COMMUNICATIONS

To North Central Presbytery, in session at the Union North Cumberland Presbyterian Church, Fairfield IL, on October 12 and 13, 2018, the

Commissioners to the 188th General Assembly of the Cumberland Presbyterian Church submit the following report:

The 188th meeting of the General Assembly of the Cumberland Presbyterian Church was held in Norman, Oklahoma, on June 18-21, 2018.

The Commissioners elected to represent North Central Presbytery at the meeting were Rev. Lisa Scott, Rev. Ralph Blevins, Elder Victory

Moore, Elder Roy Shanks, and Youth Advisory Delegate Colten Lash. Rev. Lisa Scott, Roy Shanks, and Colten Lash were assigned to the

Judiciary Committee; Victory Moore was assigned to the Committee on Chaplains and the Historical Foundation; and, Rev. Ralph Blevins was

assigned to the Committee on Theology and Social Concerns and the Unification Task Force.

North Central Presbytery, at its April 2018 meeting, endorsed Rev. Lisa Scott for Moderator of the 188th General Assembly. Rev. Ralph

Blevins made the nomination speech and shared with the Commissioners the many accomplishments and qualifications of Rev. Scott. Rev.

Dr. Jay Earheart-Brown’s name was also placed in nomination for Moderator and he was ultimately elected to the position, though the vote

was very close. Lisa would like to express her gratitude to North Central Presbytery for the honor bestowed upon her, for the support given

her, and for the prayers lifted on her behalf: she felt the Lord’s presence with her throughout the week of General Assembly.

Rev. Scott served as the Vice-Moderator of the 187th General Assembly and, just prior to the opening of the 188th General Assembly, she

represented the Church at a celebration of the 200th Anniversary of the Cumberland Presbyterian Church’s ministry with the Choctaw

Nation. On June 16, she went to Choctaw Presbytery’s Open House at Camp Israel Folsom where she attended a session on Choctaw

hymns, watched traditional dances, enjoyed fabulous food, and caught up with friends from Choctaw Presbytery. On Sunday morning, she

attended worship at Round Lake CPC, a church about 90 minutes south/southeast of Norman. It is a picturesque one-room church with

open doors and windows, and a simplicity that speaks of God’s holiness. That Sunday was Father’s Day and Reverend Hannah Bryan gave

the most memorable sermon of the whole week, talking about the Father’s consistent and hopeful love for his wayward sons and

daughters.

Memphis Theological Seminary, Bethel University, the Women’s Ministry Regional Council, the CPCA National Missionary Society, the CP

Women’s Ministry, the Discipleship Ministry Team, and the CP Children’s Home all hosted luncheons or dinners at which they reported on

their accomplishments over the last year and shared their plans for the year ahead. The CPCA Women’s Missionary luncheon was a

celebration of their fundraising success through which they have raised thousands of dollars in scholarship monies. At the MTS/PAS meal,

the life and ministry of the late Rev. Dale Gentry was celebrated. Rev. Gentry pastored 6-8 churches at the same time, preaching for two

congregations on Sunday morning and a third on Sunday night. In his memory, Rev. Gentry’s family is establishing a PAS scholarship, with

the funds being used to support those seeking to be rural pastors. The announcement was also made that Rev. Dr. Jay Earheart-Brown is

stepping down on September 1, after over 13 years of serving as the President of MTS. Bethel University shared some exciting news: an

anonymous donor, who has a heart for pastors and for the spread of the gospel, has made a commitment to pay $1,000 per month in salary

support to every student for the ordained ministry who receives/completes their ministerial education at Bethel and MTS, and then pastors

in a local CP Church following ordination. The donor will provide this support for 5 years per graduate and for up to 50 graduates at a time -

a potential donation of $50,000 per month. The CP Children’s Home continues to serve children in crisis, and the children’s families,

through counseling, training, and on-going support. The Children’s Home is always in need of work teams.

On Monday afternoon, a celebration and reception was held for the 200th anniversary of ministry between the Cumberland Presbyterian

Church and the Choctaw Nation. The worship service opened with music from a Native American flutist, playing a handmade cedar flute.

Songs were sung in both English and Choctaw, with children signing during one song in both American and Choctaw sign language. A

member of the Choctaw Nation read the book, “Crossing Bok Chitto”, which tells the beautiful story of a Choctaw girl and a young black

slave boy who became friends after his family rescued her, and then her family later rescued his family. Chief Gary Batton, the 47 th Chief of

the Choctaw Nation, brought the message and encouraged every person present to walk in faith, to forgive, to show love, and to extend

grace. At the end of the service, the congregation was invited to join in a Round Dance Friendship Song, and then to participate in cultural

heritage demonstrations, including bead-making, basketry, pottery, and Choctaw hymns and dances.

The committees began their work on Tuesday morning. The Judiciary Committee was given three important tasks. The first was to discern

how congregations outside the USA can adhere to the spirit of the CP Constitution and Rules of Discipline while also working within the

cultural, political, and legal restrictions of their home countries. The CP Church is now working in 17 countries and the laws of some

countries do not allow for congregations to own property, to practice church discipline in the manner outlined in the Confession of Faith,

etc. The second task was to reiterate the requirement for congregations to obtain presbyterial approval before transferring, purchasing, or

mortgaging property, without making the presbyteries guarantors. The Constitution states that all church property is held in trust for the

Cumberland Presbyterian Church, and experience has reinforced the need for presbyteries to approve congregational decisions regarding

church property. The third task was to update the language of the Constitution to more clearly state that the General Assembly keeps

watch over, but does not oversee, the affairs of the whole church. This wording change is to help clarify liability. The recommendations

made by the Judiciary Committee were approved by the General Assembly.

The Committee on Theological and Social Concerns and the Unification Task Force was given a lot of work to do and very little time in which

to accomplish it. Most of the Committee’s time was spent discussing two resolutions which were made from the floor: one presented by

Rev. Ron McMillan from West Tennessee Presbytery and the other presented by Rev. Chris Warren from Murfreesboro Presbytery. Both of

these resolutions dealt with the Denomination’s stance on human sexuality, and the Committee heard extensively from both parties

concerning their resolutions. While the spirit of Rev. McMillan’s resolution sought to essentially “draw a line in the sand” on biblically-

prohibited sexual behavior, many believed that our current doctrinal statement already did much the same thing. Rev. Warren’s resolution

presented the opposite position, stating in part that all Cumberland Presbyterians do not agree on what the Bible says about human

sexuality and even biblical scholars can’t agree on inclusive sexuality. Rev. McMillian’s resolution would have required constitutional

changes that the Committee was not empowered to make, and the Committee felt it did not have the time it needed, nor all of the

resources it needed, in order to prepare a comprehensive recommendation in response to the resolution. After much discussion, the

Committee recommended that both resolutions be denied and that the General Assembly’s Permanent Judiciary Committee, the Unified

Committee on Theology and Social Concerns, and the Ministry Council work jointly to develop a position statement on issues of human

sexuality and present their position statement to the 189th General Assembly for its consideration. There was much spirited and heartfelt

debate on the floor of the General Assembly, on both resolutions and on the Committee’s recommendations, but the Committee’s

recommendations were ultimately adopted. This issue is of vital importance to the Cumberland Presbyterian Church and the Church needs

to devote itself to earnest prayer for the Holy Spirit to speak, for the Church to listen, and for God’s will to be done. The Committee also

met with members of the CPCA concerning unification and heard some of their concerns as we move forward. While there are concerns on

both sides, there is a feeling that most are in favor of unification, that the process seems to be on track, and that a vote on unification will

be held at the joint meeting is 2019.

On Wednesday, Rev. Scott had the privilege of preaching at the CPWM Convention’s worship service. The theme/title was “Send Me” and

the text was Isaiah 6:1-13.

Various ministries and agencies of the CPC and CPCA, as well as the Oklahoma churches, provided display tables and shared upcoming

events, church history, services, ministry opportunities, and local crafts. The Missions Ministry Team will be sponsoring a School of Missions

course in 2019 that will include books, projects, interaction via internet, and intensive studies. Intensive classes will be held in Cali,

Colombia, South America in April and another intensive class will be conducted in early Fall 2019. There is also a group of Cumberland

Presbyterians who are offering a focused prayer approach for revival in the Cumberland Presbyterian Church. It is called “The Ezekiel Prayer

Project” and asks the question, “What might happen if we all prayed daily for our church?” For further information, contact Rev. Dr. Tom

We would like to express our gratitude to North Central Presbytery for allowing us to represent the Presbytery at General Assembly. We

had a great week of worship, fellowship, learning, work, and reunion with our brothers and sisters in the CP Church. Chief Batton of the

Choctaw Nation said the Choctaw language does not have a word for “Goodbye.” The Choctaw use a phrase that means “Until we see you

again” and that’s how we felt as we left our General Assembly to return home – until we see you again.

Commission to Ordain and Install Durant Axton

To North Central Presbytery Meeting on Oct. 12-13, 2018.

The commission to ordain Licentiate Durant Axton consisting of, Rev. James C. Messer & Rev. Kevin Small, Elders Dean McReynolds, Terry

Titus, and Adam McReynolds.

A service to ordain and install was held at the Mt. Olivet Church on July 15, 2018 at 3:00 p.m. Central time.

The commission of Presbytery along with the congregation of Mt. Olivet church did come together for worship and the appropriate

questions of ordination and installation of Licentiate Durant Axton. The questions of support of Rev. Axton were asked of the congregation.

Laying on of hands and prayers were offered for both Rev. Axton and the Mt. Olivet congregation.

REPORT OF THE BOARD OF CONGREGATIONAL AND PASTORAL CARE

To North Central Presbytery in session with Union North Cumberland Presbyterian Church in Fairfield, Illinois on October 12-13, 2018, the

Board of Pastoral and Congregational Care submits the following report:

The Board of Pastoral and Congregational Care (BPCC) met at 9:15 a.m., on Saturday, August 25, 2018 in the regular board meeting at

Willow Creek Cumberland Presbyterian Church, Martinsville, Illinois.

A quorum was declared and the meeting was opened with prayer by Norma Moreland.

Members present: Stephen Hughes, Norma Moreland, Karen Tolen, and Reverend Lisa Scott.

Member absent: Reverend Jesse Thornton.

The Board reviewed the agenda, mindful that time constraints might limit which items were discussed at this meeting.

The Board approved the August 11, 2018 meeting minutes for the called meeting which was also held at Willow Creek Cumberland

Presbyterian Church.

Reverend Scott agreed to continue as Secretary. Stephen Hughes was Board Chair Pro-Temp

The budget submission for 2019 was approved at $13,050.

Communications: The Board received a thank you letter from Kim and Steve Wheeler who received mission trip assistance funds. They

made a trip to Kampala, Uganda to help Kenneth and Delight Hopson in their mission work. The Board Secretary will contact them about

making a presentation at an upcoming meeting of North Central Presbytery.

Moderator Reports:

The Board received Moderator Reports from the following congregations:

Campground, Casey, Christ, Good Prospect, Grace, Pleasant Grove, Shiloh, and Shinar.

Moderator Reports were not received for the following congregations: Burnt Prairie, Faith, Fullerton, Georgetown, Knight, Lebanon, Mt.

Gilead, Mt. Olivet, Spring Hill or United.

The Reverend Gail Allen Presbyterial (Shepherding) Pastor submitted his report on congregational visits and ministry. He filled the pulpit at

Bethany (5), New Hope (2), Mt. Gilead (2), Georgetown (1), Fullerton (1) and Casey (1). He visited four congregations: Good Prospect,

Fullerton, Mt. Gilead and Campground. He served Communion at Bethany and Fullerton and baptized one individual during this reporting

period. He recently accepted the full-time Interim Pastor position at Bethany CP Church. He is also active in other local ministries. At this

time, he believes he can continue as the Shepherding Pastor but will advise the Board should it become too much.

The Board received separate written communication from the Bethany CP Church and the Reverend Stephen Guarneros asking that the

pastoral relationship be dissolved, effective July 17, 2018. Reverend Guarneros also asked that his letter be transferred to the Stated Clerk

of Cumberland Presbytery. The Board noted that a Moderator will need to be appointed and will nominate The Reverend Gail Allen to fill

that position.

Recommendation #1: That the pastoral relationship between Bethany Cumberland Presbyterian Church and the Reverend Stephen

Guarneros be dissolved, and that the letter for Reverend Guarneros be sent to Cumberland Presbytery.

Recommendation #2: That the Reverend Gail Allen be appointed Moderator of Bethany Cumberland Presbyterian Church.

Meeting with New Hope Cumberland Presbyterian Church Session:

The Board met with the Session of New Hope in response to a request for assistance that was made by Moderator the Reverend Ralph

Blevins on July 14, 2018. In Reverend Blevins estimation the New Hope Session is not functioning as a healthy session but is fraught with

interpersonal conflict. After speaking with Reverend Blevins at the called meeting, the Board invited the New Hope Session to appear before

the Board on Saturday, August 25, 2018 or at a time convenient to all members of the session. The Session met with Elders Bob Boyd, John

Curtis and Roy Shanks, together and then separately at the Board meeting. The Board also spoke with Licentiate Kevin Jenkins, West

Tennessee Presbytery, who had been hired as stated supply for New Hope. He shared his perspective on New Hope and its Session.

The Board noted the candor and sincerity of each person who spoke with the Board. Each member of the New Hope Session feels he is

representing the interests of the congregation. We expressed thanks to Kevin Jenkins for his insights and plans to provide the congregation

with instruction on the Confession of Faith. With that said, before the Board recommends specific action to North Central Presbytery

members of the Board visit will the congregation on a Sunday before the Fall 2018 meeting of North Central Presbytery. The Board

Secretary will coordinate with the New Hope CPC Moderator on date and time of the planned visit.

The Board received a complaint dated, July 14, 2018 from a member of New Hope Cumberland Presbyterian Church, asking for an

investigation of an elder on the New Hope Session. The complaint raised questions of whether the New Hope CPC Safe Sanctuary Policy was

violated and whether the named elder is competent to serve on the New Hope CPC Session. In reading the complaint the Board was

concerned that the safe sanctuary policy had been violated. At the August 11, 2018 meeting of the Board they felt it would be appropriate

to recommend to North Central establishment of a commission comprised of members of the Board of Pastoral and Congregational Care

and the Board of Judiciary and Session Records, to investigate the violation of the safe sanctuary policy. Both the person who initiated the

complaint and the Session were advised of this planned recommendation by letter. Appearing before the Board on August 25, 2018 the

person who initiated the complaint made it clear to the Board that the complaint is about the competency of the elder. The Board feels

both matters need to be addressed, that is, the possible violation of New Hope CPC Safe Sanctuary Policy and the competency of the elder.

Under its authority “to oversee congregations without CP ordained ministers and to appoint moderators of such sessions,” (North Central

Presbytery Digest of Policies, The Board of Pastoral and Congregational Care, #2) the Board of Pastoral and Congregational Care will begin a

preliminary investigation at New Hope CPC. Findings will be turned over to the commission, if established.

Recommendation #3: That a commission, consisting of members of the Board of Pastoral and Congregational Care and the Board of

Judiciary and Session Records be established to investigate the alleged violation of the New Hope CPC Safe Sanctuary Policy and to

investigate the allegations made in the church member’s complaint. The Commission is to report its findings, recommendations and

actions to the North Central Presbytery at its earliest opportunity but no later than the Spring 2019 meeting of North Central Presbytery.

Recognition of Retired Ministers: The Board reviewed the list of Retired Ministers for the Time of Recognition at Fall Presbytery. The

Reverend Leon C. Korb will be honored this fall. Board member Stephen Hughes is the point of contact on this action.

The Board received updates on inactive ministers in North Central Presbytery

The Reverend Richard Bender was received in to North Central Presbytery November 1997. He attended six of the last 42 meetings.

Reverend Bender was sent the initial letter and survey that was sent to all five inactive ministers. It was not returned as undeliverable, nor

was it returned by Reverend Bender. Five total attempts were made to reach Richard Bender through four different means (by mail, by

phone, through an attempt at personal contact, and through social media) the Board has done its due diligence about contacting him and

can proceed to recommend he be removed from the roll of ministers of North Central Presbytery and the Cumberland Presbyterian

Denomination.

Recommendation #4: That Richard Bender be removed from the roll of ministers of North Central Presbytery and the Cumberland

Presbyterian Denomination.

The Reverend Janeth Yarce was received into North Central Presbytery in October 2005 and has attended two of the last 28 meetings.

Reverend Yarce was sent the initial letter and survey that was sent to all five inactive ministers. It was returned as undeliverable. Four total

attempts were made to reach Janeth Yarce through three different means (by mail at two different addresses, by phone, and by email), the

Board has done its due diligence about contacting her and can proceed to recommend she be removed from the roll of ministers of North

Central Presbytery and the Cumberland Presbyterian Denomination.

Recommendation #5: That Janeth Yarce be removed from the roll of ministers of North Central Presbytery and the Cumberland

Presbyterian Denomination.

The Reverend Jose Oliviera was received into North Central Presbytery in October 1999. He attended two of the last 38 meetings. Reverend

Oliveria was sent the initial letter and survey that was sent to all five inactive ministers. It was returned as undeliverable. Five total attempts

were made to reach Jose Oliviera through four different means (by mail to two different addresses, by phone, by email, and through social

media), the Board has done its due diligence about contacting him and can proceed to recommend he be removed from the roll of ministers

of North Central Presbytery and the Cumberland Presbyterian Denomination.

Recommendation #6: That Jose Oliviera be removed from the roll of ministers of North Central Presbytery and the Cumberland

Presbyterian Denomination.

The Board spoke with Revered Wayne Furr via telephone conference. We explained that the Board is contacting any ministers with whom

the Presbytery hasn’t been in communication with and that the Board’s actions weren’t singling out one individual. The Board expressed its

openness to working with Reverend Furr and he has voiced willingness to attend meetings of North Central Presbytery or seek excuse, and

to serve on a presbyterial board or committee. He has been serving in a Presbyterian Church USA, for the past ten years.

Recommendation #7: that Reverend Wayne Furr’s name be removed from the Ministers Currently Not Active in Ministry in North Central

Presbytery be placed in the Ministers Serving Churches/Active in North Central Presbytery.

The Board Secretary has received returned receipt from the US Post Office for Reverend Marcia Compton. Due to time constraint the Board

tabled discussion of action on Reverend Compton’s ordination until the next meeting, which is scheduled for Friday, October 12, 2018 at

11:00 a.m. at Union North Cumberland Presbyterian Church.

The Board reviewed the emails sent by Reverend Dave Parman, Moderator of Christ Church, Indianapolis, Indiana, regarding Christ Church

and its elder/minister’s request to sever ties with North Central Presbytery. Reverend Parman suggested that the elder/minister, Mr. Elmer

Price be invited to Fall Presbytery to discuss the request and bring the Session book with him. The Board Secretary will contact Mr. Price to

let him know when the Board and Presbytery will be meeting to discuss the status of the church and its membership.

The Board received a budget request from Union North Cumberland Presbyterian Church. The Board voted to table discussion until the next

meeting.

The meeting was adjourned with prayer by Stephen Hughes at 12:35 p.m.

Report of the Board of Christian Education

The Board of Christian Education met on August 25, 2018 at Willow Creek CP Church in Martinsville, Illinois. The following members

present were: Sandra Stence, Sarah Wilhoit, Rhonda Clark, Kathleen Fischer, Pat Kelly and Colin McDuffee. Members not present were:

Scott Price & Jeff Biggs. Also present, Youth Advisor, Holton Sandiford.

The meeting was opened with prayer by Holton Sandiford.

The proposed budget was discussed. Recommendation will be made to increase the convocation budget from $1,400 to $1,600. Otherwise,

the budget should remain the same.

New Business: Report on JJHC read by Sandra Stence. There were 202 in attendance; the biggest camp for Sandra as director, but the week

went well with no major incidents or problems to report. They made a few changes to camp this year, and overall, the changes were well

received. Motion made to pay $20/hr for up to 2 lifeguards at each camp. Motion passed.

Recommendation 1 - That in the future all camp staff make a donation of $30 for their attendance at either camp, to help offset the

costs associated with the staff.

Recommendation 2 – That a different health form for the staff at camps/youth activities be developed.

Report on BKK prepared by Scott Price and read by Colin McDuffee. There were a total of 101 people in attendance at camp. No major

incidents or problems to report.

Colin McDuffee presented a proposed staff list/theme for 2019 BKK. The list was tentatively approved.

5th Sunday Youth Gatherings will start this fall. There are two planned at this time for Sept 29 at Fairfield and March 30, 2019 at Willow

Creek.

The Camp Directors will plan Frost Fest, which will be held February 15-17, 2019 at Brush Creek. The weekend retreat will take the place of

convocations which were previously held in the spring and fall of each year and rotated throughout the Presbytery. Roberta Biggs is going to

attempt an online registration for Frost Fest to see how it goes. If it works well, the hope is that online registration will be available for both

camps.

Recommendation 3 – That the proposed revisions be made to the Rules and Guidelines as set by North Central Presbytery for Youth

Activities as follows:

3. The NCPYF Cabinet will consist of Moderator, Vice-Moderator and Stated Clerk. They will meet the following criteria: The

Cabinet will be active participants in the Cumberland Presbyterian Youth Fellowship, an active member of a Cumberland Presbyterian

Church and reside within the boundaries of North Central Presbytery. The Moderator shall be a member of the Board of Christian

Education (BCE). There shall be two youth elected to the Planning Council, who will assist the Cabinet in planning BKK. Each candidate

will be voted upon by the campers to fill a two-year term, which shall alternate. (i.e. only one candidate will be chosen each year, with a one-

term limit.) The vote taken at BKK for these positions will then be brought to the BCE for approval. The BCE asks that the top three vote

getters for the planning council be submitted.

5. A member of the BCE (Youth Advisor) shall be present to advise the NCPYF Cabinet of their duties, responsibilities and

obligations at camp and provide the Cabinet with a copy of the Rules and Guidelines. (See below for detailed description.) BCE

Representative to be chosen at Spring Board Meeting prior to camp, and preferably, someone without direct ties to the Cabinet and Planning

Council.

The Youth Advisor shall act as liaison between members of NCPYF and members of the BCE board.

The Youth Advisor shall assist during the Business Meeting at NCPYF events. This includes meeting with the Moderator prior to the

meeting to set up an agenda, making sure that items being nominated for are clear to all members, as well as making sure that the Rules and

Guidelines as set by North Central Presbytery for Youth Activities is followed.

The Youth Advisor shall meet with the newly elected Cabinet and Planning Council in order to explain their duties, as well as, what

they should work on before camp ends to submit to the BCE Board.

The Youth Advisor shall bring the top three names from the nominations at the business meeting, for Moderator, Vice-

Moderator, Stated Clerk and Planning Council Member, to the August BCE board meeting.

The Youth Advisor will communicate with the nominees and secure an elder or minister reference for them, pertaining to

where they attend worship. For the Moderator, Vice Moderator and Stated Clerk, the Youth Advisor shall check to be certain that it is a CP

Church.

Recommendation 4 – That the Guidelines for Camp Staff be revised as follows:

9. That all staff for any Presbytery sponsored-youth activity have a background check prior to event. The forms and cost of

background check to be handled by the directors of the camp/youth activity through the denomination, unless an additional check is justified.

The presbyterial apportionments are based on information provided in the Annual Report forms, so it is important that the information be updated annually.

REPORT OF THE BOARD OF HERITAGE AND WITNESS

The Board of Heritage and Witness met on August 25, 2018 at Willow Creek C.P. Church. Terry Hodge, Chris Blevins, and Samantha McDuffee were present. 

Terry Hodge opened the meeting in prayer. New members Chris Blevins and Samantha McDuffee were welcomed. The Board was informed that former board secretary Susan Smith had passed away. Samantha McDuffee was nominated as secretary. 

We discussed that the Heritage and Witness budget should be $620; the additional $120 going towards the North Central Presbytery website.

The large notebook with past heritage reports was found. 

Chris Blevins will ask Jeff Biggs to do the heritage report.

Prayer concerns were brought forward for the family of Susan Smith, Patty Harrell, Jessica Blevins, Mark Willey, the family of a young man in a motorcycle accident, Steve Winkle, Fran Bal, and JC McDuffee. Terry Hodge prayed over prayer concerns. 

Minutes were read and on a motion by Samantha McDuffee and seconded by Chris Blevins, were approved. The meeting adjourned. 

Closing prayer was given by Chris Blevins.

Records were not received from the following churches: Burnt Prairie, Campground, Christ, Cumberland Chapel, Grace, and Knights Chapel.

The Board discussed the forming of a Commission regarding a safe sanctuary violation. Three members from the Board of Pastoral and

Congregational Care and two members from the Board of Judiciary and Session Records will participate.

No other correspondence was submitted to the Board for review. Gail Allen closed in prayer and the meeting was adjourned.
