Why Transport Compliance?

Background

Context

Terminology

6 | 6 |

Introduction

• Commenced as a greenfield unit in 2010

• A greenfield project is one that lacks any constraints imposed by prior work

• The analogy is to that of construction on greenfield land where there is no

need to remodel or demolish an existing structure

Vital Statistics

In 2010 on unit formation:

• 181,000km roads in Qld; 35,000km state owned with replacement value $55B

• 525M tonnes freight moved per annum Bowen and Surat Basin CSG projects expected to move this amount of freight over road network alone

• 18 acts enforced including coercive powers

• 50,000 vehicles inspected annually by transport, 50% defected on 1st inspection in some form

• 4,250,000 vehicles registered including 100,000 heavy vehicles

• 3,100,000 driver licence holders including 500,000 for heavy vehicles

• 55 weigh in motion sites and roadside deployed number plate recognition cameras

• Numerous TARS devices that count traffic and axle configurations

• 5,000 accredited operators and 4,000 service licences for passenger transport

• 55,000 driver authority holders

• 6,500 dangerous goods authority holders

• 1,000 tow truck licences

• 2,500 AIS’s and 15,000 authorised inspectors

• 2,200 school buses

• 170 Transport Inspectors

…and…

Vital Statistics

• 1 Manager

• 1 Intelligence analyst

• 1 Investigation manager

But no holdings, processes, systems or structures.

• 2010 is a long way behind us and significant development has occurred since.

• Before discussing the details, want to introduce some terminology

9 | 9 |

Compliance

• Operate in a compliance framework

• Focus is the outcome not the method or tool that achieves it

10 | 10 |

Chain Of Responsibility

• Influence = Responsibility = Legal liability

• If a business consigns, packs, loads, transports or receives goods as part of their business, they can be legally liable for breaches

• The aim of Chain of Responsibility is that everyone in the supply chain shares responsibility for ensuring breaches of road transport laws do not occur; not just the driver!

• CoR covers:

1. Fatigue

2. Mass, Dimension & Loading

3. Speed

Technology

Role of Enabling Technology

• Required a quick to deploy low cost solution

• Law enforcement but not as you know it

• Business agility without being lost in the “IT”

• Facilitate analysis in line with the task – chain of responsibility

• Analysis across modes:

Network

Spatial

Temporal

13 | 13 |

iBase

• Customisable to task!

• Our iBase isn’t like your iBase:

Person entity no tattoo’s height, build, hair colour etc

Vehicle and registration entities described in depth – position of registration or vehicle in

combination

Document not charted

• iBase designer can manage and change database as needed allowing real

time agility

14 | 14 |

iBase Person Entity

• Only most basic of

details

• No record of common

law enforcement items:

Height

Weight

Tattoos

• Mobile recorded with

person entity (not as a

discrete entity)

15 | 15 |

iBase Documents not Charted

• Charting documents

creates links that don’t

exist in the information

• Document created and

DOC ID used as source

for entities and links

• Search360 result for

DOC1

16 | 16 |

iBase Documents not Charted

• DOC1 exported to association scheme

17 | 17 |

iBase

• Connected suite

Export to Analysts Notebook and GIS

Database connectivity with iBridge

• IT hosts servers and maintains backup, schedules upgrades – technology

support

• Business manages database, datasheets, fields and users – business

support

• Can make changes through iBase designer to database with no IT

involvement

18 | 18 |

iBase

• Case management

iBase is not a case management system

Adapted through use of case entity, tasking and user details

Each officer has a worklist

Managers and directors have global view of tasks assigned to their staff

Not complex but fit for purpose

Recording of work builds on holdings in iBase

19 | 19 |

iBase Security

• Security

User controls

Show/hide content depending

on vetted/non-vetted status

and/or according to role

• Audit logging:

iBase

IntelliShare

Analysts Notebook

Includes display entity in search

result

iBase audit logging @ level 5

IntelliShare audit logging @ level 5

Analysts Notebook

• It’s all about the network…………..of companies!

Most analytical tasks don’t involve considering individuals except as they relate to

organisations

• Network analysis of complex company structures including:

Business names

Holding companies and trusts

Directors

Shareholding and linked companies

Analysts Notebook

23 | 23 |

Analysts Notebook

24 | 24 |

Analysts Notebook

• Temporal analysis of events

• Chain of responsibility events compare:

Work diary records

Pay sheets

Fuel receipts

Toll point and camera detections

Consignment notices and receipts

• Future of telematics/intelligent transport systems

Bigger data sets

Real time and post processing

25 | 25 |

IntelliShare

• Thin client ‘lite’ access to iBase holdings:

Simple search

Easy deployment

No training overhead

Access worklists and cases assigned

Lower cost and more flexible than pervious i2 model

Still road testing IntelliShare

Cognos

• IBM Cognos Business Intelligence is a web-based, integrated business

intelligence suite

• Provides a toolset for reporting, analysis, score-carding, and monitoring of

events and metrics

• Enterprise data warehouse

27 | 27 |

Cognos

• TMR captures every customer transaction, every infringement, every TMR

issued defect and every work diary sale

• What better place to start profiling operators for legal and maintenance

compliance!

• Algorithms developed to analyse Cognos data stores

• Combined in analytical process and documented, no integration at

technology layer

What else/The future

• Extend capability

• Need to know what trends being data entered (content awareness)

• Greater “Single Sign On” experience (not functionality) across IBM i2

products

• Generic nature applicable to all enforcement types; not “crime specific”

• IBM Cognos with IBM i2

• Customisable to task – tools learning number series such as ABN/ACN/CRN

Conclusion

Summary

• TMR now end to end IBM i2 shop

• Products used in task sequence

IntelliShare for data entry (collection)

iBase information repository (collation)

Analysts notebook and plugins for analytics (analysis)

IntelliShare for end user searching & cases (dissemination)

• IBM Cognos aids in analytics

It’s not all doom and gloom

• The majority of drivers are honest, law abiding citizens who go about their

daily life delivering an essential service for Queenslanders

• Often unrecognised for their incredible skill – like this driver of a fully loaded

petrol tanker
