  • Please confirm whether the horticulture element is to be included in the DevelopmentApplication. Given that this is a crucial element of the ‘cycle’ of the overall use andprovides for disposal of the waste output, Seqwater would expect that it be included inthe application, with appropriate detail. Seqwater will not be in a position to support theapplication without this.Is the proposed intensive horticulture greenhouse add-on to be co-located on the subjectsite? Please show this on any proposal plan submitted with the application. Please alsoconfirm compliance with the Seqwater Guidelines, which require a minimum 50m setbackto Redbank Creek (a Stream Order 3, perennial watercourse), with development locatedabove the 1% AEP flood level.Please provide details on the proposed intensive horticulture design – i.e. will this involvegreenhouses / types of crops / weatherproofing and general enclosure methods, how it isproposed to prevent releases of excess hydraulic and nutrient loading to groundwater.Provide confirmation of when the intensive horticulture use will be established. It isenvisaged that this element of the proposal should be established and functional prior tothe aquaculture use commencing. This would ensure that no waste from the aquacultureis disposed of to land due to incorrect sequencing of uses.Please provide details on where the wastewater and / or solid wastes will be stored priorto use, and the procedure adopted should wastes exceed the requirements of thehorticulture (i.e. storage capacity and / or regulated waste disposal).Please confirm that the shed and any external / ancillary elements (i.e. pathways, parking,staff amenities are set back at least 50m to Redbank Creek and located above the 1% AEPflood level. This should be shown and noted on the proposal plan.Please provide details on the nutrient / other water quality characteristics of thewastewater to be applied to horticulture. Additionally is must be demonstrated thatnutrient and hydraulic uptake by the plants at varying stages of growth is sustainable (i.e.no net loss), thus preventing contamination of the local environment. Compliance withPO2 – PO4 of the Seqwater Guidelines must be demonstrated, in terms of the applicationof any solid or liquid waste to land, whether this be on the proposed intensive horticultureor otherwise. This item must be addressed by a qualified wastewater / environmentalconsultant and may require MEDLI modelling.Please provide information on the likely conductivity levels of the saline wastewater andhow salinity is proposed to be managed. It must be demonstrated that wastewaterapplied to the horticultural use does not cause salinisation of the site’s soils orgroundwater. If a saline solution is to be produced, how is this managed, stored anddisposed of. This item must be addressed by a qualified wastewater / environmentalconsultantPlease provide details on the lining and sub-surface protection / contaminant capturedevices associated with the cone shaped ‘sediment tank’. It must be demonstrated thatthis tank’s construction and safeguards are sufficient to prevent spills through cracks,leaks or degradation leading to groundwater contamination. Please also demonstrate thatthe base of the cone structure is able to achieve a minimum 1m setback to bedrock andgroundwater.How many times / for how long can water be continuously re-cycled before completereplenishment of the water must occur? In this instance, where and how is the spentwater disposed of? If this is to be used on the proposed horticulture, confirmation shouldbe provided that the size of beds and nutrient uptake ability of the plants is sufficient. Ifapplication to plants is not proposed and / or sustainable, Seqwater would require

  • collection and disposal of this waste by a licensed waste contractor.It is recognised that existing vegetation is shown on the proposal plan, however anyvegetation proposed to be cleared is not. Any vegetation clearing associated with theaquaculture and / or horticulture as well as ancillary activities (i.e. parking / pathways etc)must demonstrate compliance with the Seqwater Guidelines, which require a minimum25m setback for clearing to Redbank Creek (i.e. no removal of riparian vegetation).Vegetation clearing is also not to occur on a slope greater than 15% or at / below the 1%AEP flood level.Please confirm compliance with the Seqwater Development Guidelines with regards toexcavation / earthworks which specifies that this must not occur within 25m of RedbankCreek, on a slope greater than 15% or at / below the 1% AEP flood level.Please provide further details on the construction of the shed, with regards to bundingand floor materials. Seqwater would require an impervious surface as well as suitablebunding to prevent losses of wastewater to the surrounding environment. It will beparticularly important to demonstrate how it is proposed to maintain bunding around andunderneath the cone-shaped ‘sediment tank’. Bunding and hardstand requirements alsoapply to the ‘collection tank’ proposed external to the shed, along with provision ofweatherproof cover. Please ensure that proposal plans / elevations / floor plans submittedwith the application include these details.Please outline the procedure for spills within and external to (i.e. the collection tank) theshed. Details should be provided on any procedures in place to prevent spills ormalfunctioning of the equipment, including safe-guards against tank overtopping. It isenvisaged that audible and visible alarms, as well as backup pumps would be used toensure equipment continues to function as needed, and to prevent spills / overflows. Thisshould be prepared by a qualified environmental consultant.Provision of a Site-Based Stormwater Management Plan and Erosion and SedimentControl Plan in compliance with the relevant parts of the Seqwater Guidelines should besubmitted with any application – this must address both the horticulture and aquaculture,as well as any ancillary elements. Diversion of clean stormwater around the greenhouseand sheds will be important in ensuring no inundation of these areas. The report must beprepared by a RPEQ and provide assurance that no stormwater ingress will occur in theshed or over the horticulture area.Provide details on the surface of the proposed carpark. At a minimum, Seqwater wouldrecommend gravel, to be replenished regularly as needed, in order to prevent dust andsediment entering local waterways.Is regular / period washdown of the internal shed proposed? If so, please detail theprocess for cleaning (including surrounding the cone-shaped ‘sediment tank’, and the safedisposal / treatment of wash water. This should be prepared by a qualified environmentalconsultantThe report (Proposed Aquaculture Operation Plan for Cubic Aqua Tech, prepared byMichael and Martin Zhang, undated) provided with your email is not clear on how thesodium hypochlorite used to disinfect the recycled water will be removed – is this throughan evaporation process, chemical neutralisation or a filtration process? If any residualremains, how will this be disposed of?Provide clarification on what the ‘micro bio floc’ (page 9 of the report provided) is andwhere/ how this is used in the process, as well as details on appropriate disposal andstorage of this material.Please provide details of any other potential additives to water during the rearing /

  • treatment process, and how these will be removed from wastewater, stored (if on-site)and disposed of – for example, antibiotics, hormones, fungicides, chemicals, flocculationagents, other medicinal compounds.Clarification is requested as to whether the sludge containing prawn shells shed duringthe maturation process, will be applied to horticulture (i.e. macerated or similar) orremoved as a bulk waste from the wastewater held in the ‘collection tank’. If removed,please verify that all solid wastes will be appropriately disposed of.Please provide clarification as to the end use / disposal of protein removed by theskimmers.Will there be any processing of the product on-site? The report provided referencesfreezing of the product for consumer sales, however does not provide any detail onwhether any cleaning, cooking or other preparation processes will occur on-site. If so,please provide details on any wastes associated and how these will be managed anddisposed of.Please provide details on the number of staff to be employed and likely numbers ofvisitors to the site, for domestic wastewater management purposes. If the site relies onthe on-site treatment and disposal of domestic effluent from the house, please providefurther details as follows:

    Location and details of wastewater treatment plant, all pipelines, effluent disposalfield, sprinkler heads / hoses / fixtures, or other disposal method with regards to anywalkways, vehicular movement paths, sheds, garden beds, parking or otherwise;Location of staff amenities on the site and whether it is planned to utilise the existingon-site wastewater management facilities;If the system in place is proposed to be utilised, provide certification from anappropriately qualified wastewater designer, that the system in place is functioningwell and of sufficient capacity to manage the additional load of staff and visitors. Anupgrade to the system on-site may be required if it is found to be functioning poorlyor of insufficient capacity to cater for the use;Certification from an appropriately qualified wastewater designer that the effluentdisposal field is functioning efficiently and is of sufficient size to cater for theadditional load of staff and visitors. An upgrade to the effluent disposal field may berequired if the size is found to be insufficient;Given the increased traffic on the site (both pedestrian and vehicular), it is consideredappropriate to demarcate any effluent disposal field. Please indicate on plans thatsuitable demarcation will be placed (i.e. vegetation / fencing or the like) to preventvehicular, pedestrian or animal movements over the effluent irrigation area. This willbe important in maintaining the integrity and function of any sub-surface lines, butalso for public health and safety.

    Please provide clearer diagrams of the treatment process and top view (photographs 9 &10 of the report provided), so that small print can be read.

    The proposal does involve saltwaterThere will be no discharge of waters from the proposed development – it will be filteredand recycled, there will be a very small percentage loss of water as evaporation that willbe replenished from time to timeAny sediment or ‘waste” is natural and is proposed to be used as a naturalfertiliser/nutrients with an associated greenhouse for the growing of vegetables.Stormwater from the shed will be collected in rainwater tank to be used for irrigation ofplanted fruit trees or the  growing of vegetables.

  • Guidelines 2017 for all uses (50m for aquaculture shed, any wastewater managementareas / holding tanks, dangerous / hazardous chemicals storage and handling areas) toRedbank Creek, as well as compliant setbacks for other activities (25m for vegetationclearing, earthworks / cut and fill) to the creek. Note that no riparian vegetation is to beremoved from the creek corridor.

    Proposal Plans must show gradient levels across the site for all uses and activities,compliant with the Seqwater Development Guidelines 2017 (10% for all uses and 15% forother activities).

    · Provide details on Proposal Plans regarding the surface of the proposed carpark anddriveway servicing the development. Due to increased traffic at the site, at a minimum,Seqwater would recommend gravel surfacing, to be replenished regularly as needed inorder to prevent dust and sediment entering local waterways.

    · DA material must provide site plans, elevations and detailed design drawings for theconstruction of all tanks and infrastructure, and particularly the cone-shaped‘sedimentation tank’. Design drawings must show how this tank will be bunded at both asurface and sub-surface level. It is also considered appropriate to include an alert system(both visible and audible) to notify the owner when any spillages or leaks are detectedfrom the sedimentation and wastewater holding tanks, as well as backup pumps or otherprocedures in place to prevent overtopping of any tank if any part of the process ishalted or otherwise impacted.

    · Please ensure that proposal plans / elevations / floor plans provide further details on theconstruction of the shed, with regards to bunding and floor materials. Seqwater wouldrequire an impervious surface as well as suitable bunding to prevent losses of salinewater or wastewater to the surrounding environment. It will be particularly important todemonstrate how it is proposed to maintain bunding surrounding cone-shaped‘sediment tank’ within the shed. Bunding and hardstand requirements also apply to the‘collection tank’ proposed external to the shed, along with provision of weatherproofcover.

    Conduct bore hole testing at the proposed location of the cone shaped ‘sedimentationtank’ and confirm that a minimum 1m depth to bedrock and groundwater is availablefrom the base of the cone.

    Please provide clearer diagrams of the treatment process and top view (photographs 9 &10 of the report originally provided via email on 14 June 2019), so that small print can beread.

    Management and Disposal of wastes:

    As there must be no discharge or disposal of any waste / wastewater to land or waterwithin the catchment, a solution as to where and how the products will be disposed ofneeds to be reached. There must be no impact on the quality of local drinking watersupplies (i.e. no disposal to land / water within the catchment).

  • As the horticulture element will be applied for and developed at a later stage, and willonly have limited capacity for the re-use of waste / wastewater from the aquaculture use(per email from Michael Zhang dated 26/6/19, approximately 20 tonnes every 4months), please gain confirmation from the water retailer UnityWater that they willaccept the waste product / wastewater from the aquaculture use. As the waste is not ofhuman origin and contains different characteristics (i.e. salinity, prawn shells, prawnexcrement and feed), it may not be accepted by UnityWater and an alternative solutionmay need to be devised.

    A Wastewater Management Plan compliant with Acceptable Outcome AO2.2 of theSeqwater Development Guidelines 2017 is prepared by a suitably qualified environmentalconsultant. Plans are to provide details on all wastes produced by the facility (i.e.production / end of use wastewater / sludge, saline water, washdown water and proteinfrom the skimmer) and an assessment of all risks and associated mitigation strategies forpreventing adverse impacts on the quality of drinking water. The necessity for a qualitymonitoring program must be discussed. The report must also detail any regular orperiodic washdown of the internal shed and external wastewater holding tank area.Details on the process for cleaning (including surrounding the cone-shaped ‘sedimenttank’), and the safe disposal / treatment of wash water must be included.

    When the horticulture element (understood as being for display purposes only, per emailfrom Michael Zhang dated 26/6/19) is established on the site, it must demonstrate thatno loss of nutrients, salinization, loss of hydraulics loads or other contaminants shall occurto ground or surface waters, resulting from the application of wastes from theaquaculture use. MEDLI modelling will be required for this item. Due to the limitations ofMEDLI modelling (being primarily for hydraulic and nutrient loading) further advice mustbe provided from a qualified environmental consultant as to how salinity, any pathogens /viruses / bacteria, prawn shells and feed remnants are to be sustainably and safely appliedto crops.

    On-site Domestic Wastewater Management:

    Please have an appropriately qualified wastewater consultant locate and demonstrate ona site plan, all existing domestic on-site wastewater treatment infrastructure, includingthe treatment system, effluent disposal field, all pipelines, sprinkler heads / hoses /fixtures, or other disposal method. These facilities must be shown on the plan in relationto the house, any walkways, vehicular movement paths, sheds, garden beds, parking orotherwise.

    Certification must also be provided by the wastewater consultant, confirming that thesystem is capable of servicing the proposed number of house  occupants  +  staff  +estimated  visitors to the site. It must be demonstrated that both the wastewatertreatment system and land application are of sufficient capacity, size, functioning welland suitable to service the proposed use and dwelling.

    Given the increased traffic on the site (both pedestrian and vehicular), it is consideredappropriate to demarcate any effluent disposal field and provide hardstand overpipelines in areas utilised by vehicular traffic. This will be important in maintaining theintegrity and function of any sub-surface lines, but also for public health and safety.Please indicate on plans that suitable demarcation will be placed (i.e. vegetation /

  • fencing or the like) to prevent vehicular, pedestrian or animal movements over theeffluent irrigation area and pipelines.

    Dangerous / Hazardous Materials:

    Submit a Dangerous and Hazardous Materials Management Plan compliant with Table 4 –‘Dangerous Goods, Hazardous Substances or Environmentally Hazardous Materials’ of theSeqwater Development Guidelines 2017, prepared by a suitably qualified consultant. Thereport must include details on the quantities, storage, handling and management ofsodium hypochlorite, micro bio floc and any other potentially contaminating materialsstored, handled or used on the site. These materials must be stored on hardstand surfaceswhich are bunded and weatherproof. A strategy for spills must also be outlined in thereport, for incidents both internal and external to the shed. Plans and design drawingsmust be provided to demonstrate the structures proposed.

    Per email advice from Michael Zhang (dated 26/6/19), if sunlight is the proposed methodof sodium hypochlorite residual removal, please provide details on how this will beachieved so as to adequately treat water without the ingress of rain / stormwater into thetank and also through the water profile to the depth of the tank’s capacity.

    Flood Immunity and Stormwater Management:

    Submit a Site-based Stormwater Management Plan and Erosion and Sediment ControlPlan in compliance with Table 4 – ‘Stormwater Quality and Hydrology’ of the SeqwaterDevelopment Guidelines 2017 and any relevant Council provisions. The plans must beprepared by an appropriately qualified engineer and signed off by an RPEQ.

    All activities, uses and ancillary elements (i.e. aquaculture shed, all tanks, imperviousareas, walkways, vehicular movement paths, parking areas, on-site wastewater treatmentand disposal facilities etc) must maintain flood immunity to 1% AEP. The flood contourmust be shown on plans supporting the Stormwater Management Plan submitted withthe DA.

Thecompany had high reputation in the marine aquarium industry. Therefore, all the aquaculturetank which will use in Red Bank Creek are made in our reef octopus factory. You mentionedabout the tank leaking risk. I admit it has the potential risk in leaking. We won't allow thishappened in Red Bank Creeks. Reef octopus have very strict procedures in the productmanufacture. The risk will prevent in the factory straight way. We must to make sure all the tankand equipment are safe to use.     Our team in the reef octopus spent more than 5 years on this project research. During the last 5years, we designed and made numbers of system proto type to trials in China research facility.We failed more hundred times for the system trials. Now, our system are 100% safe to operate.There is no chance for the water will leak to the land event the wastewater. It is ourresponsibility to obey every local or state regulations. No pollution and environmental friendly isour mission. On the other hand, if the water is leaking in any aquaculture tank we have to pay alot of money to fix that.

    There is maximum 200 tonnes of nature marine water will engage in the entire farming. Thesalinity is 1.020. After 4 months of prawn farming, there will releasing about 20 tonnes ofwastewater. The wastewater contains prawn excrement, excess prawn feed and nature saltwater etc... it is intensive and high concentrate waste. We need dilute the water with freshwater before planting. All there wastewater will storage in the waste collection tank which is 20diameter.

    The size of the green house on site is 100 sqm. We won't consumer all the 20 tonnes ofwastewater. Only very small amount. The horticulture only for demonstration which notintensive. There is three solutions for the wastewater. We will engage a qualified environmentalconsultant to manage the waste as your mentioned the MEDLI modelling. Actually, we findnumbers of environmental consultants in last year. We need pay them fly to China to investigateour project. It is not efficient so that we decide invest a trails in Australia straight way. It willmake everyone clear about this project. Second, seeking work with CSIRO and some agricultureuniversity to analysis our wastewater. Third, if all the scientist or profession say our wastewateris harmful to the land. We will hire a qualify waste contractor move out the waste. Once again,we won't disposal any wastewater to the land or river.

    We did number of experiment in China use the wastewater to plant tomatoes, chilli and okra.We receive a positive result. We believe the wastewater is a quality base fertilize for plantgrowth. The greenhouse is the project second stage. For all the consideration I mentionedabove, we need to make sure every step are meet the Australian standard so that we haven't putinto the development plan. I can put the greenhouse in the site plan as the second stage ofdevelopment but the wastewater need be analysis first and get the advice from the scientist. Inthe same time, there some university in China will help us as well. If we have negative feedbackwill truck the wastewater to sewage processing plant some as the human excrement.

    During the entire farming process, any antibiotic are prohibitive. There are no antibiotic we willuse to the livestock. No hormones, No fungicides, No any medical! What we will do are, feeding,water quality control, water treatment and water recycle. There is no any chemical or artificialsubstance will add to are farming tank. Except the sodium hypochlorite and brown sugar. Thesodium hypochlorite are react in the different tank. The water quality must in high standard.Otherwise, the livestock will die immediately.

    There is no food process on site. All the adult prawn will put straight into ice cube for delivery orcustomer self-pick up. The product must sale very quick to make sure the freshness. Before theproduct going to the market. We will apply the food safety licences thought state government.Our company will purchase the public health insurance to make sure out product are 100% safefor human consumption.

    It just a very small trials for our technology. We seek more help from other organisation tocomplete this project and meet the Australian standards, not Chinese.

This should be shown and noted on the proposal plan.Please provide details on the nutrient / other water quality characteristics of thewastewater to be applied to horticulture. It must be demonstrated that wastewaterapplied to the horticultural use does not cause salinisation of the site’s soils orgroundwater. If a saline solution is to be produced, how is this managed, stored anddisposed of. This item must be addressed by a qualified wastewater / environmentalconsultantPlease provide details on the lining and sub-surface protection / contaminant capturedevices associated with the cone shaped ‘sediment tank’. It must be demonstrated thatthis tank’s construction and safeguards are sufficient to prevent spills through cracks,leaks or degradation leading to groundwater contamination. Please also demonstratethat the base of the cone structure is able to achieve a minimum 1m setback to bedrockand groundwater.How many times / for how long can water be continuously re-cycled before completereplenishment of the water must occur? In this instance, where and how is the spentwater disposed of? If this is to be used on the proposed horticulture, confirmationshould be provided that the size of beds and nutrient uptake ability of the plants issufficient. If application to plants is not proposed and / or sustainable, Seqwater wouldrequire collection and disposal of this waste by a licensed waste contractor.It is recognised that existing vegetation is shown on the proposal plan, however anyvegetation proposed to be cleared is not. Any vegetation clearing associated with theaquaculture and / or horticulture as well as ancillary activities (i.e. parking / pathwaysetc) must demonstrate compliance with the Seqwater Guidelines, which require aminimum 25m setback for clearing to Redbank Creek (i.e. no removal of riparianvegetation). Vegetation clearing is also not to occur on a slope greater than 15% or at /below the 1% AEP flood level.Please confirm compliance with the Seqwater Development Guidelines with regards toexcavation / earthworks which specifies that this must not occur within 25m ofRedbank Creek, on a slope greater than 15% or at / below the 1% AEP flood level.

  • Please provide further details on the construction of the shed, with regards to bundingand floor materials. If so,please provide details on any wastes associated and how these will be managed anddisposed of.Please provide details on the number of staff to be employed and likely numbers ofvisitors to the site, for domestic wastewater management purposes. If the site relies onthe on-site treatment and disposal of domestic effluent from the house, please providefurther details as follows:

    · Location and details of wastewater treatment plant, all pipelines, effluent disposalfield, sprinkler heads / hoses / fixtures, or other disposal method with regards toany walkways, vehicular movement paths, sheds, garden beds, parking orotherwise;

    · Location of staff amenities on the site and whether it is planned to utilise theexisting on-site wastewater management facilities;

    · If the system in place is proposed to be utilised, provide certification from anappropriately qualified wastewater designer, that the system in place isfunctioning well and of sufficient capacity to manage the additional load of staffand visitors. An upgrade to the system on-site may be required if it is found to befunctioning poorly or of insufficient capacity to cater for the use;

    · Certification from an appropriately qualified wastewater designer that theeffluent disposal field is functioning efficiently and is of sufficient size to cater forthe additional load of staff and visitors. An upgrade to the effluent disposal fieldmay be required if the size is found to be insufficient;

    · Given the increased traffic on the site (both pedestrian and vehicular), it isconsidered appropriate to demarcate any effluent disposal field. Please indicateon plans that suitable demarcation will be placed (i.e. vegetation / fencing or thelike) to prevent vehicular, pedestrian or animal movements over the effluentirrigation area. This will be important in maintaining the integrity and function ofany sub-surface lines, but also for public health and safety.

    Please provide clearer diagrams of the treatment process and top view (photographs 9& 10 of the report provided), so that small print can be read.

  • We act on behalf of Cubic Aquatech they are proposing to establish aquaculture at 55O’Grady Rd Redbank Creek, or land described as Lot 13 on RP213529. Attached is thepreliminary site layout plan and operational plan for the proposed development. We havebeen initial discussions with Somerset regional Council and it was suggested that I shouldmake contact with yourself, to ensure that we have addressed any concerns that SEQwatermay have. I have not attached a town planning assessment report but in terms of the proposal beingundertaken in a water catchment area, I can advise:

    · The proposal does involve saltwater

    · There will be no discharge of waters from the proposed development – it will befiltered and recycled, there will be a very small percentage loss of water asevaporation that will be replenished from time to time

    · Any sediment or ‘waste” is natural and is proposed to be used as a naturalfertiliser/nutrients with an associated greenhouse for the growing of vegetables.

    · Stormwater from the shed will be collected in rainwater tank to be used for irrigationof planted fruit trees or the growing of vegetables.
