Over the last several weeks, AGC has offered amendments to the proposal that would allow apprentices from all federal and state approved programs to work on city projects, increase the number of core workers that can be utilized, and allow for workers to maintain their existing benefits. There has been no response to our requests, and the most recent proposal by the Building Trades shows the clear intent to fully repeal Proposition A. We have prepared an email for you to send electronically asking them to reject the proposal, bring all stakeholders to the table, and support other efforts to include all workers and contractors that represent the entire San Diego community. It will take less than two minutes to complete.

Highway Safety Survey Results are in Mike McManus, Director of Engineering Construction & Industry Relations AGC recently conducted a survey of heavy highway firms across the country and got some startling results. The survey, conducted last month, found that a super majority of highway construction firms had at least one crash in the past year inside highway work zones they operate. We urge drivers to slow down and be aware while driving through highway work zones during their summer travels. With all the highway construction work going on in California, you can be guaranteed to run into highway construction zones all over the Golden State. According to the survey, two-thirds of the 200+ respondents reported at least one crash in the past year involving a moving vehicle at a highway work zone, and 33% reported five or more crashes. 17% of work zone crashes resulted in injury to construction workers, according to the survey. Meanwhile, drivers and passengers were injured in 44% of those crashes. Drivers and passengers are more likely to be killed in work zone crashes as well. Workers were killed in 5% of work zone crashes, while drivers or passengers were killed in 15% of those crashes. Traffic has been down due to the pandemic, but it seems to be rebounding at least here in San Diego. Coronavirus related reductions in driving appear to have improved work zone safety. 85% of respondents said changes in highway traffic levels since the coronavirus made work zones safer. But with traffic already back to 90% of pre-coronavirus levels by some estimates, those safety improvements are likely just temporary. Contractors who responded to the survey have clearly outlined additional measures that are needed to improve worker safety. Of particular concern to contractors are workers on-foot in lane closures. 24% of survey respondents say a greater police presence at work zones will improve safety. Another 18% say stricter laws against cell phone usage and distracted driving would help. 17% would like to see greater use of devices like concrete barriers to protect workers.

Here in California, state highway officials have enacted several measures in recent months in an on-going effort to improve construction worker safety. They are imposing 55 mph speed zones in many construction zones, as slower moving traffic tends to improve safety for all. Some pilot projects have a new specification requiring a buffer lane between live traffic and workers on foot inside of coned off lane closures. But the bottom line always is that the easiest way to improve work zone safety is to get motorists to slow down and pay attention. Click for the work zone survey results.

The AGC golf committee is busy planning for the 81st Annual Affiliate Day Golf Tournament. 220 golfers have already registered to play, even with the changes due to COVID-19 restrictions. The committee is confident that we can still put on the best golf tournament around, while also being mindful of the safety of all our members and guests. Remember the following changes:

• No shotgun start. Instead, golfers will be assigned consecutive tee-times in the order that they register. The tee times will be filled as the registrations come in.

• Golfers will be required to wear masks in the common areas, like registration, club house, and when you talk to the exhibitors. Your masks can come off when you play golf. The AGC will be providing masks/gators to all players.
