Letter From the BoardBy Margaret Marble
By the time that the August Newsletter is in your mailbox and you are reading this article the Encino Park HOA 2018 budget should be passed. The board held a budget meeting in June and is hoping to get the budget approved at the July meeting (too late for the deadline for newsletter article). The board anticipates another 5% increase in dues. We understand that people dislike the increase in dues and we do not like it either. We also have to pay it. The reality is our community is aging and it is expensive to keep it running and well maintained. Encino Park still has the best amenities around and our dues are still the lowest for the amenities that come with being part of the Homeowners Association.
The board has been asked on several occasions where the money is spent. I would like to invite anyone who has that question to attend one of our monthly meetings (third Tuesday of the month at 7PM in the Community Center) or at the very least attend our annual meeting October 12th at 7pm. This article I’ll address our largest budget items for 2018, but sincerely hope that you consider attending the monthly meetings to learn what it takes to keep our neighborhood in great shape.
Some of our largest expenses each year are in the management of our community. There are 2 full time employees that work only for Encino Park. We are lucky to be able to afford this luxury which has become the “norm” here for years. There are not many other communities in the area that have this. It is something that makes Encino Park special and more personal to homeowners. Our other large expenses include landscaping, insurance (which is increasing due to recent hail storms), pool maintenance and management, security, and management fees. Did you know that we spend $24,000 a year to have off duty officers patrol our neighborhood?

The board is committed to trying to keep our neighborhood well maintained and safe. The patrols are often done in the middle of the night. If you are interested in learning more about crime and safety I invite you to join the Crime and Safety Committee where the officers who patrol attend meetings with committee members (residents).
There are some major projects coming down the pipeline in the next few years. A park committee has been formed and is in the planning stages to revamp the park to eliminate the erosion problem that currently exists from the waterflow, help preserve existing trees, improve playground equipment and eliminate safety concerns. The goal is to have the park ready for Encino Park’s 40th anniversary in October 2019. While the project is still in the planning stages we do know that it will be a large expense for the association. Another project we anticipate to occur in the next 5 or 6 years is plastering the pool. We do have a reserve account and have been putting money into the reserve account, but unfortunately there were several years where little to no money was added to the reserves or there were more expenses from the reserves than what was put into it. We want to put more into each year than we take out, which is why planning for big projects is important.
On an unrelated note before I wrap this up, I wanted to let everyone know that you can start paying your 2018 assessments now. Statements have not been mailed and will not be mailed for several months. Some residents prefer breaking the payments up and do not want to have to pay the installation fee. If you start paying now you will be paid by Christmas! Payment plans that begin in January have a monthly fee. Avoid the fee by making payments now and have it paid in full by January. We did not meet the first Tuesday of this month since it was the 4th. We all went our separate ways enjoying the holiday with family and friends. Some of us went to the HOA’s ice cream social at the pool. We continue to enjoy our light lunch provided by volunteers and playing games in the air-conditioned room at the Community Center. We have a couple of birthdays we will celebrate in July.
New members are always welcome. We meet the first and third Tuesday of each month at 11:30 at the Community Center. There’s usually a light lunch, sometimes we brown bag it too, talk a little neighborhood business and then get down to socializing, playing games such as cards, Rummikub, dominoes, and Scrabble, etc. So, put us on your calendar, stop by and check us out. Or, if you want more info, just call me at 481-7890.

It’s summer and getting hotter each day. Are you looking for a little social interaction and maybe something to keep your mind active and alert in an air-conditioned environment? Are you bored with playing games on your device by yourself? Well, so are some of your neighbors. Come on over to the Community Center and join others who want a little interaction and to play games with others. On the second Thursday of each month at 1:30 we converge on the Community Center and play the game most want to play or more than one game depending on the number of players present. YARD OF THE MONTH
Congratulations to all our neighbors who have spent time and energy cultivating great front yards all of which keeps Encino Park beautiful and attractive to residents and visitors. Spe-cial congratulations go out to our neighbors at 1948 Creek Hollow. They have a gorgeous yard – well worth a drive by to admire it and get ideas. These homeowners received a Yard of the Month sign to display all summer in their front yard. It was presented to them at the July board meet-ing along with a $25 gift card to Home Depot. If your home hasn’t been selected yet, keep trying. We’ve got a lot of homes who are working dili-gently to maintain wonderful curb appeal and it is hard to single out just one.
Our Yard of the Month program will continue through September, so there is still time for your yard to get the honor of being Yard of the Month. We thank our judges who volunteer to drive the entire neighborhood enjoying the handiwork of the residents of Encino Park.

While driving through the cut-thru near Home Depot and then on Encino Rio across from the Encino Park Elementary school, I’ve noticed lots of excavation taking place. What is going on? B.D., Encino Alto
Dear B.D.,We know that lots of folks have noticed the project too and are wondering the same thing, so thanks for the question. In a nutshell, the project is SAWS Vista Ridge Pipeline. It’s a project to bring water 142 miles from Burleson County to San Antonio scheduled to complete in 2020. Market Days @ Encino Park (sponsored by the Women’s Club) is accepting applications for vendors. The event is scheduled for Saturday and Sunday, October 7 and 8, 2017. Hours on Saturday are 9 to 5 and Sunday they are 9 to 3. We offer space in the banquet room, the bay and driveway as well as throughout the park. As you know, we have a wide variety of vendors and are always looking for new ones to join us. We have publicized this event widely, so if you are interested in having a booth and sharing your wares with your neighbors and others, please email [email protected] to receive an application and more information. Don’t hesitate, space is filling up fast.

The time commitment is about 2-3 hours each month for Board meetings and time participating in one of the HOA Committees that may meet monthly. These positions will be filled by election of the homeowners. School is starting and some are even thinking ahead to the holidays. This all means spending money and budgeting, I just wanted to take a minute and remind everyone that you can start paying your 2018 assessments now. The credit balance of payments will help make that January payment a little easier to deal with after the holidays. You can come by the office during office hours or leave the payment in the dropbox in the parking lot. If you drop off your payment and would like a receipt be sure to include an email address so one can be sent to you.
As a reminder the office hours are Monday, Tuesday, Thursday, and Friday from 9 am to 2 pm. Wednesdays are from 4 pm to 7 pm.

Notes from the Office Out to LunchThis month we will go to the Avocado Café in Bracken Village that we were supposed to go to in June. The owners had to close for a family funeral on the day we were scheduled to go. Please join us in dining at this delightful establishment on Tuesday August 29 at 11:30. Carpooling will be available. Call Janet at 481-9956 by Friday the 25th if you plan to go. In place of the Avocado, the four of us who were able to go returned to Eggspectations. Once again the food and service were wonderful and we all had a lovely time visiting with each other and sharing our summer plans. Out- to- lunch is open to all Encino Park women and friends. We meet monthly in different restaurants around town and simply enjoy the time out, the food, and each other’s company. Encino Park Outdoors: Sun Eclipse Event
Observing the plants and animals of this region is one of the fascinating things to do here. Another activity that can be great fun is backyard astronomy: viewing the sun, moon, and stars. A special event, the moon eclipsing
the sun will take place on August 21st at around noon. This partial eclipse of the sun will start at 11:40 AM, reach maximum for here at 1:10 and will finish at 2:40 PM. The next time you will be able to see a solar eclipse in San Antonio will be October of 2024.
So, don’t miss this eclipse. Our Encino Park Outdoors event will emphasize how to view the sun safely. NEVER LOOK DIRECTELY LOOK AT THE SUN! Rather look at an image of the sun cast on the ground by a piece of cardboard with a hole in it. Make your own, or use one of our viewers.
Our event will be just outside the Community Center and will start at noon. The event is appropriate for all ages and levels of experience. Maybe you will be able to see sunspots; now there are 14! For more information on this upcoming solar eclipse, go to:

Tips for Preventing Heat Emergencies and Hyperthermia
NEVER LEAVE YOUR CHILD ALONE IN A CAR
Don’t risk your child’s life by leaving them in the car. A child’s body can heat up five times faster than an adult’s and even in cooler weather, cars can heat up to dangerous temperatures very quickly. On a mild day, the temperature inside a car can rise 20 degrees above the outside temperature in just 10 minutes or less.
• Make a habit of checking your vehicle before leaving it. Look before you lock!
• Keep a stuffed animal or other reminder next to you in the car as a cue that your child is with you.
• If you ever see a child alone in a car, dial 9-1-1 immediately!
DON’T FORGET OUR FURRY FRIENDS
Pets can get dehydrated quickly, so make sure you take precautions to keep your pet safe.
• Give your pet plenty of water when it’s hot outdoors. Make sure to fill their water bowl before you leave.
• Make sure they have a shady place to get out of the sun.
• Be careful not to over-exercise your pet. Too much playtime in the hot sun is dangerous for them.
• Hot asphalt and tar can burn sensitive paw pads, walk your pet on grass or dirt when possible.
• Keep your pet indoors when it’s extremely hot outside.
• Never leave your pet in a car! Pets can overheat in minutes so don’t put them at risk! Leave them home in hot weather.

PREVENTION IS THE KEY TO SAFE FUN IN THE SUN
Our Central Texas summers are filled with plenty of outdoor activities and fun in the sun. If you are planning on being outdoors on a hot summer day you can take simple precautions to keep you and your family members safe from the summer heat. Stay cool and make simple changes in your fluid intake, activities and clothing during hot weather to help reduce the risk of hyperthermia and heat stroke.
• Pack your cooler with water, ice and cool packs or cloths. Avoid caffeinated and alcoholic beverages which are diuretics and can dehydrate you.
• Dress for the heat in loose, light colored clothing, wear a hat and use sunscreen.
• Stay hydrated and drink more water than usual, 2 to 4 eight ounce cups of water every hour when outside for long periods of time, and when performing strenuous work or exercise.
• Don’t over-exercise, take breaks and seek the shade or air conditioning to cool yourself down.
• Keep an eye on children, pets and the elderly for signs and symptoms of heat exhaustion and heat stroke.
WARNING SIGNS AND SYMPTOMS OF HEAT EMERGENCIES
Signs of Heat Exhaustion:• Heavy sweating• Weakness• Cold, pale and clammy skin• Fast, weak pulse• Nausea or vomiting• Urine dark in color or lack of need to urinate;
you should urinate at least once every 3-4 hours
What To Do:• Move to a cooler location• Lie down and loosen your clothing• Apply cool, wet cloths or compresses to as
much of your body as possible• Sip water• If you have vomited and continues, seek medical
attention immediately
Final Note:Mild heat emergencies can quickly and continually progress to severe heat exhaustion and heat stroke if left untreated.

Stage 1 Watering Restrictions are Back!By Donna Fossum
Because the hot, dry South Texas summer weather has returned and the Edwards Aquifer level continues to drop, San Antonio has returned to Stage 1 drought restrictions.
It’s been a while since we’ve been in Stage 1 drought restrictions so here’s a little refresher.
1. Landscape watering with an irrigation system, sprinkler or soaker hose is permitted only on your designated watering day before 11 a.m. or after 7 p.m. Watering days begin and end at midnight; overnight watering is not allowed.
2. Hand watering with a hose, drip irrigation, or bucket is permitted any day, at any time.
3. Washing impervious cover such as parking lots, driveways, streets or sidewalks is prohibited. Health and safety exceptions to this rule may be requested from SAWS.
4. Water waste is prohibited at all times. Allowing water to run off into a gutter, ditch or drain or failing to repair a controllable leak is considered water waste.
5. Residential car washing is allowed on Saturday or Sunday as long as there is no water waste.
6. Residential and indoor commercial fountains are permitted. Outdoor commercial fountains must have a variance in order to operate.
7. Variances will be needed for new landscape installations.
