Immigraon, Social Cohesion & Social Innovaon IMISCOE 11 th Annual Conference 3 IMISCOE 2014 – 11 th ANNUAL CONFERENCE Despite the increasing numbers of South-South migraons, the European Union is sll one of the main recipient areas when it comes to third-country naonals. This largely explains why the EU has admied the importance of maers related to im- migraon: if such maers are not dealt with in an adequate way, social peace in the middle and long term is impossible. In a context of economic crisis, maers such as social cohesion and social innovaon are of utmost importance when it comes to immigraon. Integraon and assimilaon are terms that immediately call one’s aenon when talking about social cohesion. Both terms go beyond the academic concepons and policy models accounted for in different host sociees. They even go one step ahead of results provided by indicators used to measure how immigrants have developed their capacity to adapt to their host society. Instead, social cohesion is two-fold: it requires not only immigrants but also local people and instuons to build up the necessary efforts to bring about posive social change. These efforts and hand-in-hand work are the basis of social innovaon. They re- quire the development of new techniques and pioneer concepts in order to adapt to changes in society; they require efforts to deal with phenomena derived from migraon itself, such as transnaonalism, naturalizaon, irregularity, vulnerability, parcipaon, diversity management, identy and acculturaon. Walking the neces- sary steps in order to achieve local and foreign being merged into a united society increases the resilience of both pares, given that these innovave social develop- ments are actually cohesion techniques. All in all, social cohesion is increased via social innovaon. This been said, the importance of Spain should be highlighted when it comes to im- migraon. As one of the main EU external borders, it is not only a final desnaon country, but also transit channel to other EU countries. The severe economic crisis and the lack of experience as far as immigrant integraon policies are concerned, make Spain and its capital, Madrid, the perfect meeng point for this year’s IMISCOE Conferences. In a country where immigraon fluxes have derived into what has been classified as an emergency by the Ministry of Internal Affairs, special aenon needs to be paid to immigraon issues. Subsequently, there are several quesons that arise when dealing with such maers. In first instance, we are obliged to ask ourselves whether the current context of eco- nomic crises in Europe should be used as an opportunity rather than an excuse in or- der to promote social cohesion. Secondly, we need to consider what experience has taught us and whether we have enough experience regarding migrant tradion and its relaon to recepon, inseron and full adaptaon and integraon of immigrants. In this sense, general conclusions should be drawn from IMISCOE 2014 in order to point out best pracces that every country should aim for.

IMISCOE 2014 – 11th

ANNUAL CONFERENCEDespite the increasing numbers of South-South migrations, the European Union is still one of the main recipient areas when it comes to third-country nationals. This largely explains why the EU has admitted the importance of matters related to im-migration: if such matters are not dealt with in an adequate way, social peace in the middle and long term is impossible. In a context of economic crisis, matters such as social cohesion and social innovation are of utmost importance when it comes to immigration.

Integration and assimilation are terms that immediately call one’s attention when talking about social cohesion. Both terms go beyond the academic conceptions and policy models accounted for in different host societies. They even go one step ahead of results provided by indicators used to measure how immigrants have developed their capacity to adapt to their host society. Instead, social cohesion is two-fold: it requires not only immigrants but also local people and institutions to build up the necessary efforts to bring about positive social change.

These efforts and hand-in-hand work are the basis of social innovation. They re-quire the development of new techniques and pioneer concepts in order to adapt to changes in society; they require efforts to deal with phenomena derived from migration itself, such as transnationalism, naturalization, irregularity, vulnerability, participation, diversity management, identity and acculturation. Walking the neces-sary steps in order to achieve local and foreign being merged into a united society increases the resilience of both parties, given that these innovative social develop-ments are actually cohesion techniques. All in all, social cohesion is increased via social innovation.

This been said, the importance of Spain should be highlighted when it comes to im-migration. As one of the main EU external borders, it is not only a final destination country, but also transit channel to other EU countries. The severe economic crisis and the lack of experience as far as immigrant integration policies are concerned, make Spain and its capital, Madrid, the perfect meeting point for this year’s IMISCOE Conferences. In a country where immigration fluxes have derived into what has been classified as an emergency by the Ministry of Internal Affairs, special attention needs to be paid to immigration issues.

Subsequently, there are several questions that arise when dealing with such matters. In first instance, we are obliged to ask ourselves whether the current context of eco-nomic crises in Europe should be used as an opportunity rather than an excuse in or-der to promote social cohesion. Secondly, we need to consider what experience has taught us and whether we have enough experience regarding migrant tradition and its relation to reception, insertion and full adaptation and integration of immigrants. In this sense, general conclusions should be drawn from IMISCOE 2014 in order to point out best practices that every country should aim for.

COMILLAS PONTIFICAL UNIVERSITY ICAI-ICADEIs located in Madrid, Spain’s biggest metropolitan area and capital. It was founded in 1890 by the Society of Jesus, a private institution of over 400 years of history and the biggest networks of university centres in the world. Comillas’s education project is based on qualification and differentiation criteria, on permanent adaptation to society’s needs and a great level of demand regarding study plans and teaching methods and techniques. After 100 years of university experience, Comillas is aware of the changes that is has undergone in different areas since its foundation. Following the Bologna Magna Charta Universitatum of 1988 it aims to be “an academic community that, in a rigorous and academic way, contributes to the guardianship and development of human dignity and cultural heritage through research, teaching and the different services offered to local, national and international communities”.

SOCIETY OF JESUSThe Society of Jesus, is a worldwide Roman Catholic religious order. Founded by Saint Ignatius of Loyola and approved in 1540 by Pope Paul III, is now extended throughout the world, with nearly 17.000 Jesuits working for the evangelization of the world, in defence of faith and justice promotion, ongoing cultural and interfaith dialogue. One the Society’s vocations are immigrants and their process of integration in the host country. In Spain, the Jesuit Migrant Service (Servicio Jesuita a Migrantes – SJM) is aimed at accompanying migrants and their families in their process of integration, including migrant associations and other social groups. This hand-in-hand work implies studying social transformations, sensitization and legal action. SJM has a vast network connected to other European countries, Africa and Latin America, and its work is closely linked to the Jesuit Refugee Service (JRS).

IUEMThe University Institute of Migration Studies (Instituto Universitario de Estudios sobre Migraciones – IUEM) was founded in 1994, in a context where migration phenomena were becoming more and more complex and were contributing to the entailment of deep social and political repercussions. Answering to these new demands resulted in the IUEM specialising in different research areas, all of them related to the migration phenomena: immigrant integration and exclusion, public policies destined to integration, access to (basic) social services, immigrant employment, second-generation migrants, co-development… Refugees and cooperation for development studies have also been addressed, let alone legal aspects of immigration, such as Human Rights, International law on Asylum and Refuge and European law on such matters. With the aim of responding to the above mentioned complexity, the IUEM has developed a researcher career that it complements with:

• Teaching: Postgraduate Degree in Contemporary International Migration, Postgraduate Degree in International Development Cooperation, Official Doctorate Program in Contemporary International Migration and International Development Cooperation

• Counseling • Broadcasting skills, including own publications. Since 1996 Migraciones

magazine publishes two issues a year, with works on different migration matters. Other publications include “Society, Culture and Migrations Collection” and the current “Migrations and Society Collection”.

The development of these targets is possible thanks to the configuration of an interdisciplinary team composed of researchers and teachers specialized in different social and human science disciplines (economics, actuarial sciences, sociology, social anthropology, pedagogy, law, social work, political sciences and theology) that work in the field of international migrations and human mobility.

IMISCOE IMISCOE started as Network of Excellence in 2004 funded by the European Commission and has continued since 2010 as an independent Research Network funded by institutional and individual membership. It brings together 31 established European research institutes and over 500 scholars from all over the world. The network is involved in various types of activities, including book and journal publications, the support of innovative and promising research groups, PhD training, the organisation of research-related events such as the annual IMISCOE conference and the Maria Baganha award for best PhD thesis in the field of migration, integration and cohesion studies.

Since 2014, Erasmus University Rotterdam coordinates the IMISCOE RN.
