Biosecurity
Did you know that there is a new Horse Health Declaration form? CLICK HERE
Have you got a Property Identification Code?
Equestrian Queensland has made it a mandatory requirement for competitors to provide their PIC on event entry forms and EQ Membership forms.
PLEASE NOTE that for events in 2014 that you may nominate for on nominate.com this will be a compulsory field on the nomination form. Without your PIC you will be unable to nominate for events.
DAFF have advised that all landholders who have livestock including one or more horses on their property have a legal obligation to register that property with Biosecurity Queensland.
If you do not have a PIC then this is easily obtained and does not involve a fee. Applications can be made online HERE or by contacting DAFF on 13 25 23.
To apply for property registration, you will be required to supply lot on plan (found on your rates notice) and contact details. (If you agist your horse, then the owner of the property is responsible for registering the property and obtaining a PIC. They should notify you of what the PIC is so that this can be used on event entry forms).
Statement from the Chair of EQ
On 18 March the Chair of the Board circulated a statement relating to the dissolution of the former Eventing Committee.
To ensure clarity, the Equestrian Queensland Board confirms that there was no financial impropriety involving the activities undertaken by the former Eventing committee.
The Equestrian Queensland Board would also like to recognise the contributions made by Clare Fowler, David Duffy, Deb Postle, Kathy Humphrey and Pam McGarrigle during their time on the Eventing Committee. Whilst some of these individuals are currently having a break from a formal committee role, the Board understands each is maintaining an active interest in the discipline of Eventing and the Board would welcome each of these individuals back onto the Eventing committee in the future.
Ground Use
If you wish to use the cross country you need to call or message Kerri Ryder 0428 446 681 to check that the course is available and she will advise the RAS that you are coming. You must also fill in the private gathering form (attached) and leave in the post box at the clubs shed. Remember you cannot ride at the showgrounds on your own; you must have someone with you.

TOOWOOMBA SHOWGROUNDS
PRIVATE GATHERING OF HORSES A private gathering of horses (the “Group”) is where a group of no more than four (4) friends gather at the Toowoomba Showgrounds (the “Venue”) to enjoy a ride on their horses and is not held in conjunction with any club, training or coaching clinic being run by an Association, Club or Professional Coach or Trainer.
Biosecurity and Safety All participants of a private gathering must sign this agreement and ensure that the group’s activities meet the ‘Queensland Government Workplace Health and Safety Act’ as well as Biosecurity Queensland’s and the Venue’s Biosecurity procedures. (It is each individual’s responsibility to make themselves aware of the procedures mentioned above - go to http://www.daff.qld.gov.au/27_5857.htm).
The gathering must appoint a Biosecurity Person (A-BP) as the leader/spokesperson of the group and agree to follow the A-BP’s requests in relation to safety & Biosecurity while with the group.
Appointed Biosecurity Person As the A-BP of the group, I agree to be responsible for making sure I understand all the venue’s and Biosecurity Queensland’s procedures and conditions for holding a gathering at the Toowoomba Showgrounds and will ensure all participants at the gathering follow their rules. (Information on Biosecurity and the Venue’s requirements are displayed in the Equestrian Centre, at the Landmark Building and on the wall of the Pony Club Canteen).

BIO-SECURITY POLICY The RASQ would like to outline to our valued equine club members, competitors and show exhibitors the Bio-security measures being put in place to mitigate risks of Hendra and other exotic diseases. The RASQ has been working closely with Bio-security Queensland and experienced Bio-security veterinarians to ensure sound measures are in place prior to any horse event being held at the Toowoomba Showgrounds. The RASQ has been advised by these experts that with these measures in place there is no reason for horses not to be a part of any events held here in 2012 and beyond. The RASQ’s first and only consideration is the health and safety of all people and animals that attend event held at the Toowoomba Showgrounds. While the risk of people contracting Hendra virus is extremely low, the RASQ Bio-security plan has effective measures in place to mitigate these risks as advised by our veterinary experts and Bio-security Queensland. These measures will ensure the highest standard of Bio-security for horse competitors and exhibitors attending equestrian events here. As part of the RASQ’s Bio-security Plan, each horse competitor coming to the grounds is required to provide a signed Horse Health Declaration and Waybill Form as part of the entry process. This form provides a declaration by the horse owner or person in charge that the horse has been in good health, eating normally and has not shown any signs of illness leading up to entering the destination – ‘Toowoomba Showground’s. The form also meets the regulatory obligations required when travelling horses. This form is available at the RASQ Office or on its website at the following link. www.rasq.com.au (click-on) Horse Health Declaration and Waybill Please contact RASQ office on (07) 4634 7400 for further information. The RASQ has also introduced additional Biosecurity measures to specifically address risks of Hendra virus,
(A) Horse owners are to inform the RASQ of any horse with signs of ill health or have been associated with horses or properties under quarantine.
(B) Horses with signs of ill health are to be stabled in the appointed Biosecurity area and a vet called.
(C) Stable users are required to adhere to comprehensive stable cleaning measures, ensuring the areas are thoroughly cleaned early each morning and limiting the feeding and watering of horses to their stables.
(D) Non stabled horses – owners are required to remove all waste materials, feed, water and containers from parked areas. Waste materials must be stored in dedicated Waste areas. This includes all stables, day yards and horses tied to vehicles in Toowoomba Showground parking areas.
Bio-security Queensland has comprehensive information for horse owners, please visit http://www.dpi.qld.gov.au/4790_2900.htm Yours Sincerely Greg Greg Lyons Operations Manager – Clive Berghofer Events Centre – Toowoomba Showgrounds
