What is urban heritage?

Why do we need to conserve heritage? Not to lose in the process of urban deve lopment

• Cultural benefits (Uniqueness , character/identity, pride /ownership, space to reconnect and

remember)

• Economic benefits (Inves tment, new economies , bus inesses , tourism, marke ts , space for

crea tive economies)

• Socia l benefits (Civic pride , re ta ining connection with place , avoiding displacement, re ta ining

communities )

• Environmenta l benefits (preserve , reuse, charm and character)

2

• regula tions /procedures to protect from demolition and require maintenance

• Lack of financing and incentive for re use

• No s trong policy and regula tory control or vis ion for new development in heritage

environment

• Little awareness of economic and socia l va lue

• No control to maintain urban characte r

• lega l complexity

• Disas te r risk

□ Clear vis ion

□ Simple planning guidelines and

□ People-oriented planning

□ Quality infras tructure & services

□ Efficient permit process ing

□ Regulation & enforcement

□ Monitoring of impacts

□ Identification of conserva tion areas

□ Zoning plan and height control

□ Creation of heritage lis ts and legal

protection

□ Heritage unit in YCDC

□ Strengthening YHT

□ Good management processes ,

procedures , permits , guidelines .

□ Alternative development: incentives ,

PPP, Heritage Fund etc.

□ Urban built & cultura l heritage as As s ets and a driving force for

sus ta inable urban deve lopment.

□ Conserva tion-led development can bring about s us ta inab le economies as

well as better quality of c ity life

□ It is necessa ry to unders tand urban heritage res ources before making

any major decis ion and intervention

□ Urban heritage conservation should be integrated with urban planning with

a focus on urban management and developing policy

□ While following the basic principles and standards in international practices

for quality in terven tion , it is equally important to ta ilor to fit the local

context in order to maximize benefits for the public with limited resources

□ Public partic ipa tion in terms of info sharing, explana tion, engagement and

regula r consulta tion is necessary

□ Conserving heritage properties can increase public access to socia l and

cultural amenitie s

What is needed to make Yangon more livable?

• INVENTORY PROJ ECT

• Surveyed 9 townships up to Bahan, recording each

and every building

• tota l nearly 15,000 buildings so far recorded

Understanding heritage assetsUnderstanding heritage assets2

□ The proposed Downtown Conserva tion Area covers approximate ly 2 km2 conta ining 3370

buildings , of which about 70% (2,122) display heritage va lue.

□ Downtown 6 townships on grid has over 7200 buildings

Planning procedures and controlPlanning procedures and control3

□ Heritage lis ts (YCDC's lis ted buildings , YHT shared lis t incl. private bldgs) are not

s ta tutory, though YHT is being consulted by YCDC for permit proposa ls concerning

heritage places

□ No specia l municipa l by-law or zoning regulations to protect heritage properties a reas

□ Property and land ownership are complex and need urgent clarification

□ Tailored Regional/Sta te leve l Urban Heritage Conserva tion Law

□ Participatory s ta tutory lis ting required with yearly upda tes

□ Conserva tion Areas with associa ted regulation need to be identified

and updated

□ Legal procedures required tha t include heritage assessment before

any permit for a lte ration

□ Mixed ownership s ta tus

□ Religious trus tee ownership

□ Unknown who is respons ible for property improvement

□ low rent

□ Self-funded collective responsibilities

□ Divergent inte res ts between landlord and tenants

□ Inves tment and access to finance is limited

•Unlocking economicalpotential of residential buildings (legal recommendations 2015 Dec)

Economics of conserving heritage properties

Unlocking their economic potentia l

Increas ing space for socia l and cultura l activities

Technical and procedura l ass is tance

• Nationa lly important govt-owned buildings

• Commercia lly viable government-owned buildings tha t can be transferred

• Partia lly owned by govt or other organizations

• (Mixed) priva te ly-owned res identia l buildings in the area

□ PPP is viable, transparent

□ Could raise millions in public revenue for a heritage fund

□ Return for inves tors , government rent and conservation of buildings with public use

□ Combined with vacant block's potentia l deve lopment

□ Consolida ting a group of heritage buildings together brings more viability

□ Foreign inves tors in heritage properties could be given incentives (a llowing

purchase and improvement)

□ Tax Credits

□ Bank financing for house renova tion

Economics of conserving heritage properties6

VISION – YANGON HERITAGE DEVELOPMENTAGENCY

*

* Preliminary analysis sugges ts that success fully tendering 5 properties as PPPs could generate

nearly $16 million for public realm improvements.
