Neighbourhood Development Plan Progress Report: April 2017

1. The consultation process in respect of the submitted Neighbourhood Plan ended on 7 April 2017. The Steering Group are awaiting feedback on the process.2. The independent examination process is ongoing.3. The Steering Group requested Paul Parris to extend the licence for the domain and hosting of the Neighbourhood Plan website for a further year, at a total cost of £34.90. 4. The above sum was almost fully provided for using the last of the Big Society grant monies. No other monies are available at this time. If further monies are required in the future, the Steering Group will investigate an additional grant request.5. John Hannam, Parish Clerk, is retiring from his post at the end of this month. John has acted as our Treasurer during the course of the project and has provided much valued support along the way. The steering group thank him for his contribution.Liz Kunen, Project Coordinator

On Sunday the 7th of May, the Parish Council accepted for the community, the Memorial Bench which is now sited at the War Memorial on the High Street. The Parish Council on behalf of the whole Parish thank Chris Kennedy for his most generous gift which now enhances the green.Mr Kennedy made and paid for the Memorial Bench himself and also helped with the installation. Chris, who is a quiet and unassuming man, obviously has both a public and a patriotic spirit. A theme of contrasts this month.... on the one hand we have the despicable lowlifes who stole stone edging and corner stones from a grave in School Lane Cemetery and on the other, we have someone who made, paid for and donated a beautiful bench to our village. As I said, contrasts. Funny old world isn’t it? Except that desecrating graves really isn’t funny at all. Anyone out there want to donate a whipping post to the village?

KURLINGWell that's it for another year, no dear reader I am not talking about Summer though it makes you wonder if those few balmy days were Summer.I am of course referring to the Kurling competition. On the day the final took place, the hall was hushed, it wasn't really, it's difficult to keep our lot quiet, but it sounds more dramatic! Shall we say the hall was reasonably quiet. The finalists took their place and so it began. There were the usual oohs and arhs and come ons to whoever you wanted to win. I have to say it was a close call but delighted to report that we had a lady winner, Liz K. So, one up, to the girls. Mick, you were a gallant runner up. The cup was handed over, Bill, had kept it nicely dusted and as last year's winner got in on the photographs.We have begun a trial run of an extra day, on Thursdays so if you would like to have a try come along at ten am.Many of you will have been concerned to hear that one of our Committee members, Eileen Lewendon had been involved in a car accident and was hospitalised. As I write this I am delighted to report that Eileen is on the mend and hopes to be home very soon. We all send Eileen our love and best wishes and wish her a speedy recoveryLUNCHEON CLUBIt was good to see thirty one members attend the lunch on May 17th at the White Lion. As always the food and service was excellent, thank you Madeleine and Staff. It was also very pleasing to see several new faces. The next lunch is to be arranged but if you are interested please ring June on 861400 and she will give you details of the Luncheon Club.To end my jottings. Did you know that when Jane goes out she puts her earrings in her pocket and puts them on in the car, wears the wrong shoes and forgets her ticket, but she is an absolute delight to spend a lunch time with! As always, there was plenty of chat and lots of really useful information when Kevin Barker talked to us at the April meeting. We were given some great tips, such as keeping rust at bay by having an oily rag in the garden shed to wipe over tools as they are put away. I was especially interested in his explanation of the use of specific fertilisers for different plant groups. Not only did Kevin explain that we should use nitrogen to encourage green leafy growth, phosphorus for healthy roots and shoots and potassium for flowering and fruiting plants - he also kindly donated a box of each to our raffle (also general purpose fertiliser and a bag of quality compost, which I won!).

Next month, on Monday June 12th at 7.30pm we have another Open Evening when the speaker is Stuart Dixon, who will be talking about the best perennial plants to use in our gardens. Stuart is a very experienced gardener and speaker, much of his knowledge and expertise being gained from the restoration of his own 18th Century garden at Hebb’s Farmhouse, Stoke Bardolf which has been featured on BBC TV. You can learn a little more about him by a computer search for Hebbs Farm or going to stuartdixonblog.wordpress.com.

Our fee for visitors is only £3, which includes coffee, tea and cake - and we shall also have a raffle and the opportunity to buy books. We'd love you to join us - and for any further information about the talk, or the Association in general, do phone 860312.

Women’s Institute Loneliness isn't exclusive to the elderly we heard out our recent meeting when we discussed the resolutions to be proposed at the National Federation Annual Meeting in June. There are young men and women maybe who work alone, young mothers with only a gurgling baby to talk to until hubby comes home. There are many reasons for loneliness, low income, not living near family, any manner of things. Hopefully we will work alongside health and social care to raise awareness if the proposal is carried. Our vote for the proposal was in favour but not unanimous as members thought that the wording wasn't as clear as it could be. The second resolution if carried at the meeting sees the Federation calling on the Government and Industry to solve the problem of Plastic Soup, the microplastic fibres which have been found in the gut of fish sold in markets in California and Indonesia. This found most of us in favour of the proposal and so our votes have been passed to our delegate from Corby Glen

Institute who will take them to the Liverpool Echo Arena the day before the General Election. We do have one member who is going as an observer, having enjoyed her time as our delegate last year. In the absence of our President (get well soon Janet), Gillian Dexter chaired the meeting and reported on the Home Economics Group meeting which some of us had attended the night before when Alan Mason of gardening fame had been the guest speaker. Members placed their orders for bulbs from Johnnie Walker's catalogue, tickets for the Take-a-Chance Federation lottery, next year's diaries and a book in aid of the Denman college appeal. We heard a report on the Speakers' Corner event and members made suggestions of those speakers who we would like to hear. Several of us volunteered to bake cakes for the W.l. refreshment marquee at the Lincolnshire Show. We were busy, busy, busy for most of the meeting, thankfully at half time we had delicious “naughties” along with a “cuppa” by hostesses Gillian and our other Jilian. Both of our competitions were well supported, much thought into the “anything coloured pink” (no elephants though). The winner was Jil Watson with a very pretty pink box and Rosemarie Everitt with a

bottle of Mateus. Flower of the Month winner was Kathleen Biggs with Kathy Atter the runner-up. With no guest speaker the judging was done by members placing coins alongside their preferred item with the money going into the charity Associated Country Women of the World, so they were winners too. Our next meeting on the 20th June sees Irene Roddam, who is the ambassador of ACWW, telling us all about the charity who receive our Pennies for Friendship each year. Our quiz team are off to do battle at Allington at the end of May once again. Good Luck Girls. So if you would like to join us to see how your money which you spent at our coffee morning last September was used we shall be pleased to see you at the usual time of two o'clock on the 20th in the Sports and Social Club. We will be receiving all the cakes for the Lincolnshire Show at the meeting ready for Helen to take them to the show next morning, so please don't forget them will you members? We had better not get them mixed up with our delicious ones which we get at refreshment time courtesy of our hostesses. Oh, I don't know though. So we shall see you at the same time as usual, you will be very welcome.

A net full of Water Louse which are nature's dustmen, living on decaying matter, or mosquito larvae which can collect oxygen from the surface, would show the pond had become stagnant. Developing tadpoles change from feeding on minute plants to animals at about the time they start developing legs. The pond can then grow over with weed, cutting off the air. This is impossible to remove without taking the tadpoles with them. One of the reasons amphibians produce young in such huge quantities is that it is in the nature of things that they suffer high mortality at each stage of their lives. The cold, and finally the wet weather will have reduced numbers of most insects, including the butterflies, which have begun to reappear in ones and twos. Writing this on 16th May, House Martins and Swallows have returned, the latter in lower numbers. The first Swifts were reported on 13thMay. A Cuckoo was heard on 1st May followed by others, including in Twyford Wood. Kingfishers and Grey Wagtails are nesting on the River Witham. To look for in June June is the month of meadow flowers and when the grasses are in flower and at their best (or not if you are a hay fever sufferer). It is also a month for butterflies - the Common Blue, Meadow Brown, Gatekeepers, Small Copper, Skippers and possibly the migrants Painted Lady and Clouded Yellow. If you have tadpoles or fish in your pond you need to know that the water is supporting other life which shows the water is healthy. It is easy to note whirligig beetles and pond skaters on the surface and snails grazing the sides. The Great Pond Snail is illustrated at (e).The smallest, most important animals take more care to discover. If you cover the base of a shallow dish with about two inches of water, take a single scoop with a fine mesh net and turn this into the water, you may be amazed at the small creatures which are revealed. A X1O magnification and a good field guide is all that is needed to identify at least the group to which each kind belongs. On 1st of May this is what was found with one scoop in one small garden pond -: Water boatmen (b) just hatched, many vigorously swimming on their backs. Several black flatworms sliding along base of dish. Mayflies (c) hiding in the weed. A single Dragonfly larva (d), although still small, already big enough to feed on other insects. Caddis Flies hiding in the mud tubes they had constructed: The caterpillar-like larvae of a Biting Midge. The smallest animal found were not insects but crustaceans related to shrimps. One kind is torpedo shaped with a single red eyespot at the front from which it gets its name Cyclops. The other is enclosed in a bean shaped shell with only fringes of hairs protruding. This group are Ostracods (a) and are less than a millimetre long. Like the Cyclops they are noted as full stops darting about in the water in characteristic ways. All of this was good news since almost all of the animals require

What’s on at Woolsthorpe in June

We’re well into the main season and you’ll have probably noticed that the Manor is as busy as ever, with the good weather bringing people out and even the rain not putting people off too much – they’re still coming along for tea and cake! In June we’re looking forward to the Country Craft Fair over the weekend of 10-11 June, with local and not-so-local stallholders offering foods, crafts, cards and art. Free entry to National Trust members, other prices on our website.

Do you like meeting people? Could you give one morning or afternoon a fortnight? Now is a really good time to become a National Trust volunteer, and at the Manor we have different roles to suit people’s time and talents. You could be a Room Guide, welcoming visitors to the house and telling the stories of Isaac Newton; or in the Science Centre if you’ve a grasp of his scientific work and discoveries; or helping with the events we run; or serving and clearing away in the Coffee Shop. We have lots of local volunteers with a wide range of skills and backgrounds, everything from RAF to M&S! Everyone has something to offer and it’s a friendly place to be. Contact the Manor for more information.

We have about 24 lightweight metal chairs and 6 small café tables which we would like to pass on to someone who could use them; plus 4 tables and 15 chairs in light wood and stainless steel. This will be the 8th year that Colsterworth Classic & Collectible Car Show has been combined with the Village Fete and this year a donation is to be made to a much needed local Grantham Charity, the Grantham Volunteer Dementia Support which is part of the Dementia Action Alliance. A Cavalcade of classic & collectible cars will be passing through the village to arrive at the Fete on Back Lane prior to the opening at 2pm. The Acorn Care Education Group have again offered the use of the grounds of Millfield House for the event.The organisers are appealing for donations of books, tombola prizes and cakes to be sold on the day. ROAD TRAFFIC GROUP UPDATEThe Parish Council have been receiving monthly updates from the Road Traffic Group. This is a group of volunteers in the Parish. They undertake speed checks and monitor concerns ranging from parking issues, speeding, volume and size of traffic, adequacy of signage and other issues impacting on the residents and environment in the Parish. Suggestions have been put forward and the Parish Council have agreed to identify priorities to take forward.

Whilst a lot of issues are outside the remit of the Parish Council, there has been excellent co-working with our PCSOs and in May 2017 we were able to link in with the DVSA - their role includes carrying out tests to make sure lorries and buses are safe to drive and carry out roadside checks on drivers and vehicles. Essentially the main focus for the DVSA is road safety.

We are hoping in the near future to be able to meet with representatives from the District and County Council to share some of the issues being raised (including maintenance of the highways and verges).

Specific areas that are being looked at are:North Witham: The main priority for the Parish Council is the implementation of the 40mph speed limit in North Witham. This currently has the support of the Council and their consultation will end on 31 May 2017. Stainby and B676: Speeding - continued monitoring and reporting offenders to the PolicePoor signage/lack of signs: A survey of all areas is to be undertaken by the Parish Council in June 2017HGV traffic: Ongoing monitoring and communication with Contractors via Road Traffic Group Co-ordinator, PCSOs and DVSA. High Street: Parking, Speeding, Road calming measures and general maintenance. The Parish Council has supported a proposal at the meeting in May 2017 for a review by LCC of the junction at Back Lane and High Street under Road Traffic Regulations. This has been supported by the Police. Woolsthorpe: Speeding, HGVs and farm traffic. Volunteers are required to set up speed monitoring and identify and monitor any other issues.Neighbourhood Plan: Various comments were submitted via the Neighbourhood Plan Consultation that will be considered by the Road Traffic Group (e.g. noise and air pollution from the A1, traffic calming, entrances and verges to the villages, footpaths and cycle paths and lorries).

Thanks to everyone who have got involved for their support and input - this is a long term project for the Parish, however, many of the problems identified could be resolved by the responsible and supportive actions of individuals looking after their own community (e.g., parking and speeding) – especially for the well being of our children on our local roads.
