Immediate Impacts of an Inventory on the Procurement, Donations, Maintenance and use of Medical Equipment at

Connaught Government Hospital in Freetown, Sierra Leone

Introduction Connaught Hospital is a 300-bed tertiary government hospital in

Freetown, Sierra Leone. It was renovated in 2005 after the civil war,

and since then has been the site of numerous programmes to donate

medical equipment and improve services. Despite these efforts, the

quality of care has remained substandard. A Taskforce set up by the

Health Minister in April 2013 to overhaul the hospital.

Objectives To overhaul the hospital and identified the shortage, inappropriate

procurement, poor maintenance and misuse of medical equipment as

this is a significant cause for this poor care.

Conclusion This poster summarises and quantifies the methodology, findings

and immediate impacts of the new electronic physical asset

management system at Connaught Hospital.

Methodology A hospital Improvement Committee was tasked with overhauling

clinical engineering as a priority. This included developing a system

for tracking and maintaining equipment and ensuring that all existing

items of equipment were functioning and appropriately located, with

staff trained in their use and supplies of necessary consumables.

Figure5: shows the asset system for a binocular microscope. It identifies the condition of the device and it’s

accessories in this case no service and user manuals

In July 2013 the hospital worked in collaboration with colleagues from King’s

Health Partners in the UK, which has a strategic partnership with Connaught, to

set up an electronic physical asset management system. This system logged the

location, asset number, technical specifications, condition, maintenance

provisions, and users, frequency of use and ownership of all hospital equipment

for the first time in a government hospital in Sierra Leone.

The inventory demonstrated the enormous scale of the problem,

with most equipment being non-functional or unused and with

critical equipment gaps. The inventory was implemented rapidly

by staff with only basic training and no additional funding. It has

immediately enabled significant quantities of hospital equipment

to be relocated or repaired and for the hospital to restructure

proposals for several major grants and donations (valued at

millions of US dollars), which had originally selected

inappropriate items of equipment whilst omitting critical ones.

Discussion •80% of the equipment in this hospital are donated equipment

•40% of these equipment are not functional

•15% are brand new but never been installed due incomplete parts

or lack or reagents for Lab equipment

•15% do not have service or user manuals

•10% of them are bought from China and the service and user

manuals are in Chinese so installation or repair is almost

impossible. Some don’t even have manuals
