Welcome to theHaringey CareDirectory 2016Choosing a care service is a major life decision, andso this directory is designed to help you and yourfamily make the best choice to meet your needs. Itgives you up to date information on registeredresidential and nursing homes and local careagencies along with contacts and information aboutservices for people who are looking for a careservice in the Haringey area, either for themselves,a relative or friend.

It aims to give guidance and information onchoosing a home or a care agency, and containsdetailed information on care provision locally. Aswell as basic information such as contact details(including website or email addresses), ownershipand the number of registered places at each of thecare homes, the publisher has undertaken aresearch project to establish specific details on thefacilities available. These include such things as,whether the home has single rooms, or doublerooms (or both), if the home has en-suite facilities, ifthere is a passenger lift or stair lift, and is respiteand/or day care offered.

We have also included special sections on ‘Careagencies’, ‘Community support services’ and ‘Daycarer providers’ (starting on page 29) and of coursethere are also articles on how to go about choosingand making care provision as well as a focus on thegovernments ‘Personalisation’ programme,including ‘Personal budgets’ (see page 7).

The Care Quality Commission (CQC) is theindependent regulator of health and adult socialcare services in England.

Our purpose is to make sure those care servicesprovide people with safe, effective, compassionate,high quality care, wherever and whenever theyreceive it, and to encourage them to improve.

We monitor, inspect and regulate services tomake sure they meet fundamental standards ofquality and safety and we publish what we find,including ratings to help people choose care.

We cover all hospitals, GPs, dentists, carehomes, care provided in the home, mental healthservices, community health and some otherindependent services as well.

We have three Chief Inspectors of hospitals,social care and general practice. They lead expertinspection teams that include CQC specialistinspectors - health professionals relevant to theservice they’re inspecting i.e. doctors, nurses, GPs,dentists and social workers.

Our teams also include trained members of thepublic - people who help us to understand what it’slike to be cared for in the service we’re inspecting,who we call experts by experience.

During inspections, our Chief Inspectors and theirteams ask five main questions• Is this care safe? – For example, is it clean and

are infection rates low?• Is this care effective? – For example, how good

are they at making people better or making suretheir quality of life is the best it can be?

• Is it caring? Are the staff compassionate and do

they treat people as human beings?• Is this organisation well led? - do the staff have

direction and purpose and are they running theservice properly?

• Is the organisation responsive to people’s needs?Is it listening to complaints and comments, andacting on them? How long do people have to waitand can people get appointments when theyneed them?Before we inspect we listen to what people have

to say about their local services. It’s one of themost important things that we do. It adds to theinformation we collect and analyse all the time tohelp us do our job.

We need people to tell us about their care – goodor bad. It’s vital to our work. Every comment orcomplaint that we hear about builds up a betterpicture of what is going on helping us to decidewhen, where and what to inspect.

If you are eligible for ongoing publicly fundedsocial care and over 18, you may be eligible for apersonal budget.

A personal budget is a sum of money allocatedto you to pay for your assessed social care needs.By understanding the budget you have you areable to plan for your support needs in a way thatwill enable you to have greater choice and controlover the services or support you have, to meetyour social care needs and to live asindependently as possible.

What a personal budget means for you:By offering you a personal budget, you now

have much more choice and control over how youlive your life. You may, for example, want to attendcollege, go swimming or go to the cinema insteadof going to a day centre. You can still choose thetraditional methods of support, but the importantthing is that now with a personal budget thechoice is yours, as long as it is used to supportyour social care needs. You will be financiallyassessed to work out what financial contributionyou have to make towards this budget.

How it worksYou will be supported to identify your needs and

decide whether or not you are eligible to receiveongoing social care support. The government’s‘Fair Access to Care Services’ guidelines will beused to help work out your eligibility.

If your needs are assessed as either ‘critical’ or‘substantial’, you will be offered a personal

budget. The assessment will help to determinehow much your budget will be, based on yourassessed needs.

You local council, like all council’s, operates acontributions policy. This is used to work out theamount (if any) you have to contribute towards thesupport you receive. This will all depend on yourincome and savings.

The next step is to write your support plan. Youcan:• ask your social worker, a friend, relative, a

support broker or someone else to help you toproduce it.Your support plan will give details of:

• what’s important to you• what you want to change or achieve in your life

(your outcomes)• how you will be supported• how you will use your personal budget• how your support will be managed• how you will stay in control of your life• any contingency plans you have in place, in

case something unexpected happens.Your social worker will then ask a social care

team manager to approve it.

What you can spend the money onMany people will still spend their budget on

traditional methods of social care, like receivingsupport at home to help them get up, get washedand dressed.

Lots of people have personal assistants to helpthem to do the things they want to do, such asgoing to the gym, walking the dog or visiting theshops.

What you can’t spend the money onYour budget must not be used in any way which

will harm your health, safety or wellbeing, orpurposely used for an illegal act. It also can’t beused to buy goods or services which wouldnormally be provided by another statutoryorganisation, such as health or housing withoutfull agreement from the council.

Personal budgets must be agreed by thecouncil and only used to support you with yourcare needs. Personal budgets cannot be used topay for residential or nursing care.

How you will receive your personal budgetYou can ask your social worker or support

broker to arrange services on your behalf using themoney allocated to you from your personal budget.This means that they will manage the budget foryou.

OR you can have the cash to arrange your ownservices. This is known as a ‘Personal budgetdirect payment’ and will be paid into a nominatedbank account every four weeks. Alternatively, youcan ask your social worker to arrange some ofyour services and have a direct payment toarrange some of your own services. For example,you may want the council to arrange personal carethrough an agency and you employ a personalassistant to assist you with a leisure activity thatyou require help with.

Arranging a move to a carehomeMaking your own arrangements

If you are in a financial position to do so, youcan make your own arrangements to move intothe home of your choice. The Care QualityCommission (see page 4 for contact details) oryour social services duty team will give youinformation on homes in your preferred area.

It is important to remember, however, that if youlater find that you can no longer afford the fees,your council will only assist you if you meet theireligibility criteria for support and the home whereyou are a resident is registered and prepared toenter into a contract with the council.

It is therefore advisable to request anassessment of your needs from your localcouncil’s social services department before youmake a final decision about entering a home sothat these issues can be discussed with you.

Making arrangements with council helpYour local council’s social work staff are

committed to helping you find the home bestsuited to your needs when you, or your family orfriends ask for assistance in finding and arrangingyour move into a home.

However, the council can normally only directlyhelp you make arrangements in the followingcircumstances:• Your savings and capital assets are less than

£23,250.

• You meet your local council’s eligibility criteriafor support and your chosen home meets yourassessed needs as identified in yourCommunity Care Assessment.

• The home is registered, is prepared to acceptyou and is prepared to enter into a contract withyour local council which meets the terms andconditions set down by the council to ensure ahigh standard of care.

• The cost of making arrangements for yourchosen home is within the amount that thecouncil would usually expect to pay foraccommodation for someone with yourassessed needs. This is referred to as ‘theusual cost’.

• There is a vacancy available for you in thehome.

Your assessmentWhether you intend to make your own

arrangements or hope that the council will makearrangements for you, your local council’s socialwork staff will assess your needs in exactly thesame way. The assessment will involvediscussions with you and (with your permission)consultation with your family, friends, GP andother health service staff including staff who wouldbe treating you if you were in hospital.

Your assessor will look with you to see whatrisks there are to your continuing to liveindependently, for example how safely and wellyou can manage activities of daily living likegetting up and dressed.

You will be asked about any problems with yourhealth, whether you remain involved with familyand friends and what support they can give you.

Our community outreach service providesadults with mental health needs with apersonalised support package to meetindividual needs and work with personalbudgets or direct payments.

The Service

We will help you with accessing localcommunity resources, support with practicaltasks, and encourage social inclusion and self-determination as well as developing confidenceto engage in rewarding activities.

We promote independent living skills, and willhelp you to attain your personal goals, andrealise your potential.

Your assessor will then be able to work out withyou what you need and whether these needsmeet the council’s eligibility criteria for providinghelp.

Eligibility criteriaAll assessments must be carried out in

accordance with nationally agreed eligibilitycriteria to ensure that everyone is treated on anequal basis.

If your assessment shows that you have acritical or substantial need for support, then yourlocal council will be prepared to offer you serviceswhich best meet the needs that have beenidentified during your assessment.

Residential care would only be offered if youneed a very high level of support with daily livingactivities (and possibly night time needs as well)and there are no carers available to help or yourcarers can no longer continue to help you.

Nursing care would only be offered if you needtwenty four hour nursing care.

If a care home placement is the service whichbest meets your needs the council must help youmake arrangements. This applies even when youhave enough money to pay for your own care ifyou cannot make the arrangements for yourselfand you have no one else who is able to do thisfor you. Examples of some of the areas that theeligibility criteria covers are as follows:• You have an immediate or actual risk to your

own safety or you are a risk to the safety ofothers

• You have an acute mental illness, a severelearning disability or physical or mental disability

• You have experienced a sudden loss of yourphysical or mental abilities

• You need immediate alternative care becausethose who care for you no longer can

• You need constant supervision or attention• It is likely that your personal safety is at risk or

that you may put others at risk• Your physical or mental abilities are getting

worse• Your mental health is deteriorating• You will need alternative care in the near future

because those who care for you now won’t beable to continue doing so

• You cannot continue to live at home even withpersonal assistance with everyday living tasks.

Choosing a homeWith the advice and information available from

the Care Quality Commission (CQC) or your localsocial services duty team, you should be able toselect a suitable home. It is always advisable foryou, or if you are feeling too unwell, your family orfriends, to visit the home that you feel would bebest suited to you. You should ask to see thereports on inspection visits.

Where it is recognised that you are eligible forcouncil funding for your placement and no suitablehome (i.e. one which meets your needs asidentified in your Care Plan) can be found within thecouncil’s usual costs, then consideration will begiven to a home that costs more. In this situationyour Care Manager will advise you but if thisapplies the council must meet any ‘extra’ cost.

Who pays for your care?This will depend on a number of factors

including the severity of your illness or disabilityand your financial situation. The health and socialAr

services staff who assess your needs will adviseyou, but as a general guide you could be:• Fully funded - that is your fees would be met by

the NHS or other government sources, but thisonly occurs in very limited circumstances

• Self funding - that is you have to pay your owncosts

• Funded with council support- you will be fundedin part by the council. You will be financiallyassessed to work out how much you can affordto pay towards the cost of your care.

Fully funded careThis is only available in very limited

circumstances.• Continuing care - In some circumstances, where

your care needs are assessed as requiring avery high level of nursing care with constantsupervision of your condition, the NHS willorganise and pay for your continuing care in ahospital, a hospice or a nursing home. This willbe discussed with you by the nurses and CareManager who are assessing your needs.

• Care for war pensioners - available to a fewpeople who qualify for help from the Veteran’sAgency with funding under the War PensionsScheme – the Veteran’s Agency will advise you.

• Section 117 aftercare - where you are offeredplacement following a compulsory stay in ahospital for mental health treatment.

Who decides if you are self-funded or eligiblefor council support?

Following the assessment of your needs youwill be advised about any likely charges. If it ispossible that you would qualify for help with the

charges you will be asked to complete a financialassessment form. If you are unable to do this yourfamily, carer or legal representative can help you.This form asks for details about your income,savings and other capital assets (e.g. anyproperty that you own). From this form, it will bepossible for the Financial Assessment Team towork out whether you would be entitled to councilassistance in paying towards a care homeplacement, or whether you would have to pay foryour own placement.

You should not try to dispose of any savings orcapital assets you have (for example your home),in order to try and reduce your contribution to thecost. If you do so, the council will still includethose savings and capital assets when your shareof the charge is worked out.

All people whose assessed needs can best bemet by being cared for in a nursing home areentitled to receive the nursing element of theircare for free. A nurse from the Primary Care Trustwill assess your level of nursing needs and thenursing home will be paid directly in accordancewith this assessment. This scheme is referred toas free nursing care. This ‘payment’ will havebeen taken into consideration by the nursinghome when it sets its fees to you or to the council.

You payIf you have savings and capital which amount

to more than £23,250 you will have to pay yourown costs. This rule is laid down by theGovernment [(National Assistance Assessment ofResources) Regulations 1992].

You might also have to pay if your income ishigh enough to meet the fees.

How your contribution is worked outIncome

All your income including most of the pensionsand benefit you receive will be taken into accountbut you are entitled to retain a Personal ExpensesAllowance - a sum which the government reviewseach year. Your Care Manager will tell you aboutthis and can also explain how other benefits youreceive would be affected.

If you have an income from a private oroccupational pension or retirement annuitycontract, even if your savings and capital arebelow the £23,250 level you will be expected topay the care home fee from this income.However, the council will ignore up to half thispension or annuity if you are using it to supportyour wife, husband (and possibly at theirdiscretion, a partner).

CapitalCapital is any property, savings and

investments, cash, premium bonds, stocks andshares that you have. If you have joint savings orcapital assets with your husband, wife, partner oranother person, then a proportion will be takeninto consideration.

Property, including your home, will be valued atits current market value less any outstandingmortgage. The council is required to ignore thevalue of property if:• Your husband, wife or partner is living there• Another close relative lives there who is over 60

or has a disability or is aged under 16 and isdependent on you.The government has ruled that the value of a

person’s home will not be counted for the first 12weeks following admission to a care home. On

this basis your local council will ignore the value ofyour home for 12 weeks from the time when yourplacement is made permanent when working outwhether you qualify for support with funding. Thisscheme is called a 12 week property disregard.

In certain very limited circumstances the councilhas the discretion to agree to defer part of thepayment towards the cost of the placement. Thisis referred to as deferred payment.

Your Care Manager will advise you whethereither of these schemes might apply to you.

The government requires you to contribute aproportion of your savings between £14,250 and£23,250 towards the cost of your placement butsavings below this are not taken intoconsideration.

Choosing a more expensive homeWhere you qualify for council help with

payment of your fees and the council can find youa suitable home within their usual costs you canonly choose a more expensive home if:• Someone else (for example a relative, friend or

charitable organisation) agrees to pay a ‘topup’, i.e. the difference between the actual fee forthe placement and the amount the councilwould usually have expected to pay for similarsuitable accommodation, i.e. the usual cost.The person who agrees to pay the top up isreferred to as a third party sponsor.

• Very exceptionally if you are being fundedunder property disregard or deferred paymentschemes, you could pay the difference fromyour own funds.Failure to keep up top up payments is likely to

result in your being asked to move to a suitablealternative home, available at a cost the council

would usually expect to pay.You and your family can discuss top up

arrangements with your Care Manager who canprovide further information to you and to anyonewho might be prepared to act as your third partysponsor.

Reviewing your place in a care homeIf social service staff helped to place you in a

home, they will carry out a review of your situationafter you have been in the home for four weeks tocheck with you, your family and friends and thehome’s staff that the home is suitable for you. Atthis point they will agree with you that yourplacement becomes permanent. Social serviceswill then review your placement once a yearunless you, your family or the home feel that yourneeds have changed. In this case an earlierreview can be arranged to re-assess yoursituation.

ComplaintsOnce you have settled into your care home, if

you have any problems, it is best to talk with thestaff concerned and try to get the problem sortedout straight away. Each care home has acomplaints procedure and if you are not satisfiedfollowing your initial discussions you should askfor that procedure to be followed and notify theCQC of your concerns. Where your local councilis helping to pay the costs of the placement youshould also contact the councils social servicesduty team about the situation. Council staff andCQC staff will then investigate the matter, makingsure that you are able to explain your concernsas part of that investigation.

Types of care home

Residential care homesA residential care home is a home in which

residents receive full board and personal care.The level of care varies from home to home, but itshould be the kind of care that would be given bya competent and caring relative. This wouldinclude help with washing, bathing, dressing, toiletneeds and eating. It also includes caring when aresident is taken ill: in the same way that a familywould provide extra help. It does not providenursing care. This means that residential homesmay not accept people with certain medicalconditions e.g. multiple sclerosis.

Voluntary homesThese are homes run by voluntary

organisations, for example housing associations,charities and religious bodies. Some voluntaryhomes set conditions for accepting residents, forexample having been a member of a particulartrade, profession, union or one of the services.Sometimes only people from the local area will beconsidered. Fees are set by the voluntaryorganisations. They can be lower than in privatelyrun homes because overheads may be met froma Trust fund, for example.

Private homesPrivate homes are those run by individuals and

companies as a business. There are unlikely to beconditions of acceptance, except suitability to livein a residential care home. Fees are set by thehome owner. They have to take account of theactual cost of running the home.

Nursing homesThese homes provide care for people who need

24 hour nursing care including those who areterminally ill. The person in charge of the homewill be a Registered General Nurse. There willalways be a Registered General Nurse on duty.

Dual registered homesHomes may register for both residential care

and nursing care. This means that a wide range ofcare can be provided in one home. Residents whocome to need nursing care may not have to moveto another home or hospital.

Registered homes for people with mentalhealth problems

These are homes registered for the care(including medical care) of people suffering from amental health problem. They may be registered asa residential home or as a nursing home.

Registered homes for people with learning,physical and multiple disabilities

These are homes registered for the care ofpeople with such disabilities. These homes arealso featured extensively in this directory.

Specialist homesOther homes (residential and nursing)

specialise in caring for people with dementia orfunctional mental illness, for people with adisability or offer care to people from a particularcultural, religious or professional background.

HospicesHospices provide specialised care for people

with a terminal illness. In addition to the relief ofany pain and symptoms control, they offer supportand counselling to patients, their friends andfamilies.
