This is an update to the December 2015 memo submitted to SHA regarding project wide pedestrian lighting. The MD 500 Community Safety and Enhancement Project from DC Line to MD 208 spans three local jurisdictions, starting with Prince George’s County at the southern project limit, City of Mount Ranier in the middle of the project, and the City of Hyattsville at the norther project limit. This memo reflects the current pedestrian lighting design intent within the City of Hyattsville limits only, based on discussions with the SHA project team and the City of Hyattsville. Design coordination and review with SHA and the City of Hyattsville is on-going.
Project Background Whitman, Requardt, and Associates (WRA) has been tasked with preparing pedestrian lighting plans to support SHA Office of Highway Development’s (OHD) project along MD 500 from the DC line to MD 208. As part of the project, MD 500 will be resurfaced, medians will be constructed, along with the reconstruction of sidewalk, curbs, and gutters. This is phase 2 of a project to enhance MD 500 from the DC line to MD 410. Phase 1 of the project, from MD 208 to MD 410 and entirely within the limits of the City of Hyattsville, is currently under construction. The lighting plans were prepared for that project by WRA. After performing our initial field survey, existing decorative lighting was noted at the MD 500 and MD 208 intersection; however, the existing decorative lighting is not continuous throughout the Phase 2 project limits. There are also utility pole mounted lease lights spaced sporadically throughout the project limits and vary by location. The lease light wattages (W) range from 70W, 100W, 150W, 175W, 250W, to 400W.
Lighting Analysis/Design WRA utilized the same analysis and design approach for pedestrian lighting along the sidewalks as used for the Phase 1 project. WRA analyzed the light levels on the sidewalk provided by all existing lights and determined that the existing light levels provided does not meet SHA’s sidewalk lighting requirements. The proposed option includes selective addition of decorative pedestrian lights where utility pole mounted lease lights do not provide adequate light levels on the sidewalk. A summary of the proposed lighting option developed is provided below; see attached photometric plans for proposed light pole locations. Light levels along the roadway were not calculated nor considered.
Existing Lighting Conditions As mentioned above, there is a mix of lease lights and decorative lights along the MD 500 corridor. The existing lease lights and decorative pedestrian lights do not meet the lighting requirements of IES RP-8 for the sidewalks at all locations. Evaluating the existing light levels in our photometric software, Visual, the light levels do not meet the minimum required as per RP-8 for the sidewalk, as listed in the tables below.

Proposed Option For the proposed option, the existing conditions were taken into consideration. In locations where the requirements were not met, we first examined upgrades to the existing lease lights, including adding lease lights to existing utility poles that do not currently have lease lights, and increasing the wattage of the existing lease lights. If after modifying existing lease lights the lights still did not produce the required light levels per RP-8, we added 150 watt decorative pedestrian lights in these locations. The sidewalks were evaluated separately on a block by block basis and along each side of MD 500. We began our analysis using the fixture from the Phase 1 design (150 Watt HPS Type III, 17’ mounting height, Cooper Lighting Model No. ACN15SP233142BKA). After completing our horizontal illuminance lighting analysis using this fixture, it was determined that this particular fixture did not meet the veiling luminance requirements as detailed in the table above from RP-8. A similar type III distribution fixture utilizing cut-off optics (Basis of Design: 150 Watt HPS Type III Cut-off, 17’ mounting height, Cooper Lighting Model No. ACN15SP23C142BKA) was then selected for both horizontal illuminance analysis and veiling luminance analysis. The veiling luminance values were calculated using the Visual Roadway Tool (VRT) provided by Acuity Brands Lighting, since Visual Professional Edition (VPE) does not have the capability to compute the veiling luminance ratio. The VRT only allows analysis of one fixture type on each side of the street. This limitation did not allow us to compute the veiling luminance ratio for all blocks since most of the blocks in the project limits have a mixture of existing HPS lease lights and proposed ornamental pedestrian lights interspersed on the same side of the street. Due to this limitation, we chose a a project representative block along MD 500 just west of the Chillum Road intersection. At this location, there are proposed ornamental pedestrian lights along MD 500 westbound and existing lease lights along MD 500 eastbound. Below the Lighting Summary table are the results from the VRT. The veiling luminance requirements were met for both eastbound and westbound MD 500 at this location. This should indicate that the remaining blocks would likely also meet the veiling luminance ratio requirements.

The lighting summary table below lists the proposed option throughout the City of Hyattsville limit. In the proposed conditions, all blocks except for three meet the minimum average light level requirements and uniformity ratio, as noted in the Remarks” column.
