As per the provisions of Notification No. S.O. 1533 dated 14/09/2006 and its amendment S.O. 3067(E) dated 01/12/2009, Ministry of Environment and Forests, Government of India, New Delhi, Public Hearing is conducted for M/s. Suntouch Laminates Pvt. Ltd. for manufacturing of (1) Laminated Sheets 4.5 lakh numbers per month, (2) Phenol Formaldehyde Resin - 700 MTPM & (3) Melamine Formaldehyde Resin - 165 MTPM at Survey No. 24/p/l, Near Lilapar Road,Lakhadhir Nagar (Navagam), Taluka: Morbi, Dist: Rajkot, State: Gujarat, which is covered under Category 'A' as mentioned in their request application.
A copy of the draft Environment Impact Assessment Report and the Summary of Environment Impact Assessment Report was sent to the following authorities or offices for inspection to the public during normal office hours, till the Public Hearing is over.

An advertisement in ~ngl ish was published in daily "The Indian Express" on 26/03/2012 and in Gujarati daily inWDivya Bhaskar" dated 26/03/2012.

A statement showing issues raised by the participants and responded by the representative of the applicant during the Public Hearing.
- As per the provisions of Notification No. S.O. 1533 dated 14/09/2006 and its amendment S.O. 3067(E) dated 01/12/2009 issued by Ministry of Environment and Forests, Government of India, New Delhi, public hearing is conducted on 28/04/2012 at 11.00 hrs. for manufacturing of (1) Lamainated sheets 4.5 lakhs number per month, (2) Phenol Formaldehyde Resin - 700 MTPM & (3) Melamine Formaldehyde Resin - 165 MTPM for Laminated Sheets at M/s. Suntouch Laminates Pvt. Ltd., Survey No. 24/p/l, Near Lilapar Road Lakhadhir Nagar, (Navagam), Taluka: Morbi, Dist: Rajkot, State: Gujarat, which is covered under category 'A' of above referred notification under the supervision of Shri A. 8. Gor, Additional District Collector, Rajkot and Chairman of public hearing committee.
Shri J. K Vyas, Regional officer, GPCB, k j k o t and the representative of the Member Secretary, GPCB - a panel member of public hearing committee; welcomed all present to the public hearing. He outlined the various provisions of the Notification and briefed about the procedural details for conducting this public hearing including actions taken by GPCB for wide publicity of this public hearing and the advertisement given earlier in the local dailies. He announced that as oer the ~rovision of notification. onlv locallv affected Dersons will be allowed to make their representatjon in the Public ~ea r i ng while others having plausible stake may submit their representations in writing which would be included in the proceedings. He also made it clear to the gathering that the committee was responsible only for of proceedings of the meeting covering all the concerns raised during the public hearing.
He then opened the Public Hearing after due permission from the Additional District Collector. He invited the Project Proponent to give their introduction and to make the presentation of their project.
Ms Diti Patel on behalf of the company welcomed the gathering. Thereafter power point presentation in Gujarati language covering introduction of, the company, product profile, technical information, details of proposed project, Environmental Management System, its impact on environment along with proposed mitigation measures and Industry's activities towards Social Responsibilities was presented.
After the presentation by the project proponent, Regional Officer, GPCB with the due permission of the Additional Collector opened the forum for representations1 suggestions /objections from the locally affected people.

The same are enclosed as Annexure C1 and C2 along with the replies submitted by the project proponent as Annexure D l and D2 respectively.

Chairman of the public hearing has also given the following suggestions.
The project proponent shall voluntary submit analysis report indicating ambient air
quality and waste water discharge quality.
The project proponent shall invite GPCB for monitoring of the Environment Management

Noise from D.G. set shall be controlled by providing an acoustic enclosure or by treatinq the room acoustically at the users end. The acoustic enclosure of acoustic treatment of the room shall be designed for minimum 25 dB(A) insertion loss or for meeting the ambient noise standards whichever is on the higher side (if the actual ambient noise is on the higher side may not be possible to check the performance of the acoustic enclosure/acoustic treatment. Under such circumstances the performance may be checked for noise reduction up to actual ambient noise level, preferably, in the night time). The measurement for insertion loss may be done at different points at 0.5 m from the acoustic enclosure/
