RWF MINUTES MINUTES OF THE QUARTERLY WTA MEETING HELD WITH REPRESENTATIVES OF RWF ON 07.01.10 IN RAIL BHAWAN, NEW DELHI FOR PLANNING THE REQUIREMENT OF WTA ITEMS FOR THE QUARTER JANUARY–MARCH, 2010.

EDRS(P) began the meeting by wishing all the representatives of Railways, PUs, RWF and SAIL/DSP a very happy new year-2010. He informed that RWF has surpassed wheel targets & target for supply of wheelsets have been met to a large extent. RWF had supplied 984 Loco axles against the planning of 2725 axles in the 3rd quarter. A total of 1421 BG coaching axles were supplied by RWF against the planning of 3020 nos. He stated that though it would be desirable to utilise the full production capacity of RWF, it would be beneficial if the same is oriented towards the current requirement of user Railways. He stated that as Wagon builders have sufficient stock of 26,400 wheelsets in their inventory, only 1198 nos. wheelsets had been despatched for BLC wagons to CONCOR. The spare capacity of RWF could be utilised for manufacture of loose axles for the Railways.

He requested RWF to expedite the development and production of EMU wheels

and BG Loco wheels in order to curtail imports. He requested RWF to indicate the status of trials / tests of Loco Wheels so that further orders could be placed. He expressed disappointment at the performance of DSP during the last quarter and stated that they were unable to fulfil the commitments made by them at the beginning of the year. Even for their main product i.e. BG Coaching wheels for which they have been seeking more and more orders from Railway Board, only 13174 nos. were supplied as against a planned quantity of 16,305nos. in last three quarters and for axles the supply was 3962 nos. against planning of 7268 nos. He impressed upon DSP to adhere to the targets in order to avoid putting burden on RWF and disturbing their production programme.

He apprised the Railways and Production Units of the supply position of the

under mentioned 3 critical items :- a) EMU wheels – 3 orders have been placed for supply of 12,347 nos. Of these

2046 nos. have been inspected. Material is expected to reach in 2nd week of Feb.,2010.

b) Metro wheels – Of the 520 nos. which have been received, 120 nos. have been supplied to ICF and the balance 400 nos. have been supplied to Kolkata Metro.

c) Axles – An order for 8000 nos. has been placed on M/s Jinan, China. Full quantity has been inspected and about 6000 nos. have been despatched.

AM(PU) – Complimented RWF on wheel & Axle front especially on the production of axles inspite of their production line being shut for 1.5 to 2 months. He stated that there has been a build up of inventory of wheelsets both at RWF and at Wagon builders site due to some mismatch in the production partly attributable to design changes, non-

availability of steel and low offtake by the industry. Board undertook corrective steps by modifying the Production Programme by reducing the wheelset target from 73,100 nos. to 60,500 nos. to match the pace of wagon builders. At the same time loose wheels target was raised from 53,800 nos. to 65,000 nos. due to DSP failing in their supplies. Regarding Axles, there was some shortfall due to shoddy performance of DSP and due to failure of MSF/Ischapore and the imports not materialising in time. He expressed hope that that the situation would be brought under control soon. Besides this AM(PU) has requested RWF to meet the small requirement of Railway workshops directly. He also requested RWF to supply some 200-300 rough & rejected wheels to Chapra wheel plant in order to enable them to test some of their machines which had already been installed there. He sought reasons for the long delay by DSP in the development of LHB, EMU and other specialised wheels. AM(RS) - stated that Railways is facing a paradoxical situation. While there was excess capcity, excess production, low requirement on one hand, on the other hand imports had to be resorted to for certain items. He took to task DSP for having failed miserably in the production of WTA items w.r.t. their commitments. As against a capacity of 80000 wheels only 28000 nos. have been supplied by DSP. Similary as against a target of 6,644 axles only 4533 nos. have been supplied. He urged DSP to step up their efforts for manufacture of specialized wheels like LHB, ABB, GM Loco and EMU so that imports could be minimized and also enabling them to survive in a competitive environment especially with Chapra wheel plant coming up fast. He complimented RWF for not only achieving but having exceeded the laid down targets. However the slow pace of wagon production and the high rate of production of BOX ‘N’ wheelsets had resulted in an inventory of about 26,400 wheelsets with the wagon builders. AM(RS) concluded by stating that allocations need to be made on the basis of realistic projections given by DSP at the beginning of the year and the balance quantity should be allocated to RWF. CME/RWF - CME/RWF began by summing up their performance for the first three quarters. Against a cumulative target of 1,42,774 wheels, RWF manufactured 1,45,125 wheels. Regarding axles against a target of 55,371 units, a little over 60,000 units were manufactured. Similarly against a target of 44,368 wheelsets, 44,609 wheelsets were produced. Regarding the shortage of loose axles being faced by the Railways, he informed that RWF could manufacture about 5500 loose axles per quarter. He however requested Railways and PUs to accept the loose axles in a ‘station one’ condition i.e. rough machined as one of the axles production lines had been uprooted and the new machines were awaiting installation. He stated that RWF had an excess inventory of 20,000 BOX’N wheels and 5000 Coaching wheels and sought assistance from Railway Board to liquidate inventory of there items. COS/RWF – Informed that RWF is facing great difficulty in managing the excess inventory of wheelsets. He cited problem being faced by RWF in obtaining HM Scrap from the Railways. Some of the Railways were sending LMS to RWF without an order eg. SWR had sent 6000 tonnes of LM Scrap. He informed that HMS stock was running

extremely low whereas LMS is available for more than 200 days. Without HMS, LMS is of no use and production would be adversely affected if HMS is not made available. COS/RWF stated that CMM/BI, who is the interface between the wagon builders and RWF gives the consignee-wise allocation to RWF only at the fag end, resulting in lot of problem in working out the despatch logistics. COS/RWF also brought to notice of Board the delay in revision of scrap rates by some of the Railways. GM/DSP – Shri Anil Dhawan introduced himself and requested his colleague, Dy.GM(Incharge), Wheel & Axle Plant to apprise about DSP’s performance. He stated that although their plant was built primarily for BG Coaching wheels but SAIL/DSP had given priority to BG Loco wheels as per the Railway’s requirement. He stated that they had a stock of 931 nos. BG Coaching wheels and 500 nos. BG Loco wheels. 765 Loco wheels in 12 batches are awaiting RDSO clearance in Ultrasonic Testing stage. He informed that the rate of rejection on account of UT was on the higher side due to the norms stipulated by RDSO. Investigation into the high rate of rejection revealed that problem was due to the bottom pouring refractories. Thus new refractories have been obtained and consequently the rate of rejection has come down to 1.4%. He exuded confidence to supply the full requirement of Railways for BG Coaching wheels, BG coaching axles and Axle forgings. He also informed that SAIL/DSP would be able to supply 8000 BG Loco wheels over and above the quantity under dispute (RDSO rejection) in the 4th quarter. The position regarding supplies made by RWF during the previous quarter i.e. October - December, 2009 was discussed. The same is tabulated as under:-

DSP MINUTES MINUTES OF THE QUARTERLY WTA MEETING HELD WITH REPRESENTATIVES OF DSP ON 07.01.10 IN RAIL BHAWAN, NEW DELHI FOR PLANNING THE REQUIREMENT OF WTA ITEMS FOR THE QUARTER JANUARY – MARCH, 2010.

EDRS(P) began the meeting by wishing all the representatives of Railways, PUs, RWF and SAIL/DSP a very happy new year-2010. He informed that RWF has surpassed wheel targets & target for supply of wheelsets have been met to a large extent. RWF had supplied 984 Loco axles against the planning of 2725 axles in the 3rd quarter. A total of 1421 BG coaching axles were supplied by RWF against the planning of 3020 nos. He stated that though it would be desirable to utilise the full production capacity of RWF, it would be beneficial if the same is oriented towards the current requirement of user Railways. He stated that as Wagon builders have sufficient stock of 26,400 wheelsets in their inventory, only 1198 nos. wheelsets had been despatched for BLC wagons to CONCOR. The spare capacity of RWF could be utilised for manufacture of loose axles for the Railways.

He requested RWF to expedite the development and production of EMU wheels

and BG Loco wheels in order to curtail imports. He requested RWF to indicate the status of trials / tests of Loco Wheels so that further orders could be placed. He expressed disappointment at the performance of DSP during the last quarter and stated that they were unable to fulfil the commitments made by them at the beginning of the year. Even for their main product i.e. BG Coaching wheels for which they have been seeking more and more orders from Railway Board, only 13174 nos. were supplied as against a planned quantity of 16,305nos. in last three quarters and for axles the supply was 3962 nos. against planning of 7268 nos. He impressed upon DSP to adhere to the targets in order to avoid putting burden on RWF and disturbing their production programme.

He apprised the Railways and Production Units of the supply position of the

under mentioned 3 critical items :- d) EMU wheels – 3 orders have been placed for supply of 12,347 nos. Of these

2046 nos. have been inspected. Material is expected to reach in 2nd week of Feb.,2010.

e) Metro wheels – Of the 520 nos. which have been received, 120 nos. have been supplied to ICF and the balance 400 nos. have been supplied to Kolkata Metro.

f) Axles – An order for 8000 nos. has been placed on M/s Jinan, China. Full quantity has been inspected and about 6000 nos. have been despatched.

AM(PU) – Complimented RWF on wheel & Axle front especially on the production of axles inspite of their production line being shut for 1.5 to 2 months. He stated that there has been a build up of inventory of wheelsets both at RWF and at Wagon builders site due to some mismatch in the production partly attributable to design changes, non-availability of steel and low offtake by the industry. Board undertook corrective steps by modifying the Production Programme by reducing the wheelset target from 73,100 nos.

to 60,500 nos. to match the pace of wagon builders. At the same time loose wheels target was raised from 53,800 nos. to 65,000 nos. due to DSP failing in their supplies. Regarding Axles, there was some shortfall due to shoddy performance of DSP and due to failure of MSF/Ischapore and the imports not materialising in time. He expressed hope that that the situation would be brought under control soon. Besides this AM(PU) has requested RWF to meet the small requirement of Railway workshops directly. He also requested RWF to supply some 200-300 rough & rejected wheels to Chapra wheel plant in order to enable them to test some of their machines which had already been installed there. He sought reasons for the long delay by DSP in the development of LHB, EMU and other specialised wheels. AM(RS) - stated that Railways is facing a paradoxical situation. While there was excess capcity, excess production, low requirement on one hand, on the other hand imports had to be resorted to for certain items. He took to task DSP for having failed miserably in the production of WTA items w.r.t. their commitments. As against a capacity of 80000 wheels only 28000 nos. have been supplied by DSP. Similary as against a target of 6,644 axles only 4533 nos. have been supplied. He urged DSP to step up their efforts for manufacture of specialized wheels like LHB, ABB, GM Loco and EMU so that imports could be minimized and also enabling them to survive in a competitive environment especially with Chapra wheel plant coming up fast. He complimented RWF for not only achieving but having exceeded the laid down targets. However the slow pace of wagon production and the high rate of production of BOX ‘N’ wheelsets had resulted in an inventory of about 26,400 wheelsets with the wagon builders. AM(RS) concluded by stating that allocations need to be made on the basis of realistic projections given by DSP at the beginning of the year and the balance quantity should be allocated to RWF. CME/RWF - CME/RWF began by summing up their performance for the first three quarters. Against a cumulative target of 1,42,774 wheels, RWF manufactured 1,45,125 wheels. Regarding axles against a target of 55,371 units, a little over 60,000 units were manufactured. Similarly against a target of 44,368 wheelsets, 44,609 wheelsets were produced. Regarding the shortage of loose axles being faced by the Railways, he informed that RWF could manufacture about 5500 loose axles per quarter. He however requested Railways and PUs to accept the loose axles in a ‘station one’ condition i.e. rough machined as one of the axles production lines had been uprooted and the new machines were awaiting installation. He stated that RWF had an excess inventory of 20,000 BOX’N wheels and 5000 Coaching wheels and sought assistance from Railway Board to liquidate inventory of there items. COS/RWF – Informed that RWF is facing great difficulty in managing the excess inventory of wheelsets. He cited problem being faced by RWF in obtaining HM Scrap from the Railways. Some of the Railways were sending LMS to RWF without an order eg. SWR had sent 6000 tonnes of LM Scrap. He informed that HMS stock was running extremely low whereas LMS is available for more than 200 days. Without HMS, LMS is of no use and production would be adversely affected if HMS is not made available.

COS/RWF stated that CMM/BI, who is the interface between the wagon builders and RWF gives the consignee-wise allocation to RWF only at the fag end, resulting in lot of problem in working out the despatch logistics. COS/RWF also brought to notice of Board the delay in revision of scrap rates by some of the Railways. GM/DSP – Shri Anil Dhawan introduced himself and requested his colleague, Dy.GM(Incharge), Wheel & Axle Plant to apprise about DSP’s performance. He stated that although their plant was built primarily for BG Coaching wheels but SAIL/DSP had given priority to BG Loco wheels as per the Railway’s requirement. He stated that they had a stock of 931 nos. BG Coaching wheels and 500 nos. BG Loco wheels. 765 Loco wheels in 12 batches are awaiting RDSO clearance in Ultrasonic Testing stage. He informed that the rate of rejection on account of UT was on the higher side due to the norms stipulated by RDSO. Investigation into the high rate of rejection revealed that problem was due to the bottom pouring refractories. Thus new refractories have been obtained and consequently the rate of rejection has come down to 1.4%. He exuded confidence to supply the full requirement of Railways for BG Coaching wheels, BG coaching axles and Axle forgings. He also informed that SAIL/DSP would be able to supply 8000 BG Loco wheels over and above the quantity under dispute (RDSO rejection) in the 4th quarter. The position regarding supplies made by DSP during the previous quarter i.e. October - December, 2009 was discussed. The same is tabulated as under:-
