service such as waiting line studies, managing service expectations, yield management etc. We would consider

Summary of the Changes: This APC aims to adjust thesis hours (CGN6970: Master's Thesis) in the MSCE program to allow students to take

1 to 6 credit hours per semester. The total number of credit hours in the program of study remains the same. (Visit our website: www.unf.edu/unffa/ for the program of study)

Change an existing course Civil Engineering Master's Thesis CGN Graduate (6xxx) 970

This APC aims to adjust thesis hours (CGN6970: Civil Engineering Master's Thesis) in the MSCE program to

allow students to take 1 to 6 credit hours per semester instead of the current offering that restricts students to

taking only 3 credit hours of MSCE Thesis course per semester. The adjustment would allow students to take

flexible thesis hours from 1 to 6 credits based on their progress. Therefore, the change is requested from the

current fixed three thesis credit hours to the variable minimum of 1 and maximum of six credit hours.

New Course Description: The student will conduct individual research on topic relevant to civil engineering. The research topic will be

chosen by the student in conjunction with their advisor.

Repeatability: The credit hours may vary from 1 to 6 per semester. The course may be repeated for up to 6

credits.

Course Description: The Assistive Technology for Accessibility course is an experiential, service-learning course. DPT students

will experience the unique opportunity of interacting with engineering students enrolled in EEL 4930/ EML

4930 learning to integrate engineering methods with rehabilitation principles to explore the design and

development of adaptive and assistive devices that benefit people with developmental disabilities. Students

will have real-world opportunities to work at the interface of people and technology, exposing them to

challenging questions requiring complex interdisciplinary solutions. This course includes seminars where

students will develop communication skills and a strong interaction with professionals in the community as

well as pediatric clients and their families. Students will complete team-based projects that address problems

faced by users of assistive technology in the community. Students may earn a maximum of 3 credit hours for

this course.

critically think through problems presented in the case guided by content experts. They will be provided

opportunities to progress in manual therapy skill acquisition. The student will also benefit from immersion in

a collaborative learning experience similar to the clinical setting.

Opposing Florida Senate Bill 104 Pertaining to Computer Coding Instruction (https://www.flsenate.gov/Session/Bill/2017/104/BillText/Filed/PDF)

Whereas universities in the Florida SUS system currently require two years of sequential foreign

language or American Sign Language courses at the secondary school level for admission,

Whereas the study of a foreign language in K-12 and in universities prepares students for careers in

an increasingly globalized world and that knowledge of another language can overcome cross-cultural

barriers,

Whereas empirical evidence shows that students who learn another language perform better on

standardized testing and develop needed critical thinking skills,

THEREFORE BE IT RESOLVED that the Faculty Association at the University of North Florida

opposes Senate Bill 104 that would require SUS institutions to recognize two high school computer

coding credits as equivalent to two years of foreign language instruction.

of the FA Outstanding Faculty Community Engaged Scholarship Award

Outstanding Faculty

Community Engaged Scholarship Award

The University of North Florida wants to recognize faculty members who perform meritoriously in the

area of Community Engaged Scholarship.

The award winner will be determined in the Spring 2018 semester and the winner will receive an

honorarium of $2,500, which will be distributed by electronic transfer, and a commemorative plaque.

Award will be presented at the Fall Convocation and electronic transfer made near that date. The award

is funded provided by the Center for Community-Based Learning. The Center for Community-Based

Learning reserves the right to not provide the monetary award to any winner who is not a UNF

employee at the time if the Fall convocation, when the award is made.

NOMINATIONS MUST BE RECEIVED NO LATER THAN

Tuesday, January 17, 2017 at 5:00 PM

Eligibility

Any full-time tenured or tenure-track member of the faculty is eligible to be considered for the Outstanding

Faculty Community Engaged Scholarship Award. No Community Engaged Scholarship awardee shall be eligible

for another Outstanding Faculty Community Engaged Scholarship Award until the *__*FIFTH year following

recognition of the receipt of the last award.

Nomination

Any student, alumnus or alumna, member of the faculty, staff, or administration of the University of North

Florida may nominate a faculty member for this award. Nominations must be in writing and signed by the

nominator, sent via email to [email protected] , or posted through the Faculty Association website

at www.unf.edu/unffa/. Written nominations are to be delivered, preferably by hand, to the Faculty Association

Office during posted business hours. The deadline for receipt of all nominations is Tuesday, January 17,

2017, at 5:00 PM. It is the responsibility of the nominator to ensure that his/her nomination is delivered prior to

the deadline. The nomination should consist simply of the statement, “I wish to nominate

________________________, department of __________________, for the Outstanding Faculty Community

Engaged Scholarship Award.” An argument on behalf of, or a rationale for, the candidacy of the nominee is not

needed.

The Faculty Association President shall confirm the eligibility of each nominee and send a letter of confirmation

of the nomination to each eligible nominee and his/her chair, after the close of nominations.

Nominee Applications

Each nominee shall be invited to submit a five (5)-page curriculum vitae, which includes educational background,

current position at UNF, other awards received for community engaged scholarship, and a succinct listing of

scholarly accomplishments, especially those related to her or his community engaged scholarship. In addition,

each nominee shall submit a three (3)-page summary and discussion of what he or she feels is his or her most

significant community engaged scholarship activities. *The materials submitted can include accomplishments

occurring during the faculty member's entire career at the University of North Florida; however, once a person has

won the award, submitted materials can include only accomplishments occurring since the last award.* Nominees

shall also be invited to submit no more than three letters of support from community representatives briefly

describing how the nominee’s community engaged scholarship has contributed to the community. A signed

statement by the faculty member attesting to the accuracy of the information (see attached form, “Statements of

Accuracy”) must also be included in the packet.

Nominees will be given two weeks from the date of notification of nomination to email all required

materials, including a statement affirming the accuracy of the content, to the Faculty Association Email

Address ([email protected]) by 5 PM on Monday, February 13, 2017. Nominees are to consolidate all of

the application materials into ONE PDF file, which should be attached to the email.

The application materials should consist only of the following items, arranged in the order indicated

below:

1. The signed statement of accuracy

2. The vita (not more than five pages)

3. Summary and discussion of accomplishments in community engaged scholarship (not more than

three pages)

4. No more than three letters of support from community representatives

Nominees who submit materials that are not kept strictly within these guidelines or fail to submit all materials by

email to the Faculty Association Email Address ([email protected]) by 5:00 PM on Monday, February 13,

2017, will not be considered further.

Selection

The Selection Committee will consist of one elected representative from each of the five colleges, and a faculty

member will be recommended by the Director of the Center for Community Based-Learning and approved by the

President of the Faculty Association. Relatives and significant others of the nominee may not serve on the

Selection Committee considering the nominees for an award. The Faculty Association President shall replace, by

appointment, any member of the Selection Committee who cannot participate fully in the selection of the

awardee; any such replacement shall be selected from the constituency represented by the member. The Faculty

Association President shall convene the Committee, which will elect its own Chairperson.

The Selection Committee will choose the award winners through a secret ballot vote. The Committee shall make

this choice solely on the basis of the nominees’ merits and without consideration for other factors such as

departmental affiliation, professional rank of present nominees, or past award winners.

The Committee has the prerogative not to recommend any nominee for the award if, in the members’ judgments,

the nominee pool does not contain individuals whose accomplishments deserve the Outstanding Faculty

Community Engaged Scholarship Award.

Definitions

Community-engaged scholarship is an approach to the research process that brings together scientific inquiry and

critical analysis with community-identified needs. The award recognizes those whose work with community

partners has produced generalizable knowledge and has had an impact on the field and the community.

Timeline

The timeline will match the timelines for the Outstanding Faculty Scholarship Awards, the Outstanding Faculty

Service Awards, and the Distinguished Professor Award.

Distinguished Professor Award

The Distinguished Professor Award is presented annually to a University of North Florida faculty

member who has a balanced record of distinction at UNF in all three areas of teaching, scholarship,

and service.

The award includes an honorarium of $6,000, which will be distributed by electronic transfer, a

commemorative plaque, the listing of the recipient's name on a permanent University plaque. The

Winner and the Runner-up Awards will be presented at the Fall Convocation and electronic transfer

made near that date. The award winner will be invited to deliver the Fall Academic Convocation

address. This award is made possible through unrestricted gifts to the UNF Foundation, Inc.

The Foundation reserves the right to not provide the monetary award to any winner who is not a UNF

employee at the time if the Fall convocation, when the award is made.

Ordinarily, this award has gone to a full professor. However, any regular, full-time member of the UNF

faculty, who holds the rank of full or associate professor, is eligible for the award except for past

Any person within the University community (students, alumni, faculty, staff, or administration) may

nominate a faculty member for the award. Nominations must be in writing and signed by the nominator,

sent via Email to [email protected], or posted through the website at http://www.unf.edu/unffa/.

Written nominations are to be delivered, preferably by hand, to the Faculty Association Office. The

deadline for receipt of all nominations is Tuesday, January 17, 2017 at 5:00 p.m. It is the

Nominee Applications

Each eligible nominee must submit a vita of not more than 10 pages, which includes a representative

listing of teaching, scholarship, and service activities. In addition, each nominee is asked to submit a six-

page summary and discussion of what he/she feels is his/her most significant teaching and curriculum

efforts, accomplishments in research, and professionally related service activities (a maximum of two

pages for each of the three areas of teaching, research, and service). A signed statement by the

faculty member attesting to the accuracy of the information (see attached form, "Statement of

Accuracy") must also be included in the packet. There shall be no more than a total of 18 pages in the

packet. Standard margins and a font size not smaller than 11 points are required.

The nominees have two weeks from the date of notification to email all required application

materials to the Faculty Association email address: [email protected]. Nominees must consolidate

all of their application materials into ONE PDF file, which must be attached to your email. We

will also need a second file (Word format ONLY) consisting of a one-page summary statement of

your vita. This one-page summary will be published in the Faculty Association April agenda if you are

one the two finalists for this award.

The application materials should consist only of the following items, arranged in the order

indicated below:

Screening Process

The Screening Committee will consist of one elected representative from each of the five colleges, the

current President of the Faculty Association, plus five recipients of the Distinguished Professor Award

with these recipients selected in reverse chronological order. The Faculty Association President shall

replace by appointment any member of the Screening Committee who cannot participate fully in the

selection of the two finalists; any such replacement shall be selected from the constituency represented

by that member. The Faculty Association President shall convene the Committee, which will elect its

own Chairperson.

The Committee will choose two nominees as finalists. The Committee shall make this choice solely on

the basis of the nominees' merits, and without consideration for other factors such as departmental

affiliation or professional rank of present nominees or past award winners. In unanticipated situations

when a Screening Committee member has read all nominees' vitae but cannot attend the meeting when

finalists are selected, that member may vote absentee only on a preliminary straw ballot.

After the Screening Committee selects two nominees as finalists, each member shall immediately

vote by secret ballot for one person to actually receive the Award. The Committee Chairperson

shall collect the ballots. The votes will remain sealed and uncounted until after the election by

members of the Faculty Association. If no tie exists in the Faculty Association election, the

Screening Committee votes shall be destroyed without being counted. If a tie exists, the Screening

Committee votes shall be tallied to determine the Award recipient. In such an event, the actual

count of the Screening Committee shall not be divulged unless so requested by the finalist who was

selected for the Award.

The Committee does have the prerogative not to recommend anyone for the award if, in the

members' judgment, the nominee pool does not contain an individual whose accomplishments merit

the designation of Distinguished Professor.

Election In the April Faculty Association agenda, the Faculty Association Office will publish the one-page

summary of the two final nominees’ vitasummary statements. Final choice of the recipient of the

Distinguished Professor Award, from the two nominees put forward by the Screening Committee,

will be by a vote of the members of the Faculty Association at the annual meeting in April. Voting

shall take place over a two day period. The President of the Faculty Association will notify by letter

both the winner and the runner-up for the Distinguished Professor Award. The runner-up award,

consisting of $3000. will be given to the nominee receiving the fewer votes.

Outstanding Faculty Scholarship Awards

The University of North Florida wishes to recognize faculty members who perform meritoriously in

scholarship. Outstanding Faculty Scholarship Awards are made possible through unrestricted gifts to

the University of North Florida Foundation. The University of North Florida has allocated the

available funds for this fiscal year in the following manner:

The award winners will be determined in the Spring 2017 semester and each will receive an

honorarium of $2,500, which will be distributed by electronic transfer, and a commemorative

plaque. Awards will be presented at the Fall Convocation and electronic transfer made near that date.

The award is funded by the UNF Foundation. The Foundation reserves the right to not provide

the monetary award to any winner who is not a UNF employee at the time if the Fall convocation,

when the award is made.

Eligibility

Any full time member of the University of North Florida faculty who has seven years of full-time

regular employment at the University is eligible to be considered for an Outstanding Faculty

Scholarship Award. Time served in visiting and adjunct positions does not count toward eligibility.

No winner of an Outstanding Faculty Scholarship Award shall be eligible to win another Outstanding

Faculty Scholarship Award until the *__*FIFTH year following recognition of the receipt of the last

award.

Nomination

Any person within the University community (students, alumni, faculty, staff, or administration) may

nominate a faculty member for the award. Nominations must be in writing and signed by the

nominator, sent via Email to [email protected], or posted through the Faculty Association website at

www.unf.edu/unffa/. Written nominations are to be delivered, preferably by hand, to the Faculty

Association office (Honors Hall/1120). The deadline for receipt of all nominations is Friday, January

(TBD), 2015 at 5:00 p.m. It is the responsibility of the nominator to ensure that his/her nomination is

delivered prior to the deadline. The nomination should consist simply of the statement, "I wish to

nominate ___________ for the Outstanding Faculty Scholarship Awards." An argument on behalf

of, or a rationale for, the candidacy of the nominee is not needed.

The Faculty Association President shall confirm the eligibility of each nominee and send a letter of

confirmation of the nomination to each eligible nominee and his/her chair, after the close of

nominations.

If you are nominated, please do not forward any application materials to the Faculty Association office

until you receive a letter from the Faculty Association President confirming your eligibility.

Nominee Applications

Each eligible nominee must submit a five-page curriculum vita, which includes educational

background, current position at UNF, other awards received for scholarship, and a succinct listing of

scholarly accomplishments. In addition, each nominee must submit a three-page summary and

discussion of what he/she feels is his/her most significant activities and accomplishments in

scholarship and their impact. *The materials submitted can include accomplishments occurring during

the faculty member's entire career at the University of North Florida; however, once a person has won

the award, submitted materials can include only accomplishments occurring since the last award.* A

signed statement by the faculty member attesting to the accuracy of the information (see attached

form, "Statements of Accuracy") must also be included in the packet. There shall be no more than a

total of nine pages in the packet. Standard margins and a font size of no smaller than 11 point are to

be used.

The nominees have two weeks from the date of notification to email all required application

materials to the Faculty Association: [email protected]. Nominees must consolidate all of the

application materials into ONE PDF file, which must be attached to your email.

The application materials should consist only of the following items, arranged in the order

indicated below:

1. The signed statement of accuracy.

2. The vita (not more than five pages).

3. Summary and discussion of scholarly accomplishments.

Nominees who submit materials that do not meet these guidelines, or who fail to submit all

materials by email to the Faculty Association Email Address([email protected]) by 5:00 p.m.

on Monday of February (TBD) will not be considered further.

Selection

The Selection Committee will consist of one elected representative from each of the five colleges and

the current President of the Faculty Association. Relatives of a nominee, and significant others, may

not serve on the Selection Committee considering the nominee for an award. The Faculty Association

President shall replace, by appointment, any member of the Selection Committee who cannot

participate fully in the selection of the three winners; and any such replacement shall be selected from

the constituency represented by the member. The Faculty Association President shall convene the

Committee, which will elect its own Chairperson.

The Selection Committee will choose the award winners through a secret ballot vote. The Committee

shall make this choice solely on the basis of the nominees' merits and without consideration for other

factors such as departmental affiliation, professional rank of present nominees, or past award winners.

The Committee does have the prerogative not to recommend three winners for the award if, in the

members' judgments, the nominee pool does not contain three individuals whose accomplishments

merit an Outstanding Faculty Scholarship Award.

It will be the responsibility of the University Selection Committee chairperson to notify by letter any

finalists who have not been selected after the committee has concluded its deliberations. The

Chairperson of the University Selection Committee will also send a letter via the Faculty Association

to the Office of Academic Affairs identifying the three (3) winners of the Outstanding Faculty

Scholarship Awards. Winners of the Outstanding Faculty Scholarship Award shall be notified by a

letter signed jointly by the chairperson of the selection committee and President of the Faculty

Association. Formal recognition of winners shall occur at the UNF Fall Convocation.

QUESTION SYNOPSIS-VI: This morning, I saw a student riding a skateboard under a walkway right beside the "No skateboarding sign" and

this student was smoking at the same time. What is the enforcement policy on skateboarding, and how can it be

enhanced, especially given the narrow pedestrian traffic paths around the Skinner-Jones construction site where

skateboarding is often observed?

A question regarding smoking enforcement was asked at the December 2016 FA meeting, and the response

provided by VP Mauricio Gonzalez appears in the January 12 FA meeting Questions and Responses index on the

FA website.

Support Services Committee received the response from UPD Chief Mackesy during October 26, 2016

meeting: UPD "will not enforce" the smoking ban. He specifically mentioned not writing citations for those found smoking

on campus. This is in opposition to the stroll it, don't roll it policy, which the UPD does enforce with citations and

verbal admonitions.

Thank you for your question. I have consulted with Chief Mackesy, and skateboarding violations are the likely

most common complaint UPD address, and UPD enforces the UNF skateboard policy regularly. When a

skateboarder is caught in violation of University rules, they can receive a warning, a paying ticket, and/or a

conduct referral to the Dean of Students Office. One or all of these may occur depending on the interaction at the

time of the violation and if the student is a repeat offender; warnings may be issued at any time, but an officer must

witness the violation to issue paying tickets and conduct referrals. However, as with all University rules violations,

a professor can also issue a referral to Student Conduct should they see a violation of the skateboarding policy. It is

not necessary to call the UPD to take such action.

QUESTION SYNOPSIS-II: The union has pointed out that our pay is at the bottom of the State University System. Bargaining efforts are more

focused on non-tenure track instructors rather than issues of concern to the faculty at large. And recent email blasts

have been misleading. Therefore I would like a detailed explanation of the steps for the Faculty to decertify the

union.

Answer from FA President Pyati from the floor.

Decertification of a union is handled by the National Labor Relations Board. Briefly, 30% of members in the

bargaining unit must sign a petition requesting a decertification election to be held by the NLRB. Signatures must

be collected during non-work times and in non-work areas, without use of employer resources. If the majority

votes for decertification, the union will be decertified. More detail is available at the NLRB’s website

www.nlrb.gov.

QUESTION SYNOPSIS-III: If it is true that the interim dean of the College of Arts and Science received raises over his last two promotions

equal to or greater than $80,000, how can the administration possibly defend paying a great number of UNF staff

members less than $25,000 a year? And how can it defend paying adjuncts $2250 per course? How is this just?

Responses from FA president Radha Pyati:

Twice in the last ten years, we have given compression increases to our lowest-paid employees. We recognize that

we need to find more opportunities to do this, but that does mean less in the overall pool when we negotiate our

other contracts.

With regard to adjunct pay, the questioner should note that the $2,250 referenced in the question is the lowest

amount paid for an adjunct at UNF and there are a number of adjuncts who make more. We top out at about

$6,000 in highly specialized areas.

If we use the most recent data available in the Chronicle of Higher Education, we find that in Florida when you

average adjunct payment across disciplines, the average of averages is $2,389, with a range from $450 (adjunct

teaching English at Embry Riddle) to $7,800 (adjunct with specialization in a field of business at Miami

University).

There is no doubt that, with greater fiscal resources, we could address the issues facing some of our lowest-paid

employees and we will continue our efforts toward that end. With regard to adjunct compensation per course, we

currently perform better than the state as a whole.

QUESTION SYNOPSIS- IV: Why does the administration employ an expensive outside attorney to negotiate with the union, when the

union/faculty do not similarly employ an attorney to represent us and negotiate on their own? We have many in-

house lawyers, including John Delaney, and all of our in-house lawyers recently received very large raises because

they threatened to walk out en masse, in a state where faculty do not have the right to strike. Couldn't the fees that

Leonard Carson charges each year be put instead toward a faculty/staff raise?

FA President Radha Pyati spoke with UNF President John Delaney about the reasons for hiring an

outside attorney to negotiate with the union. President Delaney said the following: he has worked with an outside

attorney to negotiate with public employee unions since 1991, he appreciates Leonard Carson’s noncombative

style, and an experienced labor lawyer is needed to ensure that provisions agreed to are strictly legal. An outside

negotiator also acts as a buffer for both sides. Also, he is willing to stand up to me and the administration team

when we are off base, and an internal negotiator may not feel that independence.

from feedback on their performance. As it now stands, chairs, it seems, are subject to faculty evaluations only

when they are eligible for term renewal. Yet this occurs long after such feedback might be useful. And for chairs

who elect not to stand for an additional term, this type of feedback seems not to have use at all. Why then are

chairs not subject to the type of annual faculty evaluation that their supervisors undergo (and that their faculty also

undergo): And why would the University not want to conduct such evaluations when it regularly surveys faculty

on a whole range of other matters that are arguably far less relevant to its core academic mission?

Response:

Prior to the establishment of a formal evaluation process for academic chairs, the Office of Academic

Affairs and Institutional Research used a locally developed online survey tool which was administered

annually. Faculty communicated to Academic Affairs that they didn’t have complete confidence in the

local survey and that low confidence resulted in low response rates. In 2009, Academic Affairs and the

College Deans established the current policies for the evaluation of department chairs: policy 2.0490P

(Annual Review: Academic Chairs and Associate Deans) and policy 2.050P (Comprehensive Review:

Academic Chairs). These 2009 policies formalized the annual review process of department chairs by the

college deans and the more comprehensive review of department chairs in the penultimate year of a

chair’s term. The current policy requires that chairs are evaluated annually, even though formal faculty

input is not solicited each year through the Kansas State IDEA survey, but is solicited for the more

comprehensive review. The decision to move to the K-State IDEA survey was based on the need for

faculty confidence in our evaluation process which would then increase faculty participation. Response

rates increased significantly when the IDEA survey was implemented and high levels of participation

have been maintained. The schedule for the IDEA survey of every four years was established in part

because of cost. It would be financially prohibitive for Academic Affairs to cover the cost to administer

annually the K-State IDEA survey for all 30 academic chairs in addition to the already covered cost of

the annual IDEA survey administration for deans and the provost. Additionally, it was a concern that

overuse of the IDEA survey for every department every year might negatively impact the value of the

survey as well as the participation rates. It should be noted that every year as Academic Affairs notifies

the deans of the department chair IDEA survey schedule, we do allow for chairs “off schedule” to be

added by the deans if they desire. However, in such cases, the college covers the cost.

New this year: Athletic Academic Support designed and instituted an electronic progress reporting

system. Instead of professors receiving a hard copy of a progress report, if they teach a student-athlete,

they will receive an email at the end of the 5th week of the semester directing them to fill out the

information via the faculty tab.
