Summary

A planning application was submitted to Torfaen County Borough Council (TCBC) to demolish a former public house in order to re develop its underlying ground and curtilage for the erection of five dwellings. As part of the planning process, Glamorgan Gwent Archaeological Trust (GGAT) advised the planning department that the proposed work at the site could likely impact on archaeological resources. As a result TCBC in accordance with the guidance from GGAT, imposed two conditions requiring a WSI.

This document comprises a Grade 11 building recording survey required by one of the imposed conditions.

Introduction

This Grade II building survey has been prepared by Dr Neil Phillips, A.P.A.C. Ltd, in response to a proposed program of works, to redevelop land currently occupied by The Mill Tavern, Public House and associated recreational and parking area NP44 7AE. NGR ST 285 940, fig 01. The proposed construction work will involve demolition of the present building, preparation of the encompassed land and excavation for building foundations, and utilities trenching. It is also possible that the trenching work may impact upon sub-surface features relating to water management structures. The client, Mr C Rabaiotti; having submitted a planning application to Torfaen County Borough Council through his agent, Mr D Prosser; (pl.app.no 11/P/00048), had been advised that the Application was approved subject to conditions, TCBC 11/P/00048 26/06/2012.

The conditions relating to archaeology were:

19: No development to which this condition relates shall commence until an appropriate programme of historic building recording and analysis has been secured, implemented and submitted to the Local Planning Authority in accordance with a written scheme of investigation which has been submitted to and approved in writing by the local planning Authority REASON: As the building is of historic significance, the specified records are required to mitigate impact. 20: No development shall take place until a programme of archaeological work has been secured in accordance with a written scheme of investigation which has been submitted to and approved in writing by the Local planning Authority. The development shall thereafter proceed in accordance with the approved archaeological scheme. REASON: To identify and record any features of archaeological interest discovered during the works, in order to mitigate the impact of works on the archaeological resource.

(ibib.). TCBC had been advised in this application by GGAT TOR0123/CNMA.

Location and description of the evaluation areas The location of the site can be gained from the A4051, Cwmbran–Newport Rd, fig 01. After leaving Cwmbran centre on the A4051, take 2nd left on the first roundabout adjacent to Cwmbran Stadium Complex. Almost immediately, a 2nd exit on a second roundabout leads to Henllys Way. Take the 2nd left onto Cocker Avenue which leads to a ‘T’ junction with Two Locks Rd. At the junction, turn right onto Ton Rd and first left onto Coedeva Mill. The site is a few hundred yards, on the left. The site is disused at present, boarded up and a possible attraction for vandalism.

Brief archaeological and historical background GGAT advised in its communication to TCBC that the first edition Ordnance survey depicts Mill Inn with a Tramway passing close to the south corner of the property, fig 02. In addition, the map shows that Mill Inn was part of a small community of buildings, one of which is listed as a Corn Mill and may give rise to the naming of the present building under discussion.

The map also shows the property as square in structure separated by a boundary or stream from two ‘back to back’ properties to the east. It is worth noting that the Mill has roughly the same area of footprint as the two ‘back to back’ properties combined; less their south east extensions. A map progression does not record much change by the 2nd edition ordnance survey map in 1901 or by 1920 revision fig 03. However, by 1962, fig 04, considerable change has happened in the immediate vicinity. The road has been modified to the west and the tramway removed. The mill appears to have been enlarged with the addition of an extension or outbuilding to the NE. Between the 1971 map and the present there are no 1:2500 Ordnance Survey maps easily available of the area so the last map, fig 05, is a block plan included in a TCBC planning committee document (RG/DS.PLG/P1. 15/11/2011). This map shows that the mill Tavern has been extended quite considerably towards the north east. Extending across the boundary shown in figs 02-04, and replacing the two ‘back to back’ properties. GGAT also advise that a bat survey conducted as part of the condition listed the remains of a hipped roof in existence under the present roof. (TOR0123/CNM0)..

Objectives

The objective of the building survey was to produce a grade II record of the building in its present state prior to any work being undertaken. The record consists of annotated photographs, and phased plans.

Methodology

The building survey followed the methodology defined in 5.2, Understanding Historic Buildings; A Guide to Good Recording Practice (English Heritage 2006). The methodology employed was also guided by the Standards and Guidance for the Archaeological Investigation and Recording of Standing Buildings or Structures (IFA 1996, revised ed 2001). The photographic record of the property, BS/CML/12, includes general views of the exterior, the overall appearance of principle structure and circulation areas, external and internal detail relevant to the property’s design and development. It was decided during the survey and after discussion with N Maylan (GGAT) that the survey could be confined to the pre 1964 (earlier phase) structures where possible. Existing floor plans and elevations of the outbuilding, Fig 06, were provided by the client’s architect Mr M Otten of MO, Professional Building Services. Some base measurements were made internally with a Leica Disto and used to annotate the supplied plans. The adapted plans were re drawn in Cad and provided in fig 06. The photographic survey was conducted using a Sony Cybershot F828 digital cameras mounted on a tripod. Simple phasing was undertaken based on observable, constructional anomalies. This report also comprises a written element as defined in 4.5 Understanding Historic Buildings; A Guide to Good Recording Practice (English Heritage 2006).

Data Presentation

Data referred to within the text is included in the appendices under Figures, and Plates. Figures are given in appendix I and provide relevant plans and maps etc. The Plates in Appendix II are the photographs taken as part of the survey and included as annotated data records. Appendix III presents, in spreadsheet format, details of all the photographs, including those not used in the text. Photographs used in the text are listed with P numbers in the right column. A contact sheet is also provided and the

full set of photographs is included in an archive disc. Appendix IV contact sheets.

General description (fig 06 throughout)

Outwardly, the main building consists of a two storey stone built property with a gable roof on to which has been added some single storey, flat roofed extensions to the north east and south Plates 01 & 02. The flat roofed extensions are modern consisting of toilet blocks, storage and pump rooms and will not be discussed. The front elevation (north east) has 10 matching windows and the whole building is rendered and painted a creamy yellow. Closer inspection however reveals differing builds along the main axis of the main building. Plates 01 & 03 show a difference in build across the front elevation and this can be dated to post 1960s by reference to figs 02-04. The front elevation also has a change of alignment about half way down the frontage of the original building; (north west corner), which turns the wall by some 3º, unfortunately, difficult to capture on photograph. The change can be seen reflected in the paving along the frontage with the kink being shown in plate 03 adjacent with the furthest down pipe from the guttering. Other points worth noting can be seen on the south west gable end, Plate 04:

The difference in pitch, each side of the roof ridge, is particularly evident. There is a blocked opening at 1st floor height, right of the window. There is an upper external, apparent chimney stack with a lower roof ridge. There are no chimney stacks.

Internal detail:

Starting on the ground floor access at the time of survey was through the modern extension to the east gable end, Plate 02, through a series of utility rooms into the main lounge area, Plate 05. This room, as can be seen still retains the bar, pumps, optics and some furnishings but is a completely modern build and so of no real interest to the building survey. The focus of the survey, the building recorded on the 19th century Ordnance Survey maps, can be glimpsed behind the modern bar in Plate 06. The two openings give access to the older building through what would have been the eastern gable end. The blackboard and shelving is attached to what would have been the original external face. The opening behind the lounge bar in Plate 06 leads to the bar area in the older part of the building. Plate 07 shows the modern bar built against the internal east gable end of the original building. Plates 08 & 09 show that the existing room is a large open space devoid of any interesting fixtures or features that relate to its earlier past with the exception of two rather imposing stone pillars supporting what sounds like a false beam. However relating the position of the pillars to structures on the 1st floor and the attic, as will be seen below, provides an all together important roll for the pillars. On the south wall of the original building; glimpsed in Plate 07, is one doorway which leads out to the toilet blocks. Plate 10 shows the exit of the door way into a corridor to the gent’s toilet. The right wall is the photograph would have been the original external southern elevation. Returning to Plate 09, at the back of the room is narrow, 660mm wide doorway which leads to a very small cupboard, only 930mm wide. At approximately head height, the room is bridged by an enclosed vent, Plate 11 leading to the outside where the exit plate can be seen in Plate 04 as a brown square shutter to the right of the window. Worth noting are:

The 21° chamfer of the 680mm thick wall to provide for the narrow doorway. The inner wall is thicker than the existing outer gable end by some 220mm Inside the vent and within the wall, can be seen part of a smoke stained vertical brick lined void.

In the western corner of the room is another door which leads to a small hall, the outside door and the foot of the stairwell. The space was too confined to take a worth wile photograph. The stair case is shown in plate 13, leading to a split flight to the main building and a straight flight to a small cupboard. The small cupboard is 900mm wide and situated above the narrow cupboard on the ground floor, described above. Plate 13 shows how the split flight of the stairs relates to the 1st floor with a small landing area. Leading directly away from the landing is a passageway straight down the centre of the first floor to the new extension building marked by the fire door; centre photograph, Plate 14. The wall on the left is stone, some 530mm and with only one opening along its length. It also sits directly on top of the two stone pillars mentioned above in the description of the ground floor room. The wall on the right is plasterboard. Of particular interest are the two principle roof rafters shown running from stone wall (centre of the present building) towards the south east where one of them can be seen returning to the south east elevation in Plate 15. Plate 15 also shows a feature on the back wall; the original east gable, which would tend to suggest a blocked over fire place. There is also a small kitchen area on this side of the 1st floor but it was too small to photograph in any informative way although the ceiling does show the continuation of the ceiling pitch, Plate 16. The northern side of the 1st floor has three rooms. The most eastern room is shown in Plates 17 & 18. Plate 17 shows the non symmetrical ceiling running from the higher northern elevation to the lower central wall. Plate 18 shows the continuation of the ceiling on the west side and also shows the position of an alcove in the central wall, marked by the pile of rubbish. The central room is shown in Plate 19 with the plasterboard wall and opening to the western most room, centre picture. Of note is the continuation of the non symmetrical ceiling profile. Another feature of the room worth noting can be seen in plate 20 where a straight edge has been placed against the northern wall to illustrate the kink in the wall mentioned in the external description above. The final room of the 1st floor is the small room at the west end which is separated from the centre room by a plaster board partition. This room is as narrow as the cupboard at the top of the stairs and therefore difficult to photograph. However, it is worth noting the ceiling profile which differs from the rest of the northern wall, Plate 21. There are two access hatches to the attic, one above the stairwell and one above the hall of the modern extension. Plate 22 shows the view south west from the modern access hatch. It shows the modern rafters with a steeper pitch to the north than the south and a strut support across the latter. In the background is a whitewashed wall in the position of the gable end of the original house. Plate 23 was taken from the access hatch above the stairwell and shows the present west gable end of brick construction. Plate 24 is the view of the attack space looking north east. In the background is the inside of the wall that stands at the position of the original gable end. To the left of the picture are the surviving rafters of the hip roof that used to stand above the northern part of the building. In contrast, Plate 25 shows the original rafters of the hip roof that stood over the southern half of the building. One of the original principle rafters with a curved tie beam is shown in Plate 26.

The last photograph of the survey, Plate 27, shows a rectangular, smoke blackened, brick shaft which according to the plans and verified by measurements taken during the survey, stands above the smoke blackened shaft noted in the east corner of the ground floor room. This would appear to be a partially surviving chimney for the eastern part of the house.

Phasing

It is quite difficult to phase the original building as there is very little detail left other than the shell and a dividing wall on both the ground and 1st floors. The roof space is probably the most informative but also the most difficult to access. The detail from the ground floor would suggest that the original building had a central dividing wall splitting the 7.6m long floor space into two separate areas 3.8m and 2.8m wide. There is evidence for a fireplace in the southern east gable end but no staircase. At some point, a 2nd phase of building added an extra 1.39m to the east gable allowing for a stair case to be added. At this point, the gable end fireplace became internal and was possibly decommissioned as the stack between the ground floor ceiling and the attic was removed. It is probable that this was done during the remodelling of the 1st floor to accommodate the new staircase. The second floor sheds no new insight into the phasing but does confirm the separation of the two halves of the house by the continuation of the central wall. In the attic are the clear remains of a ‘M’ shaped, (Brunskill 2000, 78) hipped roof which utilises the central wall. Both the east and west gable ends have been added in brick to create the present gable roof.
