    Palestinian Authority 19 complaints of torture and mistreatment in Palestinian prisons in the West Bank

    ICHR received 202 complaints of torture in 2009 mainly from West Bank citizenso Palestinian prisoners subject torture techniques such as slappings, severe battery,

    beatings with batons and rifle butts or with hands and feet, slamming heads againstwalls, spread-eagle restraints with hands cuffed behind while standing on a small chairfor various periods, being chained to the cell door, covering the head with a sack, andsleep deprivation by subjecting prisoners to disturbing noises, often screams of otherinmates
