    Ranked ninth in the world, Parker finished in 30th place in London at the 2012Olympic Games after posting a 1,159 in the qualifying round. He earned his invitationto Bangkok after winning the Milan World Cup earlier this season.

    The 38-year-old Parker, no stranger to the World Cup Finals after six previous visits,made it to the final round with a head-start of four points after shooting an 1,171. Hewould manage his advantage right to the last shot. Scoring 95.5 points during thefinal, Parker finished on the highest step of the podium with an overall score of1266.5 points.

    Allow me to introducemyself, I’m Bob Saccoand I was elected ORPAPresident by the Trusteesat the Annual meeting Nov.10, 2012. It is my pleasureand a great honor to servethe ORPA membership. Imust start off with thanksand appreciation for ourPast – President GwenBailey. I can’t say enoughabout her leadership ofORPA over the last threeyears. Gwen has goneabove and beyond torepresent ORPA atmatches, women’s eventsand with the NRA. If yousee Gwen out and about,take the time to thank herfor her service to theassociation.

    My background is in LawEnforcement with over 39years of service with the

    Hamilton County Sheriff’sOffice. I hold NRAclassifications for PPC,Bullseye and Highpower. I’veshot some Smallbore as aPolice and Fire Gamescompetitor along with trapand skeet. I’m most likely aMarksman for life. I haveserved the Association as aVice-President and wasCowboy Action Director asa Trustee. Cowboy isprobably my favoritediscipline as I get to play incostume with real guns andthe wife shoots also. Shouldyou see us at a cowboy eventour aliases are Grubsack andMay Colpa, she’s the bettershooter on most occasions.

    On Sunday Oct. 7, juniorshooters from around theregion descended on LimaSabres Shooting Associationfor the Fall Harvest JuniorClassic.

    The day broke with overcastskies, temperatures hoveringaround forty degrees and abrisk northwest wind.Despite the conditions, theseyoung athletes brought their‘A’ game. With compassionin their hearts and friendly yetcompetitive spirits, thesetalented young people took

    aim at hunger, at ‘gold’ andall walked away winners.

    Displaying character traitsthat would make any of usproud, these young peopledonated a multitude of foodand hygiene items for thosein need. ‘This really brings outthe best in them’, remarkedone bundled up parent overa cup of steaming hotchocolate. ‘They aredisplaying the qualitiesinherent in competitorsthroughout this sport’.

    She couldn’t have said it anybetter. Despite the tryingconditions, intermittentsprinkles of rain, a pervasiveand bitter wind, these youngpeople shone like the starsthey are. Their positiveattitudes, perseverance andfaith were an example for all;both on the line and in theirquest to aid the needy.Though, only three couldmake it to the stage to collectthe rewards for their hardwon efforts; all of theparticipants are winners inlife, and I, for one, am proudto be associated with such

    fine examples of our future.You DO make the difference!Congratulations to JenniferPatrick (J2), Zach Clayton(J2) and MadisonModschiedler (J3).

    And a special ‘Thank You’to the Lima Sabres ShootingAssociation for hosting thisyear’s event, as well as themany parents, volunteers andunnamed individuals whohelped make this year’s eventa success. Your efforts areappreciated and you have mydeepest gratitude. Safeshooting.

    The Proposed UN Arms Treaty: Should Gun Owners be Worried?by Attorney Ken Kabb

    Hardly a week goes bywithout comment in the pressabout the soon to bereopened discussions at theUnited Nations on the stalledtreaty on arms trade.Opinions range widely onhow much of a threat it is tofirearms ownership and ourimportant SecondAmendment rights.

    On its face, the treatypurports to regulate only theinternational transfer of theimplements of war. Howdoes it interact with ourConstitution and Presidentialpowers?

    In order for a treaty (but notan executive agreement) tobecome binding on theUnited States, the Senatemust provide its advice andconsent to treaty ratificationby a two thirds majority.Self-executing treaties havea status equal to federalstatute, superior to state law,and inferior to theConstitution. Executiveagreements may or may nothave equal status, and aresimilarly superior to state lawand inferior to theConstitution. Treaties orexecutive agreements that arenot self-executing have limitedstatus domestically; ratherthey depend on implementing

    legislation or regulations.How the courts will handlethis is sometimes difficult topredict. (“International Lawand Agreements: Their EffectUpon U.S. Law”,Congressional ResearchService, Michael JohnGarcia, Legislative AttorneyJanuary 26, 2010)

    What seems clear from thelanguage of the Treaty is thatit is not intended to regulateany domestic commerce infirearms. It might, however,regulate import and export offirearms—a matter ofconcern.

    What seems equally clear, atleast in theory, is that anytreaty is subject to the U.S.Constitution. The U.SSupreme Court, in the caseof Reid v Covert (1957),interpreting the Article VISupremacy Clause, held that“There is nothing in thislanguage which intimates thattreaties and laws enactedpursuant to them do not haveto comply with the provisionsof the Constitution. *** Itwould be manifestly contraryto the objectives of thosewho created the Constitution,as well as those who wereresponsible for the Bill ofRights—let alone alien to ourentire Constitutional history

    and tradition—to ConstrueArticle VI as permitting theUnited States to exercisepower under an internationalagreement without observingconstitutional prohibitions.*** The prohibitions weredesigned to apply to allbranches of the NationalGovernment and they cannotbe nullified by the Executiveor by the Executive and theSenate combined.”

    The U.S. Supreme Court, intwo landmark decisions, hasheld that the SecondAmendment to theConstitution confers anindividual right to keep andbear arms (DC v Heller), andthat the 14th Amendmentmakes the SecondAmendment rights binding onthe states (McDonald vChicago).

    Unless the Supreme Courtdecides in a future case to

    reverse its holdings in Hellerand McDonald (and a longline of civil rights cases),nothing happening in theUnited Nations shouldnegatively impact ourSecond Amendment rights.Not that the anti-gun groupswon’t keep trying. Thus, itis important for all of us tobe vigilant in protecting ourright to keep and bear arms,and to be careful to electthose who likewise respectour Bill of Rights.

    We should also bear in mindthat, while the Senate has togive its advice and consent,and the President has to ratifyany treaty, the House ofRepresentatives can still denyfunding for its implementation

    So, should we be worried?Not necessarily. Neithershould we be asleep at theswitch.

    HO-HO-HOLIDAY BULLSEYE MATCH 2012Smallbore Pistol Competition

    There will be five relays for this match. Relay 1 begins at 9:00 AM with four relays following, shot one afteranother with no definite starting times (relays usually run 45–50 minutes each). Shooters may decide whichrelays they would prefer to shoot on but are not guaranteed more than two relays. Entry fee is $3.00 per 60shot match

    Any .22 handgun, any sight. Shooters may fire 2, 3, 4, or 5 relays, with the better two match scores to countfor aggregate. If the number of shooters exceeds range capacity, preference will be given to those needingtwo matches. If this is the case, squadding will be done by lottery.

    The Ohio State Pistol Teamhosted the 10th Annual OhioCup Open InternationalPistol Match at the HughWiley Range Sept. 28 & 29,2012.

    The three-gun championshipwas won by the Ohio StateUniversity’s Joe Totts

    The 10th Annual Ohio Cup Open Invitational Pistol Match Sept. 28-29by Ohio State Pistol Assistant Coach Donna Knisely

    (1609), followed bycommunity shooter R. DanPauley (1595) for second,and Ohio State’s GreysonMcCaig (1579) for third.

    Kim Hullings of OSU tookthe women’s two-gunchampionship with a win inboth Sport Pistol (557) and

    Women’s Air (362).

    In individual eventcompetition, OSU’s BlakeReburn took the Free Pistolevent with a 514. Joe Tottsclaimed Standard Pistol,shooting a 552, and edgedout his teammate AaronTourigny in a tie-breaker in

    Air Pistol, both with a 553.

    The Ohio Rifle and Pistol Association held theirfirst ever Hunt Challenge this past October at BrierOak Hunt Club near Bellevue, Ohio. ORPArewarded trophies for the top three in FlushingClass and for the top three in the Pointing Class.For the Hunt Challenge, four birds were placedin a grass field and the hunters received a twentyminute time limit to hunt.

    Scoring was a combination of full and partialretrieves, the number of birds in hand, the shellsused and the time. The weather was nice and theevent ran well.     If you haven’t already done so, please request to receive theemail version of ORPA’s newsletter, Gunsmoke. By optingto receive the electronic version, you will join a group ofmembers who have already saved ORPA hundreds of dollarson printing and shipping charges. ORPA can now use thefunds to strengthen and expand its core programs includingstate competitions, teams and clinics.
