Chief Janet Webster’s Message Election Day

Election took place on April 14th, 2011. I congratulate the council on their re-elected positions and welcome the new council members, Jason Robertson, Marsha Spinks and Albert Adams. I thank the community for your confidence in re-electing myself as chief for another 2 year term. We will work hard as a team over the next two years.

The Swearing in Ceremony took place for the new chief and council on May 9th, 2011 at the Stein Valley Nlakapamux School Gym, where the chief and council signed the Oath of Office and Code of Conduct to make a commitment to the Lytton First Nation Members for the next 2 years. Absent were Councillors, Vincent Machelle and Debbie Abbott who had other commitments. They will be sworn in at the next community meeting.

We, also acknowledged out-going council members, Fred Charlie 22 years, Clara Adams 6 years and Roy Spinks 6 years, each were presented with a gift in recognition of their years of service to the Lytton First Nation members.

Thanks to all the volunteers who decorated, shopped, cleaned up, cooked, drummers, witnesses, election team, security anyone I may have missed thank you for making the Election and Swearing in Ceremony a success.

Condolences

Our thoughts and prayers are with the Johnny/Sampson/LaRochelle family for the loss of their father, grandfather, brother, uncle, cousin and friend, George LaRochelle. He was a teacher, mentor to his family and friends whether it be sharing his life experiences, gardening, fishing, visiting or travelling. He will be deeply missed by all his children, grandchildren, family and friends.

Motor Bike Riders

We, the chief, council and the Administrator have been receiving numerous complaints on Bike Riders in the 2 mile, 3 mile, St. George’s Road and Green Meadow area. The concern is the noise factor, revving up bikes in residential areas where they should be gearing down to eliminate noise. The other concern is for the elders and pedestrians safety and Liability Issues should someone get hurt. At the administrative level we have referred this matter to lands committee to identify a safe location for this kind of recreational activity. There are vacant lands that are not to be used for bike use as there are private land owners, where we need permission to utilize. There are lands that are also delicate areas such as plants and medicines that can be destroyed.We, should not be inviting more riders in the area until we have a designated area for this activity.Lets work together as a community and come up with a resolution to this matter. Any recommendations can be forward to the Lytton First Nation office; Attn: Christine Brown, Lands Manager. From there we will set up a community meeting to review the recommendations with the lands committee.

Births

I congratulate all those who brought babies into our nation. It seems that a number of babies have been born in this short while. Our population is growing.

Please ensure you order the Large birth certificate in order to register your baby with the band, if eligiable. It is important to register the little one as soon as possible, so medical coverage happens with in one year or medical bills will have to be paid by parents.

Stein Valley Nlakapamux School

The Stein Valley School Board had a planning session with LFN Chief and Council on April 7th, 2011, and overview of program and services. The second day we went over planning amongst the board and reviewing policies and recommendations for updating programs and services, policies and reviewing contracts. Two days well spent for planning and building team and communication with the council.

Retirement

On May 13th, 2011 a retirement party was held for Freda Adams. Serving 31 years of service to School District 74 in the Lytton Elementary School in various capacities, janitor, teacher assistant, pre school teacher, aboriginal support worker and language and cultural teacher. Over 2 generations of children, mentoring and watching them become parents and teaching their children, it was an honor to have Freda care and love our children.

On behalf of Lytton First Nation we thank you many times over for your dedication and contribution to our children, over the past 3 decades.

Graduation Days

Kumsheen Graduation Day will be June 24th, 2011.

Stein Valley Nlakapamux School will be Graduation June 23, 2011.

Lillooet Secondary School will be June 17th, 2011. Lillooet Native Grad. June 18th, 2011 at the Recreation Centre.

To All Graduates of 2011 on behalf of Lytton First Nation, we wish you only success to your future goals and aspirations.

If it’s going to be its up to you. Set high expectations, standards and don’t let anyone say you can’t do it.

Your educational goal may happen on your first try at furthering your education, then it may not. Don’t stop trying, don’t give up there are alternate ways to learning, always try something new. Ask for support when need be whether it be tutoring, moral or financial support from parents, let someone know you need help.

Education and Training builds success and confidence in oneself, along with independence.

Don’t stop learning, embrace the teaching of the Elders, Youth and Community as they only teach and share when they believe you are willing to learn and accept the teachings.

Congratulations to the newly elected Chief and Council 2011-2013. To those who participated in the forum and took time to write a brief bio on yourself Thank-you. I have heard so many positive comments about this and how it benefited them to get to know the candidates.

SVNS – The board and some council members took some time to share information about Stein Valley School. The session was very informative and the board received lots of good recommendations and suggestions from those in attendance.

ShchEma-mee.tkt Project - I continue to participate in the planning meetings representing Lytton First Nation. The planning and implementation phase is progressing in a well organized manner. I hope that our members took some time to attend the information forums to learn more about this exciting opportunity. There is also a facebook page where you can access more information.

The Nlaka'pamux Nation Tribal Council - Interim Child and Family Wellness Committee and Planning Team is working towards developing a positive, integrated model for child and family wellness in the Nlaka’pamux Nation, building on our Nlaka’pamux cultural values and inherent jurisdiction over our children. ShchEma-mee.tkt aims to encompass Nlaka’pamux created support services in prevention and wellness for our children and families so that our children do not go into care or the court system and so our families flourish. Importantly, Shchma-mee.tkt will be designed by our people and will be a forward-thinking program, building on our historic and present strengths and experiences and based in our Nation.

ShchEma-mee.tkt has the potential to strengthen family relationships and enhance positive development of identity, while creating an accessible and culturally-specific path for accessing assistance when needed. The Service delivery plan will capture goals to:•reduce the number of Nlaka’pamux children in care•increase support options available to families•skill development in healthy families•increase collaboration among our organizations and community

We expect to have the Service Delivery Plan completed by August 2011 and we will need your support and input! Please check this page often for updates...

Chief and Council – Orientation – The Program managers will be meeting with the Chief and Council to provide a program and service orientation to bring them up-to-date on where programs are at and information on any new initiatives that are being planned.

Employment Services - I continue to work with ISET’s to keep our Employment services office open here in Lytton. The Office will be relocating to the old location beside the post office. The hours, phone numbers will remain the same. Currently we have Bernadine Paul – who will be assisting with the administrative and operating activities of the office and to plan, prepare and coordinate training initiatives in collaboration with the employers and local service providers. Gloria Oates will be overseeing the reception duties and assisting walk in clients.

Lytton First Nation Facebook Page - Thank you Christine Brown - Well done! I have received lots of positive feedback on this page. It is another means of communicating to our membership.

Lytton First Nation Spring Clean Up! - Thank you to both of the crews – West side and Eastside for an amazing job helping out with the Spring Clean up on our reserves. Again lots of good positive comments! I must remind all homeowners to keep their yards free of fire hazards over the summer months. As we have had some close calls last summer with fires close to homes.

Lytton First Nation Staff changes –We said Farewell to Patricia Renton who left us at the end of March when her two year contract ended. Thank you Patricia for being part of the team. And thank-you to Caroline Sam for stepping into the role of Finance Manager for the past 2 years. Your dedication and commitment is much appreciated.

The Finance Managers position has been posted and we are recruiting a full – time permanent Finance Manager.

The Housing Finance Managers position will be posted soon. Lenora Thomas’s last day with Lytton First Nation was on May 6th.

We will also be posting the Hotspot managers position soon as well.

Seniors Complex and Band Owned Rentals - Proper care and custody of Lytton First Nation band owned property is an absolute must. The band will be undertaking a thorough review of all the band owned rentals including – tenant agreements, rental rates, waiting lists, insurance policies, unit inspections for maintenance and repairs.

Lytton First Nation – 5 Year Economic Development Plan

The 5 Year Economic Development Plan is now complete and it is available for pick up at the Lytton First Nation Office. Please feel free to drop by for your copy.

This 5 Year plan will form the basis for enhancing Lytton First Nation’s economic development advancement, the plan will continue to serve as a reference and will require periodic updates to ensure the Lytton First Nation meets its economic development goals and objectives.

The 5 Year Economic Development Plan is one of three phases that will be done over a period of time; the second phase that we will be undergoing is the Governance Study; this is where we will set up the independent structure for Lytton First Nation’s economic development activities through an independent corporation.The third phase will be where we identify and select a project for funding – project will be identified for funding and funding applications will be submitted to INAC for financing, as well as other funding agencies.

Stein Valley Nlakapamux Guided Hike Tourism Initiative

As I have spoken about in previous newsletter articles, the tourism initiative Lytton First Nation is working on; last summer Lytton First Nation and Thompson Rivers University worked together on developing a tourism product of the Stein Valley Nlakapamux Guided Hike.

A pilot project was completed in August 2010, and it was very successful, we would like to continue on with this tourism initiative.

So, currently I am in the process of fine tuning a project description and preparing an operating budget; and then will be seeking funding for this initiative.

This is another great initiative I look forward of seeing as a success story for Lytton First Nation, the plan is to start off small and gradually build on the success of this project!

Feast, Dinner, History Sharing, Drum and Dancing

Lytton First Nation Economic Development Department coordinated and hosted a feast and entertainment for a group of 28 called Golden Age Hiking Club from the Lower Mainland.

This group contacted me at the beginning of the month, requesting to have a dinner and hear about the history of the Stein Valley Nlakapamux Heritage Park.

This event took place at the Lytton Memorial Hall on May 17, 2011; Ruby Dunstan and John Haugen spoke about the preservation of the Stein Valley, and some of the uses today; the Skweleltco Drum Group, along with some young dancers performed as well.

Great food, great company, history sharing on the preservation of the Stein Valley, and drumming, singing and dancing = Priceless!!!

New Relations Trust Summer Student Worker

Lytton First Nation was successful in receiving funding from the New Relationship Trust to employ a post secondary summer worker.Stacy Thom has been hired as the Economic Development Officer Trainee/Governance Internship. Stacy will be working in the Economic Development Department as well as Administrator’s office and the Chief and Council Office.

Stein Valley Nlakapamux Heritage Park Trail Restoration Project

Now that the temperature is getting warmer and the snow is melting, the Stein Trail Restoration Project will be starting up once again.

The crew is working on sections of the trail that was affected by the forest fire of 2009; they will be starting on May 24, 2011, the crew size will be three, they are Jason Robertson, Gilbert Machelle and Fred Raphael Sr. The crew will be flown in and out on a daily basis from the Lytton Airstrip. You must have two (2) pieces of I.D. ONE MUST have a photo, when applying for your Status Card, if you are using your Status Card it must not be expired more than six (6) month. To apply for a BC I.D., you only need a Birth Certificate and a Care Card.

FOR REGISTRATION OF VITAL EVENTS THE FOLLOWING DOCUMENTS ARE REQUIRED:

Birth: To Register your new born child an Original Large Birth Certificate with both parents name on the Certificate, must be submitted to INAC as of September 30, 2009 along with the Parental Consent for Registration signed by both parent(s).

Marriage: Marriage Certificate and a Declaration of Surname on Marriage form.

Divorce: Certificate of Divorce for divorces after 1986 or Divorce Decree Absolute for divorces before 1986.

Community Response TeamOur Community Response Team is available Monday thru Sunday from 8:30 pm to 7 am. This is a free confidential service to all our community members. Tel #250-455-2305. These are community members who are there to listen when you need a friendly voice at the other end of the line. If you require assistance please call them for help.

Mental Health& Addictions Counselling services are available at the Band office.Olive Harrision provides one-on-one counseling support Mondays, Wednesdays and Fridays. She can be reached at 250-455-2304.Joan Billy is our Addictions Counsellor who is available Monday to Fridays 8:30 am – 4:30 pm.

Elders are registering for the annual gathering in July. Next fundraiser is on May 20 a Friday. They have planned a Car Wash, Bar B Que, Walk-In Bingo, Loonie Auction and Fleamarket. The raffle will be drawn on that day also. Come out to the Senior’s Complex for a fun day. If the weather is bad we will host this function at the Memorial Hall. Come on out and have fun and support the Elders.

Well hopefully all the April showers have gone and all the start of hard fun work in the gardens and the ditch lines have started to get our nutritional valuable food we need for the winter months and enjoy the fresh vegetables and fruit from your wonderful gardens. I have done a fundraiser back in March 2011 and would like to thank the following people for their donations for the loonie auction table who are: Margaret Heidtke, Amy Charlie, Bernie Phillips, Shirley James, and Eva Paul and family who have donated five gifts for the auction table, we raised over $400. Thanks to all who have came out to help at the event. We have done a fundraiser on Good Friday which was sort of quiet; well we still continued to enjoy visits from friends. We have made just over $250 and thanks once again to Eva Paul and her family for donating six items to the loonie auction table and thanks to Marlene Kishka for donating a Beaded butterfly, Mamie Henry for a stuffed animal, Margaret Heidtke for a Easter basket and a pink bunny and Amy Charlie for a musical piano. We do have an elders raffle on the go which will be drawn at our next fundraiser on May 20th at the Seniors Complex an out door B.B.Q. luncheon, loonie auction, walk-in bingo, car wash, sales and we will see you there come out and support the elders. Some words to think about are everyday that we wake up is a good day; every breath that we take is filled with hope for a better day. Every word that we speak is a chance to change what is bad into something good. The best use

anyone can make of any day is to enjoy it—and then spread that joy to others.Let us celebrate today! One statement I recall from one of my workshops is when you wake up in the morning and put your feet on the floor you have a purpose in life. Let us celebrate our life today for we are all important we have a lot to offer our families, our people our community and most of all ourselves.

Children’s Oral Health Initiative Aide[COHI]

This year’s COHI is going good, and with our Dental Therapist in town Wednesday May 25, 2011, she will work on cavities, screenings, and sealants. This is her last visit of the current COHI year. September 2010 to August 2011.

I am updating everyone at SVNS, LES, and Daycare ages 3 & up on Fluoride Varnishes. Anyone not attending these facilities is welcome to drop by the health office. Child eligibility is 0-7 years.

I want to introduce myself, Lisa Dunstan LFN Health Clerk, I started April 1 2010 working at the front answering phones and supporting the health staff.

Since starting I have completed an on-line course, Protecting Personal Information on October 22,2010, a Certificate Course which enables me to do the Home and Community Care data capture (eSDRT/HCC) for the Home and Community Nurse, Teri Lynn Michelle; Home and Community Care Coordinator, Melissa Rogue; Level 1 Home Support Workers, Carol Harry and Martina Sampson; and other part time staff in the home support program (electronic Service Delivery Reporting Tool) this keeps track of all activities in the home and community care program and is entered monthly. Susanne Hale is the person assigned to monitor the e-SDRT reporting for each community in BC. I have been training with her since October over the phone, internet and a few days in town training sessions on this reporting this system.

In addition, in February I had the opportunity to take the Non-Insured Health Benefits Training at Heskw’en’scuxte Health at Cook’s Ferry with Paul Clairmont (NIHB Assessor). A one day workshop clarifying the non-insured

health benefits entitled to each band member living on reserve lands. Financial assistance may include some but not all expenses incurred, it’s there to help with off setting costs not there to pay for everything.

My main responsibilities are to provide support to the health staff through telephone reception and providing general information to members on health initiatives ie: workshops, hearing clinics, health fairs and elders program. Please feel free to call me at: LFN Health Office. 250 455-2115

Patient Travel infoNIHB program does not cover dental travels if there is a dentist in town (this includes Emergency dental work)

At our local level we need to follow policy.

The client can appeal but needs to follow policy, i.e. complete the form and fax it in to Regional Office. If Regional approves than they can process the appeal form.

In summary, we will not approve dental travels. The member can follow the appeal process with Regional office.

I apologize for not submitting newsletter articles for the longest time it has been so busy this past year both personally and professionally.

Spring

Spring is here finally! Time to get growing, enjoy planting your flowers and vegetable gardens, get your families involved and reap the benefits together!

Training Opportunities

The month of May is a busy time for workshops and training. We scheduled a session with NVIT to come down to do a presentation we’re disappointed that not many responded. We’ve also offered Food Safe Training, FS100/185 Refresher and FS100 & FS185 course, Advanced Fire Training, Traffic Control, First Aid and Transportation Endorsement. Congrats

to those members taking the initiative to register, participate and pass these courses. We’ve also partnered with Lytton Employment Services for Danger Tree Assessment (DTA) course and Level 3 First Aid training.

Youth on Income Assistance

We would like to encourage youth that are approaching the age of 19 and those that are already 19+ to further your education, take trades training, seek employment. There are many opportunities out there that are waiting

for you. Do not rely on income assistance for your source of income. What are your goals? What are your dreams? Don’t you think it’s time to chase your dreams? Get up off that couch, get out of bed, quit playing games all night, get off the net and stop sleeping your life away. Do you really want to live on $235 a month your whole life? After you buy food, clothing and other basic necessities how much do you have left? Don’t get stuck in a rut. Believe in yourself, we believe in you. If you’re feeling overwhelmed, maybe a tad scared about heading out to school or work alone, buddy up with someone that you know and take on the world together! Don’t ever let anyone tell you that you can’t do that, you’ll never have that, you’ll never amount to anything, if you listen to that you’re already beat. If you fall down, get back up and dust yourself off, you can do anything that you set your mind to! Invest in yourself! You are our future leaders! Take that first step…I know we can sound like a broken record sometimes but we only have your best interests at heart. We’d like to encourage you get out there and just do it!

Take care of yourself and each other, help out your neighbor, be very kind to yourself and take the time needed for YOU. Think good thoughts and Be Happy! Take care and be well.

Lytton Ferry Closure Notifications VSA Highway Maintenance Ltd. works hard to keep the Lytton Ferry safe for all Crew and passengers. During the course of any given year, specific preventative maintenance activities must be performed. Unfortunately the nature of this scheduled maintenance requires that the Ferry be taken out of service for a period of time. Notifications are put up well in advance and every consideration is taken with regards to the timing of the closures ie: doing work on Spring Break to avoid school bus disruption etc. VSA is very flexible with community events and has, in the past and will continue to re-schedule maintenance work to accommodate a special event at the request of LFN or Village of Lytton.

Please know that every scheduled preventative maintenance activity performed by VSA is for the safety of the Lytton Ferry Crew and Passengers.

Notification of Short Term Closures and emergency repairs are harder to communicate to Ferry Users. If a safety issue pops up during the course of regular Ferry operations, it must be dealt with in a specific time frame; usually “as soon as possible”. All efforts are made to do the repairs during a coffee break or lunch break but often that is not possible and what is thought to be a short delay can turn into the Ferry being out of service for several hours. Again, any issue that could put the Ferry out of service with little or no notice is a significant safety concern. This includes closures due to high water and high debris flow.

VSA puts the Safety of the Lytton Ferry Workers and Passengers above all and will continue to put the Ferry out of service as these inevitable safety issues arise. VSA is working with LFN to come up with better ways to communicate these inevitable closures to the Ferry Users. VSA appreciates the patience of the Lytton Ferry Users and apologizes for the inconvenience these closures cause.
