A total of 18 interagency members were present. MPO Status on 2040 MTP Work FHWA (Dancausse) asked for each respective MPO to give an update on the progress of their MTP. CRMPO (Conrad) stated that a project list and revenue scenario had been generated based on the current Equity Formula. MPO members had reviewed these projects and he did not anticipate significant changes to the projects list. Developments with the new Strategic Mobility Formula may result in some additional work on the revenue allocations and project scheduling. He wants to follow-up with FHWA for additional guidance. The 2040 SE forecasts are complete. CRTPO (Cook) noted that Mecklenburg County SE forecasts are complete as well as Goals and Objectives. CRTPO staff is currently working on running projects thru the local prioritization C-1

A total of 20 interagency members were present. MPO Status on 2040 MTP Work Eddie asked for each respective MPO to give an update on the progress of their respective MTP. Phil Conrad (CRMPO) stated that a project list and revenue scenario had been generated using the new Strategic Mobility Formula. He has been contacting the TIP Unit about completion dates for highway projects. He noted that a regionally significant project list was done and staff was working on an exempt list, and wanted to hear how other MPOs were pursuing it. Bob Cook (CRTPO) noted public involvement opportunities in June by the CRTPO on the Goals and Objectives and MTP process. He said that CRTPO staff is working on the Phase I analysis for the projects in Division 10 and Division 12. The list should be complete within the next week. He

  • anticipated that the TCC would recommend a projects list to the CRTPO in September and the CRTPO would release for public comment on the 18th. Bob said that they would have an exempt projects list and regionally significant projects list by the end of August. FHWA staff offered to review these lists prior to distribution to the agencies. Bernie Yacobucci indicated that the Gaston MPO was now a 3 county MPO (Gaston, Cleveland, and Lincoln). The MPO Board approved the MOU on July 26th. He said the MOU would go to the local jurisdictions next. He noted that the TCC was currently meeting on a projects list for the fiscally constrained plan. He mentioned some concern about the upcoming schedule. MPO staff offered their assistance. MRM Status Martin Kinnamon stated that consultant Bill Allen is continuing work on the trip generation. He stated that Model staff has the new boundary and TAZ structure ready. Phil Conrad asked about transit networks and Martin said he would look into it. He stated that modeling work is scheduled to begin September 1st. There was some discussion about maps for the highway projects. Sarah Familian said that maps have been complete and are ready for distribution. It was noted that CMAQ project lists have been distributed by NCDOT and Eddie confirmed that only pending CMAQ projects are relevant for Transportation Conformity. CONSENSUS PLAN Eddie reviewed the consensus plan. It was noted to add the other 2 counties to the Gaston MPO description on page 11, as well as revise the CO information on page 7. There were no other comments on the Consensus Plan. CONFORMITY PROCESS SCHEDULE (CPS) Eddie reviewed the CPS with the group. NC DAQ indicated that the window for emission factor work included some days during the holiday break. They requested a few additional days to complete this work. It was noted that the base year is 2010 and the design year is 2040. Eddie asked IAC members to follow the schedule and let him know in advance of any anticipated delays. ACTION ITEMS/NEXT STEPS

    CRMPO (Conrad) will draft the meeting minutes (This item is complete). MPOs/RPO

    o Provided a list of regionally significant and exempt projects by the end of August 2013

    FHWA (Dancausse) o Check with NCDOT (Argabright) to see if the 12-18 STIPs for the Cabarrus Rowan

    MPO (Conrad) are available in excel format as well as a pdf format (This item is complete).

    o Update the consensus plan and the conformity process schedule (This item is complete).

    o Review the CMAQ project list and provide comments on the exempt designations o Add the following people to the Metrolina distribution list: Anne Galamb, Jessica

    The MRM team: o (Kinnamon) will send all the MPOs (Conrad/Cook/Yacobucci) the transit information

    o (Kinnamon) will research and provide an answer for the Cabarrus MPO (Conrad) modeling question related to RFATs having a 2035 horizon year (HY) and the NC Metrolina MPOs having a 2040 HY

    o (Kinnamon) will provide mapping to all the MPOs (Conrad/Cook/Yacobucci) showing the differences in the SE data between the previous version of the model compared to the current version

  • process. He has some public meetings scheduled for the end of June in Charlotte, Stallings, and Mooresville. Gaston MPO (Yacobucci) indicated that the TAZ level forecasts were submitted months ago. Most of the staff time recently has been dedicated to the resolution of the MPOs planning boundary. At a minimum, Gaston MPO will extend into Cleveland County to pick up Kings Mountain. MPO staff is revamping the project list to include smaller scope projects. The next MPO meeting will be June 19th. Bob Cook noted that CRTPO will assume that Lincoln County will be in their planning boundary until they hear otherwise. MRM Status FHWA (Dancausse) asked the MRM Modeling Team (Gallup) to give an update on the Metrolina Regional Model (MRM). The model boundary was expanded in Iredell County, the Household Travel Survey is in the final stages, and the External Travel Survey (ESS) is in motion. She stated that the ESS may not be finished in time to incorporate in this version of the model for the MTP updates. She stated that all TAZ level SE data has been submitted. She will be discussing with partners how to interpolate 2015 and 2025. A discussion ensued about project list submittals. Anna noted a subcommittee meeting to discuss the topic. CRMPO (Conrad) noted that the 2015 horizon year has already been set by the TIP and projects may not change very much, except between horizon years. CRMPO (Conrad) asked for a map of projects that are currently coded as LRTP/MTP funded in the MRM. MRM Modeling Team (Familian) is working on the quality control map for those projects. CONSENSUS PLAN FHWA (Dancausse) reviewed the consensus plan with the group noting a previous distribution and review of the plan. He mentioned the following highlights:

    Union County may be the only doughnut area. Only pollutants are CO and Ozone MTIP years are 2012-2018 Emission budgets will be from the proposed 1997 maintenance plan which includes full

    counties except for Iredell Comparison budget year is 2013 Attachment C on page 6 will be provided at a later date Section #8 will be corrected to reflect the proper horizon years for the land use forecasting Under section #19, Derry Schmidt will provide a list of CMAQ projects for the region FHWA (Dancausse) asked for a list of regionally significant and exempt projects from the

    MPOs by mid-August Under section #23, Iredell County should be listed with CRTPO. Gaston MPO counties

    may vary depending on the outcome of their MAB Under section #24, it was confirmed that VMT and speeds would be reported 4 times a day

    from the MRM for MOVES, but the time increments may shift off the half hour. Reference to the updated starts info will be removed from the consensus plan.

  • CONFORMITY PROCESS SCHEDULE (CPS) FHWA (Dancausse) reviewed the CPS with the group and noted key dates for the modeling, MPO actions, NCDAQ work, and internal process for USDOT. All dates seemed reasonable to the group with the process to be complete by May 2014. FHWA (Dancausse) asked for communication on any items that may slip in the schedule as soon as practical. CDOT staff asked for consistency in description of the MPO from MUMPO to CRTPO. ACTION ITEMS/NEXT STEPS

    Review of Regionally Significant (RS) /Exempt (E) Projects and MTP/TIP Comparison

    FHWA (Dancausse) mentioned that all the information needed for the agency review (EPA/FHWA/NCDAQ) has been sent out. Comments are requested by 12/17/13. FHWA (Dancausse) reviewed and provided comments to the MPOs on their projects lists (RS & E projects) prior to them being sent out to the agency partners for their review. The GCLMPO is once again revising their project list and that should be completed by COB 12/9/13. FHWA (Dancausse) will provide the revised project list to the agency partners once received.

    Consensus Plan (CP):

    Provided below are suggested changes to the CP: o Edit to reflect the approval of the Metrolina Area 1997 Ozone Standard Maintenance

    Plan o Edit to reflect that there is no regional emissions analysis (REA) needed for the CO

    standard because of the CO limited maintenance that is in place NCDAQ (Pasley) mentioned that they now have 2012 statewide mix information that was

    not available when the consensus plan was developed. NCDAQ (Pasley) wants to know if the group would like to use the 2012 data instead of the 2011 data. NCDAQ (Pasley) will work with CDOT (Haynes) to review the data and offer their findings to the group for a discussion and decision.

    Conformity Process Schedule (CPS)

    The MRM team needs two addition weeks to complete their work due to delays related to the GCLMPO submission of their project list/GIS layers.

    Cabarrus Rowan MPO o The CRMPO TCC approved the release of the draft CDR when it is ready to go out

    to the public. It is expected that the CRMPO TAC will also approve the release of the draft CDR during its meeting on 1/22/14.

The IC partners confirmed this and referenced the information in the consensus plan (12/6/13) on pages 4 and 7.

    NCDAQ (Pasley) requested the human population for the partial county of Iredell from CDOT (Eldewins)

    o The information needed is the population for each Township in the non-attainment area plus the total population for the county for each horizon year

    FHWA (Dancausse) requested an early draft (by 2/3/14) of the Metrolina Area CDR before it goes out for public/agency review so FHWA (Dancausse) and NCDOT (Hildebrandt) can review it.

I mistyped when I commented and asked in the 3rd to last comment (see attached) U-3311 isnt in the Plan. What I meant to ask about was U-3321 and say it wasnt in the Plan.     January 23, 2014 The Charlotte Regional Transportation Planning Organization (CRTPO), Cabarrus Rowan MPO (CRMPO), Gaston/Cleveland/Lincoln MPO (GCLMPO) and the North Carolina Department of Transportation (NCDOT-representing rural portions of the Metrolina non-attainment area) are proposing the following plan and procedures to conduct a transportation conformity analysis. This plan is being submitted to the interagency consultation partners for soliciting consensus before commencement of a full-scale transportation conformity analysis.     Ozone: For this conformity process the Metrolina ozone non-attainment area designated for the 2008 Ozone Standard consists of 1 whole county and 6 partial counties (Mecklenburg, Union (partial), Gaston (partial), Cabarrus (partial) Rowan (partial), Lincoln (partial-donut) and Iredell (partial-donut). The ozone non-attainment area includes four donut areas (Union, Gaston, Lincoln and Iredell) represented by the NCDOT in cooperation with the Lake Norman Rural Planning Organization (RPO) and the Rocky River RPO.

In accordance with the transportation conformity rule, approval of a maintenance plan removes the requirement to conduct a regional emissions analysis as part of the conformity determination.     8 Hour Ozone Non-attainment Area: Gaston Co. (partial)., Mecklenburg Co., Cabarrus Co. (partial), Rowan Co.(partial), Union Co.(partial), Lincoln (partial), and Iredell Co. (partial)

    8. Land-Use Demographics Projections/Forecast:

    Land-use demographic projections for the region were developed using both a top-down and bottom-up approach.

    An economist was contracted to develop regional and county level population, household, and employment projections for 5-year increments from 2010 to 2050 through a top-down forecasting approach. The economists forecasting model is based on the metropolitan growth of 43 mid-sized US regions and calibrated to trends and capture rates in the Metrolina region over the past 40 years. Refer to the METROLINA REGIONAL DEMOGRAPHIC AND ECONOMIC DATA AND DATA FORECASTS (DRAFT REPORT), December 12, 2012, by Stephen J. Appold, PhD for more detailed information.

    MPO and RPO staff projected population, household, and employment data for 2015, 2025, 2030 and 20350 through a bottom-up forecasting approach. Data inventoried for the base year was used as quantitative inputs to the process of deriving projections. Qualitative inputs to the projections process include future land use plans, building permits data, transportation plans and other capital improvements plans (such as water and sewer extensions and schools construction), and other factors limiting development (such as soils, floodplains, and water supply watershed regulations.) The final qualitative input was planners judgment, meaning the collective knowledge of planning officials and staff about the development patterns and development potential of specific areas within their jurisdictions. Although the top-down approach addresses many factors influencing growth in the region, it does not address change in public policy, the influence of large-scale transportation projects, or natural land constraints. As such, the top-down forecasts were used as a guide when reviewing results from the bottom-up approach but were not used as control totals.

    9. Travel Demand Model: Metrolina Regional Model (MRM) The regional travel demand model is a four-step model developed for a 2-state, 12- county (9 whole, 3 partial) region (refer to Attachment B). The modeling area encompasses 4 MPOs and 1 RPOs. As described previously, a multitude of land use and demographic data was collected as input into the model. Additional data collected includes transit and highway network data as well as multiple travel surveys. Transit data collected includes routes, headways, and travel times.
