The programme which commenced on July 1, 2015, was sponsored by the Ministry of Personnel, Public Grievances and Pensions. Shri T.N. Chaturvedi, Chairman of IIPA, presided over the programme. He touched upon the critical aspects of governance which the government under the leadership of Prime Minister Modi is focusing on. Highlighting the need for horizontal coordination, he observed that it requires guided efforts to involve all stakeholders. He also emphasised that the various functionaries of the government should be viewed as agents of change. Dr. Jitendra Singh, Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER); MoS PMO; Personnel, Public Grievances and Pensions; Atomic Energy; and Space, delivered the convocation address. After presenting degrees, diplomas and medals to the successful participants, Dr. Singh stated that Prime Minister Narendra Modi has placed before us the objective of citizen-centric governance and now, it is for us to realise that in contemporary India. He mentioned that the citizen-centric approach essentially implies youth-centric approach not only in governance but also in framing of future policies for the years to come. APPPA Convocation

The convocation of forty-first Advanced Professional Programme in Public Administration (APPPA) was conducted on April 29. Dr. Tishyarakshit Chatterjee, Director of IIPA, briefly discussed the salient features of the APPPA programme and appreciated the support from all quarters. He elaborated that during the programme, not only the in-house cooperation but support from district administration in various districts and cities where participants went for rural and urban study visits besides from the embassies of Brazil, Sweden, South Africa and the Netherlands were beyond expectations.

Programme on Indian Constitution and Governance

Sponsored by Maruti Suzuki India Ltd, the captioned programme was conducted at IIPA for senior officials of Maruti Suzuki India Ltd from April 4-7. Besides apprising the officers on Indian Constitution and constitutional procedures, the programme was designed to: (i) familiarise them with the procedures and modus operandi followed in job allocation across different government services together with their roles and responsibilities; and (ii) facilitate them in developing effective communication in the governmental apparatus across hierarchies. Programme faculty comprised guest speakers and in-house faculty. Prof. Vinod K. Sharma, Dr. Neetu Jain and Dr. Usha Mujoo Munshi coordinated it.

Capacity Building Programme on Swachh Bharat Mission (Gramin)

The programme, fifth in the series, was conducted at IIPA for district collectors/ deputy commissioners/ zilla panchayats across the countries who deal with implementation of SBM (G) during April 4-5. It was sponsored by Ministry of Drinking Water and Sanitation. In his inaugural address, Shri Saraswati Prasad, Additional Secretary, Ministry of Drinking Water and Sanitation, provided an overview of Swachh Bharat Mission (G). He also highlighted upon the target set by Government of India to achieve the Open Defecation Free (ODF) status by 2019 on the 150th birth anniversary of Mahatma Gandhi. While deliberating on the subject, he outlined the state-wise sanitation coverage in India with the help of the Census 2011 data and baseline survey of the MDWS. He emphasised on the behaviour change and focus of Swachh Bharat on ODF. While doing so, he specified on the flexibility of the states to choose any suitable

approach and technology while implementing the programme and also mentioned about the flexibility of the states to give incentive individually to households or to the village collectively in toilet promotion. He also highlighted on the multiple technology options for toilet promotion and solid and liquid waste management. He also interacted with the participants on specific issues and possible approaches towards rural sanitation. Earlier, Dr. Tishyarakshit Chatterjee, Director of IIPA, emphasised on the need to change the mindset of people at the regional and local level for achieving the ODF villages by ensuring toilet promotion and its use. In the valediction session, Shri Parmeswaran Iyer, Honourable Secretary, MDWS and Dr. Nipun Vinayak, Director, SBM, interacted with the participants and raised few pertinent questions for the attention of programme participants. Dr. K.K. Pandey, Dr. Nupur Tiwari and Dr. Gadadhara Mohapatra coordinated it.

Programme for the Presidents and Members of the District Consumer Forums

Sponsored by the Ministry of Consumer Affairs, Food and Public Distribution under the guidance of the National Consumer Disputes Redressal Commission, the programme was conducted at IIPA by its Centre for Consumer Studies from April 25-29. Apart from elaborating and integrating the various provisions of the Consumer Protection Act and other legislation having a bearing on consumer protection, the programme was designed to enable the participants to: (i) appreciate the intricacies of judicial procedure in general and the requirements of fairness and reasonableness in the functioning of quasi-judicial bodies such as the consumer disputes redressal agencies in particular; (ii) effectively make use of the art of judgement-writing in delivering the orders of the consumer courts; (iii) appreciate the legal dimensions of the case laws developed in the area of consumer protection; and (iv) develop effective leadership for better administration of consumer justice. Programme faculty comprised guest speakers and in-house faculty. Prof. Suresh Misra and Dr. Sapna Chadah coordinated it.

Sponsored by the Ministry of Environment, Forest and Climate Change, the programme was conducted

at IIPA for the Indian Forest Service officials from April 25-29. Besides focusing on good governance indicators as a way to transform effective governance elements into a practical framework, the programme was designed to enable the participants to: (i) prepare action plan for forest governance considering legal framework; (ii) comprehend and apply effective steps stemmed from COP 21 dialogue to mitigate climate change and bring effectiveness in forest management; (iii) apply and appreciate strategies for good governance through experience sharing; and (iv) get exposure to the practical contents both as facilitators and impediments in the forestry. Programme faculty comprised guest speakers and the programme coordinators, Dr. Kusum Lata and Dr. Saket Bihari.

Members' Annual Conference

The Sixtieth Members’ Annual Conference will be held in October 2016 in the IIPA Auditorium. The theme of the Conference is “Strengthening of Ethical and Moral Values in Governance”. (Date will be intimated in due course.) The Executive Council in its 301st meeting, held on April 11, has approved: (i) Decentralisation and Public Service Delivery; (ii) The Sustainable Development Goals (SDGs) adopted by UN General Assembly in September 2015; and (iii) The Agrarian Crises as the topics for the Annual Essay Prize Competition 2016; (II) Issues in Governance and Politics in North East India as the topic for Special Issue of IJPA (July-September 2016); and (III) Soochna ke Adhikar ki Sarthakta as the topic for Special Issue of Lok Prashasan (July- December 2016).

Discussion on Dr. B.R. Ambedkar’s Timeless Legacy

Dr. B.R. Ambedkar Chair in Social Justice of IIPA teamed up with Shaheed Bhagat Singh College (Eve.), University of Delhi in organising the captioned programme on April 18. The Centre for Reforms, Development and Justice, New Delhi was the Knowledge Partner and the Millennium Post, the media partner. Shri Chaudhary Birender Singh, Union Minister of Rural Development, Panchayati Raj, Sanitation and Drinking Water, was the Chief Guest in the inaugural session. In his inaugural address, he

highlighted the need to revisit Ambedkar’s philosophy and thought to find solutions to the contemporary problems. Delivering the key-note address, Shri K.G. Suresh, Director General of Indian Institute of Mass Communication, New Delhi, emphasised that unless there is a change in the mindset of the people in tackling the issues of exclusion of the marginalised sections of the society, nothing much could be achieved. Shri Sidharth Mishra, President, Centre for Reforms, Development and Justice, gave the opening remarks. Dr. P.K. Khurana, Principal of Shaheed Bhagat Singh (Eve.) College welcomed the delegates and participants to the event. The inaugural session was followed by two technical sessions on the topics: (i) Re-visiting Ambedkar’s Philosophy in Contemporary Scenario; and (ii) B.R. Ambedkar’s Vision of the Nation in terms of Equality and Social Justice. Prof. Narendra Jadhav, Durgabai Deshmukh Chair in Social Development, Equity and Human Security at the Council for Social Development, New Delhi, delivered the valedictory address. He comprehensively touched upon the different facets of thought and philosophy of Dr. B.R. Ambedkar and paid a tribute to his timeless legacy. Dr. C. Sheela Reddy coordinated the programme along with Shri Saurabh Dubey, Shri Sarad Kumar Yadav, faculty, Department of Political Science Shaheed Bhagat Singh (Eve.) College.

Annual Decision Making/Teaching Case Study Competition – 2016

The objective of IIPA’s Case Study Programme is to build a body of knowledge in governance through case studies with a view to promote a

deeper and wider understanding of the functioning of Indian Administration in its specific environmental and institutional framework and also to broaden our knowledge and understanding of global and national best practices. In order to develop relevant case studies for use in the learning process, IIPA has renamed its annual case study competition as the Annual Decision Making/Teaching Case Study Competition.

A case study submitted for this competition should aim to facilitate the development of conceptual, behavioural and analytical skills, highlight areas for reform and promote sensitivity towards important issues, problems and challenges of public administration and governance.

The Case study may cover one or more of the following facets of public administration and governance:i. Public policy issues and processes: conceptualization;

planning; implementation; monitoring; evaluation and review of plans; programmes; schemes and projects with special reference to a specific State;

ii. Rural Development, Urban Development, Area based development policies, programmes, projects and schemes such as MNREGA, Consumer Awareness, Gender Sensitisation, Social Empowerment and Social Inclusion, e-Governance, Human Rights, Elections and Electoral reforms; Law & Order; Government-to- Citizen and Citizen- to- Government interaction; Swachh Bharat; and

iii. Service sectors including physical, social and economic infrastructure development, social services, voluntary organisations, cooperatives, non-governmental organisations (NGOs) and Public Private Partnership (PPP).

The case study must be in two parts.

Part I is to comprise 5-10 A4 size pages typed in double space using size 12 of Times New Roman font and keeping one and half inches margin on each side of the page. It should consist of a description of an official organisational context concluding with an important decision to be made. The following information could be provided: the decision to be

made – what, why and who has to make it; a brief history of the organisation, its vision/mission/values, goals/objectives; the present scenario; key strengths and weaknesses of the organisation; challenges, threats and opportunities; influential personalities/groups relevant to the focal decision – their feelings/views (given in quotations) as obtained through interviews or accurately paraphrased; socio-political, economic, technological and cultural pressures; group and personality factors-- values, attitudes, needs and expectations; skills; organisational reward systems; behaviour modeling and example setting by the organisation’s leadership and other factors relevant to the focal decision; visualised options/alternatives that seem to be available and their immediate, short, medium and long term consequences--the pros and cons thereof. Finally, instead of merely calling this part of the case study as Part I, it should be given a title based upon either one of the following:-

i. focal organisation / department / division / unit/section, programme / project /, scheme;

ii. focal decision to be made.Part II is to comprise 1 – 3 A4 size page(s) typed

in double space using size 12 of Times New Roman font and keeping one and a half inches margin on each side of the page. It should consist of the case writer(s) perceptions of what actually happened – the decision that was actually made, why, with what expectations, the actual consequences that occurred and any views that the case writer wished to share vis-à-vis the case and the important learning – problems/concepts/insights and or skills – that the case may be utilised for imparting in the teaching/training process. Finally, instead of calling this part of the case study as part II, it should be entitled: Perceptions of the Case Writer (s).

An executive summary of the case study is to comprise 1 – 2 A 4 size page(s) and typed in the same way as Parts I and II mentioned earlier. Three copies each of the case study (i.e., Parts I and II) and the executive summary are to be submitted.

Each case study should be accompanied by the following information: title of the case study; name of the case writer (s); address and telephone(s) of the case writer(s) and fax/email where available. The case writer(s) should also state whether the

NEWS FROM BRANCHESKarnataka Regional Branch

The branch jointly with CREAT and Citizen Consumer Action Group organised a roundtable discussion on the proposed “Road Transport and Safety Bill” on March 19. Shri S. Ramanathan, Chairman of the branch, highlighted the need for public discussion on the features of the proposed Bill. Inaugurating the programme, Dr. Ramana Reddy, Principal Secretary, Department of Transport, Government of Karnataka, stated that the Bill has two parts—road transport and road safety. He mentioned that the State has no qualms about provisions relating to road safety, though some provisions relating to transport needs to be reviewed. Dr. Ramana Reddy and Shri S. Ramanathan released the Good Samaritan guide published by CREAT. Shri Rame Gowda, Commissioner of Transport, made a power-point presentation about the road safety situation in the State and also the steps taken to protect the road users/pedestrians. He informed about the recently launched scheme called ‘Santwana’ to help accident victims by way of cashless treatment. Shri S.V. Ranganath, Vice-Chairman of the branch, observed that the roundtable will be meaningful if the contents of the Bill are discussed threadbare. Presenting the contents of the Bill, Shri Nalin Sinha, Consultant, Global Road safety Program, explained the main features of the proposed Bill and also the work done by GRSP in this direction. Shri Maruthi Sambrani, Additional Commissioner for Transport (Enforcement- South), called upon the participants and the public to follow traffic regulations not only in their own interest, but in the interest of the public.

Expressing his concern about some of the provisions of the Bill, Shri S. Nagaraju, Joint Secretary, KSRTC Staff and Workers Federation, stated that the Bill is being used to dilute the public transport system and the interests of the workers are threatened.

Madhya Pradesh and Chhattisgarh Regional Branch

In keeping with the recent report of the parliamentary committee on simultaneous elections for Lok Sabha and the Vidhan Sabhas and the comments of the Prime Minister on it, the issue was discussed in the monthly meeting on April 16. Shri Atul Sinha, former Secretary to Government of India, led the discussion which was attended by a large number of senior retired officers, academics and others. A suggestion was made to hold elections in not more than two phases and to reduce the time lag between the voting and the declaration of results. Another suggestion was to club the elections for Vidhan Sabha, local bodies because otherwise the leaders remain in election mode all through as a result development works get affected. Among those who attended were Shri G.S. Shukla, former State Election Commissioner; and Shri D. S. Mathur, former Chief Electoral Officer.

Tamil Nadu Regional BranchThe branch jointly with Rajiv Gandhi National

Institute of Youth Development organised a seminar on “Youth and Society” on April 9. The members of IIPA and about 160 students attended the seminar. A poster competition was also held for

The competition has a first prize of Rs. 10, 000, a second prize of Rs. 6,000 and a third prize of Rs. 4,000. Excluding the award winning case studies, any other case studies that are considered suitable for publication shall be given an honorarium of Rs. 2,000 each. Any individual or group of individuals may submit a case study to the Institute for the competition. In case of joint authorship, the award will be equally distributed. However, each individual may submit only one entry for the competition, either individually

or as part of a group. A case study submitted for the competition must fall within the broad areas specified and be in the format prescribed above. The case study should not have been published elsewhere as the copyright will vest with the Institute and the writer, if the case study is selected for award/publication.

The last date for the receipt of the case study is August 31, 2016. The cover should be super- scribed with “Annual Decision Making/Teaching Case Study Competition – 2016” and be addressed to the Registrar, Indian Institute of Public Administration, Indraprastha Estate, Ring Road, New Delhi-110002.

the students on the same subject and three prizes were declared by the branch. Prof. Dr. K. Gireesan, Faculty Head, Department of Local Governance, RGNIYD, welcomed the gathering on behalf of Director, Dr. Latha Pillai, and elaborated in his introductory remarks as to how the society and the youth are interlinked and one plays a vital role impacting the other and it is high time that a loud thinking on the subject with the student community is done. He called for constructive action by youth and empowerment and skill development of the youth for positivity, innovation and contribution to the society. Thiru D. Jothi Jagarajan, Vice-Chairman of the branch, in his presidential address, explained as to how the society can be transformed only by the youth power if it is tempered by virtues and positive thinking. He elaborated how the youth need to be empowered by the administration and equally they must work towards bringing about a sustainable change in the society besides their personal growth. Prof. Dr. Ambrose, HoD, Department of Legal Studies, University of Madras, delivered key note address. He touched upon the laws that provide legal framework for the effective participation of youth in the progress of the society and empowerment of youth particularly student community. He stated that youth has immeasurable energy and passion which need to be channelised towards positive power through proper empowerment and space in politics, media, governance and other working fields to enable them to provide positive contribution to the national growth. Dr. S.S. Jawahar, Secretary of the branch, who headed the panel of judges, announced the results of the Poster Competition held on that day. The Chief Guest distributed the prizes to the winners and participation certificates were also issued to all participants. He also released the New Administrator the quarterly newsletter of the branch and first copy received by Dr. K. Greesan of RGNIYD.

Tirupati Local BranchThe branch organised a debate on “Andhra

Pradesh State Budget 2016-2017” on March 22. Among the speakers were Prof. K. Santha Kumari of Sri Venkateswara University; Shri Samanchi Sreenivas, Advocate; Shri Mangati Gopal Reddy;

Shri G. Narasimha Yadav; and Shri R. Harikrishna party representatives. Prof. A. Ranga Reddy, Chairman of the branch, presided over the programme.

Maharashtra Regional BranchThe branch teamed up with the Yashwantrao

Chavan Pratishthan, Mumbai in organising Annual Yashwantrao Chavan Memorial Lecture on “Starting Up in India” by Dr. Raghuram Rajan, Governor of Reserve Bank of India on April 25. Mentioning about the difficulties the small startups face due to heavy regulations and inspector raj, Dr. Rajan stated that there is need to create a level playing field for startups to bloom so that starting a business no longer requires any contacts. With concerns being raised about cash-burn in burgeoning e-commerce sector, he made it clear that getting revenues through deep discounting is not a viable business model for startups. Welcoming that it has become reputable for being an entrepreneur, he made a plea for being resilient, saying that the enterprise started by an entrepreneur can fail, the people should not fail. He observed that the conditions for starting up are improving by the day on the back of interventions by the government and regulators which have upped the infrastructure and logistics support. He mentioned that the bankers while dealing with stressed loans with small businesses should also understand that the smaller firms do not have the same mettle to take every case to a court as a big business does. He emphasised that easier business environment is not just important from an economic growth perspective but also on social basis. He opined that easier regulations would also lead to more Dalit entrepreneurs starting their own businesses. Earlier, Shri S.G. Kale, General Secretary of Yashwantrao Chavan Pratishthan, spoke about late Shri Yashwantrao Chavan’s contribution in the freedom movement of India and also as a Chief Minister of Maharashtra. Dr. Vijay Satbir Singh, Secretary of the branch, welcomed the dignitaries and introduced the guest speaker. In his presidential address, Shri S.S. Kshatriya, Chairman of the branch, spoke about the economic growth of Maharashtra and its contribution in the national GDP in general and rural economy in particular

Recent Publications Governance and Administration: Unhealthy

Trends by U.C. Agarwal. The book is a compilation of articles written by eminent academics and senior administrators relevant to the title of the book. The articles in this volume reflect the views of the authors on different aspects of governance and administration. Some recent unhealthy trends too have been mentioned in a few articles which undermine the confidence of honest civil servants and procrastinate decision-making.

This volume is intended to highlight the need for sound financial management, especially in the background of the country facing the difficulties that arise due to increasing fiscal deficit over the years. The introductory chapter of the volume has briefly mentioned about this worrisome problem and what measures may help to balance revenue and expenditure and reduce fiscal deficit. The real solution as has been emphasised lies in curtailing as much as possible non-plan or consumption expenditure and significantly increasing non-debt revenue. The author has emphasised the need for fiscal discipline at all levels of governances so as to achieve financial stability in our political economy with steady growth.

Public Administration: Vision and Reality by U.C. Agarwal. The articles in this volume reflect the ethos and aims of public administration as visualised by the founding fathers of free India and what extent various social, political and economic developments have realised their hopes and expectations. Has public administration become quite the reverse of what was fondly visualised? Does it lack sensitivity to the sufferings of the deprived masses and spirit of selfless public service? Do people still have some choice or are they destined to live with rampant corruption? Readers may find answers to such and other vexed questions from among the writing of some prominent statesmen, scholars, jurists and veteran public servants contained in this volume.

Women Administrators of Maharashtra by Marina Rita Pinto. This research project falls in the genre of women’s studies and strictly relates to women administrators of Maharashtra. It is the first

of its kind and is in line with many studies that are women-centric with emphasis on gender justice, gender balance and gender identity. This study explores the situation where the three dimensions—the ground reality, the role perception by the actors, and the way they function impact governance. The authors has selected women administrators allotted to and working in the State of Maharashtra from the three All India Services—IAS, IPS and IFS.

Training Module on Urban Governance by K.K. Pande. This module examines the urban governance in India to identify possible areas of attention for a capacity building agenda in the form of training module on the subject. The study has covered urban governance norms as laid down by UN Habitat for its launch of Good Urban Governance Campaign for Asia Pacific region which was organised by Human Settlement Management Institute of HUDCO. This study would provide useful information for trainers, researchers and students involved in the field of urban governance and management.

Study of Local Councils in Mizoram by K.K. Pande and Sachin Chowdhry. The study places on record the experience of local councils in Mizoram who for the first time in the country have emerged as a fourth tier of government which is very participatory and people-centric. The study provides useful feedback for policy formulation and consolidation of national efforts on urban sector decentralisation. It has particular relevance in the context of creation of real demand for municipal infrastructure in a bottom-up manner and therefore serves national policy agenda to accelerate the pace of investment in the municipal sector in the country. The study finally concludes that local councils are gradually emerging as a model of vibrant institution at the local level and need to be duly recognised for second generation reforms on decentralisation at a level below the town hall and the municipal ward.

How Inclusive are the Panchayats ? The Future Strategy by Nupur Tiwari. The task of empowering local governments and getting them to function well is constantly in transition. to be refreshed and re-launched. This monograph will contribute to enhancing our understanding of issues and add to the experience in designing inclusive and accountable local representative institutions, not only among those directly involved in government reform but also among those who contribute to broader national and regional debates on addressing these common challenges.

Understanding Poverty Dynamics and Eradicating Chronic Poverty by Aasha Kapur Mehta, Shashanka Bhide, Amita Shah and Anand Kumar. The book is based on the proceedings of an international seminar that was devoted to sharing research findings, papers and debates on this

subject, for this is the most important development challenge that faces us. Of the many challenges in the context of addressing poverty, the debilitating impact of ill-health in driving people into poverty, the criticality of increasing public expenditure on health, the devastating effect of conflict in creating poverty, the informalisation of work that pushed farmers into the most vulnerable, marginal-holdings and casual labour category and the impact of lack of access to productive decent employment on persistence of poverty were discussed in the seminar. This book chronicles these extremely valuable insights and provides direction for future work.
