Defining Enterprise Architecture

08 August 2019 IndEA: NIC’s Experiences 4

• Enterprise: Any collection of organizations that have common goals • Union Government or State Government at broader level

• Individual Ministry or Department at narrower level

• Enterprise Architecture: Description of the current and future services, processes and information systems of the enterprise aligned with its vision, goals & objectives

• Enterprise Architecture is both a process and a tool for translating vision and strategy into effective change

Characteristics of IndEA Compliance NIC’s experience with EA and IndEA suggests four key characteristics of beneficial EA projects

08 August 2019 IndEA: NIC’s Experiences 13

Key Characteristics

Goal & performance orientation – use of KPIs

Citizen & service centricity – end-to-end digital services

Focus on interoperability & data standards

Configurability & flexibility of the resulting solutions

Page 14: IndEA: NIC’s Experiences & Road Ahead

Challenges Several impediments remain in utilizing EA / IndEA

08 August 2019 IndEA: NIC’s Experiences 14

Everything yesterday – applying architecture when urgent change is the nature

EA remains a hard sell – senior level buy-in is essential but difficult; lack of participation

Limited understanding & capacity – to develop and take advantage of architectural outputs & models

Architectural quality is subjective – how to assess appropriateness of architectural outputs

Page 15: IndEA: NIC’s Experiences & Road Ahead

Opportunities Various opportunities exist to create greater value

08 August 2019 IndEA: NIC’s Experiences 15

Continued emphasis on citizen-centricity & outside-in perspective

with service focus

Disseminate best practices via

frameworks and architectures

Enable whole-of-government through

repository of services, capabilities & systems

Improve ICT investment planning through big picture

insights

Goal & performance orientation
