priorityinthemonthsandyearstocome.Less than six years ago,Hempstead’s bond ratingwason the edgeof junkbond

status,expenditureswereerratic, littlewas invested intoour infrastructureandtheVillage had no credibility. Now, we are about to enter a new fiscal year with afinancialoutlookbrighter thanithasbeenindecades,andwewill continuetomakeresponsible choices that willmaintain fiscal integrity for decades to come.We areproud toannounce thatourS&Pratinghasbeen reaffirmed.Ourpositive financialoutlook is the result of smartmanagementon thepart of this administration.To stay on top of what’s happening in the Village, please join our electronic

“work”mode.

At this time, we need to remember that the Fall season is also a time of har-vest. You may have heard that this growing season has been one of the best onLong Island due to the wonderful weather we’ve been having all month. As aresult, we benefit by having delicious fruits and vegetables this season, such asthebeautifully ripened tomatoes anddelicious appleswe see inour local farmers’markets. Similarly, the Village of Hempstead is coming into a season of harvestwhere all of the hardwork put forth earlier this year is nowbeginning to flourishandbloom. In this issue, you’ll read about the successful replacementof the gate-ways in Hempstead that welcomes one and all into our beloved community.You’ll also learn that theVillageofHempsteadCommunityDevelopmentAgency(CDA)has continued tonurture its relationshipwith the students ofAdelphi andthey have returned this year to help spruce up our downtown. Finally, we’reproud to announce that the CDA has officially launched a brand new look andfeel toourwebsite, so that our residents can remain informedaboutwhat’s goingon in our Village. I’m hopeful that youwill enjoy reading this issue ofHempsteadLiving and continue to plant seeds for your own personal harvests!

By the time this publication goes to print the federal

governmentwouldhavereleased a request for proposal

(RFP) for planning grants for comprehensive smart

growthdevelopment,underthesustainablecommunities

act. this is exactly the kind of development the village

of hempstead has been proposing for the past four and a

half years in its downtown; legislation this office has

actively advocated for.

It seems that this funding will cause a lag in the timing of the implementationgrants which are to follow, some $4 billion dollars over a three year period. As therestofLongIslandcatchesup,$400millionwillbemadeavailableunder this roundof fundingforplanningthekindsofcommunities theVillagehasalreadyenvisionedfor its 21st centurydowntownredevelopment.TheFederalGovernment’sdesire istohaveregionsintegrate itsplanningefforts

andsolveforthelongtermitstransportation,environmentalandhousing/economicdevelopment problems in a coordinated manner. The challenge for Long Islandwouldbe forus to shift fromthepastparadigmandprovideamoreequitabledistri-bution, so that areas suchasHempstead,Roosevelt andFreeport can thrive.As you know, theCDA in collaborationwith theVillageBoard had issuedunder

the lawsofurbanrenewal,arequest forproposalsandreceived4responses. Thead-ministrationhassincemetwiththemostresponsivedeveloperandwillbemakingitsdecisiononthewayforwardbythisFall. Weareexcitedaboutourfutureandinbeingat the forefrontof such innovation inplanning.For thoseheadingback to school, havea safe andproductiveacademicyear.

THE VILLAGE OF HEMPSTEADYouth Advisory Council, whichwas createdin 2005 as a collaborative effort betweenFamily & Children’s Association and theIncorporated Village of Hempstead, iscomprised of Hempstead High Schoolstudents andstudent-athletes.The team, which works directly with program director

DonnaRaphael, consistsofyoung leaderswhoarerecognizedfor their dedication to promoting youth leadership, service-learning, adult partnerships, political alliances anddiversity.On June 18, 2010, the Youth Advisory Council hosted a

“Senior Prom” at the Family &Children's Hagerdorn FamilyResourceCentergymlocatedat120GreenwichStreet.Butthiswasnoordinaryseniorprom.Theconceptbehindthefunction

was to create an intergenerational community service eventwith theprimaryobjectiveofdeveloping andmeasuringposi-tiverelationsbetweenthehighschoolstudentsandseniorcit-izens. The event occurs every June and the students areresponsible for selecting a themeand transforming thevenueinto amagnificent dinner & dance hall. Community seniorshaveexpressedhowspecial theeventmakesthemfeelbecausethey’re partying with students who serve them dinner andshow them the latest dance moves. Similar to a high schoolprom, the students crown a king&queen at the event and at-tendees are eligible toparticipate in raffles for gifts andprizessuch as televisions, round-trip airline tickets, photo packagesandmore,alldonatedbyFamily&Children'sAssociation.TheVillageofHempsteadCommunityDevelopmentAgency(CDA)consistentlysupportstheuniquecommunityeventwhichpro-vides opportunities for learning and the expanding of eachgroup’s socializationskills.The“Prom” is apositiveexchangethathasbecomeaplatformforbridginggenerations.

ASTHELIGHTSBEGINTODIM,THEaudience lowers their voices froma roar to a

quiet whisper when the musician takes his

position on the stage. For the audience, it’s

just another soloist with a melodic sound,

but for JordanBoucicaut, it is thestartofanunforgettable performance. On November 4, 2009 Mr.Boucicaut, a resident of Hempstead and senior at UniondaleHighSchool,hadachancetoplaythecelloattheWhiteHouse.HewasgrantedthisopportunitythroughtheSphinxOrganiza-tion,which focusesonbringingdiversity toclassicalmusic.For Mr. Boucicaut performing is nothing new. He has

been playing the cello for eight years and began perform-ing at his high school under the guidance of his musicteacher Beatrice Flipse who said, “Jordan showed talentearly on” and she knew“he had good thingsahead of him”. Sincethen, Jordan became apart of the Sphinx Organi-zation. Under this estab-lishment, he was able toperforma solo at theMet-ropolitanOpera and in anorchestra at John F.Kennedy Center with theNational Honors Ensem-ble. There, the orchestra consisted of 23 studentswhowereconsidered to be America’s top studentmusicians.Even thoughJordanexcels inmusic, his successdoesnot

have any limitations. Besides being a young musicalprodigy, he is making successful strides in and outside ofthe classroom.Within his high school career he competedin an international science competition where 171 coun-tries participated, and Jordan received a gold medal in hiscategory. Jordanhasspent twoweeksofhis summervacationat a music program held in Chicago, Illinois hosted by theSphinx Performance Academy receiving training on solo

performances and ensemblework.The future has an endless amount of possibilities for

Jordan Boucicaut. After high school he wishes to pursue acareer in either the sciences or music. He has not decidedwhich one he will choose, but it is certain his foundation inmusic will remain embedded in him. When asked how herelates music to his everyday life, he quoted GustavMahlerstating, “If a composercould saywhathehad tosay inwords,he would not bother trying to say it in music”. To Mr.Boucicaut thishasbeenagoal, toexpress inmusic thatwhichcannotbedepicted intowords.Hishighschoolmusic teacherencourages all those who are interested in hearing Jordanperform, to attend one of his performances at UniondaleHigh School this Fall. Jordan’s intelligence and passion formusic are strong indicators that hewill succeed in his futureendeavors.We congratulate him onhis success and supporthismusical journey!

HEMPSTEADRESIDENTS,friends andvisitorsjoinedtogetheron Saturday, June 19, 2010 toparticipate in the annualH.E.A.L.T.H.Y.HempsteadHealthFair &Mayor Hall’s 5K Run. Thisyear, the Health Fair was held atthe Hempstead Bus Terminalparking lot (between JacksonandWestColumbia Streets) andoffered free food and activities toall in attendance.

All day long, vendors were present at tables and undercanopies to distribute information to the community aboutnutrition, fitness, healthcare, and wellness. TheMayor’s 5K

Run,ahighlyanticipatedeventeveryyear,didnotdisappointby featuringwalkersandrunnerswhotrekkeda3.12mile-longtrail throughout the Village. The proceeds raised from theMayor’s race are awarded to a graduating senior at Hemp-steadHigh School in the formof a scholarship.

AnotherHEALTHYKick-Off totheSummer

WE’DLIKETOCONGRATULATEtwoHempsteadHighSchoolstudentswhograduatedatthetopoftheirclass.Caleb Ismael Cañas was named the Valedictorian of the

Class of 2010. His hard work earned him an impressiveweightedgrade-pointaverageof101.9andafull scholarshiptoHarvardUniversity.He was also the recipient of the Gates Millennium

Scholarship, which is funded from a grant from the Bill andMelinda Gates Foundation and is awarded to only 1,000students nationwide. Caleb plans to study biochemistry andultimately becomeapracticing attorney.Jonathan A. Nino, the Class of 2010 Salutatorian, also

producedanotableweightedgradepointaverageof95.8.Heislooking forward to attending the university of his choice, theUniversityofPennsylvania,whereheplans to studymechan-

icalengineering.He’dalso liketogoonandearnhisdoctorateandpursueacareerintheaerospacefield.JonathanhasalreadysecuredaninternshipwiththeNorthropGrumanCorporation,anaerospaceandtechnologycompany,andiswellonhiswaytoachievinghisgoals.

YOUMAYRECALL THAT IN APRIL2009, the Hempstead High School Select

Chorale brought home the Gold in the

International Music Competition held in

Verona, Italy where 30 choral groups from

aroundtheworldcompeted.Well, we’re happy to announce that our Chorale group

has received yet another invitation to compete in theMarch2011 International Choir Competition in Prague, the capi-tal of the Czech Republic, where they can defend theirchampion title. However, the group’s participation in theMarch 2011 International Choir Competition requiresfinancial assistance above and beyond the previous dona-tions generously granted to themby the community. It also

requires that the chorale becomeanon-profit organization.This non-profit entity is calledVoices of Virtue, Inc., andwasfounded earlier this year by the group’s musical director,Rachel Blackburn.Ms. Blackburn says, “Voices of Virtue is a community-

basedchoirwhosepurposewill positively impact theVillageof Hempstead by providing talented teens, at-risk youthsand young adults artistic exposure to different cultures. Italso allows them to serve as musical ambassadors as theyperform throughout the community, the nation and theworld.” Voices of Virtue have been performing throughoutthe summeronLong Islandandat select venues inNewYorkCity in an effort to jumpstart fundraising efforts. ON THURSDAY, AUGUST 19, 2010,theCommunityDevelopmentAgency(CDA)in partnershipwith theHempsteadBeautifi-cationCommittee unveiled the new designfor the Hempstead gateway. The creativegatewayscannowbeseenatthevariousentrypoints throughout theVillage.Public officials, community leaders and residents were

onhandat theunveiling ceremony thatwasheld at the gate-way located on Greenwich Street across from KennedyPark. The sleek new look for the gateway was designed by

theHempstead-based sign company,Valle Signs. Long-timeHempstead resident, Joyce Shackley, who serves as theChair of the Hempstead Beautification Committee, ex-pressed her excitement to the ceremony’s attendees, “Thisis a dream come true! A redesign for the Village gatewaywas long overdue. But now, these beautiful new signs serveas a symbol to everyone entering Hempstead, that ourVillage is vibrant, growing and strong!” The ceremonywaswell attendedby community residentswho expressed theirdelight with the new signs. The program, which featuredselect performances by Hempstead’s newly formedcommunity choir, Voices of Virtue, concluded with lightrefreshments for all in attendance.

STUDENTS FROM ADELPHIUniversity returned to the Village ofHempsteadonAugust26,2010toassist inanannual community project to help beautifydesignatedsectionsofourdowntownarea.Approximately seventy-five (75) undergraduates, who

participate in theUniversity’s FreshmanCommunity ActionProgram (FCAP), convened in the parking lot located onFront Street betweenMain Street and Fulton Avenue, withtheirsleevesrolledupandreadytowork.Thetasksathandin-cluded a group of students commissioned to paint rustyfencesandstairwayrailsat JacksonSchoolAnnex. Otherstu-dentsremained intheparking lotwheretheyremovedthede-

bris from the area, laid down mulch and planted seasonalflowers. Several sections of the downtown area were alsoprepped fornewbenches thatwill be installed in lateFall.AdelphiUniversity’s successful FCAPprogramwas cre-

ated and released in 2006byDellaHudson, AssociateDeanof StudentAffairs at Adelphi and amember ofCDA’s BoardofDirectors. TheVillage ofHempsteadCommunityDevel-opment Agency (CDA) has created community serviceprojects for the program’s participants each year and hasranged from painting to planting and cleaning duties. Theprogram also affords the students an opportunity to learnabout a variety of community volunteer opportunities andabout community development. FCAP is a “win-win” foreveryone involved and best of all, our beloved communitybenefits directly!

REMEMBER OUR YOUTH, INC.(R.O.Y.), an organization committed topreventing local youth from joining gangsand allows them to explore areas outsidetheirexisting socio-economicenvironment,hosted its annual Summer Basketball CampatCampbellPark inHempstead.Thecamp,whichwasheldfromJunethroughAugust,gave

local youngsters the opportunity to participate in basketballdrills, training and organized games. R.O.Y.’s President andFounder Terrell Holloway expressed his passion for helpingthe underprivileged youth in the community, “I’m happy and

proud tobeable todo this for thekids.The lookon their facesis enough forme. I knowI’mmakingadifference.”

THE HEMPSTEAD BOYS & GIRLSClub, located at 40 Washington Street,opened its doors in 1997 and has beensuccessfully addressing theneed for after-school and summer recreational activitiesfor the youth in the Village of Hempsteadever since.The club supports at-risk youth and their families

through programming and activities in five critical areas:

Academic Achievement, Character & Leadership Develop-ment, Health & Life Skills, The Arts; and Sports, Fitness &Recreation. TheAfterschoolProgramruns fromSeptemberthrough June andhas had over 425 registeredmembers par-ticipating, while the Project Bridge Summer Day Camp had44 youth participants. Members’ ages range from 6 to 17years old.On June 17, 2010, the organization held its 13th Anniver-

saryDinnerwhosehonoreeswerephilanthropistsMartyandJane Schwartz. The fundraiser’s theme was “Our Kids areGreat”andtheeventwasahugesuccessgarneringsignificantdonations to the club as well as Summer Camp youth spon-sorships fromlong-timesupporters suchas theRauchFoun-dation, Roslyn Savings Foundation, Adele Smithers of the

ChristopherSmithersFoundation,StateFarm, theHagedornFoundation, Angela Jagger Foundation, CongresswomanCarolynMcCarthy, SenatorKempHannonandtheVillageofHempsteadCommunityDevelopmentAgency. Amongst theevent’s attendees wereMayorWayne J. Hall, Sr., Don Ryan,Village Trustee; Dorothy Goosby, Councilwoman; CDACommissioner Claude Gooding; Nassau County LegislatorRobert Troiano and a representative from Senator KirstenGillibrand’s office. The club also received a citation fromSenatorKempHannon.ExecutiveDirector,WayneRedman,whohasbeenleading

theorganizationsince2008, isproudofthedifferencetheclubismaking in thecommunityandthepositivechoices itmakesavailable to theyouth. Recently, the club took35youthmem-bersona field trip toattendaprofessionalbasketball gameatMadison SquareGarden. The organization also participatedin a sixweek summer programwithLong IslandEducationalOpportunities Center at Farmingdale StateCollegewhere 15students fromHempstead High School were provided withtechnical instruction in video production, journalism, scriptwriting, web design and interview techniques. Redman says,“We are in the business of providing hope and opportunity.These are real examples of how theHempstead Boys&GirlsClub, can ‘plant a seed of change’ that will help in the futuredevelopmentof youngpeople.”
