She began as a part-time intern, in conjunction with her Fulbright fellowship, and in July 2008 moved to fall-time support staff for the Office's latest initiative, the Partnership Network for Civil Society Expertise Development. Larissa participated from an early stage in the development of the Partnership Network infrastructure, including the program plan, budget, job descriptions and interviews, and website design and content. As the Network gained speed, she worked closely with Ukrainian and international non-governmental organizations, as well as stakeholders in the Ukrainian government and NATO to help organize meetings, develop proposals for specific activities, and communicate the results. On several occasions, she took the lead in providing organizational and logistic support for Network activities, including the initial meetings of subject-matter task forces and subsequent expert-level workshops. Larissa brought great energy and enthusiasm to her work. Her efforts substantially contributed to bringing together NGOs, governmental, and international stakeholders on projects related to national security policy, monitoring broad Euro-Atlantic reforms, and defence industry cooperation and reform. I believe that Larissa's time at the NATO Liaison Office gave her valuable experience, in which she learned the importance of integrating her efforts into a wider team and responsiveness to tasking and feedback from her superiors and peers.
