Introduction


Park Description

Golden Gate National Recreation Area (GGNRA), a unit of the National Park Service, was

established by an Act of Congress on October 27, 1972. The 80,000-acre park encompasses a

great diversity of cultural and natural resources in and around the Bay Area of San Francisco,

California. It includes Muir Woods National Monument and Fort Point National Historic Site.

The park holds almost five million three-dimensional and documentary artifacts dating from the

time before European contact to the present. They are preserved and maintained for the public

by the Division of Cultural Resources and Museum Management, which includes the Park

Archives and Records Center (PARC).

Park Archives and Records Center

Historical Note

GGNRA and the sites within it have been collecting records since their inception. The PARC

was established in 1994 to receive records and archival collections from the Army and the

Presidio Army Museum after the closure of the Presidio of San Francisco as an Army base. The

collections continue to grow through the donation of materials by private individuals, transfer of

inactive park records by staff, and acquisition of relevant documentary materials.

Scope of Collections

The archival collections in the custody of GGNRA document the history and activity of the

various sites and groups associated with the park, described in the park’s Scope of Collection

Statement (1997). Collections date from the early 1860’s and the most recent items are usually

about five years old.

The PARC contains U.S. Army and National Park Service facility records for the Presidio of San

Francisco, forts and coast defense sites in the area, and various GGNRA sites. Subjects and sites

documented include include the United States Army (Bear Flag Revolt, Civil War, Spanish-

American War, Mexican War, World War I, Army Air Service, Coast Artillery, Army medical

facilities and issues, World War II, Army support during natural disasters, Viet Nam War, and

Operation Desert Storm); Alcatraz Island (Army fortress, Army Disciplinary Barracks, U.S.

Penitentiary, and Indian Occupation); the natural resources conservation movement resulting in

the establishment of Muir Woods National Monument; agriculture in the Marin Headlands; Point

Reyes Peninsula and Bolinas Lagoon areas; U.S. Lifesaving/Coast Guard Services; San

Francisco Earthquake and Fire of 1906; Panama Pacific International Exposition of 1915; natural

resources and environmental issues; and preservation of open space in the Bay Area. Also

included in the PARC are many of the GGNRA administrative records that document the

development and expansion of this park.

Visiting the PARC for Research

The PARC is located in an historic brick building, formerly a cavalry stable, on the Presidio of

San Francisco. Collections and archives support services are available for walk-in research

during open hours or by appointment. Please contact the PARC (see below) for the current

schedule.

Copy Services

Black and white photocopy services for standard and oversize materials are available on-site.

Color photocopying, photographic duplication, and duplication of other media are available by

special arrangement. Researchers are charged for all duplicates on a cost-recovery basis.

Rights and Publications

Copies are provided under the Fair Use provisions of the Copyright Law (Title 17, U.S.C.).

Researchers must complete a Permission to Publish Contract with the Park Archivist for any

other intended use of these materials (such as publication or exhibit). Researchers should consult

with staff regarding their needs for commercial or public use of materials.

Legal Status of Holdings

Many holdings of the PARC were acquired/transferred prior to the establishment an of archives

program, and have little documentation on their provenance (or source). All materials received

after 1994 have been accessioned and documented. If provenance cannot be determined, the

PARC assumes that it owns the property rights, but does not own the copyright. Staff will

provide assistance, but it is the responsibility of the researcher to acquire permission from the

copyright holder to cite, quote, or reproduce collection materials.

Collections developed by or for government organizations or operations are in the public domain

and may be used, cited, and quoted without restriction, provided they are properly credited to the

PARC. The archives contain no national security classified materials.

Donations to the Collections

The PARC welcomes donations of a variety of historic materials that meet the criteria in the

Scope of Collections Statement and do not duplicate existing holdings. Collections are

maintained for research use in perpetuity; there is no guarantee that items will be exhibited. If

you own materials that may be relevant to the themes of GGNRA and would like to deposit them

in the PARC, please consult with an archivist.

Scope Note

Scope: The collection contains documents relating to Katharine Swartzbaugh

Frankforter’s effort to stop development of the headlands in southern Marin County, as

well as her personal papers and artwork. It includes the records of HEADLANDS, INC.,

which supported preservation of lands in southern Marin as open space.

Significance: This collection documents a portion of the endeavor to save the Marin

Headlands from development prior to its incorporation into GGNRA. HEADLANDS,

INC. records and Frankforter’s clippings and letters provide insight on local and national

Biography

Katharine Frankforter (née Swartzbaugh) was born in Toledo, Ohio in 1920, to Katharine

Lamson Swartzbaugh and Charles Edward Swartzbaugh. She started drawing at the age of six

and went on to graduate from Smith College. She then returned to Toledo and taught at the

Toledo Museum of Art. After studying at Black Mountain College in North Carolina, she moved

to New York City and became Director of Photographic Exhibitions at Time, Inc. She met

George Frankforter while in New York and they married in 1947. They moved to San Francisco

the same year when George got a job as an insurance broker at the firm of Alexander &

Alexander. Katharine Frankforter purchased property on Wolfback Ridge in the Marin

Headlands and retained the architect Mario Corbett to design a house for this property. The

Frankforters had two daughters (Kitty, b.1950 and Molly, b.1953) and lived in a hillside house

in Mill Valley, Marin County, for 22 years. The land remained undeveloped for several years,

while her daughters grew and Frankforter continued to paint. During this period she had a “one-

man” show at the De Young Museum in San Francisco and exhibited in smaller galleries.

In 1965, Frankforter learned that the Frouge Corporation was purchasing land in the headlands to

develop a planned community. Thomas Frouge was leasing land from Gulf Oil Corporation,

which had purchased some 2000 acres of headlands property. “Marincello” would be a

community of 18,000-35,000 (planning numbers varied) people. As an artist interested in

preserving the inspirational landscape and because her property overlooked the Marincello site,

Katharine Frankforter opposed the Marincello project. The Frankforters were also involved in a

private lawsuit against Frouge in a quiet title action on her Wolfback Ridge property.

She worked against Marincello as part of the Golden Gate Headlands Committee. In 1967 she

formed the non-profit group HEADLANDS, INC., holding offices as one of the Vice-Presidents

and as Secretary. This group of high-profile and powerful people worked along financial and

political lines to influence parties who had opportunities to stop the development.

Gulf and Frouge began to disagree on the development, and sued each other. Thomas Frouge

died in 1969. Gulf lost interest in the development and realized that it would be a good idea to

sell the Marin property to be turned into a park. In 1972, the Marin Headlands became part of

the Golden Gate National Recreation Area.

Katharine and George Frankforter were divorced in 1970 and she has never remarried. He

received the Wolfback Ridge property as part of the settlement. Katharine Frankforter has

continued to reside and work as an artist in the northern San Francisco Bay area.

Agency History

HEADLANDS, INC. was officially incorporated as a non-profit organization on October 19,

1967 with 12 directors. The by-laws state the purpose of the group was to “oppose any type of

development that might have an adverse effect on Marin Headlands State Park which might, by

close proximity, place restrictions on the use of the Park by the public or damage the ecology of

the lands projected for Park use.”

“…[T]he specific and primary purposes [of HEADLANDS, INC. were] …to assist the State of

California in the acquisition of additional lands for Marin Headlands State Park by purchase or

gift, and to conserve the scenic coastlines of Marin County as parkland.”

The original officers were President Fred H. Merrill; Vice-Presidents Jacquelin H. Hume,

Putnam Livermore, and Katharine Frankforter; Secretary and General Counsel John A. Busterud;

and Treasurer John Hartmann. (See appendices for a listing of individuals who served as officers

and belonged to the Board of Directors/Advisory Committee.)

The Marin Headlands became part of the Golden Gate National Recreation Area by presidential

order in 1972. In the following years, headlands development issues became less urgent. The

leaders of HEADLANDS, INC. decided by consensus to dissolve the organization. The last

meeting was held in 1975.

The collection contains HEADLANDS, INC. by-laws, articles of incorporation, agendas,

minutes, membership information, correspondence, financial information, fundraising

information, and planning documents for the proposed Marincello project. The collection also

contains Katharine Frankforter’s scrapbooks, notes, and extensive newspaper clippings on

related environmental and political issues. There is information about the Frankforter property on

Wolfback Ridge from tax documents to sketches and photographs of the property. Frankforter’s

paintings, sculpture, and collages are documented by photographs and slides.

Frankforter’s personal items, HEADLANDS, INC. records, and materials about the environment

and land development are intermingled. She had a personal interest in issues relating to the

environment, conservation, and land development, and she also kept track of these issues in her

capacity as an officer of HEADLANDS, INC. For example, a lawsuit concerning road access to

the Frankforters’ property on Wolfback Ridge was certainly personal, but HEADLANDS, INC.

was also interested because the suit was generated by the planners of the Marincello project

which HEADLANDS, INC. strongly opposed.

Description: Katharine S. Frankforter's papers document her activities as a local

environmental activist and to a lesser extent, her personal life and artwork.

They include scrapbooks, newspaper clippings, photocopies and other

documents that outline land development issues and environmental

activism. There are records of lawsuits, notes on designating places as

national historic landmarks or natural landmarks, information from and

about the arts and environmental organizations she was involved in,

documentation about the Frankforter property on Wolfback Ridge

(including sketches and photographs). Color photographs, notecards and

other reproductions of her paintings and collages are included, along with
