Human Resource Management – A general term referring to the “design and implementation of systems in an organization to ensure the efficient and effective use of human talent to accomplish organizational goals” (Buford & Linder, 2002, p. 464)

Human Resources – Operations staff, professionals, and managers in an organization

Public Personnel Management – Management of human resources in the public sector. Activities may apply directly to employees of public agencies and/or to others in the private sector that provides public services through contract.
