Sector Urgent Needs
Shelter
Most of the Evacuation centers/ temporary shelters are semi-open space and located in a higher
area with cold night temperatures. Priority needs:
a. Tarpaulin sheets as temporary wall coverings
b. Tarpaulin sheets as bedding
c. Tarpaulin sheets as compartment for more privacy

WASH
All shelters do not meet the requirements of international shelter standards like Sphere
particularly in terms of water, sanitation and hygiene.
Necessary interventions:
WATER
Potable water still distributed in small plastic what results in high costs and causes an immense
waste problem.
a. LEARN provided already a Water Purifier (Ex: PAUL Water Backpack)
b. Provision of water gallons which standby at each post is advised
c. Provision of drinking container (1 per person) instead of plastic bottle distribution
SANITATION
Management of solid waste / leftover foods and drinks are not handled well and trigger high
potential of health risks to the IDP's. Urgent activities:
a. Emergency Toilets (Mobile Toilets) in every temporary shelter
b. Provide rubbish bins in every temporary shelter
c. Waste Management in collaboration with the IDP-community
HYGIENE
Lack of awareness concerning the importance of environmental issues and hygiene expose the
IDP's to threats of diseases. Priority actions;
a. Promotion of Hygiene (Healthy Lifestyle Changes)
b. Distribution of hygiene kits (soap, toothpaste / toothbrushes, sanitary napkins, diapers
elderly, underwear, towels)
Food
Limitations of food variation due to people with specific needs are not adequately met. Market
activities in the area are fully ongoing and not disrupted by the eruption.
Is well known as garden of Northern Sumatra and provides all kinds of fresh and healthy food
supply such as vegetables and fruits.
Required intervention on:
Cash and or voucher systems to IDP committees could meet the needs more efficient and
effectively.
Fresh and nutritious food should be provided or purchased. (E.g: Vegetables, Chicken eggs, fresh
fish and fruits)

Health
Governmental health posts (Drugs & medical personnel) in every temporary shelter address
health issues faced by the refugees.
Protection
Shelter come without dividers and families or people with specific needs lack of privacy. Creates
potential for gender-based violence and exposes women, children and vulnerable people.
It is urgent to provide complaints/feedback systems.
Child and education
The emergency situation has a severe impact on the children's education process and their social
life. It is urgent to intervene on:
facilitation children's activities and its tools (kids movies screening, distribution of literature and
picture books, games, alternative education)

IV. Response
Government Response
- Management information via Radio Communications (HT) in every temporary shelter, affected villages, and strategic
locations
- Provision of refugees data in every temporary shelters along with the shelter manager
- Distribution of 1 water tank in each temporary shelter for cooking needs
- Distribution of food (rice, vegetables) to every temporary shelter
- Center for Volcanology and Disaster Mitigation keep doing intensive supervision due to the activities of Mt Sinabung
- The National Disaster Management Agency allocated and channelled IDR 3.93 billion to the Regional Disaster
Management Agency of North Sumatra Province.
LEARN Response
- LEARN Team conducted a rapid assessment in the aftermath of raising the alert status to the highest level
(CAUTION/Red Alert) and disseminated the situation report in its network
- LEARN Team hold a coordination meeting with its partners to coordinate a joint response plan
