ABOUT 404 HMGP 404 Hazard Mitigation Grant Program (HMGP) Pre-Disaster Mitigation Program (PDM), The new Building Resilient Infrastructure and Communities (BRIC) Program is set to replace the PDM Program DR 4235 – Typhoon Soudelor (Declared August 5th, 2015) DR 4396 – Typhoon Mangkhut (Declared September 29, 2018) DR 4404 – Super Typhoon Yutu (Declared October 26, 2018) Adopted under US Public Law 93-288, Section 404, the Commonwealth of the Northern Mariana Islands (CNMI) utilizes two of the three Hazard Mitigation Assistance grant programs under the Federal Emergency Management Agency (FEMA): Following a major disaster declaration, HMGP continues its services based on the 36 month period of performance (POP). On the other hand, PDM/BRIC grants are funded annually by US Congressional appropriations. In conjunction of both programs, the overall goal is to reduce risk to the population and structures from future hazard events. 404 HMGP is actively funding the following typhoon disaster designated numbers established by FEMA: HMGP will continue to implement approved mitigation projects under DR- 4235, 4396, and 4404 to break the cycle of disaster damage, reconstruction, and repeated damage while raising public awareness about reducing future losses before disaster strikes. HMGP contracted Hofschneider Engineering Corporation(HEC) to perform Construction Management Services forthe CUC Water System Mitigation Project.

The Department of Public Works (DPW) is the Sub-recipient and Contracting Officer for this project, andHMGP assists DPW through the project. DPW contracted USA Fanter Corporation Ltd. to performconstruction for the Kannat Tabla Flood Control &Drainage Project.On November 26, 2019, FEMA issued a "Stop Work" for thisproject until DPW acquires an archaeologist onsite.Applied Archaeology firm was selected under DPW20-RFP-006 for Archaeological Services and is currently ongoing.

Smart, Safe Growth (SSG)

HMGP contracted Hong Ye Construction Ltd. to performthe supply, delivery, and installation of generator sets on10 identified sites in Saipan. This work consists ofarchitectural, civil/structural, mechanical and electricalworks that shall be completed within 240 days.HMGP intends to contract Primtek Construction to performwork for Site 5-As Matuis, Saipan (the 11th site) under theCUC Water System Mitigation Project. This work willconsist of civil, architectural and structural, electrical, andmechanical works for this specific site's generator andgenerator house, and shall be completed within 180 days.

Kannat Tabla Flood Control & Drainage Project (DR-4235)

Set of development strategies thataims to ensure the growth ofinfrastructure and communities thatare resilient to natural disasters Made up of 3 key areas: HazardMitigation, climate impactadaptation, and smart growthGoverned by 12 principles, includingretrofitting and ecosystem servicesHMGP assesses each project toensure that it complies with SSGoutcomes through the use of the SSGMatrix

"Recent catastrophic typhoon events thathave destroyed the CNMIculminates on the need to proactivelyimplement hazard mitigation actions thatwill build resiliency and sustainabilityagainst future typhoons and other naturaland man-made hazards. Climate change isabruptly altering global weather patterns ofextreme cold, extreme heat, drought, morefrequent and intense storm events, flooding,coastal inundation, and sea level rise. Othernatural hazards include volcanic eruptionsand frequent earthquakes as the CNMIislands sit atop the Marianas Ridge along theMarianas Trench within the Pacific Ring of Fire, a seismically active region of the world."Arnold I.PalaciosLieutenant Governor

Nature is unpredictable, therefore it is important to beproactive.

Hazard Mitigation and PDM/BRICProgram will continue its efforts to aimfor the most sustainable outcomes as aresult of implementing SSG reviews in allprojects, and will assist in raisingawareness of the benefits of mitigationand reducing future damage.
