Heinrich Dreyer founded AMAZONE in 1883 as a local

workshop.

In 1906 already he delivered the first grain cleaning machines

from Germany to Chile. This first in series produced machine

was called „AMAZONE“ and also the later name of the

company.

Since 1988 every new designed or imported machine in Germany had to fulfill technical standards

Every addition or change had to be updated in the declaration

Not just for constructive changes, also for changes of supplier

Previous declaration procedure in Germany

• Mandatory BBA declaration procedure (later JKI) for new plant

protection machinery in Germany from 1.07.1988

• Required contents of manufacture for declaration procedure:

– Operation manual

– Description documents of components in technical details

• Basic machine

• Tank

• Armature

• Spray boom

• Pump

• Regulating device

– Combination matrix of every possible machine configuration

Declaration had to be signed legally binding by member of company management

and was consequently obligatory

History of inspection of sprayers in Germany

• Demands of customer:

– “Ready-to-use” machine directly from manufacture

– No additional efforts for the new machine before

first use

• From beginning AMAZONE with a certified control

– Official document from authority

– Control station in production plant

– Trained and certified employees

– Regular controls by officials

Actual situation in certification of new machinery

• Amendment 2009/127/EC to Machine Directive 2006/42/EC

– No approval procedure by national inspection authority needed anymore

– Self-certified machines through CE marking by producer themselves

Current situation in inspection and handling of new

machinery

• Periodical inspection regarding 2009/128/EC - sustainable use of pesticides – in European countries necessary

– Relevance for manufacture: Customer requires with delivery of new sprayer a certification for a control

regarding 2009/128/EC respectively EN ISO 16122 (current EN 13790)

– Current situation: National inspections under different requirements and intervals, also for new machinery

• Feedback from the last months:

– Today no consistent implementation of changes in European directives into national laws

– Unsettled customers and distribution partners about process with new machinery

– International orientation in many cases to BBA (JKI) declaration procedure in past

• Not longer existing

• Common question:

What has a customer / national distribution partner to do,

to get a “ready-to-use” machine directly from manufacture?

Conclusion

• Example Germany:

– Responsibility of manufacture did not changed for the declaration of new plant protection technology

• Manufacture in responsibility with legally binding signed certification

– Past: BBA (later JKI) declaration

– Present: CE marking with confirmation of EN ISO 16119

– Benefit: CE marking significant for complete European Union

• Example AMAZONE:

– No significant changes in internal processes because of self-certification

• No declaration of each specific configuration of a machine needed anymore

• No specific documentation for an approval by national inspection authorities

– No declaration for manufacture by a third party

• Internal standards and technical requirements are in many cases higher than current terms of norms
