung derSanktionsmglichkeiten "vom Bugeld bis zur Leistungskrzung". Auch "wer die Integration

seiner Familienangehrigen behindert", solle "wie bei eigener Integrationsverweigerung

sanktioniert" werden.

Eine nach wie vor hohe Bedeutung fr gelungene Integration misst Seehofer dem Erwerb

der deutschen Sprache bei. "Hierfr ist der Nachweis der deutschen Sprache bereits im

Herkunftsland zu erbringen."

Zahlreiche Unionspolitiker kritisieren inzwischen Seehofers Forderung, keine zustzliche

Zuwanderung aus anderen Kulturkreisen zuzulassen. So sprachen sich Arbeitsministerin Ursula von

der Leyen und Bildungsministerin Annette Schavan (beide CDU) ausdrcklich dafr aus, die Hrden

fr qualifizierte Arbeitskrfte aus dem Ausland zu senken, um den Fachkrftemangel zubekmpfen.

Von der Leyen betonte, dass Fachkrfte weltweit gefragt seien. Im Vorjahr seien gerade einmal

600 Spezialisten nach Deutschland gekommen. Man msse hier deshalb Weltoffenheit ausstrahlen.

"Sie mssen das Signal bekommen, wir sind offen fr sie", sagte die Ministerin.

Arbeitgeberprsident Dieter Hundt sagte der "Frankfurter Allgemeinen Zeitung": "Die deutsche

Wirtschaft braucht die Zuwanderung von qualifizierten Fachkrften." Der Prsident des Deutschen

Industrie- und Handelskammertages (DIHK), Hans Heinrich Driftmann, warnte, inzwischen fehlten

der Wirtschaft rund 400.000 Ingenieure, Meister und gut ausgebildete Fachkrfte. Deutschland

verzichte dadurch jhrlich auf rund 25 Milliarden Euro Wertschpfung. "So geht uns rund einProzent Wirtschaftswachstum verloren."

Innenminister zhlt Integrationsverweigerer

Derzeit sammelt Innenminister Thomas de Maizire in den Lndern Informationen ber Flle von

Integrationsverweigerung und deren Folgen. Nach SPIEGEL-Informationen will der CDU-Politiker bis

Mitte dieser Woche mit einer Umfrage feststellen lassen, wie gro das Problem tatschlich ist. Der

Sprecher des Innenministeriums, Stefan Paris, sagte am Samstag in Berlin, vorrangig solle

ermittelt werden, wie die 16 Lnder auf Verweigerungen reagiert haben.

Laut Gesetz sind in solchen Fllen Sanktionen von Krzung der staatlichen Leistungen bis hin zur"Aufenthaltsverkrzung" mglich. Die Daten werden im Hinblick auf die Innenministerkonferenz

Ende November in Hamburg erhoben, sagte der Sprecher.

Ein erstes Zwischenergebnis aus Niedersachsen deutet nach SPIEGEL-Informationen darauf hin,

dass die Zahl der "Unkooperativen" offenbar nicht besonders hoch ist. Demnach hatten etwa 3,8

Prozent der vorgesehenen Teilnehmer ihren Pflichtkurs ohne ausreichenden Grund nicht angetreten

oder beendet. Bei 2,6 Prozent kam es zu Sanktionen oder zur Androhung davon. Ein Problem

besteht nach Ansicht der niederschsischen Behrden allerdings darin, dass Kursanbieter die

Verweigerer oft nicht an die Auslnderbehrden weitermeldten und es dadurch eine Dunkelziffer

gebe.

Die schwarz-gelbe Koalition und ihr Innenminister bereiten im Vorfeld des Integrationsgipfels in

diesem Herbst einen Gesetzentwurf mit nderungen im Aufenthaltsrecht vor. "Der

Integrationsgipfel soll ein Gipfel werden, bei dem es nicht nur um Appelle geht", kndigte ein nicht

namentlich genannter "Regierungsstratege" im "Focus" an.

Bereits im August hatten Union und FDP nderungen im Strafgesetzbuch vorgeschlagen.Zwangsehen sollen demnach mit bis zu fnf Jahren Gefngnis bestraft werden. Zudem soll die

Antragsfrist zur Aufhebung einer solchen Ehe von einem auf drei Jahre verlngert werden. Das

Gesetz soll im Herbst beschlossen werden. Wer "durch Gewalt, Drohung mit einem empfindlichen

bel oder List" einen Menschen zur Ehe zwingt, soll gem des neuen Paragrafen 237 im

Strafgesetzbuch auch international verfolgt werden knnen. Bislang kann die Zwangsehe nur ber

den Umweg des Straftatbestands "Schwere Ntigung" geahndet werden.
