IPMBA Remembers

On August 30, 2004, Officer Fred Fanning of the Rochester (MN) Police Department lost his four-year battle with leukemia. Fred was certified as a police cyclist by Kirby Beck in May 1999, attended the IPMBA Police Cyclist

Instructor Development class at the 2000 IPMBA Conference in Tucson, and received his Police Cyclist

Instructor certification in June 2001.

Fred was one of the founding members of the Rochester Bike Patrol Unit, which began in 1997. He and Officer Doug Remling became interested in bike patrol, conducted research, and presented the department with the information they needed to implement the program. They found community funding to purchase the first bikes, and acted as coordinators for all aspects of the program. A strong advocate for bike patrol and training, Fred continued to instruct even after his diagnosis, assisting with his last class in May 2002.

Fred was also an advocate for blood donations, and shortly before his death suggested that a blood drive be held. According to his friend Sue Churchill, “He mentioned that he knew that this wouldn’t help him but that he wanted to do whatever it was that he could to help others in situations similar to his.” The blood drive was to be held in his honor; instead, it was held in his memory.

IPMBA instructor John Hanke of the Joliet Police Department (IL) contacted IPMBA with the sad news of the loss of Officer Jonathan Walsh. Officer Walsh attended the IPMBA Police Cyclist Course taught by Hanke on August 3-6, 2004, and was killed in the line of duty just two weeks later. According to Hanke, Jonathan was very proud to be a police cyclist, and

his involvement with IPMBA was mentioned at the funeral. His bicycle was mounted onto his squad and followed the hearse to the

cemetery. Officer Jonathan Walsh was killed when his patrol car was involved in an accident with a hit-and-run driver. He was responding to a burglar alarm at the Pilcher Park Nature Center. Officer Walsh was pronounced dead at Silver Cross Hospital. He suffered massive injuries when he collided with a Chevrolet Blazer and then crashed into an unoccupied lift crane parked on the side of Maple Road just east of Briggs Street. Police located the Blazer abandoned near McKay Street and Garland Court. Following a five hour manhunt, the driver was arrested and charged as was his spouse, for her involvement in reporting the vehicle stolen. Officer Walsh joined the Joliet Police Department in February, 2001, and was a certified member of the Bicycle Patrol and also served on the Gang Violence Suppression Unit. He was a founder and member of the Joliet Police Department FNG Softball Team, and a member of the International Police Mountain Bike Association. He previously served for two years as an officer with the Burr Ridge Police Department. Officer Walsh is survived by his father, a retired Worth police officer, his mother and two sisters. Laying on the ground near Judiciary Square with a fractured skull, broken ribs and lung damage, United States Park Police Officer William J. Grissam — a 16-year member of the Park Police — died within one hour of sustaining these injuries in a bicycling accident while on patrol. On that tragic day, March 20, 1932, 53-year-old Officer Grissam — a veteran of two American wars

(The Spanish-American War and World War I) became the USPP's first officer killed in the line of duty. Seventy-two years later, representatives of the USPP gathered with Officer Grissam's relatives at the National Law Enforcement Officers Memorial to respect, honor, and remember Officer Grissam's service and sacrifice. A USPP Honor Guard laid a wreath, and Acting USPP Chief Dwight E. Petitford and NLEOMF Executive Director Craig W. Floyd shared brief remarks.

“Our presence here today underscores our commitment to making sure we remember the service and sacrifice of all of our fallen law enforcement heroes,” said Mr. Floyd. “Officer Grissam died almost 75 years ago, and today-thanks to the collective efforts of our research departments and diligent staff-we honor his memory, and we say thank you.” Officer Grissam’s daughter, Marjorie Rose Grissam, and grandson, William Park Rose, attended the ceremony, along with other senior representatives from the United States Park Police. A Rhinelander police sergeant serving in Iraq who was wounded last week in an attack that killed another Wisconsin reservist has died of his injuries, Rhinelander police reported Friday. Staff Sgt. Steven G. Martin, 39, died Friday at Walter

Reed Army Medical Center after life supports were discontinued, according to a Rhinelander Police Department

press release. He was flown Wednesday in a drug-induced coma from a medical facility in Germany to Washington, D.C., for treatment at Walter Reed. Martin, a member of the Sheboygan-based Army Reserve 330th Military Police Detachment, suffered severe head and abdominal injuries when a truck bomb exploded June 24 near his checkpoint outside an American military compound at Mosul. Another Wisconsin sergeant from the 330th, Charles Kiser, 37, of Cleveland, Wis., was killed in the suicide attack. The men were among a small group of soldiers who opened fire on a dilapidated pickup as it approached the compound at high speed. The truck swerved under fire and hit an obstacle before exploding, killing Kiser and fatally wounding Martin. A New Jersey native, Martin joined the Rhinelander police as a patrol officer in February 1996. He spent most summers on the city’s bicycle patrol and also worked in the city’s schools. With another officer, he conducted bicycle rodeos, instructing children how to ride their bikes safely, and also participated in a program that gave bicycle helmets to youths. He served in the military years ago and decided to join the Army Reserve Military Police unit in Sheboygan in January 2003, Police Chief Glenn Parmeter said. His unit was activated in December and arrived in Iraq a few months later. Martin helped train Iraqi police recruits and oversaw their instruction in special weapons and tactics, emergency medical services and fire training. Dear IPMBA Conference Attendee: Welcome to Scottsdale and the 15th Annual Conference of the International Police Mountain Bike Association. On behalf of the IPMBA board, staff, members, and conference attendees, I would like to extend my sincere thanks to Scottsdale Police Chief Alan Rodbell and the Scottsdale Police Department Bicycle Unit for their support. The success of the IPMBA conference is largely dependent upon the host agency, and the Scottsdale Police Department will not disappoint. The IPMBA conference is celebrating its 15th year in Scottsdale because, after having attended 10 conferences, Officer Ron Gorski, PCI #223, decided it was time to bring the event to his adopted hometown. The city and the department quickly threw their support behind his efforts, and the rest, as they say, is history. Of course, it takes more than just one person to make an IPMBA conference. The members of the Scottsdale Police Department Bicycle Unit have been devoting as many hours as possible to ensuring that you have a high-quality, professional training experience, but also that you have a lot of fun. Special thanks are owed to Lt. Tony Gibson, Sgt. Chris Wilson, Officers Craig Malley, Mark Johnson, Jeromie O’Meara, Darrin Hinrichs, Craig Abernethy, Chet Anderson, Jason Kibsey, John Miller, and Kevin Watts; and community liaison officer Chris Vassell of the Scottsdale PD; Officer Derek Pittman of the Tempe PD; and Sgt. David Moore of the Phoenix P.D. Most of these hard-working individuals will be wearing the traditional red polo shirt of the Command Staff, so when you see them, please be sure to tell them how much you appreciate their efforts. Special thanks are also owed to each conference attendee, exhibitor, presenter, instructor, and guest. Without you, all of the host agency’s work would be for naught. Over the course of the past 15 years, the IPMBA conference has earned the reputation as the “premier training event for public safety cyclists”, and we are glad you have joined us for this anniversary celebration. AIRPORT TRANSPORTATION The Scottsdale Police courtesy shuttle departure times and a sign-up sheet are posted at the Command Center. Please provide your flight departure time to the Command Center staff.

Phoenix Sky Harbor International Airport requires departing passengers to arrive two hours early. Please allow extra time if you are checking your firearm. Please arrive at the shuttle at least 15 minutes early to load your luggage. You must make your shuttle arrangements at least 24 hours in advance. In addition to the SPD courtesy shuttle, the Chaparral Suites provides complimentary 24-hour shuttle service to and from the airport. Reservations are required and can be made at the front desk.

BICYCLES The Bike Check officially opens at noon on Friday, April 15, and closes at noon on Sunday, April 24. It will be staffed in the tent in the parking lot of the Chaparral Suites from 0600-

2200 hrs each day (2300 on night ride days). SPD staff will be on call in Room 170 when the Bike Check is closed. Do not lose your bike claim check. Bikes will not be released without bike claim check or proof of ownership. Note: neither IPMBA nor the Chaparral Suites accepts responsibility for the safety & security of the bicycles. Lock your bike! Bikes are not permitted in public space or meeting rooms unless specifically required for a workshop. Bikes should not be stored in hotel rooms! Bike Shipping: Shayna Barnes of Bicycle Showcase, 480-998-2776. If you made arrangements for shipping to and from the conference through Bicycle Showcase, the bikes will be assembled by the shop and waiting for you at the Bike Check. After the conference, Bicycle Showcase will pick them up, disassemble, and ship them back to you. If you are shipping your own bike, you will have to disassemble and box it. The hotel will arrange shipping for boxed bikes only. See the front desk.

Bike Rentals: Rental bikes are available through Arizona Outback Adventures. AOA offers a wide array of mountain and road bikes. Bikes will be delivered to and picked up from the conference site with a minimum 24-hour rental. AOA is offering a 10% discount on rentals – rates vary based on type of bicycle and length of rental; daily and weekly rates are available. CERTIFICATES OF ATTENDANCE In order to receive a Certificate of Attendance, you must complete the Certificate of Attendance Application Form (found at the back of this book) and have it initialed by the lead instructor

of each workshop you attend. You must attend a minimum of two workshops on Thursday and two on Friday in order to be eligible for a certificate, unless you are attending either one of instructor transition courses. If you do not obtain an instructor’s initials, you will not get credit for attending, even if you pre-registered. Return the completed application to the Command Center or mail it to the IPMBA office within two weeks of the conference. Certificates will be mailed approximately eight weeks after the end of the conference.

COMMAND CENTER (Scottsdale P.D. and IPMBA) “Information Central” – conference details, schedule changes, local information, competition sign-up, messages, social activities, etc. Please direct all inquiries to the Command Center staff. If they do not know the answers to your questions, they will contact the appropriate person or persons. The Command Center will be located in the Grand Ballroom North Foyer, at the far end of the hotel’s east complex. It will officially open at noon on Friday, April 15, and close at noon on Sunday, April 24. It will be staffed from 0600-2200 hrs daily (until 2300 hrs on night ride nights and 0300 on Pub Crawl nights). SPD staff will be on call in Room 170 when the Command Center is closed.

BREAKFAST The Chaparral Suites serves a free, cooked-to-order breakfast to all registered hotel guests. Breakfast is served in the Club House from 0600-1000 hrs Monday-Friday and 0700-1030 hrs on

Saturday and Sunday. You must show your room key in order to be served.

MECHANICAL SUPPORT Mechanical support, courtesy of Bicycle Showcase and master mechanic Brady Gay, will be available in the Bike Check area on Wednesday, April 20, 1730-1900; Thursday, April 21, 0900-1000 & 1700-1830; Friday, April 22, 0730-0830 & 1530-1730 (at the competition site); and Saturday, April 23, 0730-0830.

The bike shop will charge for parts but not labor for basic and emergency repairs; payment may be made by check or credit card. A full selection of spare parts and other items will be available at Bicycle Showcase, 7229 Shea Blvd., 480-998-2776. The shop is located approximately five miles from the Chaparral Suites. Transportation, if necessary, will be available through the SPD courtesy shuttle and can be arranged for at the Command Center.

EVALUATION FORMS Please help us to ensure the continued quality and improvement of IPMBA’s conference programs. Evaluation forms will be distributed at each workshop. Please take a few moments to answer the questions completely and honestly, rating the caliber of the presenter, the relevancy of the topic, etc. Evaluation forms may be dropped in the box at the Command Center or given to any member of the IPMBA Board or staff.

FIREARMS Under the provisions of H.R. 218, the Federal Law Enforcement Officers Safety Act, police officers are authorized to carry firearms in all states. All rooms at the Chaparral are equipped with safes. If you leave your weapon in the room at any time, please store it in the safe. The housekeeping staff will not enter your room if a firearm is visible.

GUESTS Individuals with GUEST badges will be admitted to the Opening Ceremonies, lunches, the exhibit hall, and the post-competition dinner. They are not permitted to participate in workshops, except by special arrangement.

HOSPITALITY The Chaparral Suites hosts a free Manager’s Reception for registered hotel guests in the Club House each day from 1730-1930 hrs.

Join your fellow IPMBA members for a snack and a beverage before heading out on the town.

IPMBA MERCHANDISE Hidden Gold Gifts will have IPMBA logo merchandise available for purchase throughout the conference. The booth will be located in the Grand Ballroom Foyer, near Check-In.

LOCAL INFORMATION Information on attractions, dining, transportation, and other visitor services will be available in the Command Center area throughout the pre-conference and conference.

NAME BADGES All participants are required to wear namebadges during all conference activities. Namebadges are required for entry into workshops, lunches, and the exhibit area. Those with “Guest” and “Exhibitor” namebadges will be admitted to the Opening Ceremonies and the Exhibit Hall only; they are not permitted to participate in workshops except by special arrangement.

ON-BIKE WORKSHOPS Please report to the Bike Check at least 10 minutes prior to the scheduled start time to pick up your bike and meet with the instructor. Once you pick

up your bike, you will be directed to a staging location where you will meet your instructor and/or guides. If changes are made to the schedule, the Bike Check and Command Center will have the most current information. Classes will depart for the training locations from their designated staging areas promptly at the scheduled times.

PARKING The Chaparral Suites offers free surface parking. No parking zones and restricted parking are clearly marked.

RECREATIONAL RIDES Thursday, April 21: Tour de Scottsdale (20 miles). Start in touristy Old Town Scottsdale, then ride through our nationally recognized Arts & Entertainment District, and into the Indian Bend Wash. The wash, known as the “Greenbelt” due to its beautifully landscaped golf courses, lakes and waterfowl, is a seven-mile-long flood control channel. Flooding in Arizona??? Don’t worry, there’s no rain in sight. This ride is entirely on roads and paved bike paths. Please sign up at the SPD Command Post in advance so we may schedule the appropriate number of guides. The ride will depart from the Bike Check area promptly at 1900 hrs. Bike head/tail lights are required.

SOCIAL ACTIVITIES Wednesday, April 20: Exhibit Hall Opening Reception, 1800-1900hrs. Exhibit Hall. Thursday, April 21: Scottsdale Pub Crawl, 2000—0200hrs. Open air trolleys will depart from just outside the Command Center area every ½ hour and will run until 0230 hrs. Participants may visit some of Scottsdale’s liveliest watering holes and hot night clubs, all located downtown, only minutes away from the hotel (and within walking distance). Trolleys will stop every ½ hour at Gilligins, Martini Ranch, Billet Bar, Dos Gringos, Next, Maloneys, ACME Bar & Grill and Axis Radius. Bring your VIP Pub Crawl Pass*, found in your Scottsdale goody bag. This pass will allow “no-cover” entry and a variety of drink and food specials at each participating club. This will be an opportunity to visit one of the hottest entertainment areas in the country. Don’t forget—the number to the SPD Command Center is on your bike tag, so you can call if you need directions or a ride. (During the above shuttle hours only please – we’d like to get some sleep, too!) *This pass can be used for a $5.00 taxi ride between the hotel and downtown. Friday, April 22: Competition & Dinner. The competition will be held at El Dorado Park, in the Scottsdale Greenbelt, near the area of Oak Street and Miller Roads. The competition will start at approximately 1645 hrs. The dinner and awards ceremony will be held at the Galleria Corporate Center Atrium, 4343 N. Scottsdale Road, immediately following the competition, at approximately 1900 hrs. EXHIBIT HALL

COMPETITION! The annual IPMBA mountain bike competition will take

place at Eldorado Park, located in Scottsdale’s beautiful “greenbelt” park system. The bike parade for all conference participants will stage outside

the Chaparral Suites near the bike check at 1530 hrs and will depart promptly at 1545 hrs with a motor escort. It will follow a route of approximately 2 ½ miles, through the heart of Oldtown Scottsdale, on its way to the competition site at Eldorado Park. If you are competing and unable to depart with the parade, please plan to arrive at the competition site no later than 1615 hrs. Shuttle service will be available for stragglers. Please sign up at the Command Post in advance if you know you will need a ride. Don’t forget to wear the competition course race number that you received with your welcome packet. The competition will begin at promptly at 1645 hrs, following the course walk-through and safety briefing.

Registration forms for the competition are available at the Command Center, along with diagram of the course. Take time to look at the course and familiarize yourself with it, as pre-rides will not be permitted. This is an urban obstacle course with obstacles that you would normally encounter on regular patrol.

You may register as an individual or part of a team. If you register as an individual, you will placed on teams of four (police) or two (EMS & Security). Medals will be awarded to the top two winners in the following categories: Police Team, EMS Team, Security Team, Police Male under 30, Male 30-39, Male 40+, Female under 35, Female 35+; EMS Male, Female; Security Male, Female. Registration forms are due back to the Command Center by 9:00am Friday! If you are not registered by 9:00am on Friday, you may not be permitted to compete. A complete list of rules and equipment requirements is available at the Command Center.

DINNER & AWARDS CEREMONY!

A fter a run at the competition course, head downtown to the Galleria Corporate Center Atrium, 4343 N. Scottsdale Road, for a taste of an Arizona-Tennessee Barbeque. The Barbeque will feature food from one of Arizona’s finest restaurants, Honey Bears. Don’t

miss this opportunity to experience a taste of Honey Bears, where they guarantee they will “put a little south in your mouth.” Vans will leave every ½ hour from just outside the Command Center from 1800 to 2200hrs. The food will be available from 1900 until 2100. Following the barbeque, participants are encouraged to enjoy the nearby nightlife — don’t forget your VIP Pub Crawl Pass, which will allow “no-cover” entry and a variety of drink and food specials at each participating club. This will be a great opportunity to visit one of the hottest entertainment areas in the country.

This is your chance to share your latest brilliant ideas or your tried-and-true techniques. Your proposal can be for a classroom or an on-bike session. Workshops range from 1.25 hours to 4.25 hours.

He is also a field training officer, defensive tactics, and firearms instructor. He holds an Advanced Diploma of Risk Management, a Diploma of Training and Assessment, and is currently working towards a Masters of Vocational Education. He has been an IPMBA member since 2002 and plans to attend the IPMBA Instructor Course at the 2005 Conference in Scottsdale. Ching, Andrew. City of Tempe, Tempe, AZ. He earned his BA in political science in 1991 and his JD from Arizona State University in 1994.
