The Chairman of SEIAA appraised the members about the objectives and agenda items of the meeting. At the outset, the Member Secretary, SEIAA cum Secretary, Environment & Forest, Govt. of Assam has highlighted the present status of the SEIAA and SEAC office and explained various matters relating to establishment and financial aspects requiring urgent attention, particularly about the payment of salaries, fees, contingency expenditure, monitoring etc. He requested the members of both the Committees to adopt a resolution for obtaining necessary Govt. approval and requested the Chairman, SEIAA to forward a Budget estimate along with necessary justification in connection with the maintenance of the office and the services rendered in fulfillment of the responsibilities of the Chairmen and the Members of SEIAA and SEAC for 2017-18. Accordingly, the Members of both the committees requested the Chairman. SEIAA to take steps for smooth functioning of the Authority based on the reporting of the Member Secretary, SEIAA, Assam. A. Resolution No. 2 Project proposal for Cement Grinding unit (2000 TPD) located at Vill: Kahikuchi, Dist: Kamrup, Assam by M/s. Kaziranga Cements Ltd. The Members of the committees opined that as the project proponent is absent & also based on the letter submitted explaining about the problem with consultant. Hence, the proposal is deferred. Resolution No. 3 Project proposal for Cement Grinding unit (500 TPD-200 TPD) in Phase I & 300 TPD in Phase II located at Vill: Karaibari, Mouza-Sila Sundarighopa, Dist: Kamrup, Assam by M/s. J.N. The meeting was held on 22.03.2017 at 11.00 AM at Conference Hall, 3 rd Flo

The Chairman, SEIAA presided over the meeting by welcoming all the members of SEIAA and SEAC. The Chairman of SEIAA appraised the members about the objectives and agenda items of the

Resolution No. 5 Project proposal for Cement Grinding unit (200 TPD Clinker & 300 TPD Cement) located at Vill:

Changmaji, Mouza-Jamunamukh, Dist: Nagaon, Assam by M/s. Assam Cement Industries.

EIA/EMP Report is yet to be submitted to SEIAA. Hence, proposal is deferred.

B. Discussion on new Project Proposals:

Resolution No. 1 Project proposal for collection of River Silt from Brahmaputra River Silt from Brahmaputra River

Mining Permit area under Sonitpur West Forest Dvn, Tezpur, Assam by M/s. S. P. Singla Construction

(P) Ltd. The proposal for extraction of River Silt from Brahmaputra River near Bhurbandha, Bhomoraguri

Bali Chapori (South Bank), P.O. Bhojkhowa, Tezpur, Dist: Sonitpur under Tezpur Sadar Forest Range

measuring 17.0 ha for a period of 02 yrs only has been reviewed by the Members of both the Committees

(SEIAA and SEAC) and suggested for issuance of E.C. with necessary terms & conditions. The amount of

River Silt to be extracted is 2,80,000 m 3 for a period of 2 (two) yrs. Further, SEAC may write to W WF

regarding any Dolphin habitat (if any) in the proposed site.

Resolution No. 2 Project proposal for collection of River Clay from Ranganadi River Mining Permit area under

Lakhimpur Forest Dvn by M/s. DRA-TKEE (JV). The proposal for extraction of River Clay from Ronganadi from two different locations (Plot-1

&

Plot-2) amounting to 2,61,900 m 3 for 2 yrs is recommended for issuance of E.C. with necessary terms &

conditions. Members of the SEIAA & SEAC committes also uggested to obtn permission from

respective D.C. by the project proponent before extraction.

Resolution No. 3 Project proposal for collection of Ordinary Earth from private patta land bearing Dag No 375,

Nagaon Forest Dvn, Nagaon by M/s. T.K. Engineering Construction Pvt. Ltd.

The documents & the application as forwarded by the D.F.O, Nagaon, the proposal for extraction of

ordinary earth amounting to 2,18,367 m 3 from P.P. land as mentioned above verified by the Circle Officer(R) &

ACF, Nagaon is recommended by the members of the both the committees for issuance of E.C. with necessary

terms & conditions.

Resolution No.4 Project proposal for collection of Sand & Stone from NKD-B-5 Shahpur Mining Contract area under

N.K. Forest Dvn, Rangia by Sri Habibar Rahman. After verifying the relevant documents, the proposal for extraction of Sand 10,000 m 3 and Stone 500 m 3

for 5 yrs and extendable of the extraction period for another 2 yrs with stipulated quantity after obtaining

environmental status report from D.F.O. concern is recommended for issuance of E.C. with necessary terms &

conditions. The mining area shall be at least 500 (five hundred) m away from the River bank.

Resolution No. 5

Project proposal for collection of Sand & Stone from NKD-B-6 Bandarkhowa Mining Contract area

under N.K.Forest Dvn, Rangia by Sri Mustakur Rahman. The documents as submitted by the D.F.O. in connection with the extraction of Sand & Stone from

NKD-B-6 Bandarkhowa mining contract area are scrutinized by the members of both the committees and

recommended for issuance of E.C. amounting to 25,000 m 3 Sand and 12,500 m 3 Stone for 5(five) yrs and

the extraction may be extendable for another 2 yrs after obtaining Environmental status report from

concerned D.F.O. with a strict compliance of necessary terms & conditions. Permission from concerned

D.C. shall be submitted in SEIAA office before issuance of E.C.

Resolution No.6 Project proposal for collection of Stone Boulder from Mainakhurung Stone Mahal No.0 under Kamrup

The Members of both the Committees opined to request the Project Proponent to obtain clarification

from concerned DFO. regarding mining of Stone boulder from Mainakhurung Stone Mahal No. C for

further processing the proposal. A letter may be issued accordingly.

Resolution No.7 Project proposal for collection of Sand & Gravel from Champa (Bandarchara) Mahal under Haltugaon

Forest Dvn, Kokrajhar by Sri Kiran Basumatary. After scrutinize the documents forwarded by the D.F.O, Holtugaon Forest Dvn, the proposal for

extraction of Sand & Gravel amounting to 3500 m 3 / yr & 2000 m 3 /yr respectively is recommended by the

Members of both the Committees for issuance of E.C. with necessary terms & conditions for 5 yrs and the

proposal may be extendable for another 2 yrs after obtaining Environmental Status report from concerned

D.F.O. And also incorporate a condition in E.C. that extraction shall be made from at least 50(fifty) meters

away from road to avoid erosion etc.

Resolution No.8 Project proposal for collection of Sand from Daboka Ordinary Sand Mining Permit area No.4 under

Nagaon South Forest Dvn, Hojai by Sri Riajul Islam Choudhury. The Members of both the Committees scrutinized the relevant documents as submitted & the

proposal for extraction of Sand from Doboka Mining Permit area No.4 amounting to 2000 m3 for 2 yrs

(1000 m3 per yr) is recommended for issuance of E.C. with necessary terms & conditions.

Resolution No.9 Project proposal for collection of Ordinary earth/ Clay from Vill: Tresunthum under Dima Hasao Forest

Dvn (West) Haflong by Sri Anesh Warisa. As recommended by the D.F.O. alongwith the relevant documents, the members of the committees

recommended to excavate 10,000 m 3 of earth/ clay from Tresunthum village area for 1 yr with necessary

terms & conditions.

Resolution No.10 Project proposal for collection of Sand & Stone from NKD-B-7 Balabhita Mining Contract area under

North Kamrup Forest Division, Rangia by Sri Uttam Karmakar. After scrutinizing the documents by the Members of both the Committees, the proposal is

recommended for extraction of Sand & Stone 3,000 m 3 and 1500 m 3 per yr respectively for 5 yrs,

extendable by 2 yrs more after obtaining and submitting the Environmental Status Report from the

concerned D.F.O. with necessary terms & conditions, subject to inspection if found necessary.

Resolution No.11 Project proposal for excavation of Silt from Brahmaputra River Mining Permit area under Doomdooma

Forest Division by Sri Ranjan Dutta. • The proposal is for mining of the Brahmaputra River under Mining Permit area under Saikhowa

Range of Doomdooma Forest Dvn, Dist: Tinsukia for the purpose of repair and renovation of existing Road

of Naharani to Balyan Road. Mining Plan as suggested by D.F.O. Doomdooma Division is also submitted.

After scrutinization of the documents by the Members of both the Committees (SEAC & SEIAA), the

proposal is recommended for extraction of river silt from the area notified amounting to 5000 cum for

2(Two) yrs (2500 cum per yr) subject to obtaining the approval from the District Administration and

submitting the same to SEIAA. Further, SEIAA may write to WWF regarding Dolphin Habitat (if any) in

the proposed site.

Resolution No.12 Project proposal for collection of Quartzite Stone from Bura Gohain Mining Permit area under

Karbi

Anglong East Forest Division by Sri Hori Basumatary. The Members of both the committees recommended the proposal for extraction of Quartzite Stone

from Bura Gohain Mining Permit area amounting to 2000 m 3 for 2 yrs (1000 m3 per yr) for issuance of

E.C. with necessary terms & conditions.

Resolution No.13 Project proposal for collection of Sand, Gravel and Boulder from Aie Powali S/G & Boulder Mahal

under Chirang Forest Dvn, Kajalgaon, BTAD, Assam by Sri Pirosh Basumatary. The members of both the committees recommended the proposal for extraction of Sand, Gravel &

Boulder from Aie Powali S/G & Boulder Mahal amounting for 350 m 3 Sand/yr, Gravel 700 m 3 /yr &

Boulder 700 m 3/ yr for 5 yrs for issuance of E.C. with necessary terms & conditions and the proposal for

extraction may be extended for another 2 yrs after obtaining the Environmental Status report from the

concerned D.F.O. and submitting the same to SEIAA.

Resolution No.14 Project proposal for collection of Sand from Batha River Mining Contract area for Sand No-2

under

Kamrup West Forest Dvn, Bamunigaon by Smti Nilima Boro. The members of both the committees recommended the proposal for extraction of Sand from

Batha

River Mining Contract area for Sand No.2 amounting to 5000 m 3 /yr for issuance of E.C. with necessary

terms & conditions for 5 yrs and the proposal for extraction may be extendable for another 2 yrs with 3000

m3/yr after obtaining the Environmental Status report from the concerned D.F.O. and submitting the same

to SEIAA.

Resolution No.15 Project proposal for collection of Stone from Silimkhowa Hill Stone Quarry under Karbi Anglong

East

Forest Dvn, Diphu by M/s. J.K. Construction. The proprietor of M/s. J.K. Construction has submitted an application, subsequently forwarded by

D.F.O, Karbi Anglong East Dvn with Mining Plan & other relevant documents for extraction of Stone

amounting 3500 m3 for 7 yrs i.e. 500 m 3 per yr from Silimkhowa Hill Stone Quarry. The same was

scrutinized by Members of both the Committees & recommended the proposal for extraction of Stone 500

m3 for 5 yrs & the proposal for extraction may be extendable for another 2 yrs with 500 m3 /yr after

obtaining Environmental Status report from the concerned D.F.O, Karbi Anglong and submitting the same

to SEIAA..

Resolution No. 16 Project proposal for collection of Stone from Bamundi Hill Stone Quarry under North Kamrup

Forest

Division, Rangia by M/s. S.S. Enterprise. The members of both the committees scrutinized all the documents and requested

the project

proponent to submit a fresh application along with the relevant documents from the concerned DFO.

However, the proposal may be forwarded to DEIAA, Kamrup as the mining area is only 2 ha.

Resolution No. 17 Project proposal for collection of Sand from Balicherra River Borjalkenga Mining Permit

area No.1

under Cachar Forest Dvn, Silchar by Sri Dhananjay Rajbongshi. The members of both the committees scrutinized all the relevant documents as submitted

the project proposal and recommended the proposal for issuance of E.C. for collection of 4,200 rn' sand for

2 yrs (2,100 mi/yr) with necessary terms & conditions.

Resolution No. 18 Project proposal for collection of Sand from Jammu River New Sand Mahal under Karbi Anglong

West

Forest Division, Diphu by Sri Bijjoy Terang. The project proponent has submitted an application & subsequently forwarded by

D.F.O, Karbi

Anglong West Dvn with Mining Plan & other relevant documents for extraction of Sand amounting 2000

m3 for 2 yrs i.e. 1000 m3 per yr from Jammu River New Sand Mahal has scrutinized by Members of both the

committees & recommended the proposal for extraction of Sand 1000 m 3 per yr for 2 yrs.

Resolution No.19 Project proposal for extraction of Stone from Modertoli Hill Stone Mahal No.3 under

Nagaon South

Forest Division by M/s. UCN Construction Co. Pvt. Ltd. The members of both the committees scrutinized all the documents and recommended

the proposal

for issuance of E.C. for extraction of 10,000 m 3 Stone for two yrs (5000 m 3 /yr) from Modertoli Hill Stone

Mahal No.3 under Nagaon South Forest Division with necessary terms & conditions.

Resolution No.20 Project proposal for excavation of Ordinary earth from private patta land under Jorhat

Forest Division

for the construction of four tanning by M/s. Hindustan Construction Co. Ltd. The members of both the committees scrutinized all the documents and recommended

the proposal

for excavation of Ordinary earth from the patta no.33 & dag no.359 amounting to 10,000 m3 sand for two

yrs (5000 m3 per yr) for issuance of E.C. with necessary terms & conditions.

Resolution No.21 Project proposal for collection of Sand & Stone from Bornewria River Sand cum Stone

Quarry in

Bornewria river bed under Karbi Anglong East Forest Dvn, Diphu by Sri Dipak Karmakar. The Members of both the committees scrutinized all the documents and recommended

the proposal

for extraction of Sand amounting to 1500 m 3 and Gravel 1000 m 3 for two yrs for issuance of E.C. with

necessary terms & conditions from Bornewria River Sand cum Stone Quarry.

Project proposal from M/s. D.K.(Assam) Associates (P) Ltd for extraction of Sand & Silt from the Brahmaputra River Parbatia Mining Permit area amounting to 7000 m 3 during two yrs is required for protection of Biswanath Panpur including areas of upstream of Silamari & far downstream Bhomoraguri to Bargaon against erosion of River Brahmaputra. The Members of SEIAA & SEAC after scrutinization of the proposal recommended for issuance of E.C. for extraction of Sand & Silt from aforesaid area which is around 2168.71 sq.

mt. subject to the condition that they should provide justification & clarification on how the work will help in the protection of Tezpur University & its adjoining areas. Also SEIAA may write to the WWF regarding any Dolphin habitat (if any) in the proposed site.

Resolution No.23 Project proposal for collection of Sand & Silt from Brahmaputra River Jahajghat Mining Permit area under Sonitpur West Forest Dvn, Dist: Sonitpur (Assam) by M/s. Samco Construction & Supply.

Project proposal from M/s. Samco Construction & Supply under Tezpur Water Resource Dvn to mine the Sand/ Silt from Brahmaputra River Jahajghat Mining Permit area amounting to 13,000 m 3 during two yrs

from a total area of 4264.06 sq. mt . The Members of SEIAA & SEAC after scrutinization of the proposal recommended for accord of E.C. for extraction of Sand & Silt from aforesaid area subject to the condition that they should provide justification & clarification on how the work will help in the protection of Tezpur University & its adjoining areas. Also SEIAA may write to the WWF regarding any Dolphin habitat (if any) in

the proposed site.

Resolution No.24 Project proposal for collection of Sand & Silt from Brahmaputra River Bhomoraguri Mining Permit area under Sonitpur West Forest Dvn, Dist: Sonitpur (Assam) by Sri Bubul Nath.

Project proposal from Bubul Nath for collection of Sand & Silt from Brahmaputra River Bhomoraguri Mining Permit area under Sonitpur West Forest Dvn, Dist: Sonitpur (Assam) amounting to 37,075 m 3 for two

yrs is required for protection of Biswanath Panpur including areas of upstream of Silamari & far downstream Bhomoraguri to Bargaon against erosion of River Brahmaputra. The Members of SEIAA & SEAC after scrutinization of the proposal recommended for issuance of E.C. for extraction of Sand & Silt from the aforesaid area which is around 12358.31 sq. mt . subject to the condition that they should provide justification & clarification on how the work will help in the protection of Tezpur University & its adjoining areas. Also SEIAA may write to the WWF regarding any Dolphin habitat (if any) in the proposed site.

Resolution No.25 Project proposal for collection of Sand from P.P. land under North Kamrup Forest Dvn, Rangia by Sri Sahar Ali.

The members of both the committees scrutinized all the documents and asked for submission of the Mining Plan for extraction of Sand by the project proponent.
