The type of structures inspected range from small county road structures to the existing I-40 Crosstown Bridge, which is classified as fracture critical, requiring additional expertise in the evaluation of bridges. DESCRIPTIONCobb Engineering was contracted by ODOT to provide specialized inspection services on truss bridges throughout Oklahoma. These services required special training and the use of equipment that has never been used in Oklahoma before. Cobb teamed with Hazcom and Keith Harris for specialized equipment and ropes training. Cobb now has the first expert climbing bridge inspection team. These individuals are involved in rigorous training to ensure OSHA safety measures are met.

This was the first contract that ODOT has awarded of this kind. The first year included hands-on inspections that included rigging equipment, climbing, the Tracker, and a man lift. The second year involved random spot checks of cracked stringers located during the first year.

DESCRIPTIONCobb Engineering Company served as the Program Manager for Statewide Underwater Bridge Inspections from 2005-2008. CEC provided the initial scheduling, data collection and coordination of Infrastructure Engineers, Inc. CEC provided quality control on all inspections that were performed and completed the report phase for the Oklahoma Department of Transportation. CEC implemented a detailed Executive Summary supplying a quick reference for the ODOT review staff.

CEC provided a project team leader to be on the boat with diving personnel. The two teams of CEC and Infrastructure Engineers were completely integrated during this contract. There were no personality clashes and our personnel worked semlessly together to provide quality inspection and report services for the Oklahoma Department of Transportation.

CEC will begin work soon on our recently awarded 2012-2014 contract for statewide underwater bridge inspections.

INSTRUCTIONS FOR COMPLETING DCS-CAP FORM 255

DCS-CAP Form 255 is the companion form to CAP Form 254 which permits Architects, Landscape Architects, Engineers and Land Surveyors to respond to invitations to be considered for design projects from the State of Oklahoma. It permits consultants to tailor their response to the specific project being considered by an agency. This form is used in conjunction with DCS-CAP Form 254 in the same manner as Federal Standard Forms 254 and 255 are used for Federal selections. DCS-CAP Form 255 is to be used for a specific project and DCS-CAP Form 254 is used to be registered for consideration. These forms have been designed to be as similar as possible to the Federal forms but SF254 and SF255 MAY NOT be used for State registration and selection. This form is divided into (6) break sections. To easily view where these sections occur, use the “View/Normal” command. The first section contains a table, is unprotected, and allows for the first sheet/instructions to be deleted. The table can be deleted by selecting the whole table and using the “Edit/Cut” command. The second section (Items 1 thru 5a) are protected and contains fields that can be filled in with the appropriate information. The third and fourth sections (Item 6.) are unprotected and don’t contain any fields. This allows for the whole table to be copied and pasted so that additional “Brief resumes…” can be input. The table can be copied by selecting the whole table and using the “Edit/Copy” And “Edit/Paste” commands. The fifth and sixth sections (Items 7, 8, 9, 10) are protected and contain fields that can be filled in. To better assist you in inputting information, you can turn on “Form Field Shading” and “Show Gridlines” using the forms toolbar.

Item 1. Enter the description of the project, as it appears in the letter you received announcing the project. If the agency has used a number to identify the project, include that number. Item 2a. Enter the date of the letter announcing the project. You must reply to the agency as specified, to be considered. This completed form must accompany your letter of interest. Item 2b. Enter the name of the agency from which you received the announcement letter. Item 3. List the legal name and address of the firm or joint- venture submitting this form. Item 3a. All firms, other than individuals practicing under their own license, or joint ventures must be certified by the Oklahoma Board of Registration for Professional Engineers and Land Surveyors or the Oklahoma Board of Governors for Licensed Architects and Landscape Architects. Mr. Cobb is responsible for Directing the Quality Assurance of each project produced by Cobb Engineering Company. Mr. Barnes is responsible for the coordination and project management of transportation and right-of-way/land acquisition projects. He coordinates CAD Technicians and project teams to accommodate client schedules. He is experienced in all aspects of transportation design. His clients include the Oklahoma Department of Transportation, Oklahoma Transportation Authority, Cities of Oklahoma City, Norman, Weatherford and Moore. He assists in county projects and manages some BIA transportation projects. Mr. Barnes is an active member of the American Society of Civil Engineers and the Civil Engineering Council of Oklahoma. Projects include, but are not limited to geometric design, drainage analysis, hydrologic and hydraulic studies, environmental clearance and engineering studies, pavement design, traffic signal plans, and review of geotechnical studies for design. All of this culminates in the development of detailed design plans to be let to contract for construction. I-40 Crosstown Realignment, Oklahoma City, Oklahoma – Project Manager for the I-40 Crosstown realignment through downtown Oklahoma City. Mr. Barnes was responsible for the entire design of the corridor including roadway, bridge, traffic, drainage and utility design.

g. Other experience and qualifications relevant to the proposed project: Mr. Chernicky is responsible for producing working plans from preliminary stage through final plans. He is proficient in the process of right-of-way engineering including: plotting ownerships from title abstracts, writing legal descriptions for warranty deeds, developing right-of-way plans, plot plans, misery reports, and other right-of-way design and planning functions. Mr. Chernicky is currently working with the Oklahoma Department of Transportation for On Demand Right-of-Way services for the Right-Of-Way Division. He assists in the development and production of all plan documents and provides support services to the transportation, county, municipal, planning, and airport teams at CEC. He also is responsible for coordinating Environmental Specialists and compiling Specialists reports with other researched data to create an Environmental Document and is currently working with the Oklahoma Department of Transportation for On Demand Planning and NEPA services and On Demand CIRB NEPA services for the Environmental Division. Mr. Gevaza, retired from OG&E, has served as Cobb Engineering Company’s lead engineer on the Distribution System Hardening and Distribution Conversion Projects for OG&E and has participated in the development of a proposal for Substation Development and Design for City of Edmond and GRDA. Additionally, has lead the development of a proposal for Smart Grid Deployment for City of Edmond. While with OG&E, he served as Manager for Transmission and Distribution Planning and Operations for most of his years for the Electric Utility of OG&E Energy Corp. He led OG&E development of Smart Grid Technology including smart meters and bi-directional breakers. He also has experience on Substation/System Protection Maintenance Programs and Practices; He served as Chairman of The Southwest Power Pool (SPP) Transmission Working Group. Mr. Gevaza has designed SCADA systems for 3 regional control centers which monitored and controlled devices at 157 substations throughout the state of Oklahoma and Arkansas. During this four-year period, he was also responsible for the day-to-day operations of the transmission and distribution control centers. Mr. Gevaza also has served as a resource for Smart Grid Development through various Electric Power Research Institute (EPRI) committees on Solid State Transformer, Fault Anticipator, and Bi-Directional Breakers. Mr. Locke, after 31 years of service, is retired from OG&E where he served in various capacities which included 25 years in Corporate Engineering’s System Protection & Control group, as a Senior Designer. He was a Senior Designer for a brief time in the System Integrity’s Standards group where he updated specifications for large power equipment and integrated and documented their processes. He also worked for 2.5 years as the Electrical System Procurement Coordinator in the OG&E Purchasing Department where his primary duties were purchasing large power equipment, transmission and distribution line equipment and managing vendor alliances for the electrical and communications side of the business.

After retirement, he served as a consultant for OG&E’ Purchasing/Procurement Section for 20 months in this same capacity as prior to retirement.

Mr. Locke, has designed SCADA Protection and Control systems for individual substations at voltages ranging from 4kv through 500kV including breaker-and-a-half and ring-bus applications. Lone Oaks East Traffic Impact Analysis, Oklahoma City, Oklahoma. Oklahoma City has seen significant residential and commercial growth in the northwest portion of the city and expects more in the near future. The purpose of the study was to determine the traffic impact that Lone Oaks East residential development would have on the surrounding area and to offer several conceptual solutions to alleviate the potential traffic congestion.
