Safe Routes to School Program

Safe Routes to School (SRTS) program is a federally funded, community-based initiativeto create safe, convenient, and fun opportunities for children to bicycle and walk to andfrom schools. The program has been designed to reverse the decline in children walkingand bicycling to schools, and to help address the alarming nationwide trend towardchildhood obesity and inactivity.

A task SRTS Team representing diverse sectors of the Lima community was convened inApril of 2012 and has met regularly since that time to develop and implement a SRTSImprovement Plan for schools in the Lima City School District. The schools includeHeritage Elementary School, Unity Elementary School, Lima North Middle School andLima West Middle School.

Using the five “E’s” in walking and bicycling safety: Engineering, Education,Enforcement, Encouragement and Evaluation, the task force identified how currentconditions could be improved to make it safer and more attractive for children to walkand bicycle to school. Engineering refers to infrastructure projects that improve thepedestrian and bicycle environment within two miles of a school. The other E’s refer tonon-infrastructure programs that are intended to affect student or driver behavior toresult in more walking and biking to school.

Vision Statement

The vision for the Lima City Schools Safe Routes to School travel plan is to create safe,walkable communities. The school travel plan will result in increasing the number ofschool children safely walking and bicycling to school, resulting in a healthier school-agepopulation, an improved environment and an enhanced quality of life in ourcommunities.

City ContextThe Lima City School District is located within Allen County in northwest Ohio. Thedistrict encompasses the entire City of Lima. Walking is the primary travel mode forstudents that reside within ¼ of a mile from the school. However, students that livebeyond this distance mainly travel by school bus or family vehicle. The goal of the SRTSprogram is to increase the amount of students that walk or bicycle to school, particularlyfor students that live within a two mile radius. Factors limiting students walking orbicycling to school are discussed in this chapter.

School DistrictAs of 2012, Lima City Schools includes 11 total schools with an enrollment ofapproximately 4,216 students. This report focuses on two elementary schools and twomiddle schools located in the district.

Schools Included in the Lima School Travel Plan (STP)This chapter provides a summary of information relating to students that attend thefour schools targeted in this report, including the District’s travel policies; issues withwalking or bicycling; the potential amount of students that walk or bicycle to school;school arrival and dismissal processes; and current activities at the school thatencourage walking and bicycling. Additionally, student location maps for each school areincluded in the Appendix E.

District Travel PoliciesLima City Schools provide transportation to all students in grades PK-8 who live morethan 1.5 miles from school via yellow bus. Students travel on their own to theirdesignated bus stops. The Board permits students’ use of bicycles based on theSuperintendent’s administrative guidelines. Schools have bike racks available forstudent use.

Parent Attitudes toward Walking and Biking (All Four Schools)

Reasons for not allowing children to walk or bicycle to school:Many parents would not feel comfortable allowing their child to walk or bike to schoolalone at any age.The distance children have to walk to get to school is a common issue parents have withwalking or biking to school.The amount of traffic and speed of traffic along the route is an issue for many parents.Also, the safety of intersections and crossings is an issue.Weather and climate is another issue that concerns many parents.Violence or crime concerns many parents with regards to letting their children walk orbike to school.

Driver Behavior:Some parents feel that their child lives too far for them to walk.3. Pedestrian and Bicycle Safety: Parents feel that vehicles speeding along various routes are a problem.4. Sidewalks and Pathways: Parents feel that improvements to sidewalks, signals and other infrastructure wouldbe necessary.5. Intersections and Crossings: Parents feel that some intersections are not safe for their child to cross alone andwould like to see crossing guards present and infrastructure improvements.

This chapter discusses issues that impact walking and bicycling to Lima City Schoolsand proposes countermeasures for addressing them.

Issues

The issues covered in this chapter were identified through discussions with the SRTSTeam; responses to principal and parent surveys; walk audits at each school; evaluationof written documents detailing city and school district plans, policies, procedures, andprograms; and evaluation of data provided by the state, city, and school district.

Countermeasures

In order to emphasize the multifaceted approach necessary to address identified issues,countermeasures are categorized based on the “5 Es” (education, enforcement,encouragement, engineering, and evaluation). Non-infrastructure countermeasuresrepresent four of the “5 Es” (education, enforcement, encouragement, and evaluation).A calendar is provided to show the month anticipated to implement the non-infrastructure countermeasures planned for the next 12 months.

The last of the “5Es,” Engineering, is represented in the non-infrastructure tables. Thesetables provide information on the approximate cost, priority, and a general timeframeanticipated for implementation.

Education Countermeasures: These are the education strategies our team plans toimplement in the next 12 months.

EDUCATION

This section summarizes input received through engaging SRTS team members,school leadership, parents and partners like the City of Lima and the HealthDepartment.

SRTS Team Input

The project team conducted a SRTS Team meeting at Lima West Middle School on April12, 2012. The meeting was an opportunity for key project stakeholders to discuss thegeneral planning process and the travel plan methodology. Stakeholders also discussedtheir goals and objectives for the Lima City School District School Travel Plan (seeChapter 2, “Our Vision.”). Lastly, the SRTS team provided an overview of the SRTSprocess, including related initiatives, key project challenges and available resources. Itwas apparent that the Lima City Schools team had met about the travel plan and wasfamiliar with the issues.

The SRTS Team gathered information regarding the travel operations for the fourschools, including busing policy and structure, as well as internal (faculty and staff) andexternal (parents) travel operations. A walk audit was conducted at each of the fourschools after the meeting to further determine needs along various routes. The groupsobserved school dismissals at all four schools and noted concerns with operations atvarious schools. They also provided examples of the types of walking environmentissues that they hoped to address through the district-wide SRTS Travel Plan process,including fixing missing sidewalk connections and hazards to personal safety. Notesfrom the walk audit are provided in Appendix C.

The SRTS team gathered public input by presenting a draft version of the StudentTravel Plan immediately following a Parent-Teacher Association meeting on May 22,2012. The following topics were presented at the meeting:
