The extent of the letter consultation included six Ward Councillors, four local residents' associations, 30 statutory bodies and 173 frontagers. The results of the consultation process are noted. RESULTS OF TRAFFIC ORDER CONSULTATION - SERIAL NO. W1-6165

TRAFFIC ORDER - CARLTON HILL, CARLTON VALE AND MAIDA VALE

INTRODUCTION OF "AT ANY TIME" WAITING AND LOADING RESTRICTIONS (DRAWING NO. 70000913-CD-01) (Abbey Road and Maida Vale Wards)

BACKGROUND

On 11th March 2014, the City Commissioner of Transportation considered and approved a report under his delegated powers allowing consultation on proposals to introduce "at any time" waiting and loading restrictions at the junction of Carlton Hill / Carlton Vale with Maida Vale.

The introduction of "at any time" waiting and loading restrictions at this junction will prevent obstructive parking and loading/unloading and will improve sightlines for drivers, cyclists and pedestrians.

Following the publication/posting of press and street notices during March / April 2014 and consultation with frontagers and other key parties on the proposed measures four responses were received, as detailed in the Appendix to this report. The extent of the letter consultation included six Ward Councillors, four local residents' associations, 30 statutory bodies and 173 frontagers.

The results of the consultation process are noted. As no objections were received, I note that the Traffic Order will be made, as proposed, to facilitate the implementation of the scheme shown on drawing No. 70000913-CD-01.

NAME and ADDRESS OBJECTIONS I COMMENTS I SUPPORT OFFICERS' COMMENTS Councillor Lee Rowley 1. Councillor Rowley requests an outline of the reasons 1. West One responded to Councillor Rowley on Ward Member for Maida for the proposed change and specifically who has 17th March 2014 as follows: Vale requested the change to be put in place.

'The need for these measures at the Carlton Email dated 16th March Hill! Maida Vale junction was identified by the 2014 City Council as part of its Local Safety Scheme

Programme following statistical analysis of personal injury accident data across the City between October 2009 and October 2012.

"There were two serious and five slight injury accidents at this junction during the study period. These figures are slightly higher than I comparative data for the City and for the Inner London Boroughs. It was considered that remedial measures, including double yellow lines and kerb blips, new pedestrian facilities and lighting, revision of signs and road markings to give clearer information to drivers, and the introduction of advance stop lines for cyclists could contribute to reducing the number and severity of casualties at this junction.

"The proposed double yellow lines and kerb blips will ensure that traffic travelling along

I Maida Vale has more time and space to filter into the off-side lane when exiting the junction. It will also ensure that no vehicles obscure visibility between road users or block access to crossing pOints."

4. Over the past 8 years, Ms Warshaw has heard several 4. The junction currently has cameras on Carlton very serious car accidents, although she has never Vale and Maida Vale capable of recording seen one. It seems the most frequent accident vehicles going through a red light. As part of happens when a car is driving at speed from Carlton the safety measures proposed at this junction Vale turning right into Maida Vale, and another car is the cameras are being upgraded to also record driving at speed from Kilburn High Road "down" Maida traffic speeds and therefore enforce against Vale. Her personal theory as to why accidents occur those vehicles travelling faster than the speed is that both drivers feel they have right of way due to limit. This will encourage drivers to slow down the speed at which they have been able to travel on the approach to this junction thus alleviating approaching the junction. (There must also be issues the issues raised by Ms Warshaw. concerning sight lines, but she is not sure about this). When a car approaches the junction from Carlton Hill they must pass over a speed bump and have met several all along Carlton Hill, thus reducing their speed, and expectation of right of way. This means a much safer approach to the junction and fewer accidents.

5. A second concern she has about this intersection is 5. West One replied to Ms Warshaw on 24th March the lack of a pedestrian crossing. Not only is this a 2014 to confirm that the proposed waiting and residential area, but there is a large school at the loading restrictions are part of a larger scheme junction where hundreds of school children cross the which includes new "green man" pedestrian road every day. Often children are caught in the crossing facilities at this junction. middle of the road in groups, spilling over the small area into the road, and then crossing hastily on a red No further correspondence was received from light in order to get off the road. NAME and ADDRESS OBJECTIONS I COMMENTS I SUPPORT OFFICERS' COMMENTS Warshaw's family need to cross the busy road. They I have two young children and fears every time they cross the road. Frequently they are stuck in the middle of the road, while cars drive by at speed. Children on scooters and cycles are particularly at risk crossing in this way. Ms Warshaw would be delighted to see a pedestrian light put in at this junction.

Councillor Jan Prendergast 6. Councillor Prendergast fully endorses the above 6. Councillor Prendergast's support for the Ward Member for Maida proposal and would be most grateful if it were proposals is noted. Vale implemented as soon as possible to increase safety at
