Harden12/08/2018When the 66 Express Lanes opened ayear ago, officials promised the tolls wouldmean a smoother ride on the interstate, amajor east-west thoroughfare fromNorthern Virginia into the District that isinfamous for its headache-inducingcongestion. The state's promise - lesscongestion and faster travel times duringrush hour - has been fulfilled for manycommuters able to pay or carpool, but the new toll system has had an adverseeffect for many of the remaining road users. For some commuters, the rush-hourperiod has simply shifted later - outside the toll hours - and dumped them onto aninterstate just as gridlocked as before. Some alternative routes have experiencedmore congestion from bailout traffic from motorists seeking to avoid the toll, andother commuters have longer trips into the city on Metro or have abandonedefforts to use transit because of inadequate facilities, according to a WashingtonPost analysis of data from state and local governments and transit agencies andinterviews with commuters.

Buffington (R-BlueRidge) proposed the program, whichsets up a $150,000 fund to helplandowners pay part of the cost ofputting land into conservation easements. Those easements permanently protectland from certain uses, including if it is sold, and involves periodic site visits froma government or land trust inspector to makes sure terms of that agreement arefollowed.

The transitagency announced that it is extending thedeadline for companies interested inmanaging the second phase of the SilverLine once construction is complete.Metro recently held a pre-proposalconference and four-day tour of the railline's operations that attracted interestfrom 70 people representing two dozen companies. Another 115 people tookpart in the conference through a virtual meeting room.

Distance-Based Pricing May Be Coming to the Dulles GreenwayLoudoun Times-Mirror, Trevor Baratko12/04/2018 Loudoun Countylawmakers on Tuesdayannounced they expect tofinalize a deal that will leadto distance-based pricingalong the Dulles Greenway.But the implementation ofthe new pricing could be acouple years off, andpricing for full-lengthcommutes during rush hours won't be reduced. Still, local and state lawmakersare celebrating the potential deal, which could include $1 per mile during off-peak hours. "We are heartened by the progress that has been made, and a dealis within reach," said state Del. John Bell (D). "This new agreement on the DullesGreenway will introduce distance-based pricing for 90 percent of the annualoperating hours. We appreciate the Greenway ownership working with allstakeholders to find a solution."

Crews Prepare for Construction of Prince William County's 13th HighSchoolInsideNOVA, Emily Sides12/07/2018 Prince William County Public Schools officials haveawarded a $108 million contract for the county's 13thhigh school, with construction expected to begin inearly 2019.Scheduled to open in fall 2021, the school is expectedto relieve overcrowding at Patriot, Battlefield andStonewall Jackson high schools. Dustin Construction,based in Ijamsville, Md., was the successful bidder.The company is also building a new elementary schoolat 4060 Prince William Parkway, said John Pickett, estimator for DustinConstruction. The company is also working on an addition at LeesylvaniaElementary, he said.

George Barker, D-39th District, said Gov.Ralph Northam is trying to negotiate a deal to add one additional lane in bothdirections on I-95 near Va. 123 in Occoquan. "We understand something needsto be done," Barker said. Del. Jennifer Carroll Foy, D-2nd District, said the

governor's office could make an announcement about plans to address thebottleneck in about a month.
