I. INTRODUCTION The House With No Steps Foundation (Phils.), Inc., non-stock, non-profit organization was organized in 1984 in response to the growing demand for a more coordinated and systematic delivery of welfare services to the clients of Tahanang Walang Hagdanan, Inc. (TWH) and is affilate home in Metro Manila and in the provinces. There was also the need to separate the welfare services component lf TWH which was estanlished basically as industrial workshop and training center for the disabled. The idea then was to allocate the funds exclusively donated for welfare for the very purpose it was donated, The House With No Steps Foundation was the answer to that need. Two years after its establishment, the scope of the welfare program had expanded to service the needs of numerous homes for the disabled affiliated with the Philippine Council of Cheshire Homes for the Disabled (PhilCOCHED), Wheelchair and Disabled Foundation of the Philippines, (WDFP). At present the Fonndation is directly operating and managing six of these Cheshire Homes and the following seven beneficiaries: a) Bahay Biyaya Hostel in Cubao, Quezon City 1

I. INTRODUCTION

d) Bukang Liwayway Homes in Quiapo, Manila

e) Tahanang Walang Hagdanan in Cainta, Rizal

f) Bahay San Jose in Alfonso, Cavite

This organization is duly registered with Securities and Exchange Commission of the

Philippines, and certified by Department of Science and Technology as a science foundation.

It is also registered with the Bureau of Internal Revenue as a qualified done with Registry No.

0408. It is an active member of the Association of Foundations.

II. HISTORICAL PROSPECTIVE

Bahay San Jose is one of the beneficiaries of the House with No Steps Foundation

Philppines Incorporated. It was founded in 1982 by Belgian Sister Maria Paula Valeriana

Baerts of the Missionary Sisters of the Heart of Mary- the same mover behind Tahanang

Walang Hagdan and was formally established in 1984 at Barrio Upli, Alfonso, Cavite. Bahay

San Jose was acquired by the Foundation from the Asuncion family whose lot lies adjacent to

the one-hectare farm donated by the John Ver Foundation to the House With No Steps

Foundation. Since then, the two storey Structure became a permanent home of twelve multi-

handicapped children mostly on wheelchair suffering from cerebral palsy, parkenson's

disease, epilepst, autism, mental retardation spasticity and musculae dystrophy. The home

provides staff-support personnel including a housemother, cook, laundrywoman and a utility

boy.

Bahay San Jose is a site of food producation program of the Foundation. Its one-hectare

lot is planted to coffee, banana, pineapple, sayote, calamansi and other short-term crops. The

food producation program is tended by a full-time agriculturist and two helpers.

III. Objectives of the Institution

1. To assist the disabled in the physical and emotional rehabilitation, and integrate them in the mainstream of society.

2. To equip persons with disabilities with skills and knowledge through education and trainings.

3. To provide shelter, medical and welfare assistance to indigent disabled and medical families.

4. To uplift the standard of living/economics conditions of the disabled through employment and job placement.

5. To educate the public and promote social awareness concerning persons with disabilities.

6.To fight against discrimination, exploitation and aggression and to advocate for the rights of persons with disabilities, especially women.

7. To promote independent living to disabled individuals.

Objective of the Group

To apply theories, concepts and principles of Nursing Leadership and Management in the

field of institutional Nursing by gaining experience in health promotion with institution’s

health care provider and their clients.

Specific Objective

To differentiate institutional nursing leadership and management from the other fields of nursing.

To gain more knowledge in handling a non-governmental organization with a case of anticipating disabled people.

To experience hands on care of patients with cerebral palsy, muscular dystrophy.

IV. MISSION

To continue delivering both preliminary and auxiliary services to the disabled sector of

our society in order to lead them into a life of productivity and independence.

Analysis of Mission

Bahay San Jose is a organization that delivers free service to the dependent and the

disabled people. Their major role was to provide primary and auxiliary service; giving

outstanding care with respect to the nature of the disease a patient may have. Moreover it

emphasize life’s productivity and independence of each patients giving them the chance to

experience optimum level of functioning. In order to do such they solicit funds to the

government. In addition them make advertisement to attract people to donate the needed

supplies. They allowed training schools to come over to practice they care giving skills while

helping each patient to gain their needed care.

VISIONA sustainable enterprise providing employment for Persons with Disabilities and an ideal

venue for holistic development of their physical, mental, economic, social and spiritual well-being.

Purpose

As specified in its Articles of Incorporation, the Foundation was established for the

following purposes:

1.To protect and safeguard the rights of the disabled, regardless of their color, race,

creed and disablilities.

2.To develop services and ongoing resarches for the total human development of

the severely disabled.

3.To foster the development of the potentials of any severely disabled child to his

or her maximum capacity leading them towards independence and real freedom as far

as this is humanly possible.

4.To establish scholarship in the various fields of education for the disabled.

5.To extend social and welfare services to the disabled and his/her family.

6.To assist and/or undertake economic development activities,projects or programs

which will promote the capacity of the economy ro increase the supply of goods and

services, raise and/or improve the quality of life and standard of living of the disabled.

7.To cooprate,complement and supplement the efforts of the Tahanang Walang

Hagdanan,Inc.Phil Council Christine wheelchair & Disabled Ford in normalizing the

lives of the physically disabled as far as possible taking into acount their disability.

8.To specially foster and include the spiritual aspect of life, in order to make them

happy and fulfilled human beings called to full participation in the divine life of the

Lord.

V. ORGANIZATIONAL STRUCTURE

The figure shows the organizational structure of Bahay San Jose Institution, started with Sister

Paula Valeriana V. Baerts as the founder of the organization. she is the one

directing commands to the home supervisor of the foundation, Mrs. Lourdes Brual.

Under the home supervisor is directly the four helpers of the institution which

consist of one cook, two laundry women and one maintenance. At the same time

when the home supervisor is not around and can’t perform her duty they are the

one giving care in times of patients need

C. Principles of Management by Henry Fayol (institution)

1. Division of work

The leader or head of the branch institution is the one who divide the labor. She is the one

responsible for delegating the assignment of each member. The members were assigned

according to their capabilities, never the less, they are flexible. If one of the workers was absent,

the remaining will fill up that position and do the job.

2. Authority

The head of the branch administration is the one who delegates and commands the

workers on what to do. She was appointed by the higher administration which is the president of

the organization. Through the power given to her she was able to divide the task among the

members of the institution. She made the rules and regulations for better care of the angels in the

institution.

3. Discipline

The institution showed well discipline from the head through the lower members of the

organization. They are oriented on the rules and regulations made by their head. As members,

they are following these rules. They are doing the tasks they were assigned to do and finishes it

on time the head asked them.

4. Unity of Command

In every group or organization, the head is the one who gives command. Some volunteers

and sometimes students go to the institution to help and give them financial support of food. In

this case, the people visiting the said institution all receives instructions to follow from the

branch head.

There is only one leader/head that must be followed. The institution has set an objective

which the whole group will aim.

6. Subordination of individual interest to the general interest

We cannot prevent problem from arising, one of the problem identified was the lack of

fund for the angels since it is a non-government institution. As a solution, the organization came

up with an alternative to earn money by means of their small souvenir shop and their small

backyard garden

7. Remuneration

The staffs of the institution are well and fairly paid, but since the needs of the patients are

the priority they sometimes have salary delay.

8. Centralization

Whenever problem arises, the house supervisor discusses these problems to her superior

to ask opinions before implementing the plans she made. The supervisor is the liable for the

orders given by the superior.

9. Scalar Chain

The branch head serves as the highest authority of the institution. She is then preceded by

the house supervisor. Under the supervisor are two institutional staffs. The information or

instructions were disseminated well. They are well oriented that they have one head to be

followed. The head is open to suggestions and opinions. With this kind of communication, it said

that it is from top to bottom communication and vice versa.

10. Order

With the use of designation of tasks, all of the workers move for one goal, which is to

provide care for the angels residing in the institution. The head designated tasks to these workers

as the cook, laundry etc. but in case of absence of one of the personnel, other workers will fill the

position so that the goal for that day will be reached or aimed.

11. Equity

In the institution, the tasks were given fairly and equally. Each of the personnels has

their own tasks to accomplish. No special tasks or treatments were given to specific personnel.

12. Stability of Tenure

Each personnel have their own permanent tasks, but whenever personnel got sick or in

the absence of personnel, others fill the position which causes much load to him/her.

13. Initiative

The personnel do their work with the best that they can do. They exerted effort and

initiative so that they can give the needs of their patients.

14. Esprit de Corps

Problems should not be a hindrance in meeting the needs of the patients. Whenever there

is conflict, the supervisor or the head see to it that these conflicts are settled and would not affect

the needs of their patients.

Principles of Management by Henry Fayol (GROUP)

1. Division of work

The division of work in the group for the institutional nursing is observed. Members of

the group are well assigned for different tasks to make the work faster. Headed by the team

leader, the members were divided, some members were assigned in coordinating with the

administration of the institution, bringing speakers and music players for the sound system,

packing the personal hygiene for the angels, documenting, finance and marketing for the things

needed for the said program. Through this division the whole group worked as one, unity was

established.

The leader is the one responsible for the division and the one who commands. She is the

one who lead and follows up each task of the members that were assigned. She entrusted her

members that they were capable of doing the task, the leader must not act the she know

everything. She also seek advices from the other member of the group which can help for the

improvement and faster finish of the task.

3. Discipline

The group observed and showed discipline by simply obeying the rules and regulations

set by the institution and made by the team leader. Whenever the group will be having their

meeting, all members are attending, participating and are open to any changes in the plans. Also,

the members also finish the tasks that were assigned to them on time.

4. Unity of Command

In each group, leaders are the one who gives command to the members on what to do. As

for the members of the group, aside from the tasks assigned to them, another task to be followed

is to obey whatever command given by the leader related to the goal.

goal. Also, by prioritizing which one goes first, a faster and more precise data were gathered.

Problems do arises in times you don’t want to wish to, whether it is from the family or

school. These problems should not affect the goal the group wants to achieve.

Through open communication within the group, information was well disseminated to the

whole group, from the leader, the disseminated the information to the rest of the member of the

group through text messages and e-mails. Whenever there were changes in the plan, the whole

group knows it quickly within the day.

It deals with the flow of authority within the group. The leader serves as the top

management down to the members of the group. Each member knows their roles in the group.

Everybody knows that there is a leader to be followed.

9. Order

Though the designation of tasks and responsibilities the workload of the group was

lightened. This designation helped a lot to solve the problem of cramming in the group. Some

were assigned for the documentation of the program, finance, buying foods and coordinating

with the people in the said institution. Through this delegation, the goal was aimed on time and

turned out well.

10. Equity

The work was divided among the members of the group fairly and equally. There were no

special tasks assigned to others because the leader showed equal and fair treatment to her

members of the group. The leaders knew that her members are all responsible and ready to

whatever she might assign them to do. Every opinion were well entertained and respected.

11. Stability of Tenure

In the group, whenever there is a member who finished first, they see to it that they help

other members so that the work can be finished faster. It is one of the responsibilities of the

group to help members that are in need.

12. Initiative

It is a responsibility of the group to do their best to come up with a goal that they are

aiming for. Each member showed the best of what they are.

Problems are unexpected things that arise in a group but keeping the group spirit makes

these problems not a hindrance in reaching the group’s goal. With some of the problems that

have risen, the group remained as one and developed unity, supports one another and worked

optimistically.

VI . Leadership Style

Interview with Home Supervisor

Name: Mrs. Lourdes Bruel

Educational Attainment: College Level (BS Education)

Occupation: Home Supervisor of Bahay San Jose

The House Mother which is also the health care provider, Mrs.Lourdes Brual or Mommy

Luds as what others called her, has been dedicated serving Bahay San Jose for more than 15

years. Her functions include the overall supervision of the institution as well as the supervision

of the job training care givers. She is also in charge in budgeting, making policies and

procedures, and coordinating with the authorities of their mother foundation and carries out tasks

from them.

Mrs. Loudes Brual came in the institution way back in 1996 with her first child who was

only 28 at that time and severely suffering in muscular dystrophy since birth. After 29 years of

unsuccessful marriage that she manage to escape from the hands of her abusive husband, her

feet brought her to the gates of Bahay San Jose which serve as the home of her daughter and she

served as a helper in the institution. She was also given an opportunity to work as caregiver in

other orphanage near Bahay San Jose. In the year 2006, when the former house mother of Bahay

San Jose resigned and went abroad, she was then appointed as the home supervisor. From then

on, she was no longer just a helper in the house but a manager and the over all provider that

carries out different functions and duties in dealing with the patients.

According to her, the common problems they encounter in the institution are the lack of

some basic needs such as foods and medicines and there are only 3 of them taking care of the 8

disabled patients.

In facing problems such as lack in financial aid for foods and medicines, she manage to

increase the fund by having a mini store selling items such as ballpens, pins, rosaries, wallets,

and other souvenir items. She also set rules and policies for the trainees in Bahay San Jose; for

them to work effectively in handling patients inside the institution. She also motivates her staffs

by making them realize that the disabled patients need them and tells them the importance of

working dedicatedly and including their heart in caring of their patients.

We can say that Mrs. Lourdes Brual possess a servant leadership style. There is selfless

commitment and devotion to duty, providing holistic care to the patients. She is bound for the

spiritual environment for their patient.

VII. MANAGEMENT PROCESS

a. Planning

During the planning phase, the group held a meeting to discuss the possible non

governmental organization that we can visit in order for us to conduct our Leadership and

Management in the area of institutional nursing. The group sent two representatives to do a

courtesy call to our chosen organization which is the BAHAY SAN JOSE located at Brgy. Upli

Alfonso, Cavite. Luckily, the institution approved our request to conduct interview with the

health care provider, and for us to do some activities for their patients. The home supervisor,

gave us the idea on what activities we could possibly do during our visits since we will be

dealing with individuals having severe cases of mental retardation and cerebral palsy.

Upon gaining the approval, the group held again a meeting for the planning of the

possible activities that we could implement. The group came up with the idea of having a music

and dance therapy and also providing their lunch. We also came up with the decision of giving

gift away such as individual hygiene kit

The group wasn’t able to conduct health education to the patient since they will not able

to understand our lecture; instead we gave a health teaching to their home mother about the

proper basic care that they could render to the patient

2. Organizing

The group determined our main task which is to conduct therapies for the patients in the

institution and then discuss the flow of activities in the possible resources that we could use in

order for us to implement our task. The group subdivided this task to each member.

We did our staffing during our preparation phase and it was based on the ability of each

member. We also did multi tasking in order for us to facilitate the planned activities well and

organized.

D. Implementing

In order to implement our activities for NGO duty, we did the following strategies:

organization.

We had our sharing of ideas about the possible activities that we could do in our visit

inside the institution.

We did the allocation of the resources that we could use.

The group leader divided the work among the group members regarding to their

capabilities to implement such activities.

After the preparation, the group went at Bahay San Jose and held the planned

activities for the patients. Every group member was assigned to handle a patient. During the

music and dance therapy, the members of the group joined the patient. Although the group

encountered minor problems, the group still handled the situation properly.

VIII. Recommendation

Bahay San Jose is a Non-Government Organization that has a very big purpose and that

is to provide the needs of unfortunate and disabled clients. But this purpose is not highly fulfilled

because of financial matters, which they only get from donations coming from visitors and some

sponsors. But it is still not enough for them to sustain the needs of the patients. The group

recommends that they should endorse and have more advertisement about the institution. To

have a continuous affiliating groups for free of charge health service as well as low price of

medications that are needed by the clients daily. With this, they could now provide some

necessities of the institution.

IX. Conclusion

Rendering care for those people who needs you at most is really a self less commitment.

Being devoted to one’s duty without expecting anything in return is truly very outstanding

qualities that leader and subordinates must have. In this organization, we conclude that despite of

some difficulties that they have experienced, they still continue to pursue their mission and goals

in taking care of individuals who are mentally and physically disabled. Their strong faith in our

Almighty God really helps them to work heartedly and with full of hope and inspiration.

The group realized that value of being a servant leader and to value our lives more

because we are normal and capable of doing the activities of daily living.

POLICY, RULES and REGULATIONS

That a letter of request from the Dean or coordinator of the school or the institution should

be presented to the supervisor a week before starting your work in the center.

That you must undergo proper orientation from the agency personnel before you are

allowed to work in the center.

That you should report on time.

That you should wear proper uniform while on duty.

That you are obliged to follow on existing rules and regulations of the agency.

That you properly endorsed your handled patient to the staff on duty before leaving the

center.

That you should always coordinate with the supervisor with your own program and

schedule to avoid inconvenience with our services.

That you should attend and participate in the activities and programs of the center.
