Engr. Nenita Caguioa, Chief, Mines, Environment and Safety Division of Mines and Geosciences Bureau (MGB) has reported in a meeting held recently in this city, that the result of the assessment has been submitted to Secretary Ramon Paje of the Department of Environment and Natural Resources (DENR) and to Secretary Rogelio Singzon of the Department of Public Works and Highways. It is expected that the assessment report will guide the government in formulating policies relative to the implementation of the law on “No Build Zones” amidst the opposition of some residents in coastal areas. National Archives of the Philippines issues guidelines to facilitate systematic records recovery after disaster

T he National Archives of the Philippines through Executive

Director Victoria Mapa Manalo has issued Memo Circular No. 001 series of 2014 on the guidelines on records recovery and disposal measures. The Memo is addressed to all heads of Departments, Agencies and Instrumentalities of the National Government including government owned and controlled corporations, government financial institutions, constitutional bodies, local government units, state/local colleges and universities, government hospitals and water districts. The Memo aims to provide guidance to all government agencies on the proper procedures to be undertaken in the recovery stage after a disaster. ·The first guideline is to undertake work that will not endanger human lives. Proceed only when everything is safe and secured. ·Check existing or remaining records against the agency ’s inventory of records. ·Vital records must be prioritized for recovery. ·Ensure safe handling in the retrieval of records, relocation

destinations, transportation arrangements and documentation procedures. ·Salvage operations include packing and removing records from affected areas; digging up of records, securing against theft, water, insect infestation and other processes. ·Air dry water damaged records away from sunlight. Do not dry water damaged records under the sun. UV rays from the sunlight will cause fading of what is written or printed on paper documents. I f electricity is available, use electric fan but don’t point this directly at the records. ·Carefully remove and dust using soft brush or other suitable instrument. Do not attempt to separate papers which are stuck together. ·Coordinate with NAP for technical assistance on appropriate restoration. Do not attempt to per form restoration activities on records without first consulting with NAP as this may unintentionally do more damage to the records. ·Non-paper materials such as photographic, magnetic and other electronic media require specialized technique of restoration so coordinate with NAP for possible

rehabilitation measures. ·Documentation including photography of all procedures must be made for reporting purposes. ·Records damaged by water or other elements can be disposed of only after securing Authority from NAP. ·Disposal of damaged permanent records and damaged permanent public records that have not yet passed their prescribed retention periods shall be considered for authorized disposal only upon submission to NAP of the following requirements: Official Report which contains information of the non-usability and extent of damage to the public records; photo documentation and information on what other agency records series can the data of information of the damaged public record be found; Request for authority to Dispose of Records in 3 copies and properly f i l led out with specific records series periods covered and volume of the damaged public records approved and signed by the agency official concerned; Certif ication that the said damaged public records that are subject of audit were post-audited and finally settled; and I f expediency demands and upon the order of the Executive Director, an official assessment from NAP representative who shall conduct an actual physical inspection and evaluation of the damaged records may be requested. A report of this assessment maybe appended to a request for an Authority to Dispose.· A person who willfully or negligently damages a public record or disposes of or destroys a public record in violation of RA 9470 shall be deemed to have committed an offense. PHO bares zero death in 221 Dengue cases in East Samar

There had been 221 cases of Dengue in 12 of the 22 municipalities and

one city here, from December 2013 to February 28 this year, so reported the Provincial Health Office(PHO), but of this number, there had been zero death. Unlike in previous years, when a number of deaths from Dengue had been reported, hospital personnel are now happy at the negative reports and they attribute this to the control measures that are being undertaken by communities and health personnel, e.g. search and destroy activities by Barangay Dengue Control Teams, continuous larval survey and encouraging all households to do a daily search and destroy activity. In addition, a DOH team with trained community volunteers regularly does Spraying sessions giving priority to barangays of Lawaan, Giporlos, Balangiga and Guiuan, including the health facilities of these areas, so with the occupied bunk houses and schools. Some international humanitarian organizations have also extended help in the Search

and Destroy Program by employing local residents under their “Cash for Work”: ICRC, UNDP and People in Need(PIN) while Plan International distributed bed nets, and Doctors without Borders(MSF) did fogging in 20 barangays of Guiuan. A similar Search and Destroy Operation was likewise made in four other municipalities of Hernani, Balangkayan, Gen. McArthur and Mercedes, while Balangiga, Lawaan and Quinapondan were advised to reactivate their Dengue Bugle Teams. Bed nets were distributed in barangay Taguite of Lawaan that hit the most number of Dengue cases during the period covered and since then, no new case had been reported. With this positive mark however, PHO does not sit on its laurels, instead, a continuing advocacy and IEC activities is on-going with sustained Search and Destroy Operations as it likewise seeks for a strengthened community participation by activating the Dengue Brigade in communities and in schools.(PIA8-Eastern Samar)

Coconut Authority (PCA), Provincial Office, implements the “Yolanda Recovery and Rehabilitation Program in Eastern Samar. In an interview with Ms. Teodora A. Pajanustan, Provincial Cococnut Development Manager, it was learned that one of this program is the Shelter Program in which their Office immediately distributed 30 chainsaws to the affected areas. The 30 chainsaws were distributed to the affected areas: Guiuan -4, Mercedes-4, Salcedo-3, Quinapondan-3, Giporlos-6, Balangiga-3, Lawaan-3, Hernani-3 and Gen. Mac-Arthur-1. Pajanustan added that the purpose of this chainsaws is to help the coconut farmers who are typhoon victims to build their temporary shelters. The PCA shoulders the maintenance of the chainsaws and shoulder also the labor cost of chainsaws operator and assistant operators at P350/day and 250/day respectively. The sewn coco lumbers are given for free to the coconut farmers who are homeless for them to build

their temporary houses. Another program is the Coconut Intercropping Project in which two International Non-Government Organizations (INGO), the International Organization for Migration (IOM) and the People in Needs (PIN) supports this program. PCA also distributed additional 20 chainsaws in which the IOM maintained and souldered the labor cost. The chainsaws were given to the municipalities of Guiuan-3, Mercedes-3, Salcedo-4, Quinapondan, 2, Giporlos-3, Balangiga-2 and Lawaan-3. The IOM used the chainsaws to cut coconut for coco lumber, and the coco lumber will be given to the coconut farmer beneficiaries for free to build their temporary houses and the labor cost for chainsaws operator is P600/day and the assistant operator is P300/day while the PIN is incharge for cleaning the affected areas for clearing the debris of coconut in order to facilitate the coconut farmers to plant vegetables. According to Ms. Pajanustan, the PCA gave vegetable “Pinacbit Seeds” containing one pack of squash, eggplant, okra, saluyot, bitter gourd

(ampalaya) and tomato. The PCA distributed one sack of “Pinacbit Seeds” per municipality to the affected areas containing 500 packs, and this will be distributed for two packs per family. She added that PCA planted 20,000 camote cuttings in Guiuan, E. Samar. Meanwhile, another program of PCA is the On-going Coconut Rehabilitation Program in which there is an on-going delivery of coconut seedlings to the affected areas. The following affected municipalities who will receive the coconut seedlings are: Guiuan-528,000, Mercedes-93,888, Salcedo-134,400, Quinapondan-384,000, Giporlos, 422,400, Balangiga-422,400, Lawaan-240,000 and Hernani-93,888. In Eastern Samar, there are 189,578 coconut farmers affected by Typhoon Yolanda and the number of trees destroyed is 6,567,603 including slight, moderate, severe and totally damaged.“We have an advocacy awareness to the coconut farmers, Tindog Kabisaya-an! 96.94% of the brgys. within LEYECO II coverage have been energized

In an effort to quickly restore normal electricity supply in disaster-hit

areas, engineers and linemen of Leyte II Electric Cooperative (LEYECO II) are timelessly working day and night on damaged transmission lines. Based on LEYECO II’s Restoration Update on Typhoon Yolanda as of March 12, 2014, almost 96.94% of the 196 barangays within the coverage area of Leyte II Electric Cooperative (LEYECO II) have been energized more than four months after Yolanda destroyed 98% of its power distribution system. This covers 98. 55% or 136 barangays in Tacloban City, 93.94% or 31 barangays in Palo Leyte and 92% or 23 barangays in Babatngon Leyte.Of the 196 barangays covered by LEYECO II, six (6) barangays are still without power supply. Two in Palo, two in Babatngon and two also in

Tacloban. LEYECO II General Manager Ma. Rosario Avestruz identified the six(6) barangays as Brgys. Sangputan and Plantsa in Babatngon, Brgys. Paglaum and Old Kawayan in Tacloban and Brgys. Barayong and Cabarasan Guti in Palo, Leyte. As to the number of household connections, about 64.37% or 32, 771 number of households of the 50, 913 member-consumers of Leyeco II have power supply.Out of these figure, 68. 30% or equivalent to 24, 542 households are located in Tacloban, 41.05% or 4, 573 in Palo and 95.18% or 3, 656 in Babatngon, Leyte.
