Kaipara emergency services have moved to boost inter-agency communication with more than 50 personnel combining for a night of training focussing on trapped persons and farming accidents.

The evening was overseen by St John Whangarei territory manager Wally Mitchell, Dargaville St John station manager Sally Parkinson, and a clinical coach from Auckland, Angela Meyrick.

Mr Mitchell said the main aim of the exercise was to practise inter-agency and communication between the two organisations.

“The situations were unusual, but relevant, now we are moving into summer and harvest time.” Deputy chief fire officer Michael Ross said the scenarios gave his fire fighters a chance to see what their equipment is capable of.

“We had to work with a one team approach and we each have specialist skills.”

Dargaville paramedic Raymond Dempsey, who organised the training night, said he aims to arrange similar activities at least once a year.

“The evening went extremely well. It exceeded our expectations. We want to

p Jemma and Tanya Ramsey of Dargaville made their way over to the Central Hotel to take part in the Northern Wairoa Lions Inc. antique and collectors’ afternoon. Collectors came from all over Kaipara as well as Whangarei displaying china, restored antique furniture, and sought after books. Funds raised went to Hospice Kaipara.

p A bunch of happy artists unleashed their creativity and tested their painting skills at Wednesday Crafts, held at the Greenways Community Centre in Dargaville, which was until recently, the CMA building. Wednesday Crafts offer a chance to learn new skills and for mid-week social time. The group were encouraged to paint their version of a sunset with silhouette trees on canvas and lots of fun was had by all.

p Scott Fowlie of Carters Dargaville with his 4.1 kilogram snapper which he caught whilst attending the Carters Annual Fishing Competition held in Mangawhai. The fish saw him receive third prize. The competition saw 120 entrants with 1st prize for the heaviest snapper at 6.1 kilograms going to Ash Soliniki from Kerikeri, 2nd place was Ben Lay from Mangawhai with his 5.6 kilogram snapper and Phil Hoskins of Mangawhai won the apprentice prize with a 3.1 kilogram snapper.“A great day was had by all,” said organiser manager of Carters Mangawhai, Andy Starr

Rates court saga continuesMangawhai resident Bruce Rogan is adamant that he and his wife will appeal the court decision ordering payment of over $20,000 in unpaid rates, withheld in their ongoing dispute with the Kaipara District Council.

The long-running saga stems from the financial blowout on the controversial Mangawhai sewerage scheme and subsequent rates strike.

The Rogans refused to pay their rates and subsequent penalties on the grounds the KDC and the Northland Regional Council issued them documents that did not comply with the Local Government Rating Act and made the assessment notices invalid.

About 100 Mangawhai ratepayers owe nearly $1 million in rates and penalties from 2012 in protest against parliament retrospectively passing the Kaipara Validation Act, which legalised invalid rates setting procedures from the 2006/07 financial year to 2011/12 in the fallout from the $60 million overspend on the town’s wastewater scheme.

In the latest court case, Judge Keith de Ridder’s reserved decision rejected the Rogans’ argument that if the rates’ assessments were valid, the rates’ invoices did not comply with the Local Government Rating Act.

Bruce and Heather Rogan were ordered to pay the council $20,878 and interest at five per cent from October 14, 2014, until the date of payment, as well as costs against

them to be fixed. Mr Rogan said the couple are currently going through the grounds for an appeal in the High Court .

“Or advice is that there are a number of grounds to appeal, and we are now looking at the most efficient process to get this done.”

Meanwhile, KDC commissioner chair, John Robertson, has reiterated that Mangawhai ratepayers who have not paid their rates should do so now. ¢

Following the sale of land that has been the home to Matarua Golf Club for 65 years, the club will reminisce about the fun and friendships forged on these grounds with a final open day on November 29.

The club began in 1949 when a group of locals decided to build their own course. Landowner Mr Mervyn Sterling made part of his farm available and the course began to take shape under the name Matarua as a combination of both Matakohe and Ararua.

Treasurer Jill Stanaway says the club were aware they could lose their land when it went on the market and they and many organisations in the community will miss the premises.

“It will be missed, not only by the golfers but by a lot of people around the area.” She says the club haven’t got a new course to move to and it

will be up to each individual golfer to decide where they choose to play from here onwards.

“Some will join the local Paparoa club. The course is out the back of Maungaturoto so it is quite a big distance to travel there. It’ll make a big difference to a lot of people.”

The Matarua course officially opened on May 14, 1950 stretching over 5,275 metres for the men and 4,421 for the women and grew to have 300 members.

Volunteers were a major part of the club from maintaining the course to organising catering for the tournaments. ¢

With the festive season fast approaching and summer on the way, the Kaipara District Council have been busy cleaning up the Dargaville CBD.

“We would love the community and other businesses to join in with us and get behind the clean up town initiative,” said community facilitator Darlene Lang Gent.

The Council have been cleaning footpaths, traffic islands, gardens, and sprucing up some of the areas that need it.

“This is part of the community planning event from earlier in the year which we have taken on board.

The town is starting to look really good and some businesses have been cleaning and sprucing up their shop areas as well. If others get on board

too there will be a whole fresh look for the summer period.” There have been a lot of positive things happening in Dargaville and the Kaipara community with lots of planning meetings in the different areas with ideas, requests and desires being discussed.

“The end of 2015 is looking positive and we are looking forward to a great beginning to 2016. It has been awesome working in partnership with the communities. We hope to have the town centre cleaned up in time for Christmas and are looking forward to the festive season and celebrating the end of another year. ¢

Monumental movember madnessIt’s a cause which the whole nation can get behind — better men’s health affects us all, through our dads, brothers, sons, mates and ourselves.

locals Twelve Daze, the staff are serving up a hot hangi for guests, with all the proceeds going towards men’s health initiatives. Of course there’s the big prizegiving, as the top ‘staches from around the Kaipara are judged and then given the chop with the old brush and razor.

This year the Movember foundation is backing prostate and testicular cancer research, better mental health, and better physical fitness for men of all ages. The quirky nature of the appeal has gained major attention, highlighting with humour some very serious issues.

Lots of Council activity

The year seems to have flown by. Here we are in December. The pressures from growth in the district have not let up, and Council staff who are processing consents for building activity are working to get them cleared by Christmas.

The increasing building activity has meant increased staffing numbers at Council. Most consenting business takes place in the Council office at Mangawhai, and so this is where most of the staff increase is being absorbed.

The Council is also letting some significant roading and bridge repair work. This week, tenders will be let for road rehabilitation (over $750,000), for structural components of certain bridges (nearly $250,000), and for seal extensions in Estuary Drive and Moir Point in Mangawhai (just over $1 million).

While road works often hold the travelling public up, it is important that such construction work takes place in the summer months. Please take care and observe speed limits when you come across road works in the district. We need to keep those who work on our roads safe.

Silver Fern Farms and Pristine Biologicals — an important “partnership”

Manufacturing plant, Pristine Biologicals (NZ) Ltd, was opened by Food Safety Minister, Hon. Jo Goodhew in Dargaville recently. This plant will purchase a bi-product from Silver Fern Farms in Dargaville, and using this will manufacture bovine serum for veterinary vaccines for Indian farmers. It will initially employ fourteen people. Pristine is owned by Immunologicals Ltd of India, which is in turn owned by the National Dairy Development Board of India, a massive dairy farming organization. The Kaipara investment is the first investment outside India by the National Dairy Development Board group.

In addition to this Silver Fern Farms will benefit from an investment into it by Shanghai Maling. Silver Fern Farm shareholders

recently supported their Board’s proposal to invite Shanghai Maling to become a fifty percent shareholder and partner. This will strengthen the company’s balance sheet and support its marketing strategies. The investment is subject to Overseas Investment Office approval.

These investments are both good news for Kaipara.

District Court Judgment

Judge de Ridder released his decision on 12 November in the case between the Kaipara District Council and Bruce and Heather Rogan. The Council is suing the Rogans for not paying their rates over a number of years.

Judge de Ridder entered judgment against the Rogans for $20,878.90, being their rates outstanding for more than three years.

He also ordered that they pay interest at 5 percent from 14 October 2014 and costs.

There were other “stayed defendants” in this case, numbering around twenty property owners who joined this case and owe rates to the Council. They are also now liable for all rates now due.

Other matters before the Courts involving Mangawhai Ratepayers and Residents Association and / or the Rogans.

The Council still awaits judgment from the Court of Appeal. This is the case where the Mangawhai Ratepayers and Residents Association appealed the 2014 High Court decisions of Justice Heath, decisions that went against them when they sought a Judicial Review of Council decisions.

Then there is a third case pending. The Rogans and the Mangawhai Ratepayers and Residents Association have filed for a second Judicial Review, this time against both the Northland District Council and the Kaipara District Council. The High Court has put aside three days in May 2016 to hear this case.

Wastewater review for Te Kopuru

Questions and answers

Funding for maintenance of the Te Kopuru wastewater system is to be reviewed by Kaipara District Council after a community meeting with council commission chair, John Robertson.

At the centre of ratepayers’ concerns was the use of accumulated funds being used outside Te Kopuru, rather than specifically for wastewater maintenance in the town, and subsequent council borrowings for maintenance because of a depleted reserve account.

Mr Robertson presented facts, figures and statistics which conceded that when the town’s system needed desludging, the authority had to take a loan out against the community to fund it, as funds from rates allocated to waste water matters had been used elsewhere in the Kaipara.

Residents said the community had paid off the original wastewater scheme, established in 1979, and should have accumulated excess funds for upkeep and maintenance. “The long-term yearly plan policy has now been changed so the Te Kopuru residents only pay for their system and not fund others in the future,” said Mr Robertson.

He invited submissions on how the council can proceed with funding to be discussed at the March 2016 council planning session.

I will give a thanks to the two senior council staff (Rick and Duncan) for their work on the Te Kopuru wastewater accounts: Finally after three years we have received meaningful figures that we agree on. But why on the spreadsheet given at the meeting does it say that TK isn’t paying its way?

Yet council’s own figures show TK is, and has, paid its way; and council has been able to take around $85,967 (or $477 per house connected to wastewater) over a two year period 13/14 and 14/15 and make this money disappear and not tell us where it went. Commissioner John Robertson gave TK

ratepayers some hope of the return of this year’s ‘equalisation’ money taken out of our wastewater account. This will help reduce the loan council took out for the desludging without our consent!

TK ratepayers voted for this wastewater system in 1979, on the promise of a rate reduction to maintenance only payments, as the initial capital construction loan was paid off 1980–1990: Council to date has never fulfilled this promise even though for 25 years the wastewater system has more than (30% plus) been paying its way without any problem.

Kaipara Abuse Prevention recently held its AGM and bid farewell to Darlene Lang Gent who has been the chairperson for the past two years.

“We welcome Kiri Fitness on board as a new KAP board member. She has a great wealth of knowledge and experience to add to our team. She comes from the Tangowahine area and brings a wider view of the district to our organisation,” said KAP manager Simone Matthews.

Simone says KAP has grown significantly since its inception in 2000 when a small group of concerned community members formed a committee to support parents and children experiencing challenging times and the effects of domestic circumstances.

“Original members such as Jacoba Puharich, Lilian Radich, Stan Wordsworth and Louie Pivac continue to support KAP as volunteers, advocate and support families in the Kaipara, and are great ambassadors for our organisation

Money mattersAn essential business service in Maungaturoto is at risk of closing down if the community ceases to support it.

Suggestions that the Maungaturoto Money Exchange fees are driving local business prices higher have been quashed by the organisation and teller Danielle Williamson says the not for profit organisation only charges fees to cover operational costs.

“With the exception of the bank teller, everyone involved with the MME, including the daily auditor, works on a volunteer basis,” she says.

“Today, while there are two ATMs in town, there is still no bank within a 35 kilometre radius and most local businesses rely on the MME for their banking needs. For that we are grateful and while many local and loyal residents use the MME regularly, overall traffic is decreasing and fee income is down. We are now operating at a loss and face closure in the new year.

“We would like to think we still have a place in the community and need your help and patronage.”

Danielle says Maungaturoto businesses must travel to do their banking which costs them more and the MME allows them to offset this by doing their banking locally. The exchange has been open for

16 years, since the last bank left Maungaturoto, and the Maungaturoto Community Trust came up with the idea to run their own.

Services include cash withdrawals, same day bank deposits to all New Zealand banks, before 2pm, foreign exchange and bank cheques.

“All local community organisations — from your sports association, church, garden, dog and pony club to your play group, library and hall association — are fee exempt and most use the MME regularly.”

Maungaturoto Money Exchange is located at 143 Hurndall Street and opens Monday, Wednesday and Friday from 9am to 4:30pm. ¢

This will be the second exhibition the group have held in the old ANZ building on Victoria Street, Dargaville, following a very successful Winter Art Fair.

We encourage anyone who is interested in joining the association, becoming a Friend of the Association, would like to volunteer to help in our gallery (you don’t have to be an artist), or may be interested in learning, to please come and discuss the opportunities that may be available to help them begin their journey.”

Final push for beautificationu by Ayla Miller

Maungaturoto residents are banding together to keep the town tidy with a working bee planned for the children’s park on Saturday, November 28.

Maungaturoto Residents Association Terri Donaldson says the garden is the final part of the town’s beautification efforts. “We will be doing everything from planting to making more artificial rocks. Everyone is welcome to come along and learn how to make them.There might be some paving work and we will be generally getting the front of the park looking really pretty.”

Terri says the group have not organised a working bee for a while and they have been proven to be very popular events.

“They bring the community together and we thought it was about time we held another one as the park needs to be done.”

The association have previously worked on gardens in the centre of Maungaturoto and feel the children’s park deserves some much needed attention. People are encouraged to arrive from 10am onwards. No gardening experience is needed and residents who are not able to do physical labour are welcome to help in other ways such as bringing food and drinks for the workers. The work

is not suitable for younger children but Terri says: “We would really love people to bring their high school aged children or older along to help. The more the merrier.” Volunteers can bring their own gloves and tools if they want but there will be equipment available.

In December 2014, Graham Brown and Nicky Beatson purchased a property in Mangawhai which happened to have an established grove of olive trees on it. They decided to branch out and produce olive oil under the label ‘Two Black Dogs’.

The grove is also home to animal and birdlife and of course their two black labradors, Jett and Joey.

“Hence the name, ‘Two Black Dogs olive oil’ — it’s all about where it comes from, and it is a little piece of our special place we’d like to share. You’ll find the dogs running amongst the trees, sniffing around, sampling the odd olive or absorbing the sun after a swim,” said Nicky.

“We were looking for a block of land and decided the trees are beautiful so we purchased it and we really enjoy it.”

In May 2015 the couple harvested their first crop to provide a small run

of olive oil with their Ascolano olives. This has now been certified by Olives New Zealand as Extra Virgin Olive Oil. They won a silver medal in the Northland Oliveti awards, and also a silver medal in the Olives NZ EVOO awards which is a nation-wide competition. “We are really proud to get these so early on in

the piece. We’re loving experimenting with our oil and I am always creating new recipes and discovering new ways to use it.

“It’s nice to use every day. We are very excited to be having a stand at the Mangawhai gala on January 2, 2016 for people to try our product.” ¢

Sounds of the worldMangawhai Museum will be filled with the rousing sounds of the World Song Choir on December 14, as they perform for their friends, family and community.

The event will be conducted by founder Bert van Dijk who launched the Mangawhai World Song Choir in 2013 to share his love of world music with the community.

The choir will present a repertoire of polyphonic and a‘cappella songs from a variety of cultures and languages.

Choir member Anna Pendred said Bert’s philosophy focusses on learning new skills, improving singing abilities and being a community choir rather than performance so this concert presents a rare opportunity to hear them.

“There is a range of skill levels and abilities and a lot of it is just about getting together, having fun and learning some skills,” she

says. Bert is known for his energetic performances and Devonport World Song Choir’s Louise de Lambert says she finds performing with him ‘immensely enjoyable’.

“He is enlightening and stimulating and I find it gives me new energy. Bert deftly combines delight and discipline in his teaching — he encourages us to listen as well as to sing, and being in the midst of our four part harmony is glorious. Our choir brings together a great mix of people who find connection and companionship.”

p Playing role of Ebenezer Scrooge is Alister Williams of Waipu

In the spirit of givingOtamatea Repertory Theatre’s latest production, ‘A Christmas Carol’ is something of a commentary on our social responsibilities — to give to those in need.

It is very fitting then, that ORT is embracing this theme, and encouraging people who come to see the show, to bring a gift or food-item to be placed under a special Christmas tree. The theatre will donate all funds received for teas and suppers during the season and organise for the funds and gifts to be distributed via Otamatea Community Services.

Dickens’ classic tale, ‘A Christmas Carol’, tells the story of a bitter old miser named Ebenezer Scrooge and his transformation into a gentler, kindlier man. The generosity of the new Scrooge makes him into a happier person and illustrates ‘the joy of giving’. The transformation comes about after visitations by the ghost of his former business partner Jacob Marley, and then the Ghosts of Christmas Past, Present and Yet to Come.

Playing the dream role of Ebenezer Scrooge is Alister Williams — a seasoned actor and director from Waipu. Williams brings a wealth of talent and experience to the character of Scrooge. Many will have seen Williams as Daddy Warbucks in ‘Annie’ and Tevye the Milkman in ‘Fiddler on the Roof’. Earlier this year, Williams directed the historical play ‘Everybody’s Reading Room’ for Platform Thirteen.

This adaptation is very true to Dickens’ classic story and features a choir, singing traditional carols in four-part harmony. These are cleverly interspersed throughout the story to add to the story.

Deane Patterson of Maungaturoto is making his directorial debut for ORT and the musical director is Peter Flower. A large cast of actors and singers and dedicated backstage crew have been rehearsing for many weeks to bring the story to life.

Tickets are available for five shows, November 28 to December 6 opening night has sold out. ¢

The summer months are hard on vehicles at the best of times — even when they are simply used for family commuting. But when they are hard working fleet vehicles for the farm or business, summer presents a double problem.

Along with the heat, and long hours on the road dealing with farming’s busiest part of the year and the pre-Christmas rush, the prospect of up to a month standing mothballed when the holiday season starts is also looming.

Of course, some businesses — especially in the rural trade — just don’t stop over the summer, but others must either face the prospect of letting their fleet sit idle.

Far from being a rest, this can highlight issues with discharging batteries, slowly leaking tyres and a

general unwillingness to start when the key is turned in the new year. The best remedy to both of these issues is to give your fleet the once-over now, before busy schedules and dwindling days of business make it difficult to enlist the aid of auto professionals.

Lee herself is enthusiastic about the community which Jean Johnson’s busy agency serves. She’s been active in the team building discipline of competitive marching, forming a local team, as well as helping make possible the charitable works Ray White undertake in the Kaipara for causes such as Ronald McDonald House.

Other staff members pitch in with local rugby, with the Lions, with the Dargaville christmas parade, and with initiatives like the currently active ‘Ray of

It’s been a good run this year for European agricultural machinery producer Lely, who have topped off a good showing at the SIMA trade fair in France with a similarly innovative lineup at the year-ending Agritechnica expo in Germany.

The Dutch company, founded by brothers Arij and Cornelis Van der Lely during the post-war rebuilding of Europe, has always relied on fresh ideas to stay one step ahead. This year their Welger and Tornado balers have stood out, with a new film tying system replacing the traditional net tying system in the Tornado for faster throughput.

Here in New Zealand though, respect is not just won on the expo floor. It’s earned out in the field which is where a very busy season is in full swing for rural contractors and farmers looking to fill up on forage before a predicted dry summer. Enter another Lely innovation, designed to maximise performance on our rolling pasturelands.

The Hibiscus series of rotary rakes incorporate a ‘floating’ action, following the contours of the ground with precision thanks to a uniquely designed linkage which allows the large rotating arms to match every dip and bump without

grounding. The 7.4 and 8.9 metre working width of the Hibiscus rakes means less passes with the tractor, and twelve multi-tined arms on each side aerate and gather with a smooth, effortless action. The placement of the guiding and supporting wheels has been specifically designed to eliminate damage to the pasture, eliminating the squirm and wriggle often seen on less advanced machines when under pressure or in the turns.

Clever hydraulics mean that the working width of the machine can be adjusted in the field without leaving the cab for versatility, and of course the entire unit folds up for ease of road transport too. Lely have been designing rakes since the turn of the millennium, and this latest pair represent a significant advance, forging a link in the chain from fertiliser spreading to baling and feed out which is in line with their other award-winning efforts. ¢
