To enlagrge the knowledge and awareness about road safety issues of local public authorities, schoolteachers and general public by introducing traffic safety training and activities by the systematic way (by RA competence & resources)
To reduce the number of fatalities and injuries among the children
To increase the knowledge about traffic risks for primary school children

Objectives
To arise knowledge base of primary school teachers about specified topic - RS
To perform with the children and their parents risky places mapping - “Safe way to school”
To participate in actions “Be visible!” or “Black doll” for children 7-10 years and over 10 years sequently
To reach that children mostly follow the rules on pedestrian crossings and on the roadside
To arise drivers avareness about children proteciton on pedestrian crossings.

Roads Act (1994, rev 1999)
Division of responsibilities of different actors: state, local government and municipalities for road construction, maintenance and road safety issues. Also, this Act fixes the basics for vehicle registration and induces the decrees for drivers training, health conditions and technical requirements.

§ 1. Scope of application of Act
(1) This Act provides for traffic management on the roads of Estonia and the principles and basic requirements for the ensurance of road traffic safety.
§ 2. Ensurance of road user safety
(1) The Government of the Republic is responsible for the development of traffic safety policies, ensurance of road user safety and general traffic safety. The Ministry of Transport and Communications administers the implementation of policies to ensure traffic safety.
(2) The local governments direct activities relating to traffic safety and are responsible for the ensurance of road user safety in counties and cities.

Speed limits on the roads
Requirements for the driving licencing
Pedestrian rights and obligations to wear the cat-eyes at night time on the roads
Compulsory use of safety devices for car users – seatbelts wearing obligation, usage of children restraints, helmet wearing for scooter and motocycle users
Alcohol limit in the blood of drivers
Compulsory use of daytime running lights for all the motorvehicles
Compulsory winter tyres usage from December to March.

What we want
we hereby wanted to show the importance of systematic traffic education in preschool organisations (as kindergartens or nurserys) and in primary school (from 7 to 15 years old students groups) in Estonia. This education program covers both sides – teaching of teachers and teaching of children.

Legal adoption
In past decade the development of traffic education in Estonian schools became legally supported task and the subject-matter is described in compulsory programs that the schools need to fit.

Teaching principles
However every school, independently of their real owner, has the right to develop their own program for students. The traffic education is one of the through going themes.
These are items, which are not intended to handle by separate teaching subjects but by the meaning, they are important for personal and social development of students.

Needs for development
Despite the ambition of the traffic education to give a life lasting experience for safe participation in traffic, the education methodology and content needs for further development according to the changes going on in the country.
In Estonia, during past 10 years, every year the car fleet increases about 18%.

Coverage by the project
We expect to cover by this project about 55% of kindergartens (of total 119) and 45% of the primary schools (of total 122) in Pärnu region. This coverage means training of trainers (teachers) in one-year period.
An INSTRUCTONAL course in the schools held by specialist is expected to cover about 30 to 40% of schools/kindergartens in one year.

Targeting of the project
We will try to draw up some similarities or diversities between the new founded regions in Estonia.
We will compare one region, where one of the authors (Sirli Leier) works, with other 5 regions.
Seeing differences in density of population and therefore also in the number of children and traffic density, we have excluded the biggest city (Tallinn – 400,000 inhabitatnts) from the collation.

In 1995 it was reorganized from independent inspection to the department in Road Administration with specialists staff in the counties.
In 1997 department started to initiate first campaigns – seatbelt and reflectors promotion. Preparation of materials for traffic education teachers started.
In 1999 the traffic education has finally accepted as an integrated subject in compulsory school program for primary school.

Every year 5 periodic campaigns for spring, late spring, summer, school beginning and autumn
Bicycle drivers licensing for the children of 10 years started systematically. Also contest have been organised for the school teams on the local, regional and state level to compare bicycle driving skills and knowledge of traffic rules by children in different schools.

Comparison of methodologies
We compare shortly the methodological approach to traffic education with regards to the societal differences and principles of breeding between Bath & North East Somerset region in Great Britain and Estonia.

Estonia
The modern road environment is dangerous for children. They need to acquire the skills to help them cope with it. As they grow older they will make various transport choices – as pedestrians, cyclists, public transport users and young riders and drivers.
The introductory part is the same exept the growing process is not clearly appointed as the part of choices. More ultimate approach.
The transport they use and the way they use it will affect the future road environment and the level of danger it contains. Children therefore need to learn both how to cope with danger and how the transport choices they make affect the safety of others.
Bath & North East Somerset Council offers a comprehensive road safety education service to all schools.
Children must learn traffic rules and how to behave on the roads and streets to survive.
The students become acquainted with traffic rules, formation of understanding about traffic culture and road safety habits to prevent road traffic accidents. Traffic education is developed in co-operation between school and parents. The school plays guiding and instructive role in this process. This theme (traffic safety) is mostly relevant in primary school.

Estonia
Parents bear the primary responsibility for teaching road skills to their children. The road safety service offers information and advice to parents who want to know how to train their children. Resources and advice are also available to pre-school staff to help them introduce children to the basic concepts of road behaviour.
The most important role bears the parents. Children almost never go to kidergartens alone. The parents teach the first road skills to children.
Kindergarten's teachers train children to walk on the streets in groups (about 7 to 15 children) and explain them some situations. All the teachers must wear special reflecting west and must have the special stick to regulate traffic on the pedestrian crossings.
Advisable is to wear children also with wests or reflectors.

Estonia
Not only is road safety an important life skill, it is also a topic that relates to many areas of the national curriculum – particularly science, geography and personal, social and health education. The road safety team can supply and advise on many resources to fit topic areas and national curriculum learning objectives.
Traffic safety is included as compulsory matter in the first 9-year school programs. Traffic education is integrated in geography, personal, social and health education.
Children start to travel to school alone or with classmates. From 2nd year they mostly go to schools independently.
Children older than 10 can drive bicycles on the roads and streets if they have driving license.
Wearing retro-reflectors or reflective devices is the most important skill to train.
Training for the teachers is organised at the different levels of their professional training courses

Estonia
When children reach secondary school, they are often travelling independently for the first time. This is the peak age for child road casualties. Road Safety Officers can advise on appropriate activities and resources, including theatre in education performances, to be used with this age group.

Secondary school
Older pupils will often be looking forward to becoming drivers or riders and it is therefore vital that they learn to appreciate the responsibilities that go with this. Road Safety Officers can advise on and provide materials for pre-driver education. The D.S.A (Driving Standards Agency) are currently providing free pre-driver presentations to Secondary Schools.
Students’ interest is more concentrated on drivers license training, possibility to obtain assistant drivers’ license for cars or scooter or motorbike drivers’ license.
Their knowledge of traffic rules increases but overestimation of self-assessment and underestimation of existing rules are more common reasons while they get involved in traffic accidents.

TS regional specialist’s role
The role of road safety specialist is to assist the teachers in the educating process.
Giving methodological advice for the teachers, organise the events and specific lessons in the schools, for the different stages.
Safety specialist also introduces new information and examples of means to make the teaching process more attractive.

Conclusions
It is not relevant to compare or discuss the results of this so short time period project work carried out in traffic education and safety promotion.
The real changes in children attitudes and behaviour will be evaluated in the near future at least one year after implementation of the project work.

Children education and protection in road traffic – activities and projects in Pärnu region
of Estonia
AIM:
Child-pedestrians of 6-7 years are the biggest risk group of traffic accidents. Usually there happen accidents between vehicles and pedestrians. The aim of the competition is to make the risk group see how important it is to follow traffic rules, how important it is to improve traffic behaviour manners in order to decrease the number of traffic accidents.
Another aim of the competition is to remind children that there are “little helpers” to use in traffic (like reflectors).

Traffic education lectures
For target groups such as kindergarden children, their parents, pupils and their teachers.
AIM:
Lecture subjects for different target groups:
the risk group – children of 5-9 years – mainly explaining how dangerous situations arise and teaching children, how to avoid such situations and how to act in the middle of traffic.
Pupils of 10-12 years – recalling basic rules for bicycling.
Parents – so-called reminding lectures: the basic principles of traffic education, statistics of traffic accidents with children, suggestions how to drive children safely to kindergarten or school, stressing the fact that a parent acts as an examlpe for her/his child.
