As 2014 marks BC Assessment’s 40th anni-versary, owners of more than 14,000 properties

in the City of Cranbrook and the surrounding area can expect to receive their 2014 assessment notices in the next few days.

“Most homes in Cranbrook are remain-ing stable in value compared to last year’s assessment roll,” said Rod Ravenstein,

Kootenay Region Deputy Assessor. “Most home owners in the City of Cranbrook will see only modest changes depending on location. For example, a typi-cal single family home in Cranbrook that was previously assessed at $250,000, was valued at $253,000 in the summer of 2013.”

Overall, the City of Cranbrook’s Assessment Roll increased from $2.63 billion last year to $2.66 billion this year. This value reflects a modest change due to market movement as well as $24.5 million in growth due to subdivi-sions, rezoning and new construction.

In addition, owners of commercial and indus-

trial properties in the City of Cranbrook will see modest changes in the 0 to 5% range.

“Property owners who feel that their property assessment does not reflect market value as of July 1, 2013 or see incorrect information on their notice should contact BC Assessment as indicated on their notice as soon as pos-sible in January,” said Ravenstein.

“If a property owner is still concerned about their assessment after speaking to one of our appraisers, they may submit a Notice of Complaint (Appeal) by January 31, for an independent review by a Property Assessment Review Panel,” added Ravenstein.

The Property Assessment Review Panels, independent of BC Assessment, are appointed annu-ally by the Ministry of Community, Sport and Cultural Development, and meet between February 1 and March 15 to hear formal com-plaints.

The East Kootenay assessment office is located at Suite 200, 117 Cranbrook St North in Cranbrook. During the month of January, office hours are 8:30 a.m. to 5:00 p.m., Monday to Friday. Property own-ers can contact BC Assessment toll-free at 1-866-valueBC (1-866-825-8322) or online by clicking “CONNECT” at www.bcassessment.ca.

Of note, 2014 is BC Assessment’s 40th anni-versary, marking forty years of value to British Columbia.

Facts on B.C. Property Assessments and the 2014 Assessment Roll.

Total number of prop-erties on the 2014 roll is 1,954,445, an approxi-mate 1% increase from 2013.

Total value of real estate on the 2014 roll is $1,141,848,449,910, a 1.35% increase from 2013.

Total amount of ‘non-market change’, including new construc-tion and development: approximately $17.54 billion, an increase of 5.38% from the 2013 roll of $16.64 billion.

In B.C., approx. 87.7% of all properties are clas-sified with some resi-dential (Class 1) com-ponent. This equates to over $864 billion of the value on the total pro-vincial roll.

Over 98% of proper-ty owners accept their property assessment without proceeding to a formal, independent review of their assess-ment.

Assessments are the estimate of a property’s market value as of July 1, 2013 and physical condition as of October 31, 2013. This common valuation date ensures there is an equitable property assessment base for property taxa-tion.

Changes in property assessments reflect movement in the local real estate market and can vary greatly from property to property. When estimating a prop-erty’s market value, BC Assessment’s profes-sional appraisers ana-lyze current sales in the area, as well as consid-ering other characteris-tics such as size, age, quality, condition, view and location.

Real estate sales deter-mine a property’s value which is reported annu-ally by BC Assessment. Local governments and other taxing authorities are responsible for prop-erty taxation and, after determining their own budget needs this spring, will calculate property tax rates based on the assessment roll for their jurisdiction.

BC Assessment’s assessment roll pro-vides the foundation for local and provincial tax-ing authorities to raise more than $6.2 billion in property taxes each year. This revenue funds the many community ser-vices provided by local governments around the province, including the public school system.

BC Assessment’s web-site provides a listing of property assessments and sales to help prop-erty owners understand their property’s market value and provide com-parable sales informa-tion. Copies of neighbour-hood assessments are also available at local area offices and most municipal halls and gov-ernment agent’s offices across the province.

Wildsight has been engaged with grizzly bear population sur-veys as well as efforts to assure healthy griz-zly bear populations in the region for several decades. While it is true that grizzly bear num-bers are recovering in this region, it is a sim-plistic misrepresentation to suggest that recov-ery is complete and that a hunt is necessary to avoid grizzly encoun-ters with humans. These conclusions are not sup-ported by either detailed grizzly population data or the science of human bear-conflict.

Population numbers can easily give the false impression of an overabundance of bears roaming the region. While approximately 900 grizzly bears do inhabit the Purcells and Rockies between the US border and Golden, these are sometimes broken into small iso-lated populations—par-ticularly in the south-ern Purcells. Isolated populations are threat-ened with extinction. Fragmentation of popu-lations remains a sig-nificant issue and there remains a dire need to create and maintain con-nectivity corridors with adjoining bear popula-tions.

The suggestion that hunting is necessary to protect people from griz-zlies is misinformed and counter to all research on human-bear incidents. It has been consistently demonstrated that guns and the attempted use of lethal force lead to increased injuries of both humans and bears -- and are far less effec-tive than bear spray. A recent Human-Bear Conflict Conference in Missoula – featuring leading researchers from across North America concluded that hunting

does not reduce human-bear conflict.

Most encounters arise when people come in proximity to bear food sources. Bear sightings have steadily increased in the valley since the return of kokanee to our river systems, but the vast majority of bears are neither encountered nor seen by residents, particularly if people practice bear smart management of waste and fruit trees. The incident of watching a bear consume a horse carcass is the result of poor livestock disposal, and it creates a risk to anyone unaware of the feeding sight. Gut piles left by hunters also lead to human-bear interac-tions. Bears do their best to avoid humans, unless it becomes a choice between food and confronting people. It is everyone’s respon-sibility to avoid bear habituation to human food sources. Increased sightings in urban areas are often associated with the failure of berry crops, and only a bear aware community will reduce conflicts.

The majority of recorded grizzly mortal-ity is not from hunting, but hunting does unnec-essarily increase mor-

talities. Currently, col-lisions with trains and highway vehicles repre-sent significant causes of grizzly bear mortal-ity. Human-bear interac-tions arising from poor management of waste and fruit trees also con-tribute.

Wildsight’s vision for healthy wildlife popu-lations calls for select wildlife sanctuary areas in the Rocky and Purcell Mountains, combined with habitat protection and corridor manage-ment.

Grizzly bears remain threatened despite healthy populations in some areas of the East Kootenay. There is much work to be done to maintain connectivity. Wildsight focuses efforts on maintaining criti-cal habitat and recov-ery corridors, particu-larly across Highway 3 in the Purcells and the Rockies.

Hunting will not make people safer. There is no evidence to suggest that opening the hunt will address problem bears wandering near human habitation. We all need to become bear smart and take action on how we influence wildlife behavior.

In each round of the search a Hometown Hero will be selected from each of four regions – Northern BC, Greater Vancouver, Vancouver Island and the Okanagan/Kootenays.

“At least 16 heroes

will be selected from all regions of BC in four rounds leading up to the Games in February 2015,” Ms. Komatsu said. “Our heroes will be receiving bursaries representing a portion of PWB proceeds from the sale of our fine products. We started this program in 2002 and we have supported many young athletes and other com-munity heroes whose extraordinary endeav-ours inspire us all.”

Application to the Hometown Heroes pro-gram is open to any BC resident currently engaged in sports as an athlete or coach, or otherwise excelling in a community mentor-ing activity. Applicants must be at least 19 years old. Candidates will

demonstrate outstanding sportsmanship; proven interest, ability and pas-sion in the pursuit of their sport; a dedication to their learning with a strong track record of academic success; and, a well-rounded lifestyle including community involvement.

Those choices replaced the 2011 top parent picks, Liam and Emma, which both fell to second place. The most popular picks are compiled by the B.C. Vital Statistics Agency, which registered 44,270 births in the province

in 2012. That’s a slight increase from 43,991 in 2011.

The most popular five girl names were Olivia, Emma, Sophia, Emily and Ava. The top boy names for 2012 were Ethan, Liam, Lucas, Mason and Logan.

The influence of pop-ular culture shows up in baby names each year. In 2012 there were 71 babies named Justin,

70 named Taylor, 35 named Khloe and 30 named Bella.

The Columbia Basin Watershed Network

(CBWN) invites resi-dents of the Columbia Basin to apply to be part of their volunteer steering committee. The CBWN works to support water steward-ship groups by sharing knowledge, building skills, and facilitating community action in the Columbia Basin. It also promotes water

literacy, effective com-munication and net-working amongst all sectors including com-munities, watershed groups, public agen-cies, First Nations, academic institutions, local governments and industry.

“The current Steering Committee is made up of individuals who

bring multiple perspec-tives, depth of knowl-edge and expertise, and a strong willing-ness to collaborate in meeting the Columbia Basin Watershed Network’s strategic framework and priori-ties”, said Katie Burles, Network Coordinator. “Interested individuals need to have an invest-

ed interest in encourag-ing a water stewardship ethic in the Columbia Basin”.

Steering Committee members must have a readiness to commit 5-10 hours per month to take an active vol-unteer role in CBWN related meetings, events, and other proj-ects. For the 2014-2016

term we have instated an optional Steering Committee Member Mentoring Program which will prepare and support new members to engage productively early in their tenure.

The holidays are over, and many are probably ready to seek refuge from the season. Or, the gathering of family and friends could be the refuge that some have waited for all year long. Writers in the Kootenays (both adult and youth) can enter their reflections on Refuge in The Kootenay Literary Competition (KLC) until January 17, 2014. Substantial cash prizes and publication will be awarded to the win-ners at the KLC gala on March 14, 2014. Full competition details are available on the the website (www.koote-naylitcomp.com).

The competition judges have been final-ized, and they repre-sent a strong range of experience in creative writing and publish-

ing in the Kootenays. In the adult category, judge Susan Andrews Grace is the author of 5 books of poetry, a visual artist and cre-ative writing instructor. Sioux Browning is a poet, screenwriter and professor in UBC’s online Masters pro-gram in creative writ-ing. Tara Cunningham is the senior editor at Kootenay Mountain Culture Magazine, and a freelance editor.

In the youth competi-tion, judge Cyndi Sand-Eveland is an author of juvenile fiction who has has received many award nominations and awards for her most recent works. Bill Metcalfe is a freelance writer who is published regularly in BC media, plus he is a freelance broadcaster for CBC radio. Together, the judges represent a range of how writing

touches our everyday lives, and some of the ways in which skill-ful writing helps us to understand the world more deeply. Each will offer that range of experience in read-ing the submissions to the competition and in

feedback to the win-ners.

Medical premiums for all but low-income B.C. residents go up again with the start of a new year.

The B.C. govern-ment is increasing its Medical Services Plan premiums for the fifth straight year, by four per cent across the board. The Canadian Taxpayers’ Federation released its annual sur-vey of tax and other payroll deductions Monday, calculating

that MSP premiums in B.C. have risen 28 per cent since 2010.

Effective Jan. 1, the monthly health pre-mium for a single person rises from $66.50 to $69.25. In 2014, families of two pay $125.50, up from $120.50, and fami-lies of three or more pay $138.50, up from $133.00.

Many full-time employees have their MSP premiums paid by their employer. People earning $30,000 or less

are eligible for reduced premiums on a sliding scale, with premiums eliminated for those earning $22,000 a year or less.

The B.C. government has used the increased MSP revenues to offset the long-term growth of health care costs, which are approaching half of the total provin-cial budget.

Finance Minister Mike de Jong’s 2013 budget projected health spending to increase 2.3 per cent in

the current fiscal year, 2.7 per cent in the year beginning April 1 and only 2.2 per cent the following year. The government’s critics called that unrealistic after years of increases of more than five per cent.

The CTF reports that Canada Pension Plan and Employment Insurance payments are also going up for many people, despite a federal government pledge to freeze EI premiums for three

years.In its New Year Tax

Changes report, it cal-culates that maximum EI premiums will go up $23 in 2014, total-ling $914 for the year.

The maximum employee Canada Pension Plan deduc-tion, charged to those earning $52,500 or more, goes up $70 to $2,426. Employers

match employee CPP payments dollar for dollar.

OBITUARYRaymond Donald Seguin "Ray"

1935 - 2013It is with deep sorrow that the family of Ray Seguin announces his pass-ing on Tuesday, December 24, 2013 in Cranbrook, British Columbia at 78 years of age.Ray was born on March 13, 1935 in Potts Township, Northwestern Ontario, Canada to Yvonne Marie Seguin. He grew up on the farm where he learned about hard work. The lessons he learned there served him well throughout his life.

From logger to tireman to heavy equipment mechanic to park ranger and everything in between, Ray was a jack-of-all-trades and a wonderful provider for his family whom he loved more than life itself.In 1957 Ray met and married Shelva Jean Coulson in Atikokan, Ontario. Together they raised 5 children, but many more were made to feel the welcoming embrace of their home.In 1979 Ray moved his family to Sparwood, BC and then to the Cranbrook area in 1993, where they lived until his passing.Ray is survived by his loving wife Shelva; daughters Charlene (Peter) Nelson, Debbie (Tim) Lyght, and sons Brian, Darryl (Stacy), and Justin (Kerri); grandchildren Kris, Amanda (Tim), Rachel (Clive), Michael (Britany) Ryerson, Mason, Aiden, Kayla, Kiana, Kinsey; and great grandchil-dren Jaxon, Owen and Rohn. He also leaves behind his brothers-in-law, sisters-in-law, cousins, nieces, nephews and many dear friends to mourn his passing.The family would like to thank Dr. Wik and her emergency room staff for their diligent efforts in Ray's behalf, and for the gentleness and compassion they displayed in our behalf.Ray's funeral service was held on Friday, January 3, 2014 at 11:00 am at the Church Of Jesus Christ Of Latter-Day Saints (1301 - Pondersosa Drive) in Sparwood, BC. OBITUARYWalter Komar

1929 - 2013Walter passed away peacefully on Sunday, December 29, 2013. He was born in Brandon, Manitoba October 24,1929. Walter worked some very interesting jobs including two seasons with a travelling circus as well as on a steam ship on the Great Lakes. He then joined CP Rail working as a locomotive engineer until retirement. As he would often tell you, the best times at the railroad were the steam engine days. Walter had a variety of

interests and over the years collected many books on all sorts of subjects.

Brian's introduction to the iPad opened the World Wide Web to Walter. He loved it and enjoyed it immensely. His only regret was that it happened when he was 83 and not 25 years earlier! He spent many hours surfing the net search-ing foods of the world, painting styles and other subjects. Walter loved to talk and had a memory that was unbeliev-able. He could talk for hours about places, incidents, news stories or of his railroad years and always with amazing accuracy.

Thanks go out to Dr. Fourie. We have never met a more caring doctor. Thanks also to the staff in the Lakit Unit at Joseph Creek Care Village.

Walter will be greatly missed by all who had the privilege of knowing him. Walter did not want a service but we will hold a celebration of his life at a later date. Should you wish to make a donation in Walter's name, please do so to either Cranbrook Hospice Society or go to Hungry for Life.org and donate to Dr. Cutler's International projects.

Tony Wideski of Cranbrook, BC passed away peacefully at home on Thursday, December 26, 2013 at the age of 54.Tony was born in Vancouver, BC to Anton and Joan Wideski on March 3, 1959. He graduat-ed from BCIT in 1981. He had a long and fulfilling career with the Ministry Of Forests. Dur-ing his years of service, Tony became an RPF, District Man-ager and ended his career as the Regional Executive Direc-

tor. He was proud to be a part of this Province.Tony loved nature, from hunting to birding, he really enjoyed the outdoors. He loved everything the East Kootenays had to offer. He enjoyed gardening, hiking, golfing, snowshoeing, playing hockey and skiing.A proud, loving, caring, supportive husband and father, Tony was well respected in our community and will be missed by all who knew him. He is survived by his beautiful wife Pam, son Kurt, daughter-in-law Heather, daughter Kristy Biafore, son-in-law Anthony, sister Lori Chan and brother-in-law Kelvin. Tony was predeceased by his mother Joan Wideski.A Celebration Of Tony's life will be held on Saturday, January 11, 2014 at the Prestige Rocky Mountain Resort from 1:00 pm until 3:00 pm. Maximizing natural light when building or renovating a home has many advantages. Not only is natural light bet-ter for us but it also reduces the need for energy-consuming arti-ficial lighting.

Because Canadians spend much of the winter inside, exposure to good quality lighting is an important factor in keep-ing healthy. Variations in light affect hormone

levels and biological cycles; scientific studies even show that adequate natural lighting at work can in crease productiv-ity and reduce absentee-ism. Natural light also increases energy levels.

When building or ren-ovating, keep in mind that the intensity and distribution of natural light in a room depends on the dimensions of the space, the materials composing the in ternal surfaces, as well as its location, orientation, and the quality of the windows.

Optimizing natural light

• Several smaller win-dows are better than one large window, which causes more glare.

• The positioning of windows on several walls ensures better light distribution.

• High windows allow light to reach further into the home.

• Windows in a hori-zontal line distribute daylight better than round or square win-dows, as the latter cre-ate a strong contrast between the window and the wall.

• Large areas of dark colour should be avoi-ded or situated away from windows, as they inhibit daylight from penetrating and cause glare when they are close to bright co lours. Walls facing a window should be a pale colour.

• Matte finishes dis-tribute light more effi-ciently than shiny surfaces and create less glare.

• Translucent interior windows and partitions allow natural light to reach throughout the house.
