ABOUT HMGPAdopted under US Public Law 93-288, Section 404, theCommonwealth of the Northern Marianas Islands (CNMI)utilizes two of the three Hazard Mitigation Assistance grantprograms under the Federal Emergency Management Agency(FEMA):

Hazard Mitigation Grant Program (HMGP)Pre-Disaster Mitigation Grant Program (PDM)

Following a major disaster declaration, HMGP continues itsservices based on the 36 month period of performance (POP).On the other hand, PDM grants are funded annually by USCongressional appropriations. In conjunction of bothprograms, the overall goal is to reduce risk to the populationand structures from future hazard events. HMGP and PDM are actively funding the following typhoondisaster designated numbers established by FEMA:

DR 4235 – Typhoon Soudelor (Declared August 5th, 2015)DR 4396 – Typhoon Mangkhut (Declared September 29, 2018)DR 4404 – Super Typhoon Yutu (Declared October 26, 2018)

HMGP and PDM will continue to implement approvedmitigation projects under DR- 4235, 4396, and 4404 to break thecycle of disaster damage, reconstruction, and repeated damagewhile raising public awareness about reducing future lossesbefore disaster strikes.

PURPOSEThe purpose of HMGP is to assist states,territories, federally-recognized tribes, and localcommunities by significantly reducing orpermanently eliminating future risk to lives andproperty from natural hazards, providing funds toimplement projects in accordance with prioritiesidentified in the hazard mitigation plan, andenabling mitigation measures to be implementedduring the recovery following a major disasterdeclaration.

Each of the consultants were assigned tasksdesignated for Saipan, Tinian, and Rota. Theseprojects fall under both DR 4396 and DR 4404.

Hazard Mitigation has issued 44 task orders tothese consultants combined to date.

Through competitive solicitation, contracts wereawarded to the following qualified firms selected

under RFP19-Gov-088 to assess, identify, anddevelop mitigation opportunities for the CNMI.

PDM Projects in 2017 wereawarded in May 2019. Theperiod of performance forthese projects willconclude in March 22, 2021. PDM Projects in 2018remain identified forfurther review by FEMA.

Raise AwarenessReduce Future Damage

"Recent catastrophic typhoon events that have destroyed the CNMIculminates on the need to proactively implement hazard mitigation actionsthat will build resiliency and sustainability against future typhoons andother natural and man-made hazards. Climate change is abruptly alteringglobal weather patterns of extreme cold, extreme heat, drought, morefrequent and intense storm events, flooding, coastal inundation, and sealevel rise. Other natural hazards include volcanic eruptions and frequentearthquakes as the CNMI islands sit atop the Marianas Ridge along theMarianas Trench within the Pacific Ring of Fire, a seismically active regionof the world."

Submit sub-applications toFEMA for approval and grantawards. Complete all Hazard Mitigationand Pre-Disaster Mitigationawarded projects within theperiod of performance. Manage all projects from"cradle to grave" and ensureefficiency and completion. Continue to submit Pre-DisasterMitigation applicationsannually.
