I. HISTORIC ENERGY CONSUMPTION/COST The energy usage for the facility has been tabulated and plotted in graph form as depicted within this section. Each energy source has been identified and monthly consumption and cost noted per the information provided by the Owner. Electric Utility Provider: Jersey Central Power & Lighting (JCP&L) Electric Utility Rate Structure: General Service Secondary 3- Phase Third Party Supplier: Hess Natural Gas Utility Provider: Elizabethtown Gas Utility Rate Structure: General Delivery - Heat Third Party Supplier: Hess Water and Sewer Utility Provider: Newton Water & Sewer Utility Rate Structure: N/A Third Party Suppler: None The electric usage profile represents the actual electrical usage for the facility. The electric utility measures consumption in kilowatt-hours (KWH) and maximum demand in kilowatts (KW). One KWH usage is equivalent to 1000 watts running for one hour. One KW of electric demand is equivalent to 1000 watts running at any given time. The basic usage charges are shown as generation service and delivery charges along with several non-utility generation charges. Rates used in this report reflect the historical data received for the facility. The gas usage profile within each facility report shows the actual natural gas energy usage for the facility. The gas utility measures consumption in cubic feet x 100 (CCF), and converts the quantity into Therms of energy. One Therm is equivalent to 100,000 BTUs of energy. The water usage profile for this facility shows the actual water consumption based on collected utility bills. The water utility measures consumption in gallons (gal), and converts the quantity into 1,000 gallons.

II. FACILITY DESCRIPTION

The Keogh-Dwyer Correctional Facility is located at 41 High Street in Newton, New Jersey. This 38,206 SF facility was built in 1978 with no additions. The building is a five story facility. The facility is mostly comprised of inmate rooms, day rooms, office space, visiting and supervisor rooms, isolation and holding rooms, exercise area, cafeteria, kitchen, storage and mechanical equipment spaces.

Occupancy Profile

The correctional facility is in use 24 hours a day, 7 days a week. There are approximately 25 employees and a maximum of 225 inmates at the facility, but the inmate population can fluctuate.

Building Envelope

Exterior walls for the building are masonry brick faced with a concrete block construction. The windows throughout the facility are in average condition. Typical windows are single pane with aluminum frames. The roof is a 2” stone ballast roof with polystyrene foam which covers a rubber membrane.

HVAC Systems

The Keogh-Dwyer Correctional Facility is conditioned by a hot water and chilled water multi-zone system. Hot water is provided by two Smith 28A-13 boilers, each rated at an input capacity of 4,180 MBH and an output capacity of 3,297 MBH. The boilers were manufactured in the 1995 and are in average condition. The building has three pumps which distribute hot water to the jail population, administration, and kitchen. The hot water pumps are all manufactured by Bell & Gossett. The pump that serves the population is 1.5 HP and is rated for 120 GPM at 25 feet of head. The pump that serves the kitchen is 1 HP and is rated for 55 GPM at 25 feet of head. The pump that serves the administration area is 1 HP and is rated for 40 GPM at 25 feet of head.

The chilled water system consists of two York Model YCAS0100 air-cooled screw chillers with an ARI rated capacity of 100 tons. The unit is rated at 255 GPM at a 10°F supply-return water temperature differential and has an efficiency of 9.6 EER. The chilled water is pumped to various chilled water coils by one (1) Armstrong base-mounted, end-suction, centrifugal pump. The pump has a flow of 360 GPM at 70 feet of TDH and a Marathon 15 HP motor.

Air distribution to the facility is handled by two Trane climate changers, models M-31 and M-41. These air handlers split the air distribution to the main population for the prisoners and the administration area. The administration and population air handling units contain hot water and chilled water coils. A third air handling unit, manufactured by Trane, is designed to provide make-up air to the kitchen area. The kitchen air handling unit only contains hot water coils. The kitchen make-up air unit is rarely utilized.

Exhaust System

The correctional facility contains a power exhaust system located on the roof which exhausts all air from the cell areas.

The kitchen is exhaust by a Dayton 24-1/2 inch spark resistant blower.

The laundry room contains dedicated exhaust, manufactured by Exhausto, for the gas-fired dryers. The exhaust system has two Danfoss variable frequency drives for the dryer exhaust fan.

HVAC System Controls

The building is divided into twelve major zones individually controlled by separate thermostats. Additionally, Parker CTC has a panel in the mechanical room which monitors system status, system temperatures as well as on/off control for fans, pumps and chillers.

There is an Intellidyne fuel economizer for the hot water heating system. Additionally, there are Power Flame burner controls which fully modulate the boiler burners.

Domestic Hot Water

Domestic hot water for the facility is provided by a single A.O. Smith 85 gallon gas-fired hot water heater rated at 500 MBH. The kitchen area is provided domestic hot water by a single A.O. Smith 85 gallon gas-fired hot water heater rated at 500 MBH.

Kitchen Equipment

The kitchen equipment at the facility contains two older walk-in refrigeration boxes and two new walk-in refrigeration boxes. There are an Energy Star rated natural gas fired convection oven, a convection steamer and Vulcan commercial ranges.

Laundry Equipment

The laundry facility contains three Unimac 50 pound max load commercial washing machines and three Unidryer gas commercial drying machines.

Lighting

Refer to the Investment Grade lighting Audit Appendix for a detailed list of the lighting throughout the facility and estimated operating hours per space.

III. MAJOR EQUIPMENT LIST

The equipment list contains major energy consuming equipment that through implementation of energy conservation measures could yield substantial energy savings. The list shows the major equipment in the facility and all pertinent information utilized in energy savings calculations. An approximate age was assigned to the equipment in some cases if a manufactures date was not shown on the equipment’s nameplate. The ASHRAE service life for the equipment along with the remaining useful life is also shown in the Appendix.

IV. ENERGY CONSERVATION MEASURES Energy Conservation Measures are developed specifically for this facility. The energy savings and calculations are highly dependent on the information received from the site survey and interviews with operations personnel. ECM #1: Lighting Upgrade – General Description: The majority of the interior lighting throughout Keogh-Dwyer Correctional Facility is provided with fluorescent fixtures with older generation, 32W T8 lamps and electronic ballasts. In addition to the fluorescent tube lamps there are additional fixture types consisting of metal halide lamps, compact fluorescent lamps and incandescent lamps. These can be retrofitted to LED style lamps. This ECM includes retrofitting the interior lighting with new LED type lamps and fixtures. It is recommended the County consult with a professional engineer prior to retrofitting fixtures to ensure code required minimum light levels will be met. ECM #2: Lighting Controls Upgrade – Occupancy Sensors Description: Some of the lights in the Keogh-Dwyer Correctional Facility are left on unnecessarily. In many cases the lights are left on because of the inconvenience to manually switch lights off when a room is left or on when a room is first occupied. This is common in rooms that are occupied for only short periods and only a few times per day. In some instances lights are left on due to the misconception that it is better to keep the lights on rather than to continuously switch lights on and off. Although increased switching reduces lamp life, the energy savings outweigh the lamp replacement costs. The payback timeframe for when to turn the lights off is approximately two minutes. If the lights are expected to be off for at least a two minute interval, then it pays to shut them off.

Lighting controls come in many forms. Sometimes an additional switch is adequate to provide reduced lighting levels when full light output is not needed. Occupancy sensors detect motion and will switch the lights on when the room is occupied. Occupancy sensors can either be mounted in place of a current wall switch, or on the ceiling to cover large areas. The U.S. Department of Energy sponsored a study to analyze energy savings achieved through various types of building system controls. The referenced savings is based on the “Advanced Sensors and Controls for Building Applications: Market Assessment and Potential R&D Pathways,” document posted for public use April 2005. The study has found that commercial buildings have the potential to achieve significant energy savings through the use of building controls. The average energy savings are as follows based on the report:

• Occupancy Sensors for Lighting Control 20% - 28% energy savings.

Savings resulting from the implementation of this ECM for energy management controls are estimated to be 20% of the total light energy controlled by occupancy sensors. This ECM includes installation of ceiling or switch mount sensors for staff offices, storage, and staff restrooms. Sensors shall be manufactured by Sensorswitch, Watt Stopper or equivalent. The Investment Grade Lighting Audit Appendix of this report includes the summary of lighting controls implemented in this ECM and outlines the proposed controls, costs, savings, and payback periods. ECM #4: New Rooftops for Cell Areas

Description:

The Keogh-Dwyer Correctional Facility has two multi-zone air handling units which serve the majority of the facility. Air handler #2 serves the cell areas and an alternative to utilizing the older air handling unit to condition these spaces, placing a high efficiency rooftop unit with energy recovery to condition the cell areas can provide significant energy savings for the facility. By shifting load from air handling unit #2 onto a newer and more efficient packaged rooftop unit, the boilers and chillers will operate at a reduced load and runtime hours, resulting in a reduction in overall energy being used at the facility. This ECM includes installation of one high efficiency rooftop unit with an energy recovery wheel that will redistribute the load for the cell areas from the existing multi-zone units to the new high efficiency rooftop. The existing ductwork will require extensive work to complete the installation of the new rooftop unit. The manufacturer used as the basis for the calculation is Aaon. The unit pricing and install cost were estimated based on dealer rates quotes and labor rates. The payback may change based on actual unit pricing and install costs if the ECM is implemented. Note: Concord Engineering recommends a full engineering evaluation on the existing and future HVAC systems be conducted to further define system parameters and technical design. Furthermore if the County determines this is a viable option to implement, reductions in boiler and chiller capacity due to load shifting to the rooftops will lower the costs for those recommendations. Energy Savings Calculations: Savings Calculations were calculated utilizing energy modeling software, Trane Trace 700 version 6.2.8.3, to compare the existing conditions to the alternative energy conservation measure. ECM #5: Variable Primary Chilled Water System Description: The Chilled Water System at Keogh-Dwyer Correctional Facility is currently outfitted with a single constant volume 15 horsepower pump. The installation of variable speed drives will not only provide soft start capability on the pump system, but also allow the pumps to vary the flow based on chilled water demand in the system. Additionally, by installing a secondary pump for back-up, the amount of load hours being placed on one pump will be reduced increasing the lifetime of the pump. This ECM includes installation of two variable frequency drives with differential pressure controls as well as installing a secondary pump for a variable primary system. The VFD will be wired to both the primary and backup pump as only one is required to operate at a time. Both chilled water pump motors will be new premium efficiency invert duty rated motors.

ECM #7: High Efficiency Boilers Description: There are two existing Smith hot water boilers which are used as the primary source of heat for Keogh-Dwyer Correctional Facility. These boilers serve three main air handling units and perimeter baseboard for the entire facility. The boilers are currently operating on a single header system. The Smith boilers are approximately 19 years old and have not yet surpassed their life expectancy of a typical cast-iron boiler but considering the system can be split into a dual header system without extensive rework of the system, the savings of new high efficiency hot water condensing boilers can be significant. New condensing boilers could substantially improve the operating efficiency of the heating system of the building. Condensing boiler’s peak efficiency tops out at 99% depending on return water temperature. Due to the operating conditions of the building, the annual average operating efficiency of the proposed condensing boiler is expected to be 92%. The existing boiler’s efficiency is approximately 75%, which makes the condensing boilers an 17% increase in efficiency. This ECM is based on variable supply water temperature adjusted based on outdoor temperature. This ECM includes installation of two condensing gas fired boilers to replace the existing Smith boilers. Additionally, removing the single header and installing a dual header system will require piping modifications in the boiler room. Removing the system off a single header and installing a dual header will allow for significant maintenance savings. The basis for this ECM is Aerco condensing boiler; model number BMK – 1.5.

ECM #9: Chiller Replacement Description: The Keogh-Dwyer Correctional facility has two 100 ton air-cooled chillers outside which serve two large Trane, Climate Changer air handling units that condition the entirety of the correctional facility. Based on the loads for the building, it is assumed that these chillers operate with 100% redundancy. The chillers have not yet passed their useful lives but could be replaced with much more efficient chillers up to today’s standards. This ECM includes the installation of one new high efficiency air cooled chiller while continuing to utilize the existing chiller as backup. The chiller is based on a 100 ton York Model YLA0101. As an alternative Concord investigated the potential to add ice storage to the system to reduce electrical demand and chiller load during peak daytime periods at the facility. Based on discussions with the manufacturers’ for the ice storage system and existing chillers, significant changes to the overall chilled water system would be required including a new chiller capable of making ice. ECM #10: Window Film Description: The majority of the facility envelope consists of single pane windows. The windows account for significant energy use through leakage heat loss and conductive heat loss. The age and condition of the windows contribute to the leakage rate of the building. The single pane construction allows higher thermal (conductive) energy loss. These factors lead to increased energy use in the heating season. The heating loss due to single pane glass is combined with heat loss due to poor seals at each operable window. Retrofitting the existing windows with a thermal barrier for energy efficiency aimed at high heat rejection and high light transmission. This ECM includes the retrofit of all single pane glass in the facility with Hüper Optik commercial window film. These technologies create a more comfortable environment while reducing HVAC consumption.

ECM #12: Walk-In Controls Description: The Keogh-Dwyer Correctional Facility has two walk-in coolers/freezers that store food for the kitchen. Each box has an evaporator with fans to circulate cold air, two in the refrigerator, and two in the freezer. These fans operate continuously whether the compressor is on or off resulting in unnecessary heat buildup in the box due to the fan motors. This measure would install an evaporator fan controller and EC Motors that features two-speed operation of the evaporator fans – high speed during cooling and low speed or off when not cooling manufactured by Frigitek or equivalent. Energy Savings Calculations: Energy savings calculations are based on New Jersey Board of Public Utilities Protocols to Measure Resource Savings. ECM #13: 100 kW Combined Heat and Power Description: Combined heat and power, or cogeneration is the simultaneous production of two useful forms of energy (electricity and thermal) from a single fuel source. The standard CHP system is comprised of a prime mover (reciprocating engine or turbine generator) and a heat recovery unit. The heat recovery unit utilizes the waste and exhaust heat from the prime mover to produce hot water or steam. The hot water or steam can in turn be utilized to produce chilled water. In some cases the prime mover exhaust can be directly vented into an absorption chiller, which will produce chilled water without the need for a heat recovery unit.

Depending on the design and application CHP systems can have total efficiencies of 70% to 90%. This is much higher than the traditional utility grid generation with simple cycle generators (25% to 45%) and combined cycle power plants (50% to 60%) due to the more complete utilization of the exhaust and/or waste heat from the prime mover. The higher efficiency of CHP can result in significant energy cost savings. In addition the higher fuel efficiency results in lower emissions per unit of power produced compared to traditional electrical and steam generating units.

The efficiency and cost savings of CHP systems depend on the complete use of the exhaust thermal energy from the prime mover. The economics of CHP are very sensitive to the thermal energy production and consumption. If the prime mover exhaust thermal energy cannot be completely used, the system efficiency is reduced, which will negatively impact the project lifecycle cost and payback. Therefore when examining a potential CHP system it is important to consider the thermal load profiles first and then review the electrical profiles.

After review of the facility’s existing thermal load it was determined that only a small combined heat and power plant could be installed on site that would operate at peak efficiency. The analysis assumes the plant will operate from year round at an availability of 92%, which takes into account periodic downtime for maintenance. Based on the load information we recommend the installation of one TeCogen 100 kW engine. The proposed plant will recover the waste engine heat and utilize it for domestic hot water and building space heating/reheating. The installation will include the necessary heat exchangers, electrical interconnection equipment, and radiator. Energy Savings Calculations: See Appendix for Combined Heat and Power Analysis. Incentives for this measure are based on current NJ Clean Energy CHP Incentive Program.

ECM #14: Kitchen Dishwasher Replacement

Description: The kitchen at the Keogh-Dwyer Correctional Facility has a dated Champion door type dishwasher model D-LFM5 (No tag could be found during time of survey, though the existing unit is presumed to be aforementioned model). As dishwasher’s age, they become less efficient due to dirt build up in water lines, nozzles, and sprayers. An inefficient dishwasher not only increases water costs to operate, but also water heating costs to operate. Newer more efficient dishwashers with optimum rinse technology, energy recovery, and water recycling and reuse capability can significantly decrease the operating costs. This ECM includes replacing the Champion dishwasher with a similar type manufactured by Champion model DH5000. The new model is energy star rated and has a consumption rate of 30 gallons per hour. V. ADDITIONAL RECOMMENDATIONS The following recommendations include no cost/low cost measures, Operation & Maintenance (O&M) items, and water conservation measures with attractive paybacks. These measures are not eligible for the Smart Start Buildings incentives from the office of Clean Energy but save energy none the less.

A. Chemically clean the condenser and evaporator coils periodically to optimize efficiency. Poorly maintained heat transfer surfaces can reduce efficiency 5-10%.

B. Maintain all weather stripping on windows and doors.

C. Clean all light fixtures to maximize light output.

D. Provide more frequent air filter changes to decrease overall system power usage and maintain better IAQ.

E. Turn off computers when not in use. Ensure computers are not running in screen saver mode.

F. Replace any old CRT Monitors with LED/LCD Type Monitors, which can draw as much as a quarter the power of an equivalent CRT monitor.

G. Ensure outside air dampers are functioning properly and only open during occupied mode.
