5 HISTORY OF NIEM Started by a 20 state and local governments,
NIEM, is a community-driven, government-wide, standards-based
approach to exchanging information. By joining forces to overcome
the challenges of information exchange across government
boundaries, a grassroots effort called the Global Justice
Information Sharing Initiative was established. Department of
Homeland Security (DHS) established November 25, 2002 Built upon
GJXDM's success and lessons learned, NIEM was launched in April
2005 by DHS and DOJ. HHS joined as the third primary sponsor in
2010. NIEM continues to mature with new communities and partners..
The Global Justice XML Data Model (GJXDM) was announced in April
2003.

You only need to speak your own language and NIEM NIEM was
built to set up a framework for agreeing to a common set of data
elements. NIEM provides this common vocabulary thus a place to
start saving time and money. A data exchange includes four partner
organizations. As one of the four partner organizations, you would
have had to connect to three different systems and negotiate a

NIEM provides a starting point for information exchanges so
that all parties share a common, unambiguous understanding of the
information. NIEM ensures that information carries the same meaning
across various communities, irrespective of the technology being
used. Through this, NIEM enables quick and easy addition of

opportunities are too large for any one entity - they must be
addressed collaboratively and collectively. NIEM facilitates
government-wide information exchanges across various disciplines.
Partners come together to identify what data needs to be exchanged,
then agreeing to exchange that data in a standardized manner.

CanadaOthers Brought together CIOs from Mexico, Canada and the U.S.
to discuss cross boundary information sharing. Pilots included:
Suspicious Activity Reporting, Bio-surveillance and Stolen Vehicles
The EPOC IV project aims to allow the exchange of information with
national case management systems and the promotion of its usage to
member states. Challenges included: Too many standards, not enough
standardization, no standard approach for data exchange and minimal
overlap of data between systems. The Canadian CIO for Public Safety
has been a proponent for NIEM and is driving the use of NIEM
through the Canadian government. The NIEM PMO has engaged with
several factions of the Canadian government, including Treasury,
Health, Agriculture, Public Safety and Homeland Security (most
recently in the form of NIEM training) There has been some
engagement from Australia and Japan. Since NIEM is publicly
available, it is hard to track who is using it. For example, the
Dept. of Navy uses NIEM to share information with a number of its
international partners. Similarly, Customs and Border Protection
uses NIEM with its international trading partners.

You NIEM-ified? is a community building campaign to track NIEM
adoption. NIEM-ified (adjective); indicating an entity such as a
project or organization that has implemented a NIEM-based exchange
to advance their mission. NIEM is in the public domain and
available for use by any agency or organization. We can track use
of NIEM across the majority of Federal agencies, 50 states, as well
as internationally. Often, the NIEM program does not know who is
using it unless we hear someone talking about it! 21
