SUE DUNKLEYSue is co-founder and president of New Horizon Enterprises, Inc. She started New Horizon Academy in 1971 in a church with eight children. Since then, she has grown the business to be one of the largest child care providers in the country and the largest hourly child care provider. She is also a board member and president of New Horizon Kids Quest, Inc. and Kinderberry Hill Child Development Centers, Inc. Sue has served on the boards of the Moral Compass Foundation, Success by Six, Rule 17 Advisory Committee, CELLS-The Center for Early Learning and Living Sciences, Inc., Rule 3 Task Force, Early Childhood News, Boys & Girls Clubs of Minneapolis, National Child Care Association, and Private Providers of Minnesota. Sue received her degree in education, as well as her teaching certificate in early childhood development, from the University of Minnesota. She also completed over 170 credits in post-graduate work. She has been interviewed and featured as an expert in such national publications as American Baby, Parenting Magazine, and Working Mother, as well as local newscasts and publications.

Sue has received several awards for her work. She was awarded City Business’s Most Innovative Women in Business Award in July 2000 and named “Minnesota Woman of the Month” in July 1986. As a member of the Early Childhood News Advisory Board, she received a Distinguished Service Award in recognition of exceptional leadership and service devotion. She was twice honored by the Boys & Girls Clubs of Minneapolis; receiving their Outstanding Board Service Award in 1995 and their Appreciation Award in 1994. The Coalition of Minnesota Business, Inc. named New Horizon “A Minnesota Business Success Story” in 1994 for its contribution to the community.

CHAD DUNKLEYChad Dunkley is Chief Executive Officer for New Horizon Academy and Kinderberry Hill. He oversees operations, marketing, strategy, and finance, and drives the culture of continuous improvement at all New Horizon and Kinderberry Hill locations. Chad received his J.D. from William Mitchell College of Law and his B.A. in management from Hamline University.

Chad is President of the Minnesota Child Care Association (MCCA), Co-Chair of The Early Care and Education Consortium (ECEC), an executive board member of the Chad Greenway Lead the Way Foundation, and a board member of the Minnesota Business Partnership. Chad was elected to a four-year term on the governing board of The National Association for the Education of Young Children (NAEYC) in 2012. Chad has served on many additional boards and advisory panels focused on increasing the quality and resources of early learning programs.

Chad was named a Most Admired CEO by the Minneapolis/St. Paul Business Journal (2017) and an Exceptional Emerging Leader by the Child Care Information Exchange (2015). In 2004, the Minneapolis/St. Paul Business Journal recognized Chad as one of the region’s most outstanding business leaders as one of their Forty Under 40 award recipients. In addition, Chad has published numerous articles for Child Care Exchange magazine and often testifies and meets with national and state officials to improve access to high-quality early education for young children.

BILL DUNKLEYWilliam M. Dunkley is a Co-Founder and shareholder of New Horizon Enterprises, Inc., and has been the Chairman of the Board for New Horizon since its inception in 1971. Bill is also the Chairman of the Board of New Horizon Kids Quest, Inc., New Horizon Child Care, Inc., Horizon Child Care, Inc., and Kinderberry Hill Child Development, Inc. Mr. Dunkley is concurrently Chief Executive Officer for the law firm of Dunkley and Bennett, P.A. He received a B.S. in business administration from the University of Minnesota, and a Juris Doctorate from the William Mitchell School of Law. For many years, Bill served on the Board of Directors for Rasmussen College and several other companies. He holds a black belt in Taekwondo and is a partner in JLB Productions, which produces three to four nationally known karate tournaments a year, one of which is the Diamond Nationals, the number one karate tournament in the country for over 30 years. Bill has owned a number of white tablecloth restaurants through his partnership in Tri-City Enterprises. He is also a managing partner of many building partnerships.

During this conference, all schools are closed to ensure all staff can attend. The conference consists of educational, professional, and motivational topics and discussions. Staff receive 8 hours of professionalism training after attending the conference.

The 2021 Professional Development Day will be virtual. Staff and management will attend the

conference via a website that the corporate office has created. The website link will be sent the Friday before the conference to all staff emails, school emails, and will be posted on the Professional

Development Day page on WeConnect.

The day will consist of watching training videos and discussing the sessions with staff at your school. The link to the website will be provided the Friday before the conference.

All videos, handouts, or other information can be found on the website. To reduce any confusion about what to do next, each video will play directly on the website. The only time that staff should have to leave the website will be when they participate in the Creative Curriculum scavenger hunt in the afternoon.

Every video will start at its designated time. To ensure that staff are attending and participating in the conference, there will be an online form to fill out after each session. Management staff should monitor staff attendance throughout the day and check in with staff who may be attending the conference in their classrooms.

Conference Etiquette

To make this the best conference we can, everyone is asked to adhere to some video conferencing etiquette.

• Test your hardware or device prior to the day of the conference.

• Watch each video in its entirety.

• Pay attention to the time. Videos will start at their designated time slot, and you may miss important information if you start the video late.

• If you are experiencing any technical difficulties, reach out to the IT team or your director. We want the conference to be a great experience for all, so we are here to help!

50 YEARS: CELEBRATING THE PAST, CREATING THE FUTURE, ENSURING EQUITY AND INCLUSION FOR ALLDR. ROSEMARIE ALLEN, CENTER FOR EQUITY AND EXCELLENCE

Rosemarie Allen, president and CEO of CEE (Center for Equity and Excellence) has served as a leader in early childhood education for nearly 40 years. Her life’s work is centered on ensuring children have access to high-quality early childhood programs that are developmentally and culturally appropriate. She is currently an associate professor in the School of Education at the Metropolitan State University of Denver. Her classes are focused on ensuring teachers are aware of how issues of equity, privilege, and power impact teaching practices. Rosemarie has served in directorship roles with the Colorado Department of Human Services where she was responsible for the State’s childcare licensing program, the federal childcare assistance program, the redesign of the State’s quality rating and improvement system, the implementation of the State’s professional development plan, and assisted in the creation of Colorado’s early learning guidelines. Rosemarie is a respected keynote speaker and has the distinct honor of being appointed as a “Global Leader” to represent the United States at World Conferences across the globe.

Dr. Allen’s non-profit Institute for Racial Equity & Excellence (IREE) serves as the lead agency for ensuring equity in educational practices throughout the nation. IREE monitors and licenses child care centers using a model she created, “Culturally Responsive Community-Based Licensing”. Rosemarie also served on President Obama’s “My Brother’s Keeper” (MBK) initiative, Early Childhood Task Force. In that role, she was the national expert on implicit bias and culturally responsive practices, speaking at conferences across the country. She also serves as a contractor for the National Center for Pyramid Model Innovations focusing on equity, implicit bias, and culturally responsive practices in the Pyramid Model for Supporting Social Emotional Competence in Infants and Young Children.

Rosemarie earned her B. A. from California State University, master’s of education from Lesley University, and a doctorate in leadership for equity in education from the University of Colorado, Denver.
